A Chieftain of the All Progressive Congress and Member Representing Ikwerre/Emohua Federal Constituency in the National Assembly Hon Chidi Whihioka today at a thankyou rally in his hometown of Elele declared that he remains the Leader of the APC for Ikwerre/Emohua LGA's. His Position is contrary to that of Mr Chibuike Amaechi the Minister of Transportation who recently has been on a battle with Loyalist of Senator Magnus Abe over the control of the Rivers State Chapter of the All Progressive Congress. Residents of an estate in Ikorodu on Friday lynched a suspected member of a bad gang popularly known as Badoo on the Ikorodu- Mile 12 Express road. Mr Adewale Adejumo, Head security, Igbo-Oluwo Estate said that the suspect was arrested at Unity Close inside the estate around 6:30 am with black oil all over his body and stone on his hand. Several other gang members, who were seen together, however, ran away. According to Adejumo, the suspect was to be handed over to a nearby police station, but angry residents set him on fire. “We saw them very early in the morning moving around the estate naked with black oil all over their bodies. “On seeing us, they started running and we chased them and caught one of them with oil on his body and stone in his hand. We kept him till morning to hand him over to the police. “When the residents saw him, they were angry and forcefully took him from us, put tyre on him and set him on fire,” Adejumo. Mr Sanni Ibrahim, Senior officer, Lagos State Neighbourhood Watch, Ikorodu West said that they received a distress call that some Badoo gang members were in operation in Igbo-Oluwo Estate. Sanni said that he mobilised some of his members and they moved into the estate around 7:00 am to forestall break down of law and order and curtail the activities of the gang. Mr Segun Adebayo, resident of Igbo-Oluwo Estate said it was the third time, the Badoo gang would attempt to attack residents, but were repelled by the efforts of the residents and internal security officers. NAN reports that some police officers and members of the Neighbourhood watch later came to the scene. Fresh indication reaching Post-Nigeria, has it that some top Northerner power brokers within the precinct of Aso Rock, have deliberately stripped the Acting President, Yemi Osinbajo, of the constitutional right and power to swear-in new Ministers, in Buhari’s absence. Recall, that prior to President Muhammadu Buhari’s departure for medical treatment in London, he wrote to the Senate, stating that Osinbajo will coordinate the affairs of the nation as Vice President, in his absence. Many Nigerians had then condemned the move, saying it was a calculated attempt to deny the Professor of Law, the power to serve as Acting President. The President’s letter reads: “In compliance with Section 145 (1) of the 1999 Constitution (as amended), I wish to inform the distinguished Senate, that I will be away for a scheduled medical follow-up with my Doctors in London. The length of my stay will be determined by the Doctor’s advice. “While I am away, the Vice President will coordinate the activities of the government. Please accept, the distinguished Senate President, the assurances of my highest consideration.” Speaking on the controversial letter, a Lawyer and Human Rights Activist, Ebun-Olu Adegboruwa, had said the letter sent by Buhari to the Senate, limits Osinbajo’s powers to act in full capacity as President. According to him, going by Buhari’s letter, Osinbajo has no powers as coordinator of the country’s activities. “A coordinator is a person of equal status with others. So, the VP cannot make appointments or sack anybody, while the President is away. He cannot discipline any erring Minister. He is limited in policy decisions, as a coordinator. “He has no power of control over the Cabal, to whom the President has handed over power, albeit illegally. The Chief of Staff was recently reported to have moved vital documents away from Aso Villa.” “In effect, Nigeria has no leader presently. The existing office of VP is no more. The constitutionally created office of Acting President, has been circumscribed by the President. The President is away on an indefinite medical trip abroad”, he lamented. Post-Nigeria, on Sunday, gathered that recent events in the country since the President’s departure, may have proven Adegboruwa right. Few months after two Ministerial nominees were screened and cleared by the National Assembly; they are yet to be sworn into office and assigned portfolios. Recall, that Buhari had in March, submitted the names of Stephen Ocheni (Kogi State), and Suleiman Zanna Hassan (Gombe State), to the Senate for confirmation as Ministers. While Ocheni replaces James Ocholi, former Minister of State for Labour and Employment, who died in an auto-crash, in 2016, Hassan takes over from Hajia Amina Mohammed, who resigned as Minister of Environment, to assume office as Deputy Secretary-General of the United Nations. The expectation had been that Osinabjo would administer the oath of office on the confirmed nominees since Buhari left for