By Reno Omokri For a nation that has already had one quarter of negative economic growth and is in danger of having another negative quarter (which would invariably put us officially in a recession), I was shocked, like many right thinking people, when the Federal Government extended the Eid-el-Fitr holidays which had initially been declared for Tuesday the 5th and Wednesday the 6th of July, 2016 to now include Thursday the 7th of July. This record three day holiday effectively rendered the week beginning on Sunday July 3rd, 2016, a wasted week because Nigerians would naturally spend Monday the 4th preparing for the holiday and no right thinking person would expect any serious business to hold on Friday the 8th after the whole nation had been on holiday for the three days prior to that. The economic implication of this decision is that when the Gross Domestic production of the third quarter of 2016 is being calculated, Nigeria would not be able to count on any meaningful production for one business week. Flowing from the above, no one needs a crystal ball to predict that Nigeria is headed for another round of negative economic growth when the next quarterly GDP data is unveiled. Yet this is the same country where 18,000 babies are born everyday and it is doubtful that up to 1,800 new jobs are created everyday. With this grim statistic, no one around the President thought it wise to advise him against making the small percentage of Nigerians who are employed to be underemployed by at least one week because of a holiday. Is it that we do not understand the economic implications of our actions and how they effect the financial and economic well being of our nation? Nigeria should be doing everything it can to ensure that it does not have consecutive periods of negative economic growth for the simple reason that having an economy in recession would lead to our economy being further downgraded. The implication of a downgraded economy is that we will not be able to attract the level of Foreign Direct Investment we need to drive growth. Further implications are that we would only be able to access credit at higher interest rates. The resultant effect of that would be loss of value in our stock exchange and a downward pressure on the value of the Naira (further devaluation) and when that happens, it would mean more people out of work and a worsening of Nigeria's Human Development Index. The question is this-aren't there people around President Muhammadu Buhari who can explain this to him? Should Nigeria be holidaying while Rome burns? The United States has eleven federal holidays while England has eight holidays (known as Bank Holiday). In contrast, Nigeria's holidays are discretionary, meaning that you cannot ascertain how many days would be holidays. Holidays can be declared at the whims and caprices of the government in power, as has just been demonstrated, such that as at the first week of July when we should be entering only the second half of the year 2016, Nigeria has already had 8 public holidays which is equal to the number of holidays England would have throughout the year 2016! We had a holiday on January 1st for New Year's Day. We had two days holidays on Friday, March 25 and Monday, March 28 for Good Friday and Easter. We had another holiday on May 2nd for May Day (workers day) and we had a holiday on May 30th to mark Democracy Day. And now we have just had a three day holiday. Is it then any surprise that Nigeria's production is seriously below par? If you quantify the lost man hours that have been frittered away in these unnecessarily long holidays we would be talking hundreds of billions. How do I know? It is simple mathematics really. According to the National Bureau of Statistics, Nigeria's Gross Domestic Product for the first quarter of 2016 stood at ₦22.26 trillion Naira. This means we averaged a daily GDP of ₦245 billion (when you divide ₦22.26 trillion Naira by the 90 days in an average quarter). In today's Naira, ₦245 billion is $867 million dollars. In essence, for every holiday Nigeria observes, we lose almost a billion dollars or to be more exact $867 million! This is a lot of money for a country that borrows to pay the salaries of its civil servants and is still sourcing for loans to finance its 2016 budget when we are already passed the middle of the year. The other day, the Federal Government called for prayers for the precarious state of the economy and now the same government that wants divine intervention to help rescue the economy is itself taking actions that are at cross purposes with its own prayers. What is happening in Nigeria? Eid-el-Fitr is an Islamic holiday. Though I am a Christian pastor, I have read the Quran. It says as follows in Quran, 4:29 'O ye who believe! Do not squander one another’s wealth in vanities, but let there be amongst you traffic and trade by mutual good will.' As a matter of fact, in one of the hadiths of the prophet, he was asked a question about what type of earning was best for a man and he responded 'a man’s work with his hands and every (lawful) business transaction.” Are we then