Barely a week after 74-year old Bridget Agbahime
was murdered in Kano for alleged blasphemy, a
carpenter, Mr. Francis Emmanuel, was attacked in
Kakuri area of Kaduna metropolis by some
Muslim boys for not fasting.

The incident which almost claimed the life of
Emmanuel happened at Sokoto Road, Kakuri on
Tuesday at about 2:30pm and was rushed to the
St. Gerald Catholic Hospital, Kakuri for medical
treatment.

Emmanuel was badly injured during the incident,
sustaining deep machete cuts on various parts of
his body.

The 41-year old man, who spoke with journalists
on his sick bed in severe pains from the attack,
said he was taking his lunch when the boys
numbering about six descended on him on the
grounds that he was not fasting.

“I went to buy wood to do some work. When I
came back I bought food to eat. As I was eating
about six Hausa boys came and asked me
whether I am a Muslim or a christian. I did not
answer them. They asked why am I not fasting? I
told them that I am not a Muslim.

“Before I knew it, one of them slapped me. As I
stood up, the rest came and surrounded me and
started attacking me with knives. I don’t know
them. Nobody could come to my aid because of
the type of dangerous knives they were carrying.

“They used cutlasses scissors and knives on me.
I became unconscious, I don’t even know who
brought me to the hospital,” he said.

The Economic Community of West African States (ECOWAS) Court has imposed a fine of $3.3 million on Nigeria for the extra-judicial killing of eight citizens in the Apo District of Abuja, Federal Capital Territory.
The regional court ordered Nigeria to pay a compensatory damage of $200,000 to each of the families of those killed, and $150,000 to families of those injured by a combined team of soldiers and operatives of the Department of State Security Service (DSS) during a raid of an uncompleted building the Apo Area of Abuja.

The eight Nigerians were killed when the security personnel opened fire on them on allegations they were linked to Boko Haram.
They were later found to be commercial motorcycle (Okada) riders who were taking living in the uncompleted building.

A non-governmental organization, The Incorporated Trustees of Fiscal and Civil Right Enlightment Foundation, had on behalf of the deceased dragged Nigeria, the Army and Department of State Security Services before ECOWAS Court.

In its ruling delivered by presiding Justice Friday Chijioke Nwoke, the court found Nigeria liable for brutally killing defenceless citizens contrary to the provision of the local and international law on the fundamental rights of citizens to life.

The panel of three Justices headed by Justice Nwoke condemned the killing as barbaric, illegal and unconstitutional and a breach of the fundamental rights of the deceased to life.

The court rejected the plea by Nigeria that its security personnel killed the deceased in attempt to defend themselves adding that there was no iota of evidence that any of the deceased carried knives or guns against the security men when they invaded their house.

Justice Nwoke said the action of the security personnel constituted a serious abuse of power and misuse of firearms against innocent citizens, because there was no conflict that should have warranted opening fire on defenceless citizens.

“There is no evidence of any attempt that the deceased and the survivors attempted to harm the security personnel. There is no evidence of recovered guns. There is no evidence of bullet or pellets recovered from the deceased and tendered before this court to prove the claim that the Nigerian security personnel acted in self-defence when they storm the house of the deceased,” the judge said.
“Rather the evidence abounds that the victims were unharmed while the security personnel were the one that open fire on the innocent and the defenceless citizens.”

The Minister of Power, Works and Housing, Mr.
Babatunde Fashola, on Thursday said it was
untrue he described the 2013 privatisation
process for successor generation and distribution
companies of the defunct Power Holding Company
of Nigeria (PHCN) as illegal, saying the newspaper
report which attributed it to him was not factual.

He said in an emailed statement from his senior
aide on communications, Mr. Hakeem Bello, in
Abuja that he did not make such remarks at a
Senate public hearing on electricity tariff.

The Minister in the statement distanced himself
from the alleged pronouncement. He said in
presentations he made before the Senate
Committee, he never used the word ‘illegally’ to
refer to the privatisation of the PHCN by the
federal government.

He said rather, a verified playback of a video
recording of the session, showed he said, “…as
minister, I inherited a power sector where
government interests had been legally sold…”

The minister’s clarification of what he said at the
session with the Senate has however coincided
with reactions from operators of electricity
generation companies (Gencos) and distribution
companies (Discos) on the report, with some of
them expressing their willingness to give up their
assets and claim compensation from the
government if it decides to reverse the
transaction.

According to the statement, Fashola in tracing
how the country got to this point in her power
sector, referred to the privatisation law made in
2005.

