…Approves construction of pedestrian bridges, overlay of major roads in Enugu urban

The Enugu State Executive Council yesterday held its maiden meeting and gave approval for the purchase of eighteen (18) automated drones for air surveillance within and outside the state for effective security management.

The council meeting which was chaired by Governor Ifeanyi Ugwuanyi, according to the Commissioner for Information, Nnanyelugo Chidi Aroh, also approved the immediate construction of three pedestrian bridges in Enugu urban to be located at Ogbete Main Market, Enugu, by Holy Ghost Cathedral, Garki Awkunanaw and Mayor Bus-stop by Agbani Road.

The council also approved the overlay of major roads in Enugu city, which were constructed by past administrations, as soon as the rains stop as a lasting measure to take care of potholes created during the rainy season.

Explaining further on the above, Aroh said that the planned overlay of the roads was in addition to the ongoing repairs of identified potholes in Enugu urban and intercity roads. He added that this is to ensure that the major roads across Enugu city are sustained.

On security, the information commissioner further disclosed that the council ratified the earlier approval given by the last State Executive Council on May 28, 2019, approving the purchase of one hundred (100) Innoson Hilux vans to enhance the capabilities of the security agencies in the state. Aroh also stated that 260 vehicles as well as motorcycles and bicycles are to be handed over to Forest Guards, Neighborhood Watch groups, among others, for community policing.

Aroh, who noted that the security vehicles have been supplied, revealed that communication gadgets and other security facilities are being installed on the vehicles to ensure maximum effectiveness.

He added that the choice of indigenous manufactured vehicles from Innoson Motors demonstrates the state government’s commitment to encourage local industries, create jobs for teeming youths and protect local investments.

According to the commissioner, “we have extracted commitment from Innoson Group to establish a service centre in Enugu, consequent upon this purchase. This service centre is going to provide part of the technical services for the maintenance of these vehicles, in addition to a one-year maintenance guarantee that was given to the state government by Innoson Motors in line with our purchase agreement”.

Aroh said that the state government has now completed the recruitment and training of one thousand, seven hundred (1,700) Forest Guards, representing one hundred personnel from each local government area. He added that their salaries and emoluments including other local security groups were deliberated and approved for them “to move into the field immediately to ensure proper security of lives and property of the people”.

He stated that the council, following the request made by the governor, approved an increase in the allowance payable to members of the Neighborhood Watch groups “to boost their morale.”

BusinessNational Microfinance Bank Supports Smes With Independence Day Gift. by OEPHIUS(op): 7:12am On Oct 01, 2019
Do you want your business to grow but cannot find the means to access funding? Then this Independence Day gift from National Microfinance Bank is just for you. As Nigeria celebrates its 59th anniversary, the Bank has announced a call to Small and Medium Enterprises (SMEs) across Nigeria to access the Agri-Business/Small and Medium Enterprise Investment Scheme (AGSMEIS); an initiative to by the Banker’s Committee and the Central Bank of Nigeria to support the Federal Government's efforts and policy measures for the promotion of agricultural businesses and small/medium enterprises (SMEs) as vehicles for sustainable economic development and employment generation.

Through the AGSMEIS, National Microfinance Bank offers loans of up to N10m to SMEs who want to build or grow their business and also supports their growth with business training delivered by Entrepreneurship Development Institutes and Centres (EDIs) which also guide and assist SMEs in getting all necessary documents required to secure loans from the scheme. According to the CBN Governor, Godwin Emefiele, during an event earlier in the year SME operators can access AGSMEIS loans without necessarily providing any collateral. He added that “The asset that we are financing for them will act as the collateral. That collateral will be registered in our national collateral registry as something that is eligible to serve as collateral or security for a loan that has been taken”

With Nigerian SMEs battling the effects of an economy just getting out of recession, access to finance remains one of the major impediments for their growth and the effects of this goes a long way to increase Nigeria’s unemployment figures. With the AGSMEIS, National Microfinance Bank believes it can help SMEs grow their business and offer them much-needed business training to scale their operations and compete with global counterparts.

The National Microfinance Bank is a leading Nigerian financial institution licensed by the Central Bank of Nigeria (CBN) in Nigeria. The Company was incorporated as a Private Limited Company in 2019 and commenced operations following the grant of a licence by the Central Bank of Nigeria to operate as a National Microfinance Bank in the same year. It is Owned 50% by the Bankers Committee, 40% by NIRSAL and 10% NIPOST. So far the bank has disbursed approximately 776 million in loans to eligible SMEs under the AGSMEIS.

