FGN BUDGET PRESENTATION
According to Section 81 of the Constitution of the Federal Republic of Nigeria, 1999, “the President shall cause to be prepared and laid before each House of the National Assembly at any time in each financial year estimates of the revenues and expenditure of the Federation for the next following financial year”.

Accordingly, when the FGN budget is formulated and processed and approved by the Federal Executive Council it is formally “laid before each House of the National Assembly” as stipulated by the Constitution. Budget information is presented in a way that facilitates policy analysis and promotes accountability. Budget data is reported on a gross basis, distinguishing revenue, expenditure, and financing, with expenditure classified by economic, functional, and administrative category. . .


Procedures for the execution, monitoring and Evaluation of the FGN Budget are clear. A comprehensive, integrated accounting system, which provides a reliable basis for assessing payment arrears in the Treasury. Standardised procurement and employment regulations, which is open.

The Department of Budget Monitoring and Evaluation go out into the field to monitor projects and report. In addition, the department in conjunction with the treasury monitor disbursement of funds and its application by spending Ministries of Agencies.

The work of the Department of Budget Monitoring and Evaluation is further complemented by the Budget Monitoring and Price Intelligence Unit in the Presidency.

Interestingly, in one of the cables that accused Mallam Nasir el Rufai of being at “the center of the corruption allegations whereby the Minister of Finance Ngozi Okonjo-Iweala is said to have steered contracts to her brother with the help of el-Rufai". Publications deliberately ignore that aspect of same cable where the US Embassy said:
 “While we cannot prove all of these accusations in a court of law, their significance is that they are widely believed both among political figures and among that part of the general public that is politically aware.”

I see nothing remarkable about what the so-called loose Ijo tribes are doing.
A loose group of different "tribes" forming themselves into a powerful ethnic confederacy to push a common agenda within such a relatively short period of time is very remarkable.

More remarkable is the fact that they now call themselves an Ijaw Nation with 15m people. It is remarkable in the context of Nigerian politics.

25 years ago, The Ijaw nation were not this powefull nationally, now their son is president.

I don't believe "Jon-Jon" is a real name. It's probably a nickname, maybe the relatives nickname. It could still be her brother's "not well known" nickname. We don't know for sure. It does not mean she's guilty, does not mean she's not guilty.

Mrs Iweala, may not be a corrupt woman and I respect her more than most of these looters in office, but as a Nigerian who has seen enough impunity and cronyism from Government officials, I will not dismiss this so easily without asking for more details.

@Kobojunkie has a great point about the other allegations grouped with Okonjo's, if most of those other ones are acknowledged as real, especially the Uba, George and Ita-Giwa cases, then it is very reasonable to assume that there may be more to this one too.

I guess the best way to shame these US embassy accusers and re-assure us of how different she is, is to make the details of the allegations she spoke about public for our scrutiny. I believe that is up to EFCC, ICPC, the Press and the Police of they really want to do their jobs. At least we now have FOI law.

As per Okonjo going back to her WB job after the allegation in 06, I don't see how that will affect her job if the allegation Is unproven or not pursued by the Nigerian authorities, the lady just got them 12billion dollars, even if the US has information on her, it will be silly to make a public spectacle of it when the Nigerian authorities did not consider it a big deal. US and WB protects their own money not Nigeria's money.

It's hard to trust these people in Abuja, they are mostly crooks and Looters. And that is a fact.

This is a very illuminating paragraph/statement. I hope the larger Nigerian population of loosely connected "tribes" and ethnic groups will take a cue from what the Ijaws have achieved for themselves in a such a relatively short period of time.

I just found that Kalabaris, Okrikas and some other nation groups are considered as part of the Ijaw confederacy group. I was ignorant of that before.

Are the Ogonis considered Ijaw too?

I see that the Ijaws have succeeded or are succeeding at doing what Nigeria has failed to do. They have formed themselves onto one cohesive group of people around their shared culture and loose language similarities.

I can imagine that the Ijaws were more a divided group of different nations and "tribes" before Nigeria was founded, but the agitation for justice and control of oil resources found in their area has brought them together.

If my assertion is true, the Ijaws confederacy is probably the smartest group of people in Nigeria (politically). No wonder their son is now President.

I can imagine how much influence and coded support they have with Foreign Oil companies in Nigeria.

If I'm an Oil power in Nigeria today, I'll make sure I serve and protect the interests of the Ijaw over other groups, if any chaos breaks out in Nigeria, I'll want their confidence and support.

I hope other ethnic groups are listening and learning instead of fighting.  undecided

It sounds very new and unbelievable to me, can anyone provide data to back up this incredible claim?

Saharareporters posted the same cables released by Wikileaks on their website, they have not added anything new to it.

I find this cable very curious. Especially the last part in bold. Maybe this why Victor Malu was so vocal against Africom and US military involvement in Africa. ¶1. (C) SUMMARY. During an April 19 post-Operation FOCUS
RELIEF (OFR) round-table meeting, Nigeria,s National
Security Advisor told us that the Nigerian civilian
government has complete control of the military.  The NSA was
pleased that the OFR meeting had been positive, but deep
frustration that the MPRI payment had not been made (as he
had been assured by MOD and other officials).  General
Mohammed also supported the notion of using retired Nigerian

¶3. (C) McConnell briefed the NSA on the results of the OFR
round-table.  McConnell said that MOD officials had agreed
that Operation FOCUS RELIEF Phase III (OFR P3) personnel
would be billeted inside the perimeter of Nigerian bases, but
would not be co-located in Nigerian barracks.  The specific
bases were not yet identified.  (COMMENT:  As noted reftel,
the Chief of Army Staff has committed to a site inspection by
Nigerian Army personnel and the DATT on April 25.  Embassy is
cautiously optimistic that the basing issue will be resolved
favorably.  END COMMENT.) 

