High ranking female lawmakers of the 9th National Assembly have dissociated themselves from an online poll, being organized by what they called “a suspicious and manipulative group,” the Nigerian Assembly Newspapers (NASSNEWS).


They claimed that they have been inundated with calls from Nigerians and well-wishers over the “MOST ACTIVE FEMALE LAWMAKER OF THE YEAR” Award online contest, and which they knew nothing about, and that it has become very embarrassing to them.


The National Assembly management and the Press Corp have equally distanced themselves from the event, under the Nigeria Assembly Newspaper Orientation & Awards Ceremony and being organized by the Nigerian Assembly Newspapers (NASSNEWS), while describing it as “inappropriate and unprofessional.”


“NASS management is not involved in any such contest, the person who has been using the National Assembly name under the guise of a publisher of (NASSNews) has been warned by the Director of Information, and appropriate action will soon be taken by the management against those using the name of the National Assembly inappropriately,” said, Dr. Jerry Uhuo, Deputy Director, Research and Information, for the National Assembly management.


The organisers did not state the criteria for arriving at the names of the “Most Active Female Lawmakers of the Year,” listed persons in the online poll, fueling further speculations that the motive behind the award is less than noble.


In a disclaimer, Hon. Nkeiru Onyejeocha, the Deputy Chief Whip of the House of Representatives and Member, representing Isuikwato/Umunneochi Federal Constituency, who was leading the poll as at the time of compiling this report, has asked the organisers of the award to discontinue the exercise or have her name removed from the contest.


“Hon. Nkeiru Onyejeocha is a principal officer and high ranking member of the National Assembly and therefore, cannot entertain such an arrangement that is not supported by the relevant professional media bodies and recognized by the National Assembly management.


“We have asked our dynamic and enthusiastic supporters, friends and well-wishers home and abroad, who have shown some relative interest in an online poll in which she is listed along with other female lawmakers as contenders for the “MOST ACTIVE FEMALE LAWMAKER OF THE YEAR” Award, to henceforth disregard, ignore and jettison the contest.


“Notwithstanding the fact that some of our young and passionate supporters have taken it upon themselves to ensure that the image, personality and integrity of the Distinguished lawmaker is defended at all times by participating in the poll, we have since discovered upon a thorough investigation that the contest is a manipulated arrangement designed to scam and extort the listed lawmakers.


“Our findings also reveal that the entire arrangement under the Nigeria Assembly Newspaper Orientation & Awards Ceremony and being organized by the Nigerian Assembly Newspapers (NASSNEWS), is terribly lacking in credibility and has neither the support of the National Assembly Press Corp or recognition of the National Assembly management,” Raphael Dare, a media consultant to the lawmaker said in the disclaimer.


On her part, Senator Uche Ekwunife (Anambra Central), in a statement by her Senior Legislative Aide, Dr. Chike Amobi informed the general public that a notice has been sent to the organizers of this contest to kindly remove her name from the list of contestants.


“The general public is hereby advised that Senator Uche Ekwunife is neither participating in, nor soliciting for anyone’s votes in the said contest. She actually just became aware of this contest through social media, and neither volunteered for, nor accepted to be included in the contest,” Ekwunife’s disclaimer added.


The chairperson, House of Reps Press Corps, Mrs. Grace Ike, who has confirmed that the the National Assembly press corps, is on top of the matter and it will soon take an appropriate action against the organisers.


 Another journalist who spoke on the condition of anonymity, said that most the lawmakers listed selected for the award were not aware, while describing it as “a scam” invented to extort the lawmakers or sow a seed of discontent among them


The source has however advised the National Assembly management to take an immediate decisive action against the organisers of the award, while also tasking members of the press corps to issue a statement, dissociating the body from the suspicious group.


It is also gathered that the female lawmakers from the Northern part of the country, listed in the online contest, Senator Aishatu Dahiru and Hon. Aishatu Dukku would soon be sending a message to the organisers to remove their names from the controversial online poll.

Following the accident involving a tanker carrying 33,000 liters of Premium Motor Spirit (PMS), which fell along Eke Obinagu-Emene-Abakaliki Road, Enugu East Local Government Area of Enugu State, today, Friday, September 13, 2019, the Enugu State Emergency Management Agency (SEMA) advises residents of the area and road users not to scoop the content of the fallen tanker in view of the inherent hazard associated with such unlawful act.

Citizens and road users are therefore advised to use alternative routes provided for them.

Meanwhile, men and officers of the State Fire Service and other emergency stakeholders are responding swiftly to the incident.

The founding National Secretary of Alliance for Democracy (AD) and a leading Nigerian academic, public intellectual and political activist, Professor Udenta O. Udenta, has commended Governor Ifeanyi Ugwuanyi of Enugu State for the decisive and innovative measures being taken by his administration to address the security challenges in the state and the country.



Prof. Udenta, who described Gov. Ugwuanyi’s leadership vision as “profoundly laudable and inspirational”, applauded the governor for being the first state in the country to establish the Forest Guard operation and adoption of community policing techniques to enhance security in the state, especially in the rural areas.



He also lauded Gov. Ugwuanyi for the creation of a new Ministry of Security Affairs, appointment of the former Inspector-General of Police, Mr. Ogbonna Onovo as Security Consultant to the state government and purchase of 360 security vehicles for community policing, among others.



The former AD scribe, who was a one-time Director of Conflict Prevention and Resolution in the Presidency and the former Director of Strategy and Communications of the Transformation Ambassadors of Nigeria (TAN), added that he was impressed with the governor’s “creative and proactive approach to the issue of security and his all-round empowering developmental programmes and projects across the length and breadth of the state”.

Prof. Udenta, who spoke after his wide-range consultative visit to Enugu State to drum up support for the governor on security, asserted that “tackling security challenges and resolving persistent violent conflicts is process dependent as it takes a while for holistic measures deployed to kick in and begin to have a salutary impact”.



According to him, “I am convinced that his overhaul of the state’s peace and security architecture, the creation of a new ministry of security affairs, the appointment of ex-IGP Ogbonnaya Onovo as the state’s Security Consultant, the deployment of Forest Guards and adoption of community policing techniques, aerial surveillance of the state using drones and other cutting edge security equipment, and the governor’s co-leadership of the South East Security apparatus, will ultimately stem the grave security challenges the state has faced of late”.



He therefore assured Gov. Ugwuanyi that “efforts will be made and sustained in mobilizing local capacity and on-hands engagements by leveraging on local government administrative structures and stakeholder networking, particularly in Awgu Local Government Area, which is currently the epicentre of the security breaches in the state”.



Prof. Udenta, an indigene of Mgbowo in Awgu Local Government Area of Enugu State, urged the political, civil and community leaderships in the area to rally support for Gov. Ugwuanyi in his relentless drive to secure the council and the state.



He declared that “no matter the resources any government will deploy in the area of neutralizing security challenges, the most effective weapon still remains citizens led effort in the areas of intelligence gathering, multi-stakeholder strategic communication and the use of early warning and early response mechanisms”.



The professor who recently released 21 books that cover the fields of literature, cultural studies and aesthetics, philosophy, politics, democratization processes and conflict resolution, stressed that a bottom-top approach to mitigating security challenges and dealing with persistent conflict flash points, always produces sustainable results.

According to the Greek philosopher, Aristotle, the state exists for the sake of life, and continues for the sake of the best life. On his part, Thomas Hobbes believes that life in the absence of political order would be solitary, poor, nasty, brutish and short, hence the need for a social contract wherein citizens surrender themselves to a sovereign or an assembly of men in exchange for security.

Unfortunately, although Section 14(2)(b) of the 1999 Constitution declares that, “The security and welfare of the people shall be the primary purpose of government,” insecurity has been on the upward trajectory.

Today, it is as though all the demons of banditry, kidnapping, armed robbery, terrorism, insurgency, rape, mindless killings and cult wars, among others, have been let loose on Nigeria from hell. In his state of insecurity briefing in Kaduna in April this year, the Inspector-General of Police, Mr. Mohammed Adamu, released details of violent crimes between January and March this year, which made Nigerians shiver. According to him, criminals mowed down 1,071 people. There were 212 major armed robbery incidents and 175 banditry incidents.

The spike in crime is no respecter of status. Even the North West, where President Muhammadu Buhari hails from, is worse off, with the district head of Daura, the President’s hometown, kidnapped and held captive for about three months. The Abuja-Kaduna Road has been virtually abandoned to kidnappers. Thus, Nigerians need not be reminded that a fire that consumed the tortoise and his hardened shell would simply lick up the chicken with a feathered gown.