The AGSMEIS loans are available to SMEs across the Information Technology, Creative, Arts, Industrial, Agricultural, Manufacturing and hospitality industries. Loans amounts can be as much N10m and the annual interest rate is set at a single-digit 5% rate to put more ease on entrepreneurs. Interested SMEs and entrepreneurs can apply now at www.nmfb.com.ng/sme or visit any of the 56 National Microfinance Bank branches nationwide. An additional 718 branches of the bank will be opened soon.

PoliticsWe’ll Transform Our Water Sector Narrative - Gov. Ugwuanyi by OEPHIUS(op):
Governor Ifeanyi Ugwuanyi of Enugu State has assured the people of the state that his administration will transform the subsisting water sector narrative in his second tenure in keeping with the administration’s avowed mandate to optimize supply of potable water to Enugu residents and beyond.

Gov. Ugwuanyi disclosed his administration has designed interventions in the water sector for immediate implementation, following the inauguration of the State Executive Council a few days ago.

The governor added his administration has consequently profiled the sustainable provision of potable water as a critical mission, “that must be accomplished in this second tenure of our administration to the glory of God”.

Gov. Ugwuanyi, who made the disclosure during the inauguration of Ezi Omume Water Scheme, built by Enugu Ngwo General Assembly, Enugu North Local Government Area, for the community in commonality of purpose with the state government, stated that “the narrative on our Water Sector is on the threshold of change”.

He pointed out that the planned intervention in water supply by his administration will serve as stop-gap measure before the French Development Agency supported Fifty Million Dollar 3rd National Urban Water Sector Reform Project for the state, comes on stream fully.

The governor, who expressed delight with the people of Enugu Ngwo for the successful execution of the project, noted that it underscores their resourcefulness as “a foremost community with rich history of republicanism and early contact with western civilization”.

While thanking individuals and groups who played different roles in facilitating the delivery of the flagship community-based water project, Gov. Ugwuanyi, who observed some contentions over the project, admonished indigenes of the community to urgently pursue healing of communal division and peace building.

He stressed that, “it is in their enlightened self-interest to do so, if they desire to keep pace with modern development and progress”.

In his address, the President of Enugu-Ngwo General Assembly, Nze Bro. John Enwu, appreciated Gov. Ugwuanyi for his administration’s numerous interventions in the community such as the reconstruction of the ancient and undulating Milliken Hill Road that spanned through the community, encouragement of their people in politics and “your visible efforts geared towards salvaging our community from the threat of erosion”, among others.

Enwu explained that because of the difficult terrain and topography of the community, they had to sink the boreholes at Ukaka Village, which is three villages away from Enugu-Ngwo, to be able to source the water and afterwards piped the water to the highest point and many parts of the community.

He disclosed that Enugu North Local Government Area, under the administration of Hon. Emma Onoh, partnered the community in the water project by providing the mega 150 KVA Generator that powers the pump station.

The President revealed that eight staff, including graduates, skilled workers and technicians have been recruited to operate the scheme, adding: “We shall still employ more people as we continue to improve” to serve the residents of the area.

Also at the event were the State Chairman of the Peoples Democratic Party, Hon. Augustine Nnamani, Member representing Enugu North Constituency, Hon. Ibe Onoh, Bishop of Diocese of Enugu North (Anglican Communion), Ngwo, Rt. Rev. Sosthenes Eze, among others.

PoliticsFEC Okays N310b For Roads Projects by OEPHIUS(op): 5:48pm On Sep 25, 2019
The Federal Executive Council (FEC) on Wednesday approved three memos and a total of N310 billion for roads projects.

The Minister of Works and Housing, Babatunde Fashola briefed State House correspondents at the end of FEC meeting chaired by Vice President Yemi Osinbajo at the Presidential Villa.

He was with the Minister of State for Education, Emeka Nwajuba and the Senior Special Assistant on Media and publicity, Laolu Akande.

According to him, FEC approved N79.82 billion for Ibadan-Ilesa-Ife road, N200.176 billion for roads linking second Niger Bridge to Asaba and Onitsha, and N29.654 billion for phase 2 of Kano-Katsina highway.

He said “The ministry of works and housing presented three memoranda and they were approved by the council: construction of Ibadan -Ilesa-Ife Dual Carriage Way, they are connected to Oyo and Osun State at the cost of N79.829 billion.

“Secondly, for the link-road that connects the second Niger Bridge to Asaba and Onitsha. The Asaba link-road was awarded to Julius Berger and the Onitsha link-road was awarded to RCC at the total cost of N200.176 billion.