He was quoted as saying: “The people of this
country through their parliamentarians made a
verdict in 2005 when you passed that law that
things must change, the law was passed in 2005
and the process was completed in 2013, I wasn’t
here, some of you were here, if the process is bad
where was the oversight.”

He also reportedly said to the Senate: “I will
commend to this committee the report of the
House of Representatives that investigated the
matter. I will also commend to you sirs, some of
the reports that have been made by the Senate
committee on privatisation. The basic reason for
the passage of the power sector reforms bill that
was passed in 2005 is that we all know that the
government was not doing its business well.”

Fashola, it said defended the reform law when he
reportedly said the Senate: “These decisions were
taken before any of us was here. If it was working
why change it, who were the people that were
employed to make it work, it was our employers
in the TUC and other unions, and if they complain
that the dam was not working and the power plant
was not working, that was why they were hired.”

According to the statement, Fashola further
described the power sector reform law as a great
law.

Nigerian oil technocrat has emerged as
frontrunner to take the top job at OPEC, with
members seeing Mohammed Barkindo as a
rare compromise candidate to lead the group
amid rising tensions between Saudi Arabia and
Iran.

Barkindo has been a key face of the Nigerian oil
industry for the past decade, during which
various governments tried and effectively failed
to reform Nigerian National Petroleum Corp.
(NNPC), the national oil company.

Today, Nigeria has, alongside Venezuela,
become one of the main victims of oil's price
collapse, with the country's output declining
sharply due to militant attacks on pipelines and
infrastructure.

OPEC is likely to choose Barkindo, a former
head of NNPC, as the next secretary-general of
the producer group, three sources with
knowledge of the matter said.

OPEC has, since 2012, been looking for a
replacement for Libya's Abdullah al-Badri, who
was elected as the acting secretary-general in
December until the end of July after serving full
terms.

However, Barkindo's appointment was by no
means certain, and Badri's tenure could yet be
extended by another six months, some sources
said.

Rivalries between OPEC heavyweights Saudi
Arabia, Iran and Iraq have so far prevented the
group from choosing candidates proposed by
those countries.

OPEC oil ministers meet on June 2 in Vienna.
The consensus of all members--which in the
past has sometimes been elusive--is required
for the appointment of a new secretary-general.
Barkindo led NNPC from 2009 to 2010 and
served as acting secretary-general of OPEC in
2006 after the original Nigerian nominee, junior
oil minister Edmund Daukouro, took over the
rotating OPEC presidency.

Barkindo also served on OPEC's economic
commission and held various high-ranking
positions during a career at NNPC that spanned
more than two decades.

He was deputy managing director of the
Nigerian Liquefied Natural Gas Co., a joint
venture between NNPC, Shell Gas BV, Total and
Eni.

He was also head of NNPC's London office,
managing director of NNPC's oil and gas
trading division, and an NNPC group executive
director.

"He's a reasonably safe pair of hands and good
for a more administrative role like secretary-
general. He also knows the ropes at OPEC from
when he was Lukman's [right-hand man]," a
senior industry source with close ties to Nigeria
said.

Rilwanu Lukman was influential in Nigeria's oil
industry for many years. He served as oil
minister during military rule and later as
secretary-general to OPEC and special adviser
on oil to former President Olusegun Obasanjo.

"Don't expect any fireworks, either positive or
negative," the industry source said.

The Nigerian Army said on Tuesday that
dialogue with the militant group, Niger Delta
Avengers, whose operations in the oil rich
region have cut down daily oil production
output, was not yet an option.

The Army, justifying its recent operations in
Gbaramatu, Delta State, said the use of force
was for now the only available option until
leaders of the militant group were
apprehended.

Representing the Chief of Army Staff, Lt.-
Gen. Tukur Buratai, Brig.-Gen. J. Hamakim,
said this at the ‘State of the Nation
Conference’, organised by the Nigerian Bar
Association and held in Abuja on Tuesday.

During the conference on Tuesday, the Army
was accused of failing to explore dialogue
with the Niger Delta militants and resorting
to use of force which could lead to a war
situation in the region.

The Army was also accused of attacking
members of the Indigenous People of Biafra,
who were allegedly demonstrating peacefully
in Onitsha, Anambra State on Monday.

But Hamakim, in his response, said there
was no sign that the Niger Delta Avengers’
members were ready for dialogue.

He said, “I quite agree that dialogue is very
important. But where it is not too obvious
that the adversary is ready to come out and
talk, you can also force such a person.
“I think that is what the Nigeria Army is
trying to do. Yes, we don’t know the group’s
leader, for now; that is the only option,
possibly we have to bring the people out to
know who you can dialogue with.”