good Muslims if we ignore these ecclesiastical commandments and directions in order that we may holiday and play when we ought to be at work? Nigeria can not afford the luxury of what we have just done. If anything at all, we should not have more than one day to observe either a Christian or Muslim holiday. If tomorrow the Naira depreciates in value, the government would blame economic sabotage, the previous administration or the slump in the price of oil and all the usual suspects. Hardly remembered will be the time when Nigeria holidayed while Rome was burning. Religion is not a license for laziness. Quite the contrary. Religion is the means by which man, by careful observance of the rules given us by God, lives a life that ensures his physical and spiritual wellbeing. It is just one of eight different attacks believed to have been carried out by the so-called Islamic State (IS) over the last month - the Muslim month of Ramadan. In total, more than 300 people have died in such atrocities from Orlando to Dhaka to Istanbul. Ramadan is traditionally viewed as the most holy and spiritual month in the Islamic calendar, a time of penance and temperance. For 30 days, Muslims abstain from drink and food during sunlight hours and believe that God is at his most forgiving during this time. Mosques are consequently fuller than usual, typically packed with worshippers seeking divine mercy and blessings. Juxtaposed alongside that ascetic puritanism is the view of radicals who regard Ramadan as a month of conquest and plunder. They believe it is an opportune moment to double down on their millenarian war against civilisation and therefore launch more attacks than normal. Indeed, al-Qaeda's official chapter in Syria, the Nusra Front, recently described it as "a month of conquests." As Ramadan approached, IS spokesman Abu Mohammed al-Adnani told supporters around the world; "Get prepared, be ready to make it a month of calamity everywhere for the non-believers... especially for the fighters and supporters of the caliphate in Europe and America." This is the clarion call that likely roused lone wolves such as Omar Mateen, who massacred 49 revellers at a gay bar in Orlando, Florida, after pledging allegiance to Abu Bakr al-Baghdadi, the self-styled Caliph currently ruling over a significant portion of Syria and Iraq. 'Path of Allah' The belief in Ramadan as a month of war comes from Islamic history itself. The Prophet Muhammad waged his first offensive jihad, known as the Battle of Badr, during Ramadan in 624. Eight years later he also conquered Mecca during the month of Ramadan, thereby claiming the city which houses one of Islam's most holy sites today: the Kaaba. All of this fuels the radical belief that jihad is, in itself, much more than just a militaristic action. It is also seen as an act of worship akin to ordinary ritual acts and is fought "fi sabil Allah" (in the path of Allah). Abdullah Azzam, who is often referred to as "the godfather of modern jihad" because he led the original Arab foreign fighters in Afghanistan during the 1980s, argued that "neglecting jihad is like abandoning fasting and praying." Later, he wrote, "jihad is the most excellent form of worship, and by its means the Muslim can reach the highest of ranks [of paradise]." Extremist interpretations Ordinary Muslims rightfully despair at these interpretations of jihad and its link to Ramadan. For them it is a month of restraint and reflection - but such is the crisis of modern Islam that extremist interpretations of the same idea are almost wholly divorced from normative understandings. To the radical mind, if additional prayer and alms giving is encouraged in Ramadan - then why not more bloodshed too? View it that way and you understand precisely the line of reasoning that has given rise to such a grisly and gruesome death toll this year. |

Telecoms firm MTN hired former U.S. Attorney General Eric Holder in January to help it reduce a $3.9 billion fine imposed in Nigeria over unregistered SIM cards. Five months later, it struck a deal to pay less than half of that. The entrance of Holder, who stood down as attorney general last year after presiding over some of the largest corporate settlements in American history, marked a change of strategy for the South African company. MTN dropped a three-month legal challenge against the fine and, according to government sources and letters seen by Reuters, asked Nigerian Attorney General Abubakar Malami to put forward a proposal for a reduced fine to the communications regulator, the official authority in the dispute. The regulator, the Nigerian Communications Commission (NCC), rejected the proposal as unjustifiable, documents show, but three months later it accepted a broadly similar deal. Reuters was unable to determine the role, if any, that Holder played in the change of heart. MTN, Holder, Malami and the NCC all declined to comment on the negotiation process. There is no indication that any individuals acted improperly, and companies have often reached settlements with regulators in Nigeria. Lawmakers have however criticised the opaque