It is no longer news that the 2019 general elections have been postponed due to operational and logistic difficulties but the question to ask is..... Who is to be blamed? Could this ugly incident be avoided. Recall that about 4 months ago due to pressure mounted by the PDP on INEC, the commission removed Amina Zakari from operation and logistics unit to Healthcare and Welfare unit. PRE-PREPARED INEC ELECTION RESULT FAVOURING PDP IN ABIA STATE BURSTED, SUSPECT ARRESTED The presidential and national assembly election in Abia State is gradually turning ugly as pre-prepared election result has been discovered and the suspect arrested. The Peoples Democratic Party (PDP) presidential candidate, Atiku Abubakar, on Thursday failed to provide proof of evidence before a Federal Capital Territory (FCT) High Court sitting in Abuja that President Muhammadu Buhari and members of his family own substantial shares in 9mobile and Keystone Bank. This is just as the court headed by Justice Binta Mohammed adjourned till March 7, 2019 for hearing in the suit filed by the Buhari Campaign Organisation (BCO) against Atiku for defaming President Buhari and his family. Before the case was adjourned, counsel to BCO, Barr Abdulrazaq Ahmed, told the court that the defendants’ lawyer just served him with statement of defence, counter claim seeking N200 billion and motion to strike out BCO from the suit on the ground that the president’s support group is not a juristic person as it is not registered with the CAC. Ahmed said, “In line with Order 18, Rules 1 & 2 of the High Court, BCO is entitled to seven days within which to reply the defendants’ counter claims”. Following refusal of the defendants’ lawyer, Ms Deborah Iniye Warrie, to oppose plaintiffs’ counsel, Justice Mohammed adjourned the matter for hearing. But neither documentary evidence nor proof of evidence was attached in the statement of defence filed by Atiku’s lawyers to substantiate claims that President Buhari and his family acquired substantial shares in 9mobile and Keystone Bank with total assets of $1.916 billion (equivalent to N307.5 billion) as well as purchasing about ₦3 billion worth of shares in the new Pakistani Islamic Bank. Atiku in his 18-paragraph statement of defence only complained of the suit not properly constituted, insisting that what he said was in no way defamatory against Buhari since it was a matter of public interest. Counsel to the PDP presidential candidate said, “The defendants (Atiku and Phrank Shaibu) aver that the defamatory statements are impartial observations, opinions and criticism on a matter of public interest. ‘’The defendants aver that a matter of public interest on which everyone is entitled to make a fair comment on cannot be said to be defamatory”. In the 53 paragraph counter-claim signed by Chukwuma-Machukwu Ume (SAN) and 11 other lawyers on behalf of Atiku are also claiming a total of N200 billion for killings in the country by insurgents, high tension and democratic instability in the country, in addition to lopsided appointment in the country. The Buhari Campaign Organisation (BCO) had on January 22, 2019 sued Atiku, accusing him of defaming President Buhari and his family. In the suit filed before FCT High Court, the plaintiff wants the court to order Atiku and his party to pay N40million damages for alleged libelous claims that Buhari and members of his family own substantial shares in 9mobile and Keystone Bank. Atiku had, in a statement issued in Abuja in January this year by his Special Assistant on Public Communication, Phrank Shaibu, claimed the first family had acquired shares in Keystone Bank with total assets of $1.916 billion (equivalent to N307.5 billion) as well as purchasing about ₦3 billion worth of shares in the new Pakistani Islamic Bank. In the suit, the plaintiff is also seek OMG a declaration that “the 1st defendant (Phrank Shaibu) on behalf and for the 2nd defendant (Atiku) neglectfully, unlawfully and recklessly permitted and caused to be published in newspapers defamatory and damaging statements against the 1st Plaintiff (President Buhari)”. ....Incite violence, get visa ban, forfeit assets The British High Commissioner to Nigeria, Ms Catriona Laing, has warned that Nigerian politicians who incite or execute violence during Saturday’s elections would have their visas banned and assets in the UK seized. Laing gave the warning at a press briefing on Wednesday in Abuja to unveil the Election Situation Room of the Civil Society Situation Room set up by a coalition of civil society organisations to monitor the polls in Abuja. She reminded political parties that apart from their assets being seized in the UK, they could