“So this completes essentially the access road that will link the Bridge in the short time. You might recall that these roads were under-designed when the bridge was awarded.

“So it is this administration that completed the design and we now awarded them so that you can have a bring that has link-roads. This was awarded initially under a Public Private Partnership (PPP) and the bridge in 2010 administration.

“The third approval was for phase two of the Kano-Katsina High Way from the point known as Gidan-Mutum Daya all the way to where Katsina Steel Rolling Mill is. This is a 78KM stretch approved at the sum of N29.654 billion.

“That road is a 152KM road linking Kano and Katsina road from Kano. It was a single length Highway until it was awarded in 2013 by the previous administration in phase 1.

“So we inherited it and we have continued to execute it. The award was to then expand the road into a dual carriage highway way. That means we are constructing the existing one and building another new one. It was awarded for the first 70KM plus for the phase 1 we we have now done is to complete the award to the same contractor so that there is a uniformity of construction.” he said

Nwajuba disclosed that contracts amounting to N1.833 billion were approved for his ministry under Tertiary Education Trust Fund (TETFUND).

The first, he said, is N915 million for construction of Faculty of Environment at the University of Abuja.

He said the second contract is N918 million for construction of Faculty of Education in the same university.

“The memorandum approved was in respect TETFUND intervention programme in respect of University of Abuja. A key component of that was the award of contract at the sum of N915 million for the construction of the faculty of environment.

JUST IN: P&ID Scandal: Court grants bail to former petroleum ministry director
September 25, 2019Evelyn Okakwu
The Federal Capital Territory High Court has granted bail to a former director of legal affairs at Nigeria’s petroleum ministry, Grace Taiga, who was arraigned for alleged involvement in the controversial Process and Industrial Development (P&ID) contract with Nigeria.

The court in a ruling on Wednesday said the prosecution failed to provide sufficient reasons why the defendant should not be granted bail.

Mrs Taiga had been accused of facilitating the controversial contract and securing gratification of over $20,000 while she served at the ministry in 2010.

The contract between Nigeria and P&ID, an Irish firm, resulted in a $9 billion judgement debt against Nigeria by a court in the United Kingdom.

The court said Mrs Taiga should nonetheless not leave the country without first informing the court.

She is also expected to inform her sureties if she has any need to travel for her medication.

Mrs Taiga’s lawyer, Ola Olanikpekun, said the defendant has chronic diabetes and has battled high blood pressure among other illnesses.

Justice Olukayode Adeniyi, however, ruled that it would not make any order for Mrs Taiga to submit her international passport because of her health condition.

PoliticsBACK TO SCHOOL: Mrs. Ugwuanyi Deworms Under-five Children by OEPHIUS(op):
As part of her efforts to ensure that children under five years return to school in a healthy condition for the academic session after the long vacation, the wife of the Enugu State Governor, Mrs. Monica Ugwuanyi, has commenced her annual de-worming of children across the three senatorial districts of the state.

Mrs. Ugwuanyi who flagged off the exercise at St. Vincent Primary School Ishi/Ozalla, Nkanu West Local Government Area for Enugu East Senatorial District, stated that her visit was to prepare school children in the district health-wise for the current academic session.

The Enugu Governor’s wife who was accompanied by members of her pet-project - Ugo’s Touch of Life Foundation (U-TOLF), added that the programme was in keeping with her unflinching commitment towards the welfare of the vulnerable group in the society.

She disclosed that her pet project undertakes the de-worming of children twice in a year because of the deadly effects of worms in the daily growth of children, pointing out that the wives of the 17 local government chairmen in the state will continue with the exercise in all the local communities.

"We come here today to return you (children) back to school. This is not the first time we are coming here. We had come here for this purpose, and after this exercise today, all the wives of the local government chairmen will continue in all the local communities of the state", Mrs. Ugwuanyi said.

The governor's wife stated that the programme was necessitated by the enormous food intake by children at the long holidays which she revealed may constitute breeding ground for worms.

In her words, "this exercise is necessary because of your intake during the holidays and we know that not many of us are privileged to be taking the proper diet and also able to be taking the drugs as required. We all know that these children are our future leaders. Therefore, all efforts should be geared towards safeguarding their health".

Mrs. Ugwuanyi enjoined the children to be dedicated to their studies, stressing the need for proper education in their lives.

"Please before you venture into any business get at least basic education and you should be very serious with your studies. Reduce your playing habit. Why I allowed you to dance today is to inform you that dancing and playing time have gone. It is now time for serious academic exercise", Mrs. Ugwuanyi stated.