London, on Sunday, May 7, for follow-up medical consultation with his Doctors. Usually, new Ministers are sworn into office on Wednesdays, being the day the weekly Federal Executive Council, FEC, meetings hold. However, Osinbajo has presided over many FEC meetings since the Ministers were cleared, but has still not sworn Hassan and Ocheni into office . This action is raising concerns over his powers as Acting President. It is believed that Osinbajo was yet to get the green light from Buhari, to swear-in the new Ministers, and assign them portfolios in his absence. In addition, former Minister of Aviation, Femi Fani-Kayode, has demanded for explanation, on why the Acting President has not sworn-in the new Ministers. According to him, it was high time the people knew what has been stopping the Acting President from exercising his power. “Why has Acting President Osinbajo not been allowed to swear-in the new Ministers that were cleared by the Senate? Who is stopping him?” he asked. An edited audio message released by the handlers of President Muhammadu Buhari greeting Muslims during today's Sallah has validated SaharaReporters’ exclusive report that the president, who has spent at least 49 days in the United Kingdom for medical treatment, is suffering a speech impairment. SaharaReporters had revealed in a report that Mr. Buhari’s speech was impaired while receiving medical treatment for what is believed to be prostate cancer. Acting President, Professor Yemi Osinbajo and Kaduna State Governor, Nasir El-Rufai had at the wake of the declaration on 6th June, 2017 ordered the arrest of those behind the discordant tune and their sponsors to serve as deterrent to others which is yet to yield any positive result. The coalition in a statement signed by its Speaker, Mohammed Salihu in Kaduna on Friday also faulted the elders from the region who supported the October 1st ultimatum issued to Igbos to vacate the region. The statement reads, “Acting president should move ahead and order the arrest of all those behind this plot and even Biafra agitators and bring them to book. After coming through the trial process at the Code of Conduct Tribunal unscathed, he promised to solely focus on delivering the good life to Nigerians. Nigerians are still wondering why the National Assembly’s budget is larger than those of Tertiary Institutions and Teaching Hospitals combined. Many are still miffed that, while they have been inundated with the excuse of recession, the legislators have appropriated change of cars to their plans for the coming fiscal year. But Nigerians still need the National Assembly, just as they did in 2010. There is the insistence that the situation with the health of President Buhari is not the same as that of Yar’Adua seven years ago, but there are enough similarities to warrant the attention. The high-level hush. The manic impulse to contrive a tale in defense. The lack of communication to the Nigerian people. The indefinite wait. Both chambers of Nigeria’s parliament are in the control of the ruling All Progressives’ Congress (APC), but recent events have shown us they don’t exactly agree on every issue. The presence of the Senate President and the Speaker of the House at the signing ceremony of the 2017 Budget was customary and perfunctory. It went well, it looked normal. But if you put aside the concerns of some about the absence of a single woman in the commemorative photos, you would have noticed the imbalance in size represented between the Acting President and the delegation from the National Assembly. Due to Prof Osinbajo’s acumen, there has been little or no imbalance in the running of Government in Buhari’s absence, but the wider tensions in the society are not masked by his covering up for his principal. In their own way, the President’s gatekeepers in London are managing Buhari’s health and apparently making their own plots in the context of these tensions, but who will now speak for the people? As the officially elected representatives, self-interested though they may be, it is through the National Assembly that the Nigerian people can call their President to account. To count his days so far in office, and tell them if he is still up to providing surprising blessings based on his Change agenda. The PIB has passed second reading in the House. 2017 Budget has passed, so their allowances for the next season are assured. The Senate President, Dr Bukola Saraki has asked the office of the President to submit the resolutions of the national conference to the National Assembly for deliberation. Dr. Saraki believes the issues raised and solution preferred in the national conference report are capable of addressing the issues of unity and oneness in the country. The national conference was held under the former President Goodluck Jonathan and over six hundred resolutions were made by the conference members. About 14 years after his installation, the Oba of Lagos, Rilwan Akiolu, on Monday appeared in an Ikeja High Court in a suit challenging his emergence as the paramount ruler of Lagos, saying he is the bona fide monarch. “I