Dilemma of state governors

Although the Constitution recognises the governors as chief security officers of their states, the same Constitution retains the tradition of unitary police introduced by the General Yakubu Gowon regime and effectively robs the governors of the power to take charge of security of life and property in their states. Section 214 (1) of the Constitution provides, “There shall be a police force for Nigeria, which shall be known as the Nigeria Police Force.” However, the same portion adds, “subject to the provisions of this section, no other police force shall be established for the federation or any part thereof.”

Again, while Section 215 (4) authorises the governor of a state to “give a lawful directive to the commissioner of police of that state”, it adds that “before carrying out any such directions … the commissioner of police may request that the matter be referred to the President.” This is a monumental abnormally in a federal system, which has led some governors to throw their hands in the air in despair.

The former governor of Zamfara State and chairman of the Nigerian Governors’ Forum, Abdul’aziz Yari, once said he had resigned his responsibility as chief security officer of Zamfara. Speaking to newsmen in Talata-Mafara after attacks by bandits that left over 30 people dead in June 2018, Yari lamented: “We have been facing serious security challenges over the years, but, in spite of being governor and chief security officer of the state, I cannot direct security officers on what to do nor sanction them when they err. As chief security officer, the nomenclature is just a name.”

The Enugu, South-East example

Despite the constitutional constraints some states such as Enugu have been creative about security through close synergy with the federal security agencies. Enugu has been adjudged by heads of various security agencies, like the police and the army, as one of the safest states. The governor highlighted how he goes about internal security and his plans to consolidate the gains in his second term inauguration speech last May.

“Investors and investments can only thrive in a secure and peaceful environment. We have, therefore, invested heavily in securing life and property. We have provided massive logistical support to the various security agencies. We also launched the Enugu State Security/Neighbourhood Watch Endowment Fund and inaugurated Neighbourhood Watch associations to operate in our communities, under the supervision of the federal security agencies, in keeping with our extant laws. The result of our efforts is that Enugu State is one of the most peaceful and secure states of the federation today.



“Security remains our utmost priority. We will continue to invest state energies and resources to improve security in Enugu State. The Neighbourhood Watch will remain an important component of the state’s security architecture. We will continue to vet, train, retrain, retool, and rejig them to boost their capacity and effectively address their local peculiarities,” he said.

In line with the determination to keep Enugu secure, Enugu State announced, after various security meetings with the security agencies and key stakeholders like council chairmen, traditional and religious leaders, town unions, introduced air surveillance, additional joint patrols of security services, and additional joint service checkpoints at strategic points. The state is currently strengthening the neighbourhood watch groups. Not only has their numbers been increased to 5,200, the governor introduced monthly stipends and additional training.

Forest Guards

However, the ongoing recruitment of 1,700 Forest Guards stands Enugu taller than other states in addressing security concerns in the country. This is in line with the resolution of the South-East Governors Forum to set up this layer of security body as well as a committee and a centre for South-East integrated security monitoring/intelligence gathering to be centrally located in Enugu.

Briefing newsmen after their July meeting, the forum’s chairman, Governor Dave Umahi of Ebonyi State, said: “The forum has resolved to key into the Federal Government’s community policing programme and that forest guards would be established in each state and roads cleared up to 50 metres into the bush to have a clear view of roads ahead.”

The introduction of Forest Guards has received accolades across the nation. Many believe that their presence in the forests would help to reassure farmers of safety and make the forests inhabitable for criminals, who now prefer to operate from the forests. The good thing also is that they will be vetted and recruited by the Department of State Security (DSS) desk in each LGA. They will be trained and supervised by federal security agencies.

“The Forest Guards is a good example of thinking out of the box, which others should emulate. Unlike in other places where nothing changes after the wailing over killings, the governor of Enugu State has put in additional security measures. That is the only hope that things will change because you cannot keep doing the same thing over and over and expect a different result,” Dr. Amechi Anakwue, presenter of Political Platform, a programme on Raypower Radio, said recently.

Also applauding the move, president of the Enugu State chapter of Ohanaeze Ndigbo, Chief Alex Ogbonnia, commended the governor for introducing the Forest Guards, describing it as “novel in our clime.” He said it was an opportunity for the people of Enugu to safeguard Enugu territory.

“Now, there will be no hiding place for the criminal elements, who now use the cover of the bushes to perpetrate crimes. Also, the move will take 1,700 youth out of unemployment. This alone will naturally reduce crimes induced by unemployment,” he said.

The deputy minority leader of the House of Representatives, Hon. Toby Okechukwu, has also thrown his weight behind the introduction of Forest Guards: “The ongoing recruitment of Forest Guards across the state as well as the manpower boost and monthly stipends for the Neighbourhood Watch will further enhance security in the state.”

The initiative has also been welcomed across political divides. In a statement by the chairman of the Enugu State chapter of the Conference of Nigerian Political Parties, Hon. Adonys Igwe, and the secretary, Chief Cesar Mbaonu, the body said that it showed that the “governor is highly determined and committed to nipping in the bud the monstrous activities of these hoodlums, who are terrorising our people, especially in the rural communities.”

Meanwhile, information emanating from Tuesday’s meeting at Government House, Enugu, where the state director of the DSS briefed the governor, leadership of the House of Assembly, and 17 council chairmen, showed that 3,963 persons applied for the job, 2,646 were shortlisted and screened, 879 persons have been engaged, while the remaining 821 applicants will be screened and engaged in two weeks, to bring the total to 1,700 Forest Guards. Also, the state will procure 260 patrol vehicles and 260 motorcycles to be distributed to the 260 electoral wards in the state, in addition to communication gadgets for optimum performance.

As the Forest Guards come alive in Enugu, residents are upbeat that the initiative would help sustain Enugu’s place as one of the most peaceful and secure states in Nigeria. Many are also of the view that the success of the initiative in Enugu will encourage other states to follow suit.

Enugu State Governor, Rt. Hon. Ifeanyi Ugwuanyi, on Wednesday, unveiled to newsmen in Enugu, the new vehicles purchased by his administration to enhance security operations at the community level.

Gov. Ugwuanyi, who took the journalists round the premises of the Government House to show them the vehicles, used the opportunity to brief them on the efforts of his administration to decisively tackle the recent security challenges in the state.

The vehicles include 100 pieces of Innoson Hilux vans for use by the Nigerian Army, Nigeria Police Force and Nigerian Security and Civil Defense Corps, among others, for security operations.

The remaining 260 vehicles, which were approved during the governor’s recent security meeting with all the members of the State Assembly, Local Government Council Chairmen, the Director of State Services (DSS) and the Security Chiefs of DSS in the council areas, will be distributed to the 260 electoral wards in the state.

The security vehicles will be deployed to provide services for community policing, Vigilante/Neighborhood Watch and Forest Guard operations.

The governor disclosed that the state government intends to engage the State Assembly and partner Ndi Enugu, home and abroad, to set up a Security Trust Fund that will ensure efficient security operations in the state.

He further disclosed that the state government will also purchase motorcycles as well as bicycles, adding that it equally intends to partner churches and other organizations for intelligence gathering, among other strategies.

Over 100 beneficiaries of the Scholarship Scheme of Wife of Enugu State Governor, Mrs. Monica Ugochi Ugwuanyi, yesterday, joined women of the state at their monthly Prayer rally to offer prayers for the state.



The beneficiaries, who are mostly indigent, used the opportunity to express gratitude to God for giving Enugu State a benevolent, visionary and God-fearing Governor, Rt. Hon. Ifeanyi Ugwuanyi and using his wife, Monica, to wipe away their tears by granting them free education through scholarships.



Speaking at the event, one of the earlier beneficiaries of the scheme, which commenced three years ago, Miss Winifred Maduko, a first class graduate, stated that Mrs. Ugwuanyi’s gesture has enabled her to meet her educational need in spite of her poor background.



Miss Maduko disclosed that the scholarship scheme, tagged “Project 102”, has offered scholarship to 105 candidates since it commenced in 2016.



Emphasizing the role education plays in the alleviation of poverty, Miss Maduko, on behalf of other beneficiaries, commended Mrs. Ugwuanyi for her philanthropic disposition.



In her prayers, another beneficiary who is physically challenged, Aba Chigozie, also appreciated Mrs. Ugwuanyi, saying: "I want to thank God for what our Mummy, Her Excellency, Mrs. Monica Ugwuanyi, has done in our life. On behalf of my colleagues, I am praying that God will bless her and our governor. They will never lack and God will continue to replenish their pockets in Jesus name".



In her speech, Mrs. Ugwuanyi disclosed that the scholarship scheme was born out of her passion to assist the indigent people of the state to realize their lofty dreams.



She pointed out that the selection of the beneficiaries were devoid of any political or class inclination, adding that her motive, which is purely on humanitarian ground, is to ensure that the poorest in the society are given a new lease of life.