She also advised parents to register their children with the National Population Commission after birth, noting that the body is the only legal establishment charged with such responsibility.

The governor's wife, therefore, charged various school authorities in the state to enlighten parents on the need for birth registration with the commission, saying that it will enable the federal government know the exact number of children being delivered in Enugu State in conformity with other states of the country.

Earlier, the wife of Nkanu West Local Government Chairman, Mrs. Ifeoma Okenwa, expressed gratitude to Mrs. Ugwuanyi for coming to de-worm the children of the senatorial district, adding that it will go a long way to enhance the health status of children in the area.

Mrs. Okenwa, who galvanized the children to show deep appreciation to Mrs. Ugwuanyi through songs, applauded her good works and philanthropic gesture including that of her husband, Governor Ifeanyi Ugwuanyi and prayed God to continue to bless them.

In his remark, the Council Chairman, Hon. Henry Okenwa, while welcoming Mrs. Ugwuanyi lauded her noble roles in uplifting the status of children and women of the state, through her noble gesture.

According to him, "Mummy, this is not the first time you have come to Enugu East Senatorial zone. You have also visited us on a free medical mission and our people are still testifying to your kind gesture. And today, you have come to de-worm our children. This visit is timely because we know the dangers posed by worms and this action of yours is being proactive to avoid this deadly disease".

While thanking Gov. Ugwuanyi and his wife, Monica Ugwuanyi, for their interest in the health of the people, the chairman reassured them that his council area will continue to ensure the de-worming of children in all the communities as directed by the governor's wife.

Earlier in her address, the school's Head Mistress, Mrs. Ngozi Chukwuani, thanked Mrs. Ugwuanyi for the de-worming exercise, stating that the visit has enabled the teachers and students to learn more about personal hygiene, discipline and commitment to studies.

Mrs. Ugwuanyi, who will also perform the exercise in Enugu North and West Senatorial Districts, later administered some de-worming drugs to the children to the delight of the people.

PoliticsIjaw Group Slams Omo Agege Over NDDC Appointments, Tells Buhari To Intervene by OEPHIUS(op): 7:01pm On Sep 20, 2019
An Ijaw group, the Western Ijaw Consultative Assembly, has maintained that it is the turn of the Ijaws to produce the Managing Director of the Niger Delta Development Commission, NDDC. The group, in a Press Statement, accused the Omo agege of denying the Ijaws their right to produce the next NDDC MD.

According to the group, the NDDC Act 2000 section 12 (1) recognizes the rotational formula for appointments into the NDDC board. It said despite the ACT’s provision, the Urhobos and some politicians it described as selfish, have continued to flout this provision.

It said the NDDC Acts provides that, “There shall be for the commission, a Managing Director, and two Executive Directors who shall be indigenes of Oil Producing Areas starting with member states of the Commission with the highest production quantum of oil and shall rotate among member states in order of production”.

The group said the next NDDC MD is “the rightful turn of the Ijaws and not the Urhobos, because the Ijaws are the highest producers of oil in Delta State.” Similarly, the group took a swipe at the Deputy Senate President, Ovie Omo-Agege, over what it described as being “anti-Ijaw and does not want our development and progress.” IT said, “We are fully aware of over-zealous politicians working assiduously to maliciously push the Ijaws out of the political power play in Nigeria; we must come out to fight them with everything in us. Politicians like Ovie Omo-Agege and his cohorts have taken liberty of their position in the Federal Government to oppress us.

He has shown that he is anti-Ijaw and does not want our development and progress.” The group said it would not allow the deputy senate president nor any other politician to scuttle the opportunity of the Ijaws to produce the next NDDC MD. According to the group in a statement, “The injustice, marginalization and oppression meted on the Ijaws have been too loud and painful. The most recent of this pains, is the deliberate exclusion of Ijaws from appointments and opportunities due us. We have been silent for a long time, but the recent provocative nomination of another Urhobo national as the Managing Director of the NDDC instead of an Ijaw person is the height of oppression. It is obvious that our silence and humility has been taken for stupidity. Delta’ll collaborate with security agencies, others to stop oil bunkering ― Otuaro(Opens in a new browser tab) “The NDDC was established to cater for the oil bearing/impacted communities of the Niger-Delta and appointments to the board is done rotationally to foster fairness, peace and harmony amongst the various nationalities of the region.

From inception, the office of the Managing Director of the NDDC has been occupied twice by the Urhobos, an Urhobo man has also occupied the office of the Executive Director, whereas no Delta Ijaw person has ever been considered for the position of the Managing Director. “Now, time and principle enshrined in the NDDC Establishment Act has offered the good people of Delta State the opportunity to produce at least another Managing Director. This rare opportunity offers any good leader with a sense of history to correct the ethnic bias inherent in the previous Board appointments.