nature of the settlement process, saying it set a precedent for other firms dealing with Nigerian authorities. The 780 billion naira fine – $3.9 billion at the exchange rate at the time – was set by the NCC in December over MTN’s failure to deactivate more than 5 million SIM cards not registered by customers. Nigeria has been trying to halt the use of unregistered cards over concerns they are being used for criminal activity, including by Islamist militant group Boko Haram. MTN, Africa’s biggest telecoms company, initially launched a high court challenge against the fine, arguing the watchdog had no legal grounds to order it. The law states that the NCC does have the right to impose such a penalty. In February, however, MTN withdrew the lawsuit and paid a “good faith” payment of 50 billion naira to the government which it said was part of efforts to reach an amicable settlement and would go towards the eventual fine agreed. The NCC said at the time that it had not agreed to enter into any talks with MTN and that it stood by the 780 billion naira penalty. Rather than dealing directly with the regulator, Holder approached Malami to help broker a settlement, according to the government sources and letters seen by Reuters. LETTERS In a letter dated the same day MTN announced it was dropping its court challenge – Feb. 24 – Holder wrote to Malami on behalf of the company offering to pay 300 billion naira and list MTN’s local unit on the Nigerian stock exchange to end the dispute. Under the Nigerian constitution, the attorney general can mediate in a dispute involving a state body after the matter has been taken to court. Malami asked NCC to review the MTN offer but the regulator was not impressed, according to another letter seen by Reuters. “The proposal to pay the sum of 300 billion naira … is not supported by any verifiable justification,” NCC Chief Executive Umar Garba Danbatta said in a March 1 letter to Malami. Nor was the NCC convinced by MTN’s sweetener of a local listing. “This is a business decision absolutely within MTN’s prerogative and primarily to its benefit. There is no justification for bringing this along in discussing the present issue,” Danbatta said. But when MTN announced on June 10 that it reached a deal with the government to pay a fine of 330 billion naira – just 30 billion naira more – the NCC appeared to have altered its view, notifying parliament in a letter dated the same day of a “full and final” settlement. “It was never about the money it was about making clear the rules are the rules,” NCC spokesman Tony Ojobo told Reuters on June 13. “The MTN listing is a big positive for Nigeria and will benefit the country.” When asked about the March 1 letter and what had changed the NCC’s view, Ojobo said he would not discuss the negotiations. A parliamentary committee on telecommunications is reviewing the deal and the negotiations that led to it. Such reviews by lawmakers are standard practice after big corporate settlements and are aimed at ensuring that there has been no wrongdoing by any party involved and that the public interest has been served. “What concerns us most is what MTN proposes in February is so similar to what is agreed in June. It is clear MTN were dictating the pace,” committee chairman Saheed Akinade-Fijabi told Reuters. “What does this say to other businesses? That to get the best deal you use unofficial back channels and keep the public in the dark?” DIVISIONS The deal has exposed divisions within the Nigerian government; officials within President Muhammadu Buhari’s team were also unhappy with Malami’s plans to strike a deal with MTN which they considered too generous, leading to heated discussions between the two camps, two government sources said. There has been no official comment from Buhari on the settlement. Holder was hired by MTN through his Washington- based law firm Covington and Burling which he joined last year after six years as U.S. attorney general. Settlements he presided over in public office included the $13 billion JPMorgan Chase paid to settle charges of mis-selling mortgages in the run- up to the financial crisis and the BP Deepwater Horizon oil spill case, which has topped $20 billion. It is unclear whether Holder has been based in Nigeria during his time working for MTN, which counts Nigeria as its biggest market. It also is unclear whether he still advises MTN. Covington and Burling declined to comment. President Muhammadu Buhari has expressed his regret at the resignation of British Prime Minister David Cameron. Mr. Cameron announced Friday that he was stepping down after his country voted to leave the European Union. He will leave office in October. President Buhari said Nigeria has enjoyed remarkable goodwill, support and understanding under the leadership of the outgoing prime minister over the years. Earlier this year, we, along with others from the 21 Century Wilberforce Initiative, traveled to Nigeria and witnessed first-hand what is taking place. The Chairman of the Peoples Democratic Party, PDP, National Caretaker Committee, Sen Ahmed Makarfi has accused the factional