Explaining how this scheme came about, Mrs. Ugwuanyi said: “We came into the villages during school hours and saw children out of schools. We started asking questions and were told that they were out of schools. It is true that in Enugu state, education is free at least to basic level but there are certain fees to be paid. We provided uniforms, sandals, bags, books and other writing materials".



She therefore enjoined the people to be selfless and extend helping hands to the needy to make the world a better place.



The event also featured raffle draw where the winners went home with washing machine, blender, grinding machine, cooker, while some people were equally empowered with some items to start business.

Governor Ifeanyi Ugwuanyi of Enugu State today, September 9, 2019, inspected the collapsed mini-bridge at Monarch Junction, Ugwuaji, Enugu South Local Government Area, amid excitement from residents of the area.

Gov. Ugwuanyi who was applauded by the residents of the neighborhood for his commitment to the wellbeing of the people of the state and his timely visit to inspect the bridge built over a decade, was also described as “a good man with a good heart”.

Speaking through a resident, Surveyor Pastor Noel Chiagozie Agu, who witnessed when the incident occurred, the people told the governor that the first term of his administration favoured them, stressing that was why they voted massively for him during the last governorship election.

After the inspection and interaction with the jubilant residents, the state government promised to reconstruct the bridge to serve them better, and advised the residents to use the alternative road pending the completion of the project.

But the need for a mediocre and corruption free civil service in Lagos State further strengthened by the immediate past governor, Akinwunmi Ambode, has allegedly suffered severe setbacks, leaving several civil servants to wonder reasons for the sudden shift in administrative style.

Under the previous administration, several leakages that reduced government efficiencies were blocked using some Permanent Secretaries, Heads of Departments and Agencies, assisting the government to save over N3 billion monthly.

And rather than the present administration sustains the strategy with the crops of civil servants that prevented the state from bleeding continuously, stopping their colleagues from diverting taxes and revenues into personal accounts, they have either been eased out of the service or deployed to offices where they will be redundant and replaced with those that could facilitate return of the old order.

According to investigation conducted by our correspondent, the Tutor-General/Permanent Secretaries and Directors were redeployed at different times to erase any doubt that the redeployment was done with any plan to witch-hunt the staff that had worked tirelessly for development of Lagos State.

During the investigation, it was learned that the Permanent Secretaries were transferred before August 19th, when Governor Sanwo-Olu swore in another set of newly appointed nine Permanent secretaries including the former General Manager of Lagos State Traffic Management Authority, LASTMA, Mr. Wale Musa and former General Manager of Lagos State Building Control Agency, LASBCA, Engr. Lekan Shodeinde.

Sources said that the redeployment of the Permanent Secretaries were also approved by the governor after receiving persistent briefs from the Head of Service, HOS, Hakeem Muri-Okunola, who ensured that his wishes on the redeployment come to past.

A Tutor-General/Permanent Secretary, apparently not satisfied with the redeployment that demoted her, disclosed authoritatively to our correspondent that his major crime before the transfer was her refusal to allow corruptible act to hold and reversal of those that had taken place before her assumption in office.

Another Permanent Secretary, Dr. Taiwo Salaam, who had for several years embarked on local and international seminars and workshops on Transport Management, was also redeployed to Local Government and Chieftaincy Affairs, which many could not justify reasons for his redeployment and replaced with Musa, who had been an administrative officer for several years.

Sources said Taiwo offence was that he raised objection to Muri-Okunola’s decision on redeployment of some staffs from the ministry, arguing that the government had sent them on different training and were about implementing all they learnt during their stint outside the shores of the country.

Also, two Permanent Secretaries names were excluded from the redeployment but their seats were currently vacant, raising concerns among staffs even as sources claimed that they have resigned after realizing that the HOS had started embarking on some strategies to witch-hunt them.

Besides, in the ministry of Information and Strategy, it was reliably gathered that no fewer than 15 directors were already due for promotion as Permanent Secretaries but were currently denied access, an act linked to Muri-Okunola. This is also unsettling the ministry.

Also not spared from the wrath of the HOS, who is the youngest to occupy the coveted seat in Lagos, were directors that have had encounters with him before he assumed office and after the governor was sworn in.

A check on their redeployment revealed that the HOS, not minding the statutory cadre that existed in some of the agencies the directors hold, approved their transfer in a circular with reference number 049 signed on August 7th, ending any opportunity to introduce novel strategies in their chosen career.

Among the agencies that have special Cadre system is Vehicle Inspection Service, VIS. This indicates that staff under this agency cannot be redeployed until they assumed the post of Permanent Secretary. This was one practice not jettisoned when VIS was upgraded from Vehicle Inspection Officers, VIO about seven years ago. The former governor, Babatunde Fashola, now minister of Works and Housing, made it full fledge agency after several years of been a department under the ministry of Transportation.

The cadre system, experts said, was to ensure that the personnel were not transferred like other civil servants due to the training they were often demanded to embark upon and to sustain professionalism.

With this present system, none of the Staff has attained that status in the agency; which required that status quo at the agency’s hierarchy would remain. And the most senior officer in the agency is the former director, Gbolahan Toriola; should remain head VIS.

But rather than allow the cadre system operates independently as it had been before now, Muri-Okunola, tampered with it in the circular sighted by our correspondent, removing Toriola, who had been trained by government locally and abroad, has started implementing the knowledge acquired to solve Lagos challenges.

One of the major innovations introduced by Toriola was the Automatic Number Plate Recognition (ANPR), a technology that reduces interference between motorist and VIS officers. This technology captures vehicle number plate, conduct verification on the vehicle and issue ticket when necessary to the motorist.

Under his supervision, he facilitated the introduction of autoreg.com system and boosted the agency’s revenue from N175.8 million in 2007 to N2.24 billion in 2018.

Some staffs lamented that Muri-Okunola, however, threw all these achievement into thrash can and ordered his redeployment to Ministry of Works and Infrastructure, where his service cannot be effectively used and ordered that Fashola Akin-George replace him immediately.

In the circular sighted, while others including Toriola’s date of deployment to the position was stated, Akin-George’s date of assignment to his previous post was not stated rather the HOS categorically stated that he should be made to head the agency.

Meanwhile, staff of VIS disclosed that Akin-George came into the agency two years ago and had practically no knowledge of the agency nor had he spent over five years in service.

Poking further into the twist that had unsettled the Transport family, a top civil servant official narrated that Toriola was seen as a wall preventing some officers of the agency from having their way in graft practices.

Also listed as Toriola’s offense was his redeployment of one Kazeem Animashaun, a relative to the Oloja of Epe, Oba Kamorudeen Animashaun, over alleged sharp practices, to Agbado Oke-Ode Local Council Development Area, LCDA.

The redeployment stood under the Ambode’s administration. But weeks after the inauguration of the incumbent governor, a top official disclosed that Muri-Okunola directed that Toriola fix Kazeem up to his preferred unit as head.

It was learned that the alleged atrocities committed by the officer was presented to the HOS. And rather, he rebuffed and insisted that the directive be carried out immediately. While Toriola was still trying to device strategy to implement the directive, Muri-Okunola threatened to institute disciplinary action against him. And to save his job, Toriola was said to have reversed the earlier redeployed on Kazeem.

Aside that, the source told our correspondent that Toriola was also axed for quoting and implementing the traffic law that restricted technology-driven commercial motorcycle operators especially GOKADA, Opay and others, from plying over 400 roads including bridges and others.

Both issues, according to the sources, affected allies of the HOS and threatened his investment and other top government officials in the commercial motorcycle operation in the state.

The Ijaws in Delta state wish to strongly notify President Mohammadu Buhari and the National Assembly (the Senate and the House of Representatives) that the nomination of Bernard Okumagba, of the Urhobo extraction of Delta state as the Managing Director (MD) in the new Niger Delta Development Commission (NDDC) board, instead of an Ijaw nominee from Delta state has been rejected in its entirety. This is unacceptable to us and it is a clear indication of oppression, injustice and the alienation of Ijaws in Delta state by the present administration. We state this without fear or favour that any executive position meant for Delta State should be given to the Ijaws as it is our due turn, in line with the rotational arrangement as prescribed by the NDDC Act of 2000 Section 12 (1) which states that “There shall be for the Commission, a Managing Director, and two Executive Directors who shall be indigenes of oil producing areas starting with the member states of the Commission with the highest production quantum of oil and shall rotate amongst member states in the order of production”. The emphasis on the rotation within member states with the highest production quantum of oil is to ensure equity, justice and fairness in states like Delta state where there are more than one ethnic group producing oil.