am here to justify my appointment, you cannot build something on nothing, it will be broken. “By native law and customs and by law, I am the bona fide Oba of Lagos,” said Akiolu, who was accompanied to the court by 10 white cap chiefs. The News Agency of Nigeria reports that Akiolu’s installation as the Oba of Lagos is being challenged by the duo of princes Adedoyin Adebiyi and Rasheed Modile, who are two members of the Lagos royal family. Joined as respondents in the suit are the Lagos State governor, the Attorney-General of Lagos State, Prince Babatunde Akitoye and Chief Junaid Eko. Both Adebiyi and Modile are claiming that Akiolu is not entitled to the throne because he is not a member of a ruling royal family by not being a direct descendant of Oba Ado, the first Oba of Lagos. According to the claimants, only members of the Ologun Kutere and Akinsemoyin ruling houses are entitled to the throne. They also alleged that proper customary rules and procedures were not followed when he was appointed as Oba in May 2003. While being led in evidence by his lawyer, Mr. Adetokunbo Mumuni, Akiolu told the court the procedure he followed before being installed. “After I made my intention known to my family that I wanted to be Oba of Lagos, I applied for the throne. “In May 2003, the head of the kingmakers and the then Sole Administrator of Lagos Island Council called at my residence. “At that time, I was preparing to go to the mosque and I was told that I received a letter from the state government and the State Executive Council. “The letter accepted my nomination that I have been approved to be a worthy successor of the late Oba of Lagos. “It will be exactly 14 years tomorrow (May 23, 2003) that my appointment was approved. “By the grace of Almighty Allah, there is nothing like rotation in the succession to the throne of Oba of Lagos,” Akiolu said. Before cross-examining Akiolu, lawyer to the claimants, Mr. Babatunde Fashanu (SAN), told the court that for the purpose of the trial, Akiolu should be addressed as the defendant and not as the Oba of Lagos while in court. “I apply that all referrals to the defendant as the ”Oba of Lagos’ should be expunged from the records of this honourable court. “Within the walls of this court room, he is a defendant; and when we step out of the court room, I will prostrate and greet him as ‘kabiyesi’ because I am like a son to him,” he said. Akiolu also told the court that he had a prior relationship with Fashanu’s father when he was working as a lawyer during his early years of legal practice 32 years ago.. “I know your father. I used to carry files for him when we were working together.” Fashanu’s request to expunge referrals of Akiolu as ‘Oba of Lagos’ was, however, not granted by the court. In responding to Fashanu’s question as to whether proper customary procedure was followed when he became Oba, Akiolu said he was installed Oba according to the customs of Lagos kingmakers. “Akiolu is a direct descendant of Oba Ologun Kutere, there is no registered declaration for the throne. “It is the old customs and the recommendations of the Price Commission, which is over 100 years old that is still valid till today.” Akiolu also debunked claims that Akiolu royal family was not one of the ruling houses because it was non-existent. Yoruba youths, under the aegis of Concerned O’oduwa Progressive Youth Assembly, COPYA, have accused former Minister of Aviation, Femi Fani Kayode on trying to destroy President Muhammadu Buhari and his vice, Prof Yemi Osinbajo. The group said the verbal attacks on the presidency by Fani-Kayode, a chieftain of the PDP does not show that he is a true Yoruba man, which he claims to be. FFK, as Fani is fondly called had in the recent times described as a ‘slave to dark and shameless cabal’ in Aso Rock. “We have a Vice President who has been held captive and who is now a slave to some dark, sinister, evil and shameless cabal,” Fani-Kayode once wrote in an article. Addressing newsmen in Lagos on Thursday, the national coordinator of COPYA, Kola Salawu, said it was shameful that Fani-kayode who should be supporting his fellow Yroubaman, Osinbajo was hell bent on destroying this administration. The group said Fani-Kayode’s campaign is targeted on driving a wedge between the smooth running relationship between Osinbajo and his boss who are currently enjoying the best of relationship. Salawu said, “We will specifically address the activities of one Femi Fani-Kayode also known as FFK. You might have known him as the former Minister of Aviation that is currently scurrying from one court to another over cases of graft brought against him by the Economic and Financial Crimes Commission (EFCC). “The alleged crimes date as far back as when he was in office as an appointee of the People’s Democratic Party (PDP). He is someone who had the benefit of being in office courtesy of a political party which blatantly stated that “stealing is not corruption”. Senator representing Cross River Central, John Enoh, has cross-carpeted from the Peoples Democratic Party, PDP, to the All Progressives