MOD officials had also agreed that
Nigerian forces would deploy to Sierra Leone for one year.
DATT then briefed the NSA on which Nigerian elements and
locations had previously been identified for P3 training.  He
also noted that in order for OFR P3 to begin on time it was
necessary for the MOD to confirm the military units selected
for the training.



¶4. (C)The Ambassador advised the NSA that a meeting on the
edges of the round-table with Nigerian Chief of Army Staff
LtGen Victor Malu had gone extremely well.  Malu had told the
U.S. side that he was not opposed to OFR and his positive
attitude towards the program had been misrepresented in the
media.

]The U.S. side had expressed its continuing high
regard for Malu and assured him that articles critical of him
on the Internet and in the American print media did not
represent U.S. views.



¶5. (C) McConnell advised the NSA of the continuing hope that
Malu would accept the standing invitation to visit the U.S.
to meet with senior U.S. defense officials to discuss OFR and
other matters of mutual interest. Finally, McConnell
reminded the NSA that the U.S. has yet to receive Nigeria's
USD 3.5 million for the MPRI program.



¶6. (C) The NSA responded that the Nigerian government
remained firmly committed to OFR and that Nigerian elected
officials were completely in charge of the military.  He said
that he was pleased that the Roundtable had gone well, but
expressed surprise and frustration over the MPRI payment not
being received.  General Mohammed said that he had been
assured by senior Ministry of Finance officials that the
payment had already been made.  He again requested that the
U.S. Treasury account number where the MPRI payment would be
received be passed directly to him.  The NSA said he would
personally carry the account number to President Obasanjo to
have the President sign the order to the Nigerian Central
Bank to make immediate payment.



¶7. (C) COMMENT:  Later that day, the NSA's office passed the
Embassy copies of the Nigerian MOD documents which
transferred the MPRI payment funds from the MOD to the
Central Bank of Nigeria (CBN).  The documents were dated April 18 and 19,
which suggest that MOD personnel handling
the transfer of funds had been misleading the NSA for several
months concerning their delay in making the payments, or that
the Ministry of Finance had delayed the release of the funds
to the MOD.
In any case, the last step is for the CBN to
transfer the funds to the U.S. Treasury account.  Embassy
hopes this issue has now been put to rest.  END COMMENT.


¶8. (C) In further discussions concerning MPRI, McConnell and
the Ambassador noted that the U.S. has proposed to the MOD
using retired Nigerian military personnel as counter-parts.
This solution might make it easier for the Nigerian side to
ensure regular and reliable participation in the program.
NSA Mohammed said he thought this was an excellent idea, and
said that he knew several retired generals who would be good
for the program.  He named retired Generals Archibong and
Jaffar Isa, both of whom were also strong supporters of OFR.


¶9. (C) The meeting concluded with Ambassador Jeter noting
that the discussion during the roundtable had been frank and
productive, giving hope that both programs could now move
forward expeditiously.  While other issues would certainly
arise, they could be handled in a collaborative way.  The NSA
agreed that this was now the case.


¶10. (C) COMMENT: As noted reftel, there are still hurdles to
overcome before we can be confident that OFR3 will begin on
time in Nigeria.  However, after an open and productive
roundtable, and a clear message of support from the NSA,
Embassy is hopeful that the Nigerian defense establishment is
now ready to move forward productively.


The retirement/dismissal of General Malu and his cohorts should  <---This is a very interesting comment by the US ambassador himself
now pave the way.

Of course its serious,birdbrain, thats why you heed govt warnings and flee at all costs, its that simple.This should be all over local News in nigeria,and there should be outburst not only now but in every situation where nigerian citizens are in danger abroad.this is not the only unique situation.How are there no flights or secret convoys across the Libya-niger border to rescue more nigerianshuh

Yes you are right, it's an outrage and it should be all over the news, but the fact that it's not, points to the silly and sad attitude we have towards it as a government and a people. That was my main point all along. That took a while but you got it eventually. I'm sincerely happy for you.  wink

Now, as per not heeding government warning, which government's warning did they not heed? Libya or Nigeria? and how did you expect them to do that in a conflict like that? even more affluent expatriates from richer countries relied on their government for evacuation.

Are you saying they should have started walking into the Sahara desert on day 1 or Maybe jump into the sea and swim towards Italy or Malta "at all cost" (remember they are blacks)

Now, do you really believe that the thousands of Nigerians in Libya got the robust assistance needed to ease their evacuation from Libya but somehow just refused to board the many ships, planes, ferries and buses we sent.? Really?

Did you read the complaint and report about the over 7,000 folks we abandoned at the Tripoli Airport?

Don't be callous bro, we could have done more for our people. If we don't admit our mistakes, we can't correct it. You read how other countries evacuated their citizens didn't you?

Can you honestly say that Nigeria did anything close to "responsible" early on in this conflict? With three or four flights and less than 4k evacuated?