He said the activities of the group were
affecting Nigerians as the nation’s oil
production had recently further plummeted
to 1.1 million barrels per day.

He debunked the allegation that soldiers,
who were involved in the operations in
Gbaramatu, were killing innocent residents
and raped women.

“We have done our investigation and nothing
like that is happening,” he said.

He also said the demonstrations by IPOB,
leading to a clash between the protesters
and security forces which left two policemen
and 30 others dead in Onitsha, Anambra
State on Monday, were not peaceful.
Hamakim said, “Remember that lives were
lost, policemen were killed, some were
thrown overboard and the military has rules
of engagement.

“The question is how peaceful is the peaceful
demonstration. How peaceful was the
demonstration at that time? If it was that
peaceful, how come we lost security
agencies.

“The rule of engagement is that if you feel
threatened, you have the mandate to
respond. What we can say is that was not at
all a demonstration that you can say was
peaceful.”

Various heads of anti-corruption and
security agencies, including the Inspector-
General of Police, Mr. Solomon Arase;
Controller-General of Prisons, Ahmed
Ja’afaru; and Director-General of the
Department of State Service, Lawal Daura;
were represented by officers of their
agencies at the event.

NBA President, Mr. Augustine Alegeh; the
Chief Judge of Kogi State, Nasiru Ajanah;
Chairman, House of Representatives’
Committee on Anti-Corruption, Mr. Babajide
Akinloye, two contenders for the office of the
NBA presidency, Messrs Abubakar Mahmud
and Joe Kyari-Gadzama, among many other
Senior Advocates of Nigeria were at the
event.

A member of the House of Representative,
Linda Ikpeazu, represented the Speaker,
Yakubu Dogara, as the Chairman of the
event.

Finance Minister Kemi Adeosun has given a glimmer of hope on the economy, saying it is on the way to recovery.
Things are beginning to look up regardless of the current hiccups, she said at Sagamu, Ogun State, shortly after monitoring the Biometric Data Capturing exercise for members of the Nigeria Police Force (NPF) on Friday.
Mrs. Adeosun said old investors were returning to the country gradually, adding that despite the drop in oil prices, the fundamentals about the economy still remained strong.
The programme was organised by the Police authorities and the Office of the Accountant -General of the Federation to facilitate direct and prompt payment of salaries into officers’ accounts, eliminate ghost workers and multiple payments among others.
The Federal Government, Adeosun said, was determined to turn the momentary painful period into advantages, remove wasteful spending and effectively tackle corruption so that the economy would not only recover, but government’s spending would also become beneficial to the majority of Nigerians.
“Old investors are coming back gradually and we have said that in a year’s time it will be a different economy it may be slow and painful but we would get there,” she said.
“Nigeria is going through a change and because of the decline in oil prices, the fundamental things about the Nigerian economy remain strong.
“What we have to do is to make sure this painful period is used to our advantage by removing the wasteful spending, stopping the corruption so that when money spent by government is spent very effectively to the benefits of the people and that is what is going to make this economy recover.”
Giving an update on the war against ghost workers, the minister said the number has now reached 43000 and the discovery has made it possible for government to reduce its wage bill by N4.5bý monthly.
She said none of the brains behind the fraud would go scot free.
Adeosun said the Biometric Data capturing exercise would be conducted for every employee of the federal government.
She said: “So far we have reduced what we pay monthly by N4.5bý and it has been increasing every day because those that are not supposed to be on the pay-roll are been removed.
“And we would keep doing that until we are sure that everybody receiving salary from the Federal Government is valid, and the only way we can do that is to pay salary directly into their accounts and we can also verify by using BVN to ensure that no multiple payments and that the people are alive. We are in talks with the EFCC and they are going to start the prosecution very soon. In fact, some people died and no one told us about their demise but through this exercise such kind of people will be discovered, but when people are fraudulent they should be prosecuted.”

President Muhammadu Buhari says he is ready for probe over his 2015 campaign funding or any corruption-related allegations at any time.
And he is not prepared to spare any suspect implicated in the $2.1billion arms deals because the cash was illegally drawn from the public funds in the custody of the Central Bank of Nigeria (CBN) and the Nigerian National Petroleum Corporation (NNPC).
The President, in a wide ranging interview with select newspaper editors as he concludes his first year in office, vows to deal with militants in the Niger Delta and kidnappers holding the nation hostage.