Congress, APC. Enoh, who is the Chairman of the senate committee on finance, made the announcement on the floor of the Upper Legislative Chambers on Tuesday. The lawmaker disclosed that he had registered as a member of the APC in his ward. Anybody that is not happy that 82 Chibok girls were released must be a monster whose humanity should be called into question. I thank God that these girls have been released and I commend the Federal Government for the feat of ensuring that these girls are reunited with their families. May God bless President Muhammadu Buhari for providing the leadership that enabled this to happen. Having said that, there are some factual observations I want to raise. What you are about to read is completely devoid of any opinion. I am just stating facts. You may not like the facts. You may not even like me. But one thing you cannot do is ignore the fact. May 5, 2017: 82 Chibok girls were released by Boko Haram to the Nigerian government after negotiations that involved a prisoner swap and according to some news reports also included substantial payments: But questions about this incidence remain. On May 3, 2017, international news syndicate, AFP News Agency, reported that on Friday April 29, 2017 fighter jets from the Nigerian Airforce had pounded Boko Haram positions in Balla village, which is 25 miles from Damboa, just outside Sambisa Forest. Citing intelligence reports, they reported that the bombing was so intense that several Boko Haram fighters were killed including the group’s deputy leader, Abba Mustapha, alias Malam Abba and another leader, Abubakar Gashua, alias Abu Aisha, described as a key person in the group’s hierarchy. The Nigerian Air force emailed a statement to the AFP in support of these reports on the same day and said “Battle damage assessment conducted after the strike showed that several leaders of the Boko Haram terrorist organisation and their followers were killed during the attacks”. Babakura Kolo, a member of the Civilian JTF (a militia registered with the Nigerian government to help in the fight with Boko Haram) testified that “a number of commanders were killed.” On May 4, 2017, Boko Haram’s leader, Abubakar Shekau, released a video denouncing and taunting the Nigerian government over the attack and promising reprisals. Yet, after this incident on April 29, 2017 that led to the death of their top commanders and many of their foot soldiers, Boko Haram still went on to release 82 Chibok girls to the same Nigerian government that their leader had sworn revenge on exactly a week earlier? Does this add up? Does this gel with reality? Does this even make sense? Is Boko Haram that magnanimous? On May 7, 2017, when the girls were ferried over to the Nigerian Presidential Villa at Aso Rock, Abuja to meet with President Muhammadu Buhari, photographs released showed them looking very well fed and robust. In fact, the next day (May Africa’s top blog, Linda Ikeji’s blog published a photo of the released girls side by side with a picture of a woman and her baby in one of the Internally Displaced Persons camp in Borno state for a side by side comparison and these Chibok girls, who had been living rough inside Sambisa forest looked well fed, well groomed and buxom while the woman in the IDP camp looked haggard and hungry. It leaves you questioning who has been in captivity and who has been free. How is this possible?This is not the first time Chibok girls have been released. Almost exactly a year ago, just a week before the current Nigerian administration marked its first year in office, some Chibok girls were also released. Another batch were released in October 2016. The thing is that when these girls are released, there is a media blackout on them. No one is allowed near them to interview them. I understand that they have gone through an ordeal, but Malala also went through a similar or even worse ordeal and no one shielded her from the press. Malala Yousafzai was shot at age 15 by the taliban and left unconscious. She survived and she was threatened by the taliban who threatened to kill her should they catch her. Her case was one of clear and present danger. Yet she was not sequestered from the public even though, like the Chibok girls, her English was not so good at first. In fact, an international press tour was arranged for her placing her on the world stage and kick-starting the activism that earned her a Nobel Prize making her the youngest person ever to be so awarded. One would have thought that that is what would have played out for the released girls. Last October, 21 Chibok girls were release by Boko Haram after negotiations. The girls are kept in S safe house according to the New York Times. During the Christmas holidays they were allowed to visit Chibok but were housed in the home of a “top politician”. Their parents were only allowed to ‘visit them’. Soldiers guarded the girls and after some hours asked the parents of the girls to leave. On Christmas Day itself, they were denied entry to the politicians house to see their own children and on January 8, 2017 the girls