experience a worst case scenario of prosecution. “We will apply this absolutely across board not directed to any particular party; so, we are monitoring and looking out for hate speech. “We are concerned about the Peoples Democratic Party(PDP) rally which has hate speech a lot and we will like to call that kind of thing out. “Our two worries are on security not just on the role the police will play to ensure peace but about the role individuals play by getting angry or militias being paid to disrupt elections. “Then, another worry is fake news, that is why we rely on CSOs and we will work with them to get information,’’she said UN Secretary-General for West Africa and the Sahel, Mr Mohamed Ibn Chambas, thanked the CSOs for the launch of the situation room, describing it as a good work toward the elections. Ibn Chambas said that it showed that the groups were prepared for the elections and ready to monitor the voting process thus helping UN with ideas on the process in the country. The American Ambassador to Nigeria, Mr Stuart Symington, said that the special thing with the room was not just about that CSOs would say and do but about what every Nigerian would say and do. “The time has come for this outside world that cares so much about Nigeria to listen to the people of Nigeria and to see what each of them do and then forward the results to lift Nigeria up,’’ Symington said. Head of the EU Delegation to Nigeria, Ambassador Ketil Karlsen, said that the work of CSOs over the last years gave hope that continued consolidation of democracy clamoured for internally could happen. Mr Jude Illoh, Country Director of Open Society for West Africa (OSIWA), said that though there a lot of apprehension about the election, Nigeria would overcome it. Illoh said that Nigeria’s democracy had experienced good progress. “We have defied dictators, we have defied civil war and everything you can imagine, insurgency terrorism everything thrown at us we are still standing. “ I can tell you that the morning after the election we will be standing as a country, proudly Nigerians, ‘’ he said. Barely four days to the presidential election, the apex northern sociocultural group, Arewa Consultative Forum (ACF), has finally endorsed the candidate of the All Progressive Congress (APC) President Muhammadu Buhari. Addressing a press conference on Tuesday at the headquarters of the forum in Kaduna shortly after a meeting held under the Chairmanship of Malam Adamu M.Fika, Chairman Board of Trustees of the forum, the forum resolved that “ACF believes that President Muhammadu Buhari deserves a second term to consolidate on his achievements”. The text of the briefing which was read by Alhaji Musa Liman Kwande Ag. Chairman NEC reads in parts; “ACF takes note of the state of the political situation as the nation goes into another round of elections, where tensions are heightened as a result of intense campaigns, lobbying and horse-trading among political actors. “ACF takes special note that major political parties have nominated prominent northerners, for the February 16th 2019 Presidential Elections. The Forum has carefully studied the antecedents of major presidential candidates, the manifestoes and policy documents of their parties, alongside the need for social, political and economic stability in the country. “ACF is therefore, of the view that certain attributes such as clarity of thought, unity of purpose, content of character and morality of the candidates, their leadership qualities, performance and general acceptability of the candidates contesting for not only the office of the president of the Federal Republic of Nigeria but also for other elective offices should guide voters in making their choices”. The decision on who to elect should not be based on any form of inducements, mob hysteria, intimidation or false promises, but by calm and deliberate consideration of the candidates’ qualities of leadership, performance and moral standing in their public and private lives. Furthermore, other considerations such as capacity to tackle security challenges, fight corruption, and boost the economy by way of diversification away from over dependence on oil, by infrastructural development in order to promote growth. The integrity of the candidate to raise the image of Nigeria in the comity of nations is equally important in the election. “ACF notes, the strides taken by the Buhari administration to improve and reposition the nation economically. A few examples are: The multi-billion Dollar Mambilla hydro power project, the exploration of oil in Gongola Basin of the Benue trough, the Baro inland port, the North East Development Commission, the ongoing rail