The Ijaw riverine communities are the highest producers of oil and gas in the region, and by consequence, the highest revenue generators in Nigeria. We also bear the brunt of the pollution, degradation and environmental impacts of the oil and gas exploration, production and transportation. In spite of our enormous contributions and sacrifices, we are still the most underdeveloped part of Nigeria. The NDDC, which is an offspring of the Niger Delta struggle, was birthed as an interventionist agency to cater for the oil-bearing/impacted communities from age-long neglect. Though all members of the region contributed to the struggle, the Ijaws, without any iota of doubt, sacrificed and contributed the most to the struggle. Ijaws sacrificed the blood of their children to agitate for the creation of the NDDC and were tagged all sorts of names in the process. We were called militants, trouble makers, armed robbers, barbarians, and all sorts, but today, forces that are against the progress of Ijaws are gradually scheming to erase us out of the equation, and prevent us from enjoying the dividends of the struggle. From the time of state creation, the Ijaws have always been prejudiced because of our geographic location and the crude oil God blessed us with. Ijaws are balkanize in bits in almost all the states in the Niger Delta and in all these states we have been maliciously distributed as minorities (except Bayelsa state), though we generate the highest revenue from our God-given crude. As minorities, we suffer oppression, have very weak political voices and tiny political space for survival. As a result, the 13% derivation accruing to the state treasury directly from our soil and waters are also used to develop other non-oil producing areas with plenty political powers. We are the fourth largest ethnic group in Nigeria with no strength and have been forced in the past to thread the path of violent agitation to get what is due to us or wait for the leftovers of others. This injustice and blatant disregard for the legitimate rights of the Ijaws in Delta state is unacceptable and we will resist it with everything God has empowered us with.

We want to remind President Mohammadu Buhari and the members of the National Assembly that the provisions of the NDDC Act has been followed judiciously by previous governments to the last letter and we the Ijaws in Delta state will resist with everything in us the attempt by this present administration to go against the NDDC Act to oppress our people and deprive us of what is due to us. For emphasis, we have taken time to explain the representation of Deltans on the NDDC board by their ethnicity, from inception to date. In the first NDDC board (2000 – 2004) that had Prof. V.F Peretomode (Ijaw) as the state rep, Godwin Omene (Urhobo) was the MD. Gowin Omene (Urhobo) was later replaced in 2002 with Emmanuel Agwariavwodo (Urhobo) in the first board. Emmanuel Agwariavwodo (Urhobo) was however reappointed in the second board (2005 – 2008) as the MD while Chief Emmanuel Ogidi (Isoko) served as the state rep. Agwariavwodo (Urhobo) resigned to contest the Delta state gubernatorial election, and this made Timi Alaibe (Bayesla), the then EDFA to step in as the acting MD and Pastor P.Z Aginighan (Ijaw) the then Director of Finance and Supplies step in as acting EDFA respectively. In the third board (2009 – 2011), Chibuzor Ugwocha (Rivers) was the MD and Pastor P.Z Agnighan (Ijaw) was confirmed as substantive EDFA with Chief Solomon Ogba (Isoko) as the state rep. This board was sacked half-way and people from same state were appointed to continue the third board with the same rotational arrangement from 2011 – 2012. This reconstituted board had Konboye Lambert (Ijaw) serving as the EDFA while Chief Solomon Ogba (Isoko) was retained again as the state rep. In the fourth board (2013 – 2015), Tuoyo Omatsuli (Itsekiri) was the EDP while Chief Tom Amioku (Urhobo) was the state rep. The fourth board was reconstituted in 2015 and it had Samuel Adjogbe (Urhobo) as the EDP and Ogaga Ofowodo (Isoko) as the state rep. The fifth board which is this current nomination that the Ijaws in Delta state are rejecting in its entirety has Prophet Jones Erue (Isoko) as the state rep and Bernard Okumagba (Urhobo) as the MD. From the foregoing, it is crystal clear that the Ijaws in Delta state have been undermined and are maliciously being schemed out of the NDDC equation. The Urhobos in Delta state have occupied executive position four times and appointing another Urhobo man as the MD is a sign of oppression and marginalization of the Ijaws. The MD position must come to the Ijaws in Delta state as it is our due turn in accordance to the NDDC Act of 2000 12 (1) which states that “There shall be for the Commission, a Managing Director, and two Executive Directors who shall be indigenes of oil producing areas starting with the member states of the Commission with the highest production quantum of oil and shall rotate amongst member states in the order of production”. After all, the Ijaws produce over 50% of the total oil and gas in Delta state.

As a matter of utmost urgency, we want to remind the government of the day that the NDDC Act has been religiously followed in the setting up of previous boards until this ugly aberration by some overzealous politicians. It would interest you to note that similar nomination blunder was committed during the setting up of the outgoing board in 2016. Nominees from Imo, Ondo and Abia states were rejected on the grounds that it contradicts the NDDC Act but President Mohammadu Buhari was very quick to make amends, thus significantly maintaining the peace in the region and averting serious fundamental security and developmental threats. The President had to nullify the former nominations and fresh nominations of Lucky Orimiso (Ondo), Chukwa Anwawa (Imo) and Nwogu Nwogu (Abia), were made by the President to the National Assembly in March 2017 as “replacement of those that were rejected for not representing the oil producing areas of their respective states.” We are therefore demanding same in this situation. We enjoin the government of the day as a matter of urgency to please present fresh nomination from the Delta Ijaw extraction for the position of the MD to ensure peace, fairness and equity is maintained in the region. Again, we seriously appeal to the Buhari administration to do diligent consultation as done before setting up previous boards to keep the ethnic balances intact. It is of utmost importance that President Mohammadu Buhari and the National Assembly listens to the voice of reason to not complicate our sufferings by deliberately sidelining and suffocating us in the scheme of things. A situation where one major player is deliberately trampled on and sidelined after cooperating with existing protocols and have humbly waited for their due turn will surely breed bad blood amongst us. Enough is enough.

The member representing Nsukka/Igbo-Eze South federal constituency in the House of Representatives, Hon. Dr. Patrick Asadu has commended the governor of Enugu State, Rt. Hon. Ifeanyi Ugwuanyi for taking various proactive and strategic steps that have helped to enhance security of lives and property in the State.



This was also as the federal lawmaker condemned the dastardly attacks by suspected herdsmen and other criminals while also conveying his condolences to the bereaved families and praying for the healing of the wounded.



In a press statement released yesterday, Dr. Asadu paid glowing tributes to the governor for his commitment to tackle the sickening security challenges, as he also plans a security awareness campaign and summit for Nsukka/Igbo-Eze South constituency in what he says is “our community policing strategy that primarily aims to complement and key into the excellent plans of our hardworking Governor and the State Government in securing our State.”



The summit, he further notes, “is intended to periodically engage individuals, households, hamlets, villages, communities, development centres, local government areas and beyond to understand and own up the security master plan of the State Government”, and equally to discuss and harness the people’s indigenous ideas to support and safeguard their areas.



According to Asadu, the House of Representatives House Committee chairman on Waterways, “I wholeheartedly commend the hardworking Governor of Enugu State, Rt. Hon. Ifeanyi Ugwuanyi for the swift and decisive steps he has taken to tackle the security challenges. He has shown by his personal commitment and actions that he is truly a servant leader who has often put his personal safety at risk for the wellbeing of his people.

“It is also on record that since the mindless killings began, Governor Ugwuanyi has taken many proactive steps to nip the oddities in the bud, the type of preemptive measures he took prior to the attack in Uzo-Uwani. Again, he only recently summoned an emergency Security Council meeting to assess the current security situation in the State as a way to proffer effective curtailment measures.



“The Government has also commenced the clearing of bushes along the major highways to expose the hideouts of kidnappers and other criminals. To His Excellency’s credit too, he has approved the employment of 1,700 Forest Guards, an action which won him praises from even his colleagues in the South-East Governors Forum.



“And only last week, the Governor gave approval for the purchase of 260 security vehicles fitted with communication gadgets and the same number of motorcycles for distribution to the 260 electoral wards in Enugu State that are aimed at enhancing optimal community policing. I equally praise the governor for appointing the former Inspector General of Police, Mr. Ogbonna Onovo as a security consultant because he will bring his experience and deep knowledge to enhance security in our State.



“We are, therefore, not surprised that Governor Ugwuanyi has continued to receive commendations not only from his colleagues in the South-East Governors Forum for his pioneering establishment of the Forest Guards, but also from the Churches, Ohanaeze Ndigbo, civil society groups, heads of military and para-military outfits in the State, Chairman of the Police Service Commission, Trade Union groups, market unions, traditional rulers and presidents-general of the town unions for his prompt interventions.”



Asadu also used the opportunity to welcome the new Enugu State Commissioner of Police, Ahmed Abdulrahman to Enugu State while thanking the Inspector-General of Police, Mohammed Adamu for taking such a decisive action to post a new Commissioner of Police to the State.