were returned to their safe house and according to the New York Times “Neither the public nor their parents have been able to see them since.” No one really knows what went on with these girls since their abduction. It is all smoke and mirrors. These girls are innocent. They did not kidnap themselves. They were pawns in a game whose puppeteers we do not yet know. The visit of President Mahamadou Issoufou of Niger Republic to President Muhammadu Buhari scheduled for Friday has been postponed indefinitely. The rescheduling, according to a statement by Mr. Buhari’s spokesperson, Femi Adesina, late on Thursday is at the instance of Mr. Issoufou who has another domestic engagement. “All arrangements had been concluded for President Buhari to receive his Nigerien counterpart and his delegation at the forecourt of the Presidential Villa and attend the Jumaat prayers together as well as lunch, before the last-minute postponement?” Mr. Adesina said. The spokesperson said a new date for the visit will be announced in due course. Mr. Adesina’s statement on the reason for the postponement shows it is not related to the bed rest of President Buhari who has not been seen in public in a while and has missed three successive weekly Federal Executive Council meetings. Ex-member of the House Representatives, Dr. Haruna Yerima has alleged that former President Olusegun Obasanjo, gave N50m bribe to each member of the National Assembly that supported his third term bid. Yerima said this at the 34th Aminu Kano Annual Memorial Symposium held in Kano. He claimed that some lawmakers accepted it, while others turned it down. Speaking on ‘Politics after Malam Aminu Kano: The Role of the Legislature in Nigeria’s Democratic Development’, Yerima stated: “In the House of Representatives, I was the only member who rejected the Obasanjo’s third term bid and that was what led to my exit from the house.” He also said that “there is nothing one can do at the moment to stop corruption in the NASS. “We have to make our legislative members and senators understand what democracy is all about. Human Right lawyer, Femi Falana, on Wednesday disclosed that Federal Government was losing high profile cases due to negligence and lack of inter-agency cooperation between the Federal Ministry of Justice and security agencies. Speaking at a train-the-trainer programme organised by the United Nations Development Programme, UNDP, and Human and Environmental Development Agenda, HEDA, in Lagos, the fiery lawyer said corruption was not fighting back, adding that there was no basis for blaming the judiciary for the cases lost. According to Falana, ”It is my submission that the courts cannot be blamed for the official negligence as well as lack of inter-agency collaboration and coordination of the investigation and prosecution of corruption cases by the federal government. ”On some occasions, the State Security Service has refused to produce accused persons in court without any reason whatsoever. The development has led to the unnecessary delay in the prosecution of very serious corruption cases. ”It is obvious that the federal government wants to eat omelet without breaking eggs. It won’t work. Was it not because the accused persons had put together teams of senior and experienced lawyers that the federal government decided to set up a national prosecution agency? ”But as no fund was made available to the agency, corruption cases have not been assigned to the members of the agency. With the virtual collapse of the agency, the anti graft agencies have been left on their own.” Just last week, Federal government lost its cases to senior lawyer, Mike Ozekhome, former first lady; Patience Jonathan, former minister; Elder Godsday Orubebe and Justice Adeniyi Ademola. Fears of an imminent implosion in the ranks of the ruling All Progressives Congress (APC) has been expressed by a forum of the party’s National Executive Committee (NEC) who have expressed concerns over the fast dwindling fortunes of the party ahead of the 2019 elections. The APC NEC forum in a letter it wrote to President Muhammadu Buhari, called for the Presidents urgent intervention in the affairs of the party, as well as a change in his administration, warning that the ruling party may not only face a major destabilising crack, but may face humiliations at the 2019 poll if nothing is urgently done to arrest the situation. The forum in the letter which it titled ‘Save our Party- APC’ and signed by an APC National Ex-Officio member and South Corrdinator, Hon Omolayo Akintola decried the leadership of the party’s National Working Committee (NWC), led by Chief John Oyegun, adding that if nothing is done by the President, the situation might lead to what it described as a preventable, avoidable and unnecessary intra-party cracks that the present situation might generate. The letter, dated April 6, 2017 which was made available to newsmen in Abuja, yesterday, dated April 6, 2017 noted that the complaint has been severally laid to the APC National Chairman, John Odigie- Oyegun, regretting that there has been no positive