“However, the very unique opportunity has been snatched by people parading themselves as close allies to the Federal Powers, to further their ungodly anti-Ijaw, anti-progress ploy for the sake of satisfying narrow, parochial ethnic agenda by the nomination of another Urhobo National for the third time to occupy the position of the Managing Director of the NDDC. “This is not fair to the Ijaws that produce the bulk of the Oil and Gas in Delta State; neither does it engender inter-ethnic peace and harmony. How long are we going to allow this wickedness, oppression and marginalization to continue? Ohanaeze Youth denies receiving Ekweremadu at airport (Opens in a new browser tab) “For the Urhobos to produce the Managing Director again for the third time is an anathema to equity, fairness and justice.

This is a slap and broad-day robbery on the Ijaws who contributed so much with blood of Ijaw youths for the creation of the NDDC. How do you explain the gross injustice of having one Urhobo man leaving the last board and another Urhobo man coming in to replace him? Where does that leave the Ijaws that currently generates “the highest production quantum of oil” in the scheme of things in Delta State?” The group who said that its members “are also calling on President Muhammadu Buhari to correct this injustice as a matter of urgency, however petitioned the president, senate, oil bodies and several other human right and international bodies to wade into the matter.

There was jubilation in Isi-Uzo Local Government Area of Enugu State on Monday, as Governor Ifeanyi Ugwuanyi inaugurated the 8.8km reconstructed portion of Ikem-Eha Amufu-Nkalagu road, which was abandoned over 36 years ago.

The 8.8km road, which was reconstructed for the people of the agrarian community of Eha Amufu in Isi-Uzo L.G.A, is a gateway to the North through Obollo-Afor connecting Ebonyi State through Nkalagu and provides access to the Nigercem Factory at Nkalagu that used to be the mainstay of the economy and tourist attraction to the Eastern Nigeria.

The road is also one of the hitherto abandoned critical infrastructure and legacy projects in the rural areas, executed by Gov. Ugwuanyi’s administration in line with its rural development policy.

Inaugurating the road, Gov. Ugwuanyi stated that “this project is part of our deliberate efforts to provide critical infrastructure to the rural communities to improve the quality of life, ease evacuation of agricultural produce and facilitate market linkages, improve earnings amongst rural population, stimulate local commerce and ultimately reduce poverty while curtailing rural-urban migration”.

The governor, who maintained that “integrated rural development and inclusive governance are the major planks of our administration”, disclosed that “we have vigorously pursued these objectives through numerous strategic rural infrastructural interventions”.

Describing the road as one of the oldest Federal Roads in the country, built before the Nigerian Civil War, Gov. Ugwuanyi, who was accompanied by the Speaker of the State Assembly, Rt. Hon. Edward Ubosi, his colleagues, and the member representing Enugu East/Isi-Uzo Federal Constituency, Hon. Prince Cornelius Nnaji, among others, revealed that it was last rehabilitated in 1981 by the administration of Senator Jim Nwobodo as Governor of old Anambra State.

Appreciating the jubilant mood of the people of the area who came out en masse to witness the event, the governor said: “We are encouraged by the happy faces of the people from communities in Eha Amufu and environs that we see here today. I congratulate you, the true heroes of democracy for you deserve this and even more”.

His words: “Your Excellency, our people are very happy because you have wiped away our tears. You have been addressing our plights. You are the David of our time. We have not seen it so good like this. It is when you came on board that this road that had been abandoned was asphalted. Thank you, Your Excellency, God will continue to strengthen you and bless you”.

PoliticsThe Gains Of Ugwuanyi’s Rural Development Strategy by OEPHIUS(op): 10:08pm On Sep 14, 2019
The Gains of Ugwuanyi’s Rural Development Strategy

By Louis Amoke

Recently, the Chairman, House of Representatives Committee on Public Accounts, Rt. Hon. Wole Oke, who represents Obokun/Oriade Federal Constituency of Osun State, gave a good account of the policy thrust of the administration of Governor Ifeanyi Ugwuanyi of Enugu State and its positive impact on the lives of the people of the state.

Hon. Oke who led members of the Ad-hoc Committee on Investigation and Monitoring of Recruitment of Nigerians by MDAs of the Federal Republic of Nigeria, to pay a courtesy call on Gov. Ugwuanyi, when they visited the state on their oversight assignment, disclosed that the governor has concentrated massive development more in the rural areas than in the state capital.