Meanwhile, the federal legislator also calls on the Federal Ministry of Aviation to commence the immediate rehabilitation of the runway of the Akanu Ibiam International Airport, Enugu as a necessary step that will ensure its completion in December, this year as promised. He also urges the Federal Government to apply the same zeal and speed it deployed in the rehabilitation of Nnamdi Azikiwe International Airport, Abuja to achieving the same standards after the completion of the remedial works at the Enugu Airport.

The Nigeria Security and Civil Defence Corps (NSCDC) has commended Governor Ifeanyi Ugwuanyi of Enugu State for “his kind disposition and sincere commitment towards security issues in the state”.

Speaking during the inauguration of the Special Squad known as Agro Rangers, which was initiated by the Corps’ Commandant General, CG Abdulahi Gana Muhammadu, for tackling issues between herders and farmers, the Enugu State Commandant, Everestus Obiyo, stated that Gov. Ugwuanyi’s support and encouragement made the occasion possible.

Commandant Obiyo added that “the Agro Rangers Squad was part of Civil Defence response to bringing under control the unfortunate clashes, killings and wanton destruction of lives and property in our beloved country”, disclosing that the officers have been trained to intervene between the farmers/villagers and herdsmen as well as checkmate the activities and excesses of all the parties concerned to ensure peaceful co-existence for rapid growth and development.

The Commandant maintained that the scheme was designed to also give physical protection to Agro Allied Investments, which include farmlands, livestock, silos, ranches and everything that is related to the nation’s agricultural economy as well as protect the citizenry from kidnapping, robbery and other violent crimes.

The scheme, according to Commandant Obiyo, was equally initiated “to secure ranches, animals and grazing areas so as to encourage investments in agriculture and boost food security and security of lives and property of the people”.

He pointed out that “this will go a long way to help protect our local and foreign investments in agriculture, thereby giving us more for export earnings and boost local industries for growth as well as offer employment opportunities to our teeming youthful population”.

“Your Excellency, Sir, it is our utmost desire to provide effective and robust security coverage within Enugu State and its environs”, NSCDC boss assured.

Inaugurating the Squad, Gov. Ugwuanyi, who noted that the scheme “provides for the arrest and prosecution of arms bearing herdsmen or farmers and also the protection of the citizenry from kidnapping, robbery and other violent crimes”, described it as “a much welcome complement to the efforts and measures his administration has been taking to combat security challenges in state, especially with regards “to protecting our farmlands in order to enhance agricultural output and ensure the safety of farmers and rural dwellers”.

Emphasizing on the above, Gov. Ugwuanyi said that his administration “recently recruited 1,700 able-bodied and experienced youths to serve as Forest Guards with the primary responsibility of policing all our forests and exposing criminal elements using them as their hideouts”.

While maintaining that Enugu remains one of the most peaceful and secure states in the country notwithstanding some security challenges, the governor disclosed that the efforts of the state government have been considerably successful as the state has continued to record a drastic reduction in the number of clashes between farmers and herdsmen as well as other criminal activities.

He therefore applauded “the Federal Government through the NSCDC and the Federal Ministry of Agriculture for this unprecedented initiative”, saying: “As a government, we want to pledge our full support, cooperation and assistance to ensure the overall success of the Agro Allied Forces initiative in Enugu State”.

Officials of the Lagos State Vehicle Inspection Service, VIS are displeased over the removal and redeployment of the head of the agency, Mr. Gbolahun Toriola.

In line with the executive order by former Governor Akinwunmi Ambode, demanding that VIS officers engage the use of technology to check vehicle papers and apprehend offenders, else they vacate the roads, where they cause unnecessary gridlock which constitutes unnecessary hardship to residents, record has it that the VIS under the leadership of Toriola introduced the Automatic Number Plate Recognition (ANPR) technology for the verification of prescribed particulars. Also, a robust database management system such as autoreg.com, lagroute.org, where detailed information of the owner can be obtained without necessarily stopping the Vehicle through the integration of the technology of the relevant agencies data bases were made available.

It is also important to point out that it is on record that the VIS increased its revenue generation from N175.8 million to N2.24 billion between 2007 and 2018.

Laudable achievements which are brilliantly driven by technology such as the introduction of e-testing for drivers licence applicants, introduction of magnetic optical/ Autovin technology for pre–registration inspection and the introduction of ANPR technology for the enforcement of traffic rules and regulation, among several other achievements of the VIS were recorded under the leadership of Toriola.

Investigations hasn’t revealed any act of misconduct that warrants the undue redeployment of Toriola, however, sources made known that trouble started for Toriola when he removed one Animashaun and then redeployed to Oke-Odo, from being head of Coker-Aguda VIS over alleged sharp practices.

We gathered that the said officer allegedly given to bad practices is the brother of Gbolahan Animashaun in the Deputy Governor’s office. After the swearing in of Governor Sanwo-Olu, Animashaun was said to have lobbied the Head of Service, Mr. Hakeem Muri-Okunola for redeployment out of Oke-Odo. Sources in government said the HOS ordered that Animashaun be brought back to his former posting without investigating why he was redeployed in the first place. Animashaun was redeployed to Coker Aguda as Zonal Head on the request of the HOS in order to allow peace reign.

Our findings revealed that some of the other sins that resulted to the untimely removal of Toriola had to do with GOKADA. Our reporters learnt that since the operation of GOKADA was contrary to the Lagos Road Traffic law barring them from plying some 475 roads such as expressways, bridges and others, operators were said to have lobbied the HOS having invested so much in the business.

THE HOS met with insistence by Toriola stating that allowing them is against the traffic law; this incurred the rage of the HOS who will rather be challenged.

A recent circular by the Head of Service, showed that Toriola had been redeployed to the Ministry of Works and Infrastructure. Officials of the VIS who are still hoping to have their experienced boss are dumbfounded that the HOS will redeploy a VIS boss to a ministry that has nothing to do with transportation.

Is it that the Lagos State HOS is unaware that the VIS is on a special cadre and that officers of the agency are not redeployed to other agencies due to their specified expertise in vehicle services, save for when they attain the position of Permanent Secretary. After much protest, the HOS further redeployed Toriola from Ministry of Works to the administrative department, Ministry of Transportation. Since his redeployment, VIS officers have resumed to the road constituting huge nuisance with the old and archaic method of operation.

A recent visit to the VIS office shows that Toriola has been replaced with Akin Fashola who joined the civil service in 2015 as an Assistant Director on grade level 15.

Though he was posted to the VIS in 2017, he was not employed on VIS cadre and is not a cadre officer, according to our investigation. Two years later, he has been made the head of the VIS. Sources have it that Fashola is a cousin of Hakeem Muri-OkunOla.

Dr. Jude Nwachukwu’s piece “Herdsmen and Enugu Politics”, in the ‘Daily Sun’ issue of Wednesday 14th August 2019 made an interesting reading. In an apparent reinforcement of the Chuba Okadigbo theory of Bikini in political discourse, what it revealed are quite interesting, even more so, what is yet hidden in it! It undertook a deep introspection of the political dynamism of the Coal City State, and the forces that regulate the temperature. With the benefits of hindsight, especially against the backdrop of recent happenings, one is tempted to conclude that some facts inherent in the piece are too immanent and immutably unassailable. He noted that beyond the prevailing specter of banditry, what was unravelling in the state was a war of the godfathers. He insists that it was quite unusual for the Coal City to have suddenly lost her traditional cool and “tranquil ambience” and adorn a new toga reminiscent of the dark days of the original godfather war between 1999 and 2007.  He describes the recent security breaches in the state as “contrived banditry” employing the bogey of the pervasive Fulani national menace, but which ultimate underlining purpose was to tar the peaceful profile of the state, create frictions and possibly blackmail the governor to toe some certain lines outside his avowed convictions, especially as it relates to the 2023 governorship contest in the state. He concludes that the localization of this mayhem in a certain part of the state, may after all not just be a coincidence but a carefully woven and piloted onslaught targeted at certain goals.
 
Enugu is however an unusual state and her political and social history still remain that of an over-pampered being! Her cities are arguably the most organized in Nigeria, comparable only perhaps to what was envisioned for Abuja, the federal capital territory. The streets are well laid out and congenially paved, with purpose-built drainage systems and structural developments that tell much about the intelligence and industry of a certain specie of the Nigerian tribes. In its tranquil culture, what may generally be considered as “normal” in other parts of the country, (or even the other South East states), are often seen as abominable in Enugu. It is still an idealistic setting oblivious of how much the Nigerian state has been challenged and hobbled in the past few decades. Thus, every well-placed Igbo who cherishes peace, refinement and class plans to have a home in Enugu. He could well ply his businesses in other cities around, but would not mind to have his wife and children domiciled in the Coal City where he would regularly return to spend the weekends and other holidays. To underscore this idyllic profile, the state has an uncommon cluster of very standard luxury hotels and recreational facilities far in number of over 300! The residents are so pampered such that they loathe such normal challenges even as trifle as the traffic snarl (hold-up); complain bitterly when there is no water from the public tap and blame the governor of the state when there is power failure! It does not matter to an Enugu resident that the Police Commissioner in the state is not by command structure, answerable to the governor of the state per se! As far as he is concerned, the governor is the ‘Chief Security Officer’ of the state, and therefore he is expected to be literally omnipotent, omniscient and omnipresent! Remind him that security has grossly broken down in several states around in the country, and he would quickly ask you why Enugu should not be an exception? That is the story of the Coal City State; that would also continue to be the burden of whoever governs the state!

