The House of Representatives on Thursday urged the Federal Government, through the Ministry of Housing and Urban Development, to take urgent and decisive measures to curb the growing trend of arbitrary rent increases across the country.

The House, which described incessant rent increment as exploitative and detrimental to citizens’ welfare, took the resolution following the adoption of a motion on notice at Thursday’s plenary, sponsored by the member representing Calabar Municipal/Odukpani Federal Constituency, Cross River State, Bassey Akiba.

Recall that in May 2024, the House passed a similar resolution sponsored by Emmanuel Udo (PDP, Akwa Ibom), calling for rent control and landlords’ regulation within the Federal Capital Territory.

Udo’s motion advocated monthly rent payments and directed the House Committee on the FCT to propose measures to address excessive, reckless increments in rent by landlords.


Across the country, there are reports of a hike in rents, particularly in areas witnessing new government infrastructural projects such as roads and markets.

In the FCT, rents in some neighbourhoods have jumped from ₦800,000 to ₦2.5 million annually, for a two-bedroom flat; a development that has plunged many Nigerians into economic distress.

Akiba, while drumming support for the bill, argued that “The rise in the cost of living has made it increasingly difficult for families and businesses to meet rental obligations,” warning that “Unregulated rent increments threaten stability in the housing sector.”

While acknowledging landlords’ rights, he noted that tenants’ welfare must be equally protected to ensure fairness and economic balance.

Referencing Section 14(2)(b) of the 1999 Constitution (as amended), the lawmaker reminded his colleagues that the welfare and security of citizens constitute the primary responsibility of government.

He also cited the United Nations Habitat Agenda, which emphasises access to adequate and affordable housing as a basic human right.

Lawmakers present at the plenary voted in support of the motion when it was put to a voice vote by the Deputy Speaker, Benjamin Kalu, who presided over the session.

Consequently, the House urged the Federal Government to “Intensify efforts toward providing affordable housing schemes to ease pressure on the rental market and expand access to low-cost homes.”

It also directed the Federal Ministry of Housing and Urban Development to “Collaborate with state governments in implementing effective rent control policies, ensuring that public infrastructure development does not trigger unjustified rent escalations.”

The House also recommended that any rent review should not exceed 20 per cent of the existing rate, regardless of improvements in facilities.

Furthermore, the House mandated its Committee on Housing and Habitat to ensure compliance and submit a report within four weeks for further legislative action

EXCLUSIVE: Alleged Coup: Defence Intelligence Agency Holds 16 Military Officers In Secret Location For Weeks As Families Express Worries

At least 16 Nigerian military officers are currently being detained incommunicado by the Defence Intelligence Agency (DIA) in connection with an alleged coup plot that the Bola Tinubu-led government and the military authorities claim they are investigating, SaharaReporters has learnt.

Multiple military sources and family members confirmed to SaharaReporters on Wednesday that the detained officers have been held for over three weeks in an undisclosed location in Abuja under what they describe as “unusual and suspicious conditions.”

One of the families told SaharaReporters that they initially believed their relative had been kidnapped, as there was no official notice from the military about his arrest or whereabouts.

It’s been 18 days since those 16 officers were detained in an undisclosed location. At first, we thought our brother was kidnapped before finding out what transpired from his friend who works in the NSA office,” a worried family member told SaharaReporters.

“No official explanation from the military till date. None of the families has been allowed to visit or even call them. Everyone is scared about their present condition.”

The Defence Intelligence Agency, which operates directly under the Ministry of Defence, is typically responsible for intelligence gathering and counter-espionage — not for trying military officers accused of offences.

The agency’s decision to detain the officers, instead of referring them to their respective service authorities, has raised questions about legality and due process.

A security expert who served in the military for nine years told SaharaReporters that the DIA was overstepping its mandate.

“In the military, if an army officer offends, he is to be charged by the Nigerian Army directly wherever his or her unit is, because the dossier is with the Army. The same applies to the Navy and Air Force,” he said.

“We want to know when the DIA started handling cases of indiscipline. When did it become a military court?”

He added that if the military were truly conducting a disciplinary sweep for the officers as claimed, “over 10,000 cases” of alleged misconduct could easily surface. He noted that their suspicion is that the current detention of the officers is "politically motivated."

“Why only 16 officers? Why pick from all three services and then hand them over to the DIA? This doesn’t follow standard military procedure,” he added.

The expert also criticised the poor handling of public communication by the Director of Defence Information (DDI), Brigadier General Tukur Gusau, describing his recent interactions with newsmen as “evasive and unconvincing.”