The parliamentarian extolled the leadership qualities of Gov. Ugwuanyi as a peaceful, humble, focused, hard-working and grassroots politician, stressing that they were impressed with the level of progress going on in the rural communities of Enugu State.

He added that Gov. Ugwuanyi as “a lawmaker who makes his point without waging war; without humiliating or harassing anybody” bequeathed such style of leadership to “us in the parliament”, saying: “We are delighted that His Excellency has deployed this style in the governance of Enugu State, and has turned out to be an apostle of peace; a politician who bears no grudges against anybody; a politician who nurtures no bitterness or ill will against anybody”.

Attributing the governor’s uncommon leadership style to his administration’s success story, the public accounts committee chairman maintained that “that is why Enugu has remained a peaceful state and has witnessed the level of progress we have seen in the rural areas unlike what we have in other states where a governor will concentrate development in the state capital”.

According to him, “In the case of Enugu State, we see a governor who is grassroots-oriented, a governor who has employed over 5,000 teachers to look after the young ones, our future leaders. We see a governor who employed 1,700 Forest Guards to enhance the security of the state. We see that as an example for other governors to follow.

“One lesson from Enugu State is that we have a governor who has managerial skills, a governor who has a federal exposure, a governor who is a financial engineer - and that is why Enugu is making progress.”

Hon. Oke’s remark on Ugwuanyi was not only candid but also a true reflection of what his administration stands for. His assessment has reechoed the intrinsic aspect of the governor’s vision, strategy and untiring endeavor in reconnecting the people with reality and act of good governance, irrespective of class or socio-economic background.

Ugwuanyi, in spite of the nation’s daunting economic challenges, the state’s lean resources and recent security challenges, has remained undaunted and resolute in his sustained efforts to build Enugu State of the founding fathers’ dream, where peace, harmony, inclusive governance and rapid development hold sway. The governor, who believes firmly that the greatest objective of government is to alleviate the sufferings of the people and make life more meaningful for them, initiated the rural development policy to take good governance to the doorsteps of the dwellers.

His vision and passion for the well-being of the people of the state, irrespective of class or social status, as major stakeholders in the development project, gave birth to the massive infrastructural rebirth being witnessed in rural communities since the inception of his administration.

As Hon. Oke rightly stated, Ugwuanyi’s grassroots development initiatives have truly ensured more concentration of infrastructural developments in rural areas than in urban centres. This reverse in the development strategy, which is novel in the annals of the state and seems to be alien to some urban residents, was in view of the fact that past administrations concentrated development largely in Enugu city, neglecting the majority of the state’s population who live in the rural areas. The governor’s rural development agenda have no doubt addressed to a reasonable extent, the unorthodox imbalance between urban and rural dwellers in terms distribution of infrastructure and other basic amenities.

The success of the strategy, especially its direct positive impact on the lives of the rural dwellers was no doubt responsible for the over 94.5 percent votes Gov. Ugwuanyi garnered to win his reelection in 2019, which was adjudged the most peaceful and transparent electoral exercise in the history of Enugu State.

In clear terms, the landslide victory which was unprecedented in spite of the fact that it was the first time the state went to the polls as an opposition political party to the ruling party at the national level, was indeed a referendum on the governor’s outstanding performance.

The outcome of the 2019 governorship election went beyond parochial sentiments in proving that the overwhelming majority of the people of Enugu State appreciate the good works of Gov. Ugwuanyi and his uncommon panache of humility, peacefulness, godliness and inclusiveness, which he brought to bear in the governance of the state.

Standing on his vision to channel the bulk of development projects to the rural areas, Gov. Ugwuanyi in his inaugural address in 2015, promised to pay a special attention to rural development; open up the rural areas; create more urban centres; develop fresh economic opportunities and reduce pressure on Enugu metropolis for socio-economic expansion.

The governor’s policy direction, which became the fulcrum of his administration’s success story, made it possible that citizens/communities in Enugu State who have not felt the positive impact of governance for many decades did so in an ambiance of peace and harmony.

It was indeed a deliberate step anchored on the core values of justice, equity and fairness in an uncommon zeal to “take up the gauntlet of the struggle for the emancipation of the Wawa man from where our heroes past stopped”.

On Ugwuanyi’s modest achievements, in spite of the recurring decimal of paucity of funds, coupled with the inherited huge debt profile and other enormous wage bills to be serviced, considering the state’s status as a large and the oldest city in the South-East, Gov. Ugwuanyi’s administration has remained regular in payment of state workers’ salaries and retirees’ pensions, including the 13th month salary, even without receipt of federal allocations.