leader of the Party, Sen Ali Modu Sheriff of creating terrorist group, Boko Haram that has killed thousands of people in the North Eastern part of the country. Sheriff on Thursday had claimed that Makarfi deployed hired Fulani herdsmen to chase out his team from the party’s National Secretariat. “The herdsmen were brought to the secretariat by the caretaker committee chairman, Senator Ahmed Makarfi. “We thank God, the national secretary and the national auditor narrowly escaped,” Sheriff had said. But Makarfi in his reaction alleged that Sheriff was known to be violent, reason the police withdrew his security details. Makarfi said, “Sheriff is the one known to have created Boko Haram, therefore, he is continuing in similar direction. “I’m never known to be associated with violence. He made same malicious allegation before the former IGP and DG SSS which was disregarded as baseless. On the contrary, I was there and then given official additional security,” he said. The former Kaduna State Governor revealed that due to Sheriff’s violent attitude, the police withdrew his security details. “The police had withdrawn all his security both in Maiduguri and Abuja because of his actions. The Peoples Democratic Party, PDP, candidate in the governorship election in Edo state, Pastor Osagie Ize-Iyamu, has stated that the outgoing governor, Adams Oshiomhole was acting as if he was the candidate running for election. In a statement yesterday formally congratulating Mr. Godwin Obaseki on his emergence as the candidate of the All Progressives Congress, APC, Ize-Iyamu wondered if the inability of his APC rival to speak for himself is not a sign of things to come. While stressing that he looked forward to an issue based campaign with Obaseki, the PDP flagbearer asked Oshiomhole to allow Obaseki speak up for himself, noting that “a week after Godwin Obaseki emerged as the candidate of the APC, it is interesting to note however that the outgoing governor, Adams Oshiomhole, still speaks as though he is the candidate running for elections. “Is Godwin Obaseki not a grown man? Why can’t he begin to speak for himself or is this a sign of things to come?” he asked. The All Progressives Congress has asked senators of the opposition Peoples Democratic Party to face their legislative business and come to terms with the reality that they cannot determine how the Buhari administration fights corruption. The APC, via a statement signed by its National Secretary, Mala Buni on Wednesday, said this in response to the PDP Senators’ declaration of suspension of support for President Muhammadu Buhari’s government. The PDP senate caucus, earlier on Wednesday, said its position followed “belligerent attitude” of the APC government towards the opposition members, alleging bias in Mr. Buhari’s anti-corruption campaign. The Presidency on Sunday carpeted a lawyer, Mr. Nnamdi Nwokocha, over his public comment on a pending suit on President Muhammadu Buhari’s certificate. The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, reacted on behalf of the Presidency in an interview with journalists in Abuja. Shehu warned the lawyer that if he did not stop his “unfair and professionally inappropriate abuse of free speech”, the President’s lawyers would use the instrumentality of the law in dealing with his unethical actions, Shehu faulted a recent interview Nwokocha granted a national newspaper (not THE PUNCH ), saying it is unfair for a lawyer who is a litigant in a case pending in court to hijack the power of a judge by declaring the President guilty of what he is accused of on the pages of newspapers. He said, “Newspaper pages are not alternative courts where a lawyer can declare anybody guilty of anything when the court has not formally given a definitive judgment on an issue before it. “The two-page interview published on Saturday, June 11 breaches lawyers’ ethical code and we hope that the court and the Nigerian Bar Association will take notice of this.” Shehu said any lawyer that sincerely believes in judicial process and the rights of other parties to a case would not have engaged in what he called “the inappropriate and unprofessional practice of trial by media.” He particularly faulted a situation where Nwokocha openly declared the President guilty when the court had yet to make such declaration. Receiving the items, which included bags of rice, sugar, beverages and cartons of spaghetti, National Chairman of APC, Chief John Odigie-Oyegun, thanked the president's wife for the gesture. ''I have been involved in some of the donations her Excellency has been doing by going out of her way to solicit support from well-meaning Nigerians to affect lives positively,’’ he said. A 15 year old girl from Plateau State, Nimre Moses, who was abducted by a man identified as Aminu and taken to Katsina state has been rescued. According to Plateau News Online, Aminu forcefully abducted Nimre from her school located at Life Camp in Abuja, took her to Katsina state, converted her to Islam and change her name to Nana Khadija.Her brothers who were her guardians in Abuja swiftly move into action by taking