Who is a local person?

I had a friend that was bleaching and she always had her body cream in the refridgerator. The idea was to prevent the cream from turning brown.
The strangest thing is that it really worked for her because the cream turns brown in less than 2 days whenever it is not refridgerated.
I dont even know the chemistry behind this.

I am really suprised at the way EFCC is handling this issue. Soon, different courts will embarrass them with one ruling or the other.