His administration has covered about 550 kilometers of roads scattered all over the nooks and crannies of the state with some ongoing special intervention projects in Enugu and Nsukka, such as the One-Day Road, Enugu South Local Government Area; Old UNTH Road, Enugu; Ngenevu-Bunker Link Road, Enugu; Amalla-Orba-Orie Orba-Ovoko Road; extension of Ogurute-Mkpamute-Igogoro-Ikpamodo-Okpo-Amaja Road and Ogurute - Umuogbo-Umuopu-Ette Road in Igbo-Eze Local Government Area; and numerous internal roads in the University town of Nsukka.

Other development projects that are receiving government’s attention include, the Enugu State Secretariat Annex in Nsukka; the state-of-the-art administrative building of the Enugu State University of Education in Ihe, Awgu Local Government Area - first university in the South-East zone that would be a degree-awarding institution in the area of education and a centre for training of teachers for primary, secondary and tertiary education; and the 200-bed Igbo Ano Specialist Hospital, Enugu North Senatorial District, which when completed with other proposed infrastructural development in the site, will serve as facilities for the ESUT College of Medicine that has been relocated to Nsukka.

In keeping with its commitment to zero tolerance for potholes on roads built by past administrations and maintenance of existing infrastructure, the state government, acting on professional advice, has announced plans to commence fixing of potholes created recently by persistent rainfalls, once the rains subside.

Three months into his first term, Gov. Ugwuanyi spearheaded the massive development of urban and rural roads across the three senatorial districts of the state, in Emene, Abakpa-Nike, 9th Mile Corner and Nsukka. Shortly after, his administration simultaneously executed 35 grassroots development projects across the 17 Local Government Areas of Enugu State, which ensured that every council benefited at least one project from the programme.

There was also the N10 million “One Community, One Project” scheme, which has made it possible for every community in the state to execute one or two priority projects of her choice. The scheme has recorded a huge success in expanding development to the frontiers of the rural areas - ensuring that communities that had never experienced any government presence benefited, accordingly.

All these were going on as completion of works on projects started by previous administrations were given adequate attention, such as the Enugu State Diagnostic Centre (completed), the International Conference Centre Enugu (ongoing), the Poly General Hospital Asata, Enugu and the Udi General Hospital now completed and billed to be inaugurated in few days.

Besides the foregoing, the following were among the development projects successfully delivered to standard by Gov. Ugwuanyi’s administration in the last four years.

The Nike Lake road and Abakpa Nike road in Enugu East Local Government Area, which were hitherto in deplorable conditions; the two 9th Mile Bypasses in Udi Local Government Area, which have relieved travelers the stress of traffic gridlock in the area, especially during festivities; the Opi-Nsukka Dual Carriageway in Nsukka Local Government Area with state-of-the-art underground drainage and other facilities befitting a University town and the second largest city in the state - the first of its kind to be delivered by a state government in the entire south east. The New Market-Milliken Hill-Ngwo-9th Mile road, an ancient, historic and undulating road, modernized with streetlights and other safety measures after decades of neglect to showcase its potentials as a tourist attraction and the state’s natural roller coaster, which now serves as an alternative gateway into the city of Enugu, from Onitsha-Enugu expressway.

The Agbani-Amurri road in Nkanu West LGA, constructed for a community that has never experienced any form of development on its land in the past 100 years. The Ogonogoeji-Ndiagu-Akpugo road (from Atavu Bailey bridge to Afor Onovo), in the same council, which has a historic and symbolic attraction as the first state government road project in the entire Akpugo zone since the creation of Enugu State.

Another project of significant importance to lives of the lowly and neglected is the Ngenevu road, which was constructed with the provision of two 500-KVA transformers by the governor for the suburb of Enugu that had not witnessed any form of government presence. Other high density suburbs such as the Iva Valley, the Ugbodogwu, the Ogwuagor, Abakpa Nike, Emene, etc, have equally benefited from the rural development programmes of the Ugwuanyi administration.

The 49km Udenu Ring road (ongoing) linking over 10 adjoining communities with three bridges equally stands out as one of the legacy projects of Ugwuanyi’s administration in the rural areas.

Today, the people of Eha-Amufu, Isi-Uzo Local Government Area are in jubilant mood as they await the inauguration of the 8.8km road connecting their agrarian community with Nkalagu, Ebonyi State, which was reconstructed to high standard by the Ugwuanyi administration after it was abandoned for over 36 years.