“I just realised that the press men who interviewed the DDI lacked professionalism in their questions. Only two questions about why the officers are with the DIA and why are they being denied access to family members would have been good for Brigadier General Gusau,” he said.

The reports of the alleged coup were exclusively released by SaharaReporters on Saturday.

SaharaReporters gathered that the coup plotters are attached to the Office of the National Security Adviser (ONSA).

ONSA is led by Nuhu Ribadu, a lawyer and retired police officer serving as National Security Adviser to President Tinubu.

Although the military had earlier claimed in an official statement that the officers were being held due to “repeated failure in promotion examinations and perceived career stagnation,” credible sources told SaharaReporters that the arrests were, in fact, linked to a suspected coup plot.

The African Democratic Congress (ADC) has condemned the burning of its Ekiti State office in Ado-Ekiti, describing it as a calculated act of political intimidation aimed at silencing the opposition.

In a statement signed by its National Publicity Secretary, Mallam Bolaji Abdullahi, the party said the attack occurred just hours before its planned “Reconfiguration and Affirmation Ceremony.”

Abdullahi said the incident was a deliberate attempt to terrorize the opposition ahead of the state’s governorship election. He called the attack “criminal and undemocratic,” saying it was a disgrace to anyone who claims to believe in democracy and political freedom.


The party said this was not an isolated case, noting that its offices and members had faced similar attacks in Kaduna, Lagos, Kebbi, Kogi, and Edo States since the Opposition Coalition declared ADC its preferred platform in July.

Abdullahi said such repeated incidents formed “a dangerous pattern” that should worry everyone.

He also criticized the authorities for their silence, saying any government that ignores attacks on opposition parties is inviting chaos.


Abdullahi said the ruling All Progressives Congress (APC) was behind the attacks because it feared the growing influence of the ADC.

He explained that the party’s popularity was rising among Nigerians who were tired of the failures of the current administration.

According to him, the fire in Ekiti only proved that the APC was worried about ADC’s growing support.

“The fire in Ekiti is further confirmation that the APC is afraid of the rising wave of the ADC.”

The ADC called on security agencies to investigate the incident and ensure those responsible are punished. It also urged INEC, civil society groups, and international observers to pay close attention to the situation.

Despite the attack, Abdullahi said the party’s planned event in Ekiti would still go on.


He added that even if they had to hold it outdoors, the ceremony would proceed, stressing that violence would not stop the ADC from moving forward.

The rights organisation said any act aimed at undermining protesters’ freedom of assembly demonstrates the government’s intolerance of dissent.


Amnesty International has condemned attacks on protesters demanding the release of detained IPOB leader Nnamdi Kanu, saying people should be allowed to exercise their right to peaceful protest.

“Amnesty International receives disturbing reports of attempts to crack down on peaceful protests holding in Abuja, calling for the release of Nnamdi Kanu,” the organisation said in a statement on Monday.

“Those arrested must be released immediately. People must be allowed to freely exercise their right to peaceful protest. Any act capable of undermining freedom of assembly is illegal and portrays unacceptable intolerance of peaceful dissent.”

The statement came amid reports that security personnel teargassed and shot at protesters in Abuja, prompting widespread criticism from Nigerians.

The rights organisation said any act aimed at undermining protesters’ freedom of assembly demonstrates the government’s intolerance to dissent, charging Nigerian authorities to protect the rights of citizens as enshrined in the constitution and other extant laws.

It stated, “The Nigerian authorities are to ensure that security agencies respect and facilitate the right to peaceful protest, as guaranteed by both the country’s own constitution and human rights treaties, including the African Charter on Human and Peoples’ Rights and the International Covenant on Civil and Political Rights, to which Nigeria is a state party.”

The organisation also tasked the government to uphold the constitution and human rights obligations, which allow people to express themselves freely.

“Authorities must show a commitment to upholding the country’s constitutional and international human rights obligations by allowing people to freely exercise their human rights, including the rights to freedom of expression, peaceful assembly, and association,” Amnesty International added.

ABUJA — Heavy security presence enveloped the Presidential Villa and major routes across Abuja on Monday following plans for a protest demanding the release of the detained leader of the Indigenous People of Biafra (IPOB), Mazi Nnamdi Kanu.

The demonstration, organized by activist and former presidential candidate Omoyele Sowore, convener of the #RevolutionNow movement, caused traffic disruptions at key entry points into the Federal Capital Territory (FCT).

Security agencies, including soldiers, police officers, and hooded operatives of the Department of State Services (DSS), were deployed in large numbers, sealing off access to the Three Arms Zone and intensifying stop-and-search operations.

Even staff of the Presidential Villa with official parking permits were redirected to alternative routes as all entry points around the State House were temporarily closed.