response from the NWC leadership, hence the SOS letter for the Presidents intervention. However, Lagos State Governor, Mr. Akinwunmi Ambode, challenged all states of the federation to devise workable strategies to meet people’s expectation at the period of national economic crisis. The Country Director of the bank, Dr. Rachid Benmessaoud, faulted the economic recovery plan at the inaugural meeting of APC Secretaries to Governments of States held in Ikeja. "Who's running Nigeria?" blared a headline in this week's The Economist, aptly summarizing the state of affairs in beleaguered Nigeria — a major oil producer and African economic powerhouse whose economy appears to be as stricken as its ailing leader. With Nigerian President Muhammadu Buhari in absentia suffering from an undisclosed illness, the country's National Bureau of Statistics reported this week that the economy contracted 1.5 percent last year for the first time in nearly 25 years. Although Vice President Yemi Osinbajo is handling day-to-day management of the country, analysts say Nigeria's mounting woes require steady leadership. Like most OPEC member states, the former emerging market standout has found itself on the wrong side of oil prices that remain far too low to bolster an economy heavily reliant upon crude production. The troubles of Africa's largest economy have been exacerbated by a debilitating currency shortage. The International Monetary Fund forecasts Nigeria will only see "modest growth" of less than 1 percent this year, and inflation is running in the double digits. It all suggests relief for the beleaguered country appears far off. "Shortage of foreign exchange is very severe," explained Win Thin, global head of emerging market currency research at Brown Brothers Harriman. "Foreign investors today face very long delays in repatriating funds out of Nigeria." The shortages were first caused by lower oil prices, but policymakers ultimately made the situation worse by pegging the Nigerian naira [its official currency] at a rate analysts say was overvalued. "As such, markets are not clearing and there are shortages of FX," he added. Let that currency float Meanwhile, the scarcity and overinflated value of Nigeria's currency is creating liquidity pressures in the financial system. Recently, the Central Bank of Nigeria took measures to ease the situation. Oil, which has frequently rescued Nigeria from economic decline and provided a buffer in tough times, may not be enough to salvage the country's economy this time. Brent crude has traded around $55 — a far cry from levels above $100 that once kept OPEC members flush with revenue. Nigeria, which produces 1.8 million barrels a day of crude, was excluded from a recent deal between cartel members that restricts output in order to boost sagging oil prices. Analysts don't see that exemption helping in the near term. "Exhibiting 'Dutch disease' type symptoms, Nigeria's economy has been buoyed by oil- related inflows during the oil price boom," Phyllis Papadavid, an analyst with the Overseas Development Institute, wrote in a recent report. "Subsequent naira strength has coincided with a stagnant non-oil sector, which has been at the expense of a largely undiversified manufacturing sector. Looking ahead, CBN naira support at the current rate is consistent with overvaluation," she said, adding that Nigeria needs to diversify its economy and allow its currency to float freely. "I think Nigeria can manage with oil around $50-55, but the key is getting actual output up to capacity," said BBH's Thin, adding that Nigeria may need to act on stabilizing its currency before seeing any relief. "The situation is unsustainable, in my view, and Nigeria will likely eventually float the naira," said Thin. "Egypt faced a similar situation last year and eventually floated its official currency, the Egyptian pound." The new central bank policy should help increase availability of FX on the retail side of the market; it remains to be seen to what extent this will ease the backlog. LAGOS, March 4 (Reuters) - Nigeria's trade balance turned positive in the fourth quarter of 2016 after exports rose by more than half, the national bureau of statistics said on Saturday, the first positive reading since the same quarter a year ago. But Africa's largest economy shrank 1.5 percent over the course of the full year due to lower oil revenues and a shortage of hard currency, its first annual contraction in quarter of a century. With limited manufacturing capacity, Nigeria imports most of what it consumes. Fourth-quarter imports rose 46.4 percent from the previous year to 2.31 trillion naira ($7.6 billion), the statistics bureau said. But exports more than compensated for that rise, jumping 53.5 percent in value terms from a year earlier to 2.98 trillion naira, the statistics bureau said. The balance of trade for the fourth quarter was 671 billion naira. The net trade balance stood at minus 290 billion naira ($953 million) for all of 2016. It leaves you questioning who has been in captivity and who has been free. How is this possible?