Others include the Ogbaku road in Awgu L.G.A (one of the 35 simultaneous development projects), which was constructed on a difficult terrain that is both hilly and undulating; the Ebonyi River Bridge in Isi Uzo Local Government Area, which connects so many adjoining communities to Ikem, the headquarters of the Council, the Nkwo Inyi-Akpugoeze-Mamu Forest road in Oji River Local Government Area, and the Nike Lake junction-Harmony Estate-Amorji Nike-Adoration Pilgrimage Centre road (Phase one), with five river crossings, which when completed will link Abakpa and Emene and decongest traffic in the areas.

Numerous development projects have also been executed in the urban areas, such as the Holy Trinity Street and Bishop Michael Eneje Street, Independence Layout, Enugu; Mount Crescent, GRA, Enugu; Orofia Street, off Nza Street, Independence Layout, Enugu; Dental School-Tipper Garage road, Trans Ekulu, Enugu; Ugwuaji-Loma Linda-Timber Shed road, Maryland, Enugu; Nwafia Street, Independence Layout, Enugu; Mbanefo Street, New Haven, Enugu; the Nwodo Close, GRA, Enugu; Valley Crescent and Ezillo Street and internal roads at Ebeano Estate, in Independence Layout, Enugu.

Others include, the Secretariat Road, G.R.A, Enugu; Court Avenue by New State Secretariat, Enugu; Ibuza Street at Independence Layout, Enugu; Isi Uzo Street at Independence Layout, Enugu; Owerri Road, Poly Clinic Road, Carter Street, Ogidi Street and Onyeama lane in Asata, Enugu; rehabilitation of Okwuosa Bridge, Ogui, Enugu; renovation of the Enugu State House of Assembly Complex and rehabilitation and re-asphalting of the popular Michael Okpara Square, Enugu, etc.

Apart from road projects, Gov. Ugwuanyi’s administration has also taken bold steps in other spheres of development which have endeared the governor to the people of the state

The areas include, the Enugu Traders Empowerment Scheme which has so far assisted 3600 genuine traders with the sum of N50,000 each to grow their various businesses; construction and renovation of over 589 primary and secondary school blocks in the state, with more than 260 ongoing, as well as procurement of learning tools and employment of over 5000 teachers; empowerment of 750 youths under the Sustainable Development Goals (SDGs) programme.

Others include award of scholarships to 680 indigent engineering students of Enugu State Polytechnic, Iwollo, Ezeagu L.G.A and the Institute of Management and Technology, Enugu, for four years of academic studies as well as the recent scholarship offered to 22 post-secondary school indigent students to study at Mewar University, India; provision of 100 units one bedroom apartment for 100 lucky civil servants under grade level 1 to 10; rehabilitation of facilities at Ajali and Oji River Water Treatment Schemes which has consequentially improved the supply of water to Enugu metropolis and its environs.

Others still include, construction and renovation of district hospitals and health centres in the state, especially in the rural areas under the primary healthcare programme; construction of 14 new court buildings and open registries in the judicial divisions and magisterial districts across the state, which the state’s Chief Judge, Hon. Justice Ngozi Emehelu, described as “unprecedented infrastructural development that has not been witnessed in the entire South-East” and “the largest single intervention in infrastructural development in the Judiciary of Enugu State for over 20 years”.

There are also the construction of additional five new state-of-the-art fire service stations across the three senatorial districts, after 56 years, three fire stations were built in the state, then Eastern Region; engagement of 1000 youths, with additional 1000 underway, under the Enugu Clean Team Project to clean up the state to enhance and sustain its rating as one of the healthiest and cleanest cities in the country, among other numerous landmark achievements.

Following the recent odd security challenges, which attempted to undermine the enviable status of Enugu as one of the most peaceful and secure states in the country, Gov. Ugwuanyi has grabbed the bull by the horn by initiating measures and strategies to decisively tackle the situation with the establishment of the Forest Guard operation (a first in the entire country); reorganization of the Vigilante/Neighborhood Watch groups; creation of a new Ministry of Security Affairs; appointment of the former Inspector-General of Police, Mr. Ogbonna Onovo as Security Consultant to the state government and purchase of 360 security vehicles for community policing, among others.

With the submission of the weighty reports of the 12 sectoral ad-hoc committees set up by his administration on assumption of its second term to review government’s programmes, policies and activities in the last four years and make recommendations that would assist it to reposition the state’s public service for optimized service delivery and advancement of good governance, Gov. Ugwuanyi is set to commence more aggressive polices and strategies.

These are expected to usher in further rapid development and take Enugu State to the next level for Ndi Enugu to continue to enjoy democracy dividends. Enugu State is truly in the hand of God!