A Villa staff member took to social media to express frustration over the lockdown, writing: “Please, can someone find out what is going on in the Villa? All access roads are blocked. Nobody is allowed in, even with tags.”

The security measures caused heavy gridlock along the Keffi–Abuja Expressway, as soldiers mounted checkpoints at the Karu Bridge near the Sani Abacha Barracks as early as 4 a.m. Civil servants and traders commuting from Nyanya, Karu, Mararaba, and Masaka were particularly affected.

Similar security cordons were reported along the Dutse–Bwari axis and Airport Road, where travelers heading toward the Central Business District were advised to take detours. One advisory circulated among workers read: “Good morning, dear colleagues. Please, if you are coming from Airport Road to Central Area, follow Area 1. Security blocked from National Mosque.”

Security patrols were also visible around Eagle Square, the Federal Secretariat, and the National Assembly to prevent possible disruptions.

Nnamdi Kanu, who was arrested and extradited to Nigeria in June 2021, remains in detention despite multiple court orders for his release. His supporters have continued to mount pressure on the Federal Government, citing concerns over his deteriorating health.

The Federal High Court in Abuja has restrained Mr Omoyele Sowore, publisher of Sahara Reporters, and others from protesting in some areas in Abuja, including the Aso Rock Villa, on Monday for the release of detained Nnamdi Kanu.

The News Agency of Nigeria (NAN) reports that the court also barred the protesters from anywhere close to the villa, National Assembly, Force Headquarters, Court of Appeal, Eagle Square and Shehu Shagari Way, pending the hearing of the motion on notice.


Justice Mohammed Umar, on Friday, granted the ex parte motion moved by the police lawyer, Wisdom Madaki, on behalf of the Federal Republic of Nigeria (FRN), contrary to the earlier media reports in circulation.



The certified true copy of the enrolled order, signed by the court registrar, Mr Kasim Muazu, and the presiding judge, Justice Umar, was made available to NAN on Saturday in Abuja.

The judge also made an order of abridgement of time “within which the respondents will respond to the application on notice to cause the ex-parte order to be set aside on Monday, the 20th of October, 2025, at 9.00am.”

This was also contrary to some media reports that Justice Umar adjourned the matter until Oct. 21 for the parties to appear in court.

“The respondents are hereby restrained in the interim from protesting in the following areas: Aso Rock Villa, or anywhere close to the Villa, National Assembly, Force Headquarters, Court of Appeal, Eagle Square and on Shehu Shagari Way pending the hearing of the motion on notice.

“The court hereby abridged the time within which the respondents will respond to the application on notice to cause this ex-parte order to be set aside on Monday, the 20th of October, 2025, at 9.00am.

“The order of this court, together with the motion on notice, be served on the respondents today, Friday, the 17th day of October, 2025,” the judge ordered.

Justice Umar subsequently adjourned the matter until Oct. 20 for the hearing of the motion on notice.

“ISSUED AT ABUJA under the Hand of the Presiding Judge, Honourable Justice M. G. Umar, and the Seal of the Court this 17th day of October, 2025,” the enrolled order read.


NAN reports that in the ex parte motion, marked FHC/ABJ/CS/2202/2025, the police, on behalf of FRN, sued five respondents.

They are Omoyele Sowore, Sahara Reporters Ltd, Sahara Reporters’ Media Foundation, Take It Back Movement (TIB), for the Transformation of Nigeria or Any Form of Organisation or Any Other Person(s) Acting on Either Express or Implied Instruction or Any Other Organisation or Group With the Like Intention, and Unknown Persons as 1st to 5th respondents, respectively.

The motion dated and filed on Oct. 16 sought one relief.

“An order of this honourable court restraining or banning protesters from protesting in the following areas: Aso Rock Villa or anywhere close to the Villa, National Assembly, Force Headquarters, Court of Appeal, Eagle Square and Shehu Shagari Way.


“And for such further orders as this honourable court may deem fit to make in the circumstances of this case.”

The affidavit in support of the ex parte motion was deposed to by Bassey Ibithan, a police officer attached to the Directorate of Legal Services, Force Headquarters, Abuja.

NAN reports that Mr Omoyele Sowore, publisher of Sahara Reporters, had planned to organise the protest for the release of Kanu, leader of the proscribed Indigenous People of Biafra (IPOB).

Sowore, the 2019 and 2023 presidential candidate of the African Action Congress (ACC), had begun mobilisation for what he called a planned peaceful protest against the detention of Kanu.

However, there have also been ongoing calls for a political solution to Kanu’s trial, who is facing an alleged terrorism offence at the Federal High Court before Justice James Omotosho. (NAN)