the case to the police, calling on NGOs, civil society groups who came to their aid. Her abductor has since been arrested by SARS after preliminary investigation and the case transferred to State C.I.D at Garki Abuja. Nimre Moses is still in custody of the Police as investigation is ongoing. The Abuja branch of the Tarok cultural group, ‘Nkalang O’Tarok’ through Lamde Ozoemena Sohde who took interest in the case contacted NAPTIP, who asked him to write a petition, someone from the group volunteered to link him up to Prof Bem Angwe the DG National Human Rights Commission to ensure justice is served to the culprit and to prevent future occurrence. Meanwhile various tests have been conducted on Nimre and the result will be out today. Minister of Transportation and former Governor of Rivers State, Rotimi Amaechi says his greatest regret as governor of Rivers State for eight years is that the people of the state have failed to recognize his contribution towards the progress of the state. Amaechi, who spoke at the Annual Lagos Traffic Radio Lecture Series in Alausa, Ikeja, Lagos also accused the incumbent Governor of Rivers State, Nyesom Wike, of driving away investors from the state due to growing insecurity and crime. “The problem with Nigerians is that they forget so soon what someone had done for them. And that was one of my greatest regrets as the Governor of River State for eight years. I served my people but they did not recognise my contribution,” he lamented. According to Amaechi, there was no way one would be encouraged to do more for his people if they did not appreciate what such person had done in the past. The former governor, however, accused Wike of driving away investors from Rivers as he had not been able to tackle rising wave of insecurity in the area, which had led to the plunging of the Internally Generated Revenue, IGR, from N8 billion to N4 billion. “Do you know that people are now migrating away from Port Harcourt? When I was the Governor of Rivers State, nothing like that happened. The crime rate in the state has now increased and the IGR dropped. As the governor, the IGR of the state was at N8 billion. And that was why I have often advised Nigerian public office holders not to play with figures. “I was accused of owing 12 months’ salary but when I left office, I had paid up to 40 percent of the workforce. I believe that all public officers must tell the public the truth always. During my tenure, when my IGR begins to fall, I invite the Commissioner of Police and other security operatives in the state to bring the statistics of crime in the state. “Due to the crime rate in the state, people have started migrating away from the state and the IGR has dropped to N4 billion. The state governor (Wike) now moves like chairman of a council, asking traders and others if they had paid their taxes. But when I was the governor, I don’t engage in that,” he said. According to Amaechi, “Migration is either voluntary or involuntary. But in the case of Rivers State, it is involuntary. They are forced to relocate from the state. The man complained that I am corrupt but I have asked him to go to court but until today, he is yet to bring evidence forward to buttress his claims.” Amaechi also said that the reason Lagos often experience gridlock was due to lack of roads in the state, saying, “How many times do you see traffic in Abuja? And the reason was that it had nexus of roads. There is need for the construction of more connecting bridges across the state. The minister, in his paper, said as far as mass transportation was concerned, there is evidence to show that inadequacy in transport infrastructure and services had contributed significantly to the prevalence of poverty across various Nigerian communities in both urban and rural areas. He said the problems of Nigerian transport system had varied across various sub-sectors including air, water, rail and road transport in particular. “The challenges confronting transportation in Nigeria are numerous but its greatest failure is attributable to poor governance which several Nigerians have identified, including a former Minister of Transport, Dr . Abiye Sekibo, who noted that “transportation occupies a central position in the socio-economic and political development of any nation” but “successive Nigerian governments have left the transport sector comatose as a result of total neglect”. He listed excessive government monopoly, grounded rail system with inefficient, obsolete and deficient transport policy, under-developed inland waterways, ports and port services, as well as corruption, as being major problems of the sector,” he said. “In achieving our mission of establishing a safe, efficient, affordable and seamless intermodal transport system, we will ensure that we achieve internationally acceptable standards and deploy the available resources in the private sector through public private partnership to build a sustainable transportation system. This goal is realizable and the advantage we have is the political will and incorruptible nature of our Team Leader –President Muhamadu Buhari.