Therefore, without the political conspiracy theories around the recent security situation, one can safely say that there is actually nothing quite peculiarly unusual about what is presently happening in Enugu State vis-à-vis the rest of the country. The security situation in the country has been so challenged that it is already an issue of concern to everybody. As heinous and despicable as kidnapping is, it is a fact that this has unfortunately become the most “lucrative” crime in the country now. Apart from the yahoo-yahoo scam, it is easily the most widespread crime in the country today. There is no state that does not witness it almost on daily basis such that we give God the glory that Enugu has greatly been spared of it. In spite of the social media blitzkrieg, Enugu still remains one of the most peaceful states in the country. During the last gubernatorial campaigns in the state, it was an unassailable truth that the state was the most peaceful in the country and much of this success story was attributable to the affable and congenial character of the governor of the state.

It is perhaps the conspiracy theory around the crisis that should concern every one of us. Dr. Nwachukwu hinted that at the root of all these new dimensions rest the politics of 2023! Although I do not agree with him that the localization of the heist in a particular zone is evidence of this theory, I am however minded to caution that our security should be well above pecuniary politics. It is important to note that all the administrations since the inception of the present political dispensation, also had certain seasons that challenged the security architecture of the state. During Chimaroke Nnamani’s tenure, the state was literally at war with all manner of killings and other cult wars. During the Sullivan Chime’s regime, the notorious Ngwu Egereomu, the dreaded armed robber and his gang that terrorized the whole state and defied security surveillance for several years, defined that era and incidentally also operated from that axis. The Ihe caves hold the notorious distinction as the historical, howbeit unintended sanctuary to dreaded criminals and therefore need to give way. However, the crucial difference between those days and now, is that whereas politicians in the state considered those security challenges as a common burden, and joined hands with the state in tackling same, this time around some well-placed people who ought to know better are seemingly playing politics with our collective security and seem too determined to stoke and sustain it. Even more compelling is the suggestion that the zoning template which had guided the state politics and guaranteed peace in the state is at the root of it all. It is therefore important to caution all those dissembling schemers to note that this state is bigger than every one of us. The quantum development that the state has witnessed in the last 30 years can easily be traceable to the functionality of this unwritten code. Interestingly, this template has been adopted by other states in the country including  the South East. To therefore imagine that anyone would seek to truncate it and force the state into unimaginable crisis is not only selfish, but a classic case of ingratitude especially when it is realized that some of the figures been fingered in this hate scheme all owe their current political heights to the benevolence of an Nkanu man which turn they allegedly seek to truncate.

But beyond all these, Enugu is without doubt, in safe hands and still remains in the hands of God. We are lucky to have a very responsible and responsive governor who keeps awake so that we can sleep. Seeing the way he has been personally involved in seeking out palliative measures in the face of this challenge, including entering some hideouts of these criminals, one is bound to feel his personal pulse and concern. He has equally enunciated certain functional measures including the recruitment of some thousands of forest guards across the 17 local government councils of the state. We must acknowledge that the times have changed, security is now the central issue in governance and therefore no longer an exclusive preserve of the government. It calls for the involvement of everyone notwithstanding the political configurations we individually fancy. The criminals themselves do not know which party or godfather you are beholding to and their modus operandi defy reason. Thus while some of us choose to play this vile politics of blackmail, and recklessly employ the social media to certain destructive ends, we must all acknowledge that the society is beyond our individual complexes and foibles. Fortuitously, the Police Commissioner whose laxity was generally acknowledged as a factor in this degeneration has now been changed. We can only hope that the new helmsman live up to the challenges of the moment and bring the state back to its enviable peace.
 
As for the Governor, I would charge him not to relent in his efforts at keeping the state as peaceful and safe even as he was able to achieve before the current challenge. There is need for an urgent institution of a Security Trust Fund to be managed by people outside the purview of the state government. Given that Enugu is a gift to the generality of the Igbo, I have no doubt that the trademark Igbo can-do spirit, which had seen them triumph over several odds would easily be mobilized and deployed to tackle this incipient threat. He should bear in mind that there is perhaps none so loved by God that does not go through some baptisms. This is perhaps his own season of baptism as a governor. There has never been a road so straight it doesn’t have bends; just as there would never be a road so smooth it doesn’t have bumps. No matter how much we may try, man by nature is often vulnerable to such vagaries and funny quirks of destiny. I am sure that this is yet another phase vile scheming and it will still pass away. But I also expect him to quickly balance his usual faith in consulting widely before taking crucial state actions with the reality of the times and set up the structure of governance of the state. Some of these desperations could be cured by the interventions that could come from officials of the state who must perform to be approved.

Enugu State Government has appointed the former Inspector General of Police, Mr. Ogbonna Onovo, as Security Consultant.

The appointment was contained in a statement by the Secretary to the State Government, Prof. Simon Uchenna Ortuanya.

Chief Onovo who hails from Enugu State, recently served as the Chairman of the Sectoral Ad-hoc Committee on Security, constituted by Gov. Ifeanyi Ugwuanyi, alongside 11 other committees that reviewed various sectors of the state government and recommended roadmaps for optimized service delivery and advancement of good governance in the state.

Former IGP Onovo’s appointment, according to the statement, is part of the proactive measures being put in place by the state government to enhance the security of the state.

In another development, the state government disclosed its plan, based on professional advice, to commence fixing of sensitive potholes created by persistent rainfall.

The government explained that the rains had made it difficult for the application of hot rolled asphaltic wearing course for the pavement and surfacing of the affected potholes, adding that it will complete the remaining ones immediately after the rainy season.

There is disquiet in the Lagos State Vehicle Inspection Service, VIS, as the head of the agency, Gbolahan Toriola is removed and redeployed.

Findings revealed that the VIS boss stepped on ‘big’ toes and he was removed from the agency to serve as punishment.

Toriola was redeployed by the Head of Service, Hakeem Muri-Okunola in a circular recently. He was redeployed to the Ministry of Works and Infrastructure, a ministry completely unrelated to transportation.

The VIS is on a special cadre and officers of the agency are not redeployed to other ministries because of their expertise in vehicle services until they attain the position of permanent secretary.

Since his redeployment, VIS officers are fully back on the road and causing traffic nuisance, using the old method to operate.

To the chagrin of all, Toriola was replaced with Akin Fashola who joined the civil service in 2015 as an Assistant Director on grade level 15. He was posted to the VIS in 2017. He was not employed on VIS cadre and is not a cadre officer, according to our findings. Two years later, he has been made the head of the VIS.

Unconfirmed report had it that Fashola is a cousin of the HOS.

PM News’ investigation revealed that after much protest, the HOS further redeployed Toriola from Ministry of Works to the administrative department, Ministry of Transportation.

The VIS, formerly known as Vehicle Inspection Officers, VIO, prior to 2012, was a unit in the ministry of Transportation. The administration of former Governor Babatunde Fashola established a special cadre for the unit and converted it to a department. The conversion was implemented in 2013, with the new name VIS.

This means that officers of the agency cannot be redeployed to other ministries because of the expertise and knowledge about the transportation sector in the state. With the conversion, Toriola because substantive VIS director in 2013 being the most senior officer in the cadre and has gone on several training, including that of the United Nations.

During the administration of the immediate past Governor, Akinwunmi Ambode, VIS officers were taken off the road and asked to embrace technology rather than causing traffic gridlock on the road while trying to check vehicle papers and apprehend offenders.

There was great joy when Ambode ordered them to leave the road and employed the use of technology to carry out their activities. They were off the road for a long time studying to find the right technology to employ to tackle vehicles nuisance in the Lagos metropolis.

It was gathered that trouble started for Toriola when he removed one Animashaun, who is the brother of Gbolahan Animashaun in the Deputy Governor’s office, from being head of Coker-Aguda VIS over alleged sharp practices. Animashaun was redeployed to Oke-Odo.

After the swearing in of Governor Babajide Sanwo-Olu, Animashaun was said to have lobbied the Head of Service for redeployment out of Oke-Odo.

Government sources said the HOS ordered that Animashaun should be brought back to his former posting. Because the order was delayed, he was said to have threatened to take action against the VIS boss.

It was gathered that Animashaun was redeployed back to Coker Aguda as zonal head on his request in order to allow peace to reign.