line projects nationwide, and other critical infrastructural development projects. “Consequent upon the contributions of the incumbent government to the economic and infrastructural development of the nation, and the government’s achievements in combating insurgency and other insecurity problems bedeviling the country, ACF believes that President Muhammadu Buhari deserves a second term to consolidate on his achievements”. ACF also called on the politicians and their supporters as well as the electorates to avoid all forms of violence before, during and after the elections, stressing that violence is never a solution to any grievances. “Violence not only destroys our democratic process but also lives and property. Democracy is a contest of ideas and reasons” it further stressed. ACF also urged the Independent National Electoral Commission (INEC) to live up its promise and assurances for a credible, free and fair elections. The forum equally called on the Police and other security agencies involved in providing security to the election process to remain neutral and professional in their conduct. Eurasia Group, reputed as the world’s largest political-risk consultancy, says President Muhammadu Buhari will win the February 16 presidential election. In its final Eurasia Group Politics First election forecast seen by TheCable, the group, which was founded in 1998 by American political scientist Ian Bremmer, said Buhari has a 60 percent probability to win. “Opposition candidate Atiku Abubakar has regained some momentum in recent weeks, but President Muhammadu Buhari remains favored to win (a 60% probability),” the group said. “On election day, the ruling All Progressives Congress’s (APC’s) significantly greater control of local political structures and resources—it governs 23 states compared to the opposition’s 12—will boost voter mobilization and solidify Buhari’s advantage.” In 2015, Eurasia Group tipped Buhari to defeat former president Goodluck Jonathan, changing its stance some weeks to the election, after it had initially chosen the former president to win. At the time, the group said although it initially tipped “President Goodluck Jonathan for re-election, a number of factors had since changed, and the pendulum had swung to the Buhari’s side”. 1. ONNOGHEN WILL NOT AFFECT ELECTIONS The group said the decision of President Muhammadu Buhari to suspend Walter Onnoghen, the embattled Chief Justice of Nigeria, will not affect the elections. “Positive news coverage in recent weeks, along with Buhari’s controversial move to suspend Chief Justice Walter Onnoghen over allegations of corruption, have boosted Atiku’s campaign, but it is too late to change the electoral dynamics and Buhari remains favored to win on 16 February,” the group said. “As we have previously noted, key actors in Atiku’s camp—including his campaign’s director general Bukola Saraki, key powerbroker Governor Nyesom Wike of the oil-rich Rivers state, and southeast governors from his People’s Democratic Party (PDP)—had been disengaged from his election campaign”. 2. WIKE ANNOYED, SARAKI DISTRACTED The group added that Atiku’s big players have been disengaged from his political campaign, adding that governors of the Peoples Democratic Party (PDP) will be fighting to ensure they win their own elections. “Wike was annoyed by Atiku’s failure to consult him on key decisions, Saraki remains distracted by a tough Senate reelection battle in Kwara state, and the southeast governors are hampered by many conflicting motivations, including their own lack of political clout (which makes them reluctant to overtly challenge the federal government) and their wariness of Atiku’s running mate Peter Obi, a former governor of the southeastern Anambra state who they view as a political outsider. “The lack of enthusiasm on the part of some PDP governors is a problem for Atiku because these officials control significant discretionary funds at the state level (known as ‘security votes’) that are easier to access without triggering graft concerns.” 3. ATIKU’S SUPPORTERS NOT WILLING TO DIE FOR HIM The group concluded by saying “Atiku’s voters do not match Buhari’s in passion and are unlikely to risk their lives on the streets for him”. “Though Buhari’s decision to suspend the chief justice triggered widespread criticism and stoked passions (along with fears about a more autocratic Buhari second term), many voters blame the judiciary for not moving quicker to force Onnoghen’s resignation after he admitted he had violated rules regarding declaration of assets. “Thus, should Atiku lose, as we expect, there will be few motivated stakeholders to encourage or instigate serious violence.