Sources said other issues, such as GOKADA culminated in his removal. It was learnt that since the operation of GOKADA was contrary to the Lagos Road Traffic law baring them from plying about 475 roads in the metropolis, operators were said to have lobbied the HOS for a stay of the order baring them from plying restricted routes, such as expressways, bridges and others having invested so much in the business.

With insistence by Toriola that allowing them will go against the traffic law, he was said to have incurred the wrath of the HOS who would not want to be challenged.

However, it is on record that the VIS under Toriola introduced the Automatic Number Plate Recognition (ANPR) technology for the verification of prescribed particulars. It is a robust database management system available such as autoreg.com, lagroute.org, where detailed information of the owner can be obtained without necessarily stopping the Vehicle through the integration of the technology of the relevant agencies data bases.

Also, it is also on record that the VIS increased its revenue generation from N175.8 million to N2.24 billion between 2007 and 2018.



At its Ojodu office, there is theintroduction of e-testing for drivers licence applicants, introduction of magnetic optical/ Autovin technology for pre–registration inspection and the introduction of ANPR technology for the enforcement of traffic rules and regulation, among several other achievements.

Political Parties in Enugu State under the auspices of Conference of Nigeria Political Parties (CNPP) have commended Governor Ifeanyi Ugwuanyi for the proactive measures his administration has taken so far to tackle the sudden security challenges in the state.

The political parties hailed Gov. Ugwuanyi for being the first among the governors of the South East zone and the entire country to commence the operation of Forest Guards, stressing that it was an indication that “our governor is highly determined and committed to nip in the bud the monstrous activities of these hoodlums, who are terrorizing our people, especially in the rural communities”.

In a statement by the state Chairman and Secretary of CNPP, Hon. Adonys Igwe and Chief Cesar Mbaonu, respectively, the body lauded the Inspector General of Police, Mr. Mohammed Adamu, for heeding to the outcry of the people of Enugu State by redeploying the former Commissioner of Police, Mr. Suleiman Balarabe out of the state.

The group stated that the IGP’s decision has brought a huge relief to the people of Enugu State who were living in fear because of the strange security lapses that ensued during the tenure of Balarabe as police commissioner.

The parties also applauded Gov. Ugwuanyi for the state government’s decision to purchase 260 security vehicles and motorcycles respectively, including communication gadgets, among other proactive measures, aimed at enhancing community policing and protecting lives and property, stressing that it was commendable and a right step in the right direction.

“As opposition political parties in Enugu State, we wish to state that we are impressed and satisfied with the proactive measures being taken by Governor Ifeanyi Ugwuanyi to tackle these recent security issues in our state. The governor has not rested since these security challenges came up. He has been moving from one forest to another, where these bandits and hoodlums operate from; visiting security checkpoints to charge the personnel to live up to expectations. This shows that he has the interest of the people at heart and is committed to their wellbeing and safety”.

Describing the security lapses as strange, the group said: “This is strange because Enugu State has been known as the most peaceful and secure place in Nigeria which the present Inspector General of Police can testify being a one-time Commissioner of Police in our state.

“Before and after the general elections there were relative peace and security in the state. The campaigns were very peaceful, the elections were very peaceful and the same after the elections. Shortly before the elections, some interested politicians went to Abuja and changed the then Commissioner of Police, Mr. Danmallam Mohammed and brought Balarabe, and suddenly Enugu became something else. The security was compromised because of laxity of the immediate past CP, and we did not keep quiet until he was removed. So, we are happy he has been removed. We thank the Inspector-General of Police and pray that the new CP, Ahmad Abdulrahman, will restore maximum security in Enugu State”, the body said.

Sensing political sabotage ahead of 2023, the CNPP cautioned those it described as “self-centered politicians who see election as a do or die affair to know that 2023 is very far and should not distract the present government from delivering on its mandate to the people of the state.

Determined to stem the tide of the sudden security challenges in Enugu State and ensure that the state retains its status as one of the most peaceful and safest in the country, the state government yesterday took proactive and far reaching measures aimed at addressing the issues.

In a meeting between Gov. Ifeanyi Ugwuanyi and members of the State House of Assembly led by the Speaker, Rt. Hon. Edward Ubosi, the 17 Local Government Council Chairmen, the Director, Department of State Services (DSS) and all the Security Chiefs of DSS in the council areas, the security body gave update on the ongoing recruitment of 1,700 Forest Guards in the state.

According to the breakdown, 3,963 persons applied for the job; 2,646 were shortlisted and screened; 879 persons had been engaged while the remaining 821 applicants will be screened and engaged in two weeks, bringing the total number to 1,700 Forest Guards.

A source who was privy to the meeting disclosed that the governor and other attendees were very much determined to ensure that recent security challenges in the state were tackled decisively. It was also revealed that they were eager to make sure that the Forest Guards scheme takes its firm footing in the state.

The source added that Enugu State being the first state in the South East geo-political zone to commence the Forest Guards operation after it was approved by the South East Governors Forum, has shown its commitment to the protection of lives and property.

It further disclosed that it was agreed at the meeting that 260 security vehicles should be purchased immediately for the 260 electoral wards in the state, one for each ward. Also agreed was the purchase of 260 motorcycles for security operations, one for each ward, including procurement of communication gadgets to facilitate optimal community policing.

The meeting equally resolved that a Ministry of Security Affairs should be established to coordinate various activities, intelligent gathering and interventions within the new Enugu State security architecture.

It was equally gathered that other far reaching decisions were taken to consolidate the security operations in the state and ensure that Forest Guards scheme commences in earnest.

ENUGU—The increase in the activities of herdsmen and kidnappers in Enugu State in particular and the South-East zone generally has drawn the ire of major stakeholders, who have called on the Federal Government to take drastic action to tackle the problem.

The stakeholders also lamented the dismantling of security checkpoints in the state, an action they said has encouraged hoodlums to operate easily.

Specifically, some of them have requested for the transfer of the state Commissioner of Police, Suleiman Balarabe, saying Enugu, as the capital of the Eastern region, needs an experienced police commissioner, adding that the current one may be good, but may not be experienced enough to man a big state like Enugu as “this is his first posting to head a command.”

The stakeholders said: “We are not dismissing him; he is a lawyer who we learned has been working at the headquarters. He may have put in his best, but we say his best is not enough for a big place like Enugu.

“We are urging the Inspector General of Police to repost him to some other smaller place and post an experienced commissioner here. The situation is getting worse by the day.”

Recall that a group, Enugu Youth Coalition for Good Governance, EYCGG, had last week expressed concern over growing insecurity in the state and called for the removal of the police commissioner.

The youths said that their call for his removal was based on their “objective assessment of the commissioner’s performance and the need to protect lives and properties in the state.”

In a statement signed by Ikechukwu Ibe and Jude Onyema, the group’s Coordinator and Secretary, respectively, EYCGG warned that “if something urgent is not done to rejig the security architecture of the state, our state’s enviable status will be jeopardised.

“These recent ugly experience was never encountered in Enugu State in the past three years when the immediate past Commissioner of Police, Mr. Danmallam Mohammed was in the saddle.”

Also, another major stakeholder in the state alleged that herdsmen that have been committing atrocities in Enugu troop in from Lokpanta in Abia State, a boundary community between Abia and Enugu, where the cattle market is located.

They urged the Inspector-General of Police to prevail on the Commissioner of Police in Abia State and the AIG in charge of Zone 9 to team up and tackle the problem.

Recently, the traditional ruler of Lokpanta lamented the activities of herdsmen in the community, saying the location of the market in his community has turned to a curse rather a blessing.

Bishop of Anglican Diocese of Enugu, Archbishop Emmanuel Chukwuma, had observed during the crisis over the killing of Rev. Fr. Paul Offu, that Enugu State does not have enough Police personnel, saying the rural areas of the state are insecure and called on the Inspector-General to post more policemen to the state.

Meanwhile, students in the state have also joined in the demand for the removal of the Commissioner of Police, saying the conditions in the state is worsening to a situation that would warrant the people protecting themselves.

Operating on the platform of National Association of Nigerian Students, NANS, the students said their call was based on the fact that “Mr. Suleiman Balarabe lacks capacity to secure the state.”

In a statement by the state chairman of NANS, Darlington Ugwuegbe, the students said they were worried that Enugu State, known for its “peaceful and secure nature has of recent witnessed some strange and sudden security lapses since the deployment of Mr. Suleiman Balarabe as Commissioner of Police.”

According to them, their investigations revealed that Mr. Balarabe has not served as commissioner of police before his deployment to Enugu State, stressing that the sudden security lapses in the state could not be unconnected with his lack of experience in his present assignment.

The students, therefore, gave the Federal Government and Inspector-General of Police “a two-week ultimatum to redeploy the Commissioner of Police or they will embark on a peaceful protest to drive home their demands.”

According to them, “Balarabe does not have contemporary policing strategies. Enugu State has been adjudged the most peaceful state in Nigeria after the FCT and this was confirmed by the Nigeria Police Force; but all of a sudden, everything seemed to have changed.

“We demand for urgent and total overhaul of the security architecture in Enugu State, especially the Police. We also demand for the deployment of more security personnel in Enugu State.”

The students claimed that their investigations revealed that Balarabe’s deployment to Enugu State, prior to the last general election, was facilitated by chieftains of All Progressives Congress, APC, in the state, “who were only interested in the removal of the immediate past Police Commissioner, Mr. Danmallam Mohammed, for political reasons.

“We, therefore, give the Federal Government and the Inspector-General a two-week ultimatum to redeploy Balarabe out of Enugu State, after which we will not hesitate to stage a peaceful protest to drive home our demand, which is in the overall interest of the people of the state, especially the youths.

“While the leaders of APC in Enugu State went to Abuja to push for the removal of our former Commissioner of Police, Mr. Danmallam Mohammed, to enable them actualise their political ambition, they forgot to ask for an experienced and capable police officer to replace him.

“Today, they are seeing the consequences of their self-centered action and they have refused to call for his redeployment.”

‘Enugu was peaceful before elections’

In a related call, another group, a concerned socio-political group, Enugu Peace and Development Mandate, EPDM, has also lent its voice to the call for improved security in the state, saying the current Commissioner of Police cannot do the job.

In a statement by its chairman, Mr. Emman Ezekwume, the group said before the removal of the immediate past commissioner of police in the state, Mr. Danmallam Mohammed, ahead of the last general elections, Enugu State was peaceful and ranked one of the most peaceful states in the country.

Ezekwume regretted that on assumption of office, the present Commissioner of Police, Mr. Suleiman Balarabe, dismantled security checkpoints in the state and went further to disband the effective Command Operations Unit of the Force headed by a Deputy Commissioner of Police with proven track record in crime fighting.

According to Ezekwume, “we have observed with dismay that since the coming of Balarabe as the Police Commissioner, the state has witnessed more security lapses in quick succession than ever before.

“This is a clear case of failure of operational intelligence on the part of the Police and other security agencies in the state. It is very clear that Balarabe, who was an administrative officer before his posting to Enugu as Commissioner, lacks the understanding of the rudimentary security operational modalities of the Force.

“We want our President, Muhammadu Buhari, to act urgently by redeploying Balarabe before it becomes too late. Enugu State is too strategic and important for an inexperienced security officer.

“We are convinced that further delay in removing Balarabe will worsen the security situation in the state.”

How do you trust a person that leads you out of the desert but ends up dropping you in the middle of the sea? How do you trust a system that promised an ‘easy peasy’ banking experience but ends up fagging you out with incessant technical hitches and excuses? How do you trust a government’s idiosyncrasy of the ‘change’ homily while it continues to maintain the status quo of ‘business as usual’ How do you reconcile the regulatory deficiencies that leave the citizenry confused and doubtful?

A thousand ‘hows and whys’ yet no answer or even an attempt at amelioration. The level of public confidence in banks operating in Nigeria is fast dissipating and not such that can guarantee effective customer patronage of inter-bank payments.

According to media reports, Point of Sale (PoS) transaction failure hit an all-time high in March, with a leading commercial bank recording about 30,000 failure in one day on its platform. Though transactions via the PoS had not heretofore been great, it further deteriorated from October last year.

The general belief is that banks are failing Nigerians. Ask an average Nigerian what he thinks, and he would tell you that the internet services banks promised to make for a happy and less stressful experience, is now the bane that he contends with.

The truth that the people have yet to grasp is that the failings of the electronic transfer system is out of the hands of the banks. The main culprit is the Nigeria Interbank Settlement System (NIBSS).

When all Licenced banks through the Central Bank of Nigeria decided that it was pertinent to provide a single settlement window, they set up NIBSS in 1993 but it was not until 1994 that it kicked off. Life was easy and people were happy until same apex bank decided yet again that NIBSS deserved to be overloaded. NIBSS in 2011 accepted the burden of biting off more than it can chew by adding electronic fund transfers to the settlement system they already handle and called it NIBSS Instant Payments (NIP).

NIBSS may be a phenomenon — the preferred option – in the aspect of the settlement, a darling of the financial sector on properness and timeliness of checks and balances, but NIP is a total flop and among the growing number of the service’s 28.5 million customers (Jan-June 2018), backlash is brewing. The system has repeatedly fallen and is still falling short of expectations, and annoyingly, they make excuses every time. When people decried the interminable error messages which were responses to failed transactions during the June Salah holiday, NIBSS blamed their incompetence on technical difficulties.

When the Federal Competition and Consumer Protection Bill was finally passed into law to consolidate the 2014 Act, hope rose for Nigerians. Consumers were excited to have a government that stands behind them and the business savvy lot were encouraged to succeed even in the saturated market space. Amongst others, the Act proscribes unfair business practices or abuse of dominant market position by any company, as well as any agreement to restrain competition, and to put a check on the aforementioned, a commission was set up. The Act mandates the Federal Competition and Consumer Prohibition Commission (FCCPC) to administer the regulation. But for the government to now play conflicting roles of both a player (NIBSS/NIP) and a regulator (CBN), it shows that there is not only market failure but also government failure.



The question is ‘who regulates the regulator?’ FCCPC – regulator – CBN (pioneers of NIBSS) – regulator – This is a case of an intervener’s shortcomings more or less approximating or exceeding the market imperfection.

Ideally, one of the chief roles of government, particularly government embedded in a highly commercial culture, is to serve as a dispassionate go-between for settling contingencies about veridical claims in the marketplace. But government today has so many stakes in the outcome of so much enterprise that they do not care about the murmurs of the end-users.

NIBSS has been and is still proving themselves incapable of handling the instant payment system. The woman who rushes to the mall to buy food for her home and unable to pay with the PoS; the student who takes a bike to an ATM and unable to pay the motorcyclist from inability to make withdrawals, the company whose employees start to lose faith in because they failed to pay salaries as a result of malfunctioning e-payment channels and a host of other end users are fed up with the system. It is either they stop with the whole attempt now and face that which they are good at – settlement – or God help Nigerians who may have been led out of the desert only to be dropped off in the middle of the sea. SECURITY: ENUGU STUDENTS CALL FOR IMMEDIATE REMOVAL OF CP

…THREATEN MASS PROTEST

Following the recent security challenges in Enugu State, students in the state under the auspices of National Association of Nigerian Students (NANS) have joined in the call for the immediate removal of the Commissioner of Police, Mr. Suleiman Balarabe, for lack of capacity to secure the state.

In a statement by the State Chairman of NANS, Comrade Darlington Ugwuegbe, the students stated that they were worried that Enugu State which is known for its peaceful and secure nature has of recent witnessed some strange and sudden security lapses since the deployment of Mr. Suleiman Balarabe as Commissioner of Police.

They stated that their investigations revealed that Mr. Balarabe has not served as commissioner of police before his deployment to Enugu State, stressing the sudden security lapses in the state could not be unconnected with his lack of experience in his present assignment.

The students, therefore, gave the federal government and Inspector-General of Police a two-week ultimatum to redeploy the commissioner of police or they will embark on a peaceful protest to drive home their demands.

According to them, “the CP does not have contemporary policing strategies. Enugu State has been adjudged the most peaceful state in Nigeria after the FCT and this was confirmed by the NPF, but all of a sudden everything seems to have changed. We demand for urgent and total overhaul of the security architecture in Enugu State, especially the police. We also demand for the deployment of more security personnel in Enugu State”.

The students added that their investigations further revealed that the CP’s deployment to Enugu State, prior to the last general election, was facilitated by chieftains of the All Progressives Congress (APC) in the state, who were only interested in the removal of the immediate past CP, Mr. Danmallam Mohammed for political reasons.

“We, therefore, give the federal government and the IGP a two-week ultimatum to redeploy the CP out of Enugu State, after which we will not hesitate to stage a peaceful protest to drive home our demand, which is in the overall interest of the people of the state, especially the youth.

“While the leaders of the All Progressives Congress (APC) in Enugu State went to Abuja to push for the removal of our former Commissioner of Police, Mr. Danmallam Mohammed, to enable them actualize their political ambition, they forgot to ask for an experienced and capable police officer to replace him. Today, they are seeing the consequences of their self-centered action and they have refused to call for his redeployment”, the students said.

The students maintained that the call for Balarabe’s removal was borne out of their concern for the safety of lives and property, pointing accusing fingers at some political elements in the state, who are hell bent on sabotaging the efforts of the state government in strengthening the security of the state.