To him, the National Conference organized by the Jonathan Administration, is nothing more than a waste of N9billion, and admits he has not even bothered to touch the report of the confab.
The report may end up in the archives, he says.
On the fate of the Naira, he says he has been under pressure on how to save the currency.

He prays God to continue to protect him from doing anything that will soil his image and explains that even if he has immunity from prosecution now that he is in office, nothing stops the anti-graft agencies from probing leaders of the All Progressives Congress (APC) suspected of abuse of campaign funds.

His words: “I don’t know whether I have some official protection. If I don’t have it, why haven’t you started the investigation? I see, very good. But then, it doesn’t extend to all the executives and party leaders and the party leaders are there.

“If anybody has received $100 million to give to the party, I think he should be asked to tell us where he got the $100 million. I know those we would eventually successfully prosecute, they wouldn’t leave it, neither will they let their friends leave it. We do not believe if we were so reckless we would get away with it. I don’t believe it.

“Do you remember the three and half years when I was in charge of the petroleum ministry, have you forgotten the $2.8 billion (issue)? If you have forgotten, I haven’t. Have you forgotten the PTF (Petroleum Trust Fund)?

“In the PTF, at one stage we had more than N53 billion at a time, we planned and spent it. It was investigated subsequently.

“So I assure you that I feel perfectly safe. But nobody is perfect, only God is perfect. But let me tell you, from being governor of the six states (the old North Eastern State) which was only for seven months, to the petroleum ministry, to Head of State, and to PTF, I tried not to expose myself, and I hope God will continue to help me.”

On the $2.3billion arms scandal, the President said his administration will not give up in fighting against graft.

He said: “How can you take $2.1 billion meant to fight insurgency and share among yourselves and think that nothing should happen? Not to talk of when political money is being raised for elections and the Central Bank of Nigeria, NNPC, Customs funds are where the funds are collected from.

“We’ve made some progress in recovering this money, which I promised I will tell the nation in the next two or three days, just to show Nigerians that we haven’t given up and have no intention of giving up. We’re giving the people the opportunity of fair trial.

“They took the money and paid into some persons’ accounts, and there are signatures of some persons who admitted that they had taken the money.

Somebody comes and calls another, saying ‘you’re a member of this party?’ The other person responds by saying ‘yes’. Then, he’s told ‘take a N100 million to go and keep,’ and the other person doesn’t ask any questions. You take a N100 million and disappear, and subsequently you complain that you have received money for doing nothing?”


On militants and kidnappers he said: “Nobody would invest in an insecure environment. Those who had been in Nigeria for so many years can conduct feasibility studies. But why do they put money paying militants or paying for corruption? This means with all the goodwill we are winning, we may not be able to benefit in the long run because of the kidnapping and the actions of the militants.

“So it is a top priority for this government to address. Once we settle down to make sure that we deal with militants, we will deal with kidnappers also. We will secure this country.”

On the free fall of the Naira, he said: “I challenged Nigerian economists to tell me what benefits Nigeria has earned from the devaluation so far. How many factories have we built by killing the Naira? I have to reluctantly give up because the so-called Nigerian economists come and talk things to me, and when I raise issues they talk over my head instead of inside my head.

“For us to lose over N300 (every year we’re losing the value of the currency by N100), what for? Let them tell me how many factories they’ve built. I find myself in a very difficult state because the economists cannot tell me why we should continue to devalue our Naira. People say import, and we find out that we are just importing food! We’re now planning to stop importation of rice, wheat, maize in three years’ time.

“On the value of the Naira I’m still agonizing over it, that the Naira should be reduced to such a disgraceful level over the last 30 years. I need to be educated on this. But I’m not ruling this country alone. I’m under pressure and we’ll see how we can accommodate the economists.”

Regarding the report of the National Conference, Buhari said N9billion was wasted by the administration of ex-President Goodluck Jonathan.

In the weeks and months leading to April
30, 2015, when the Muhammadu Buhari
bandwagon was on the offensive, wheeling
in full force across Nigeria while fanning up
electoral sentiments; maligning President
Jonathan led administration, professing
change and making promises to Nigerians,
the feeling was surreal. It was safe to say
that never in the history of Nigeria in the
democratic era where a presidential aspirant
had been reposed with so much faith as it
was with General Muhammadu Buhari.

People from all class effortlessly danced to
his particular track of “when I become a
president, I will” music without asking how
he would fulfil his promises if elected. Of
course he emerged the president after
securing over 15 Million votes in the
presidential election thereby giving way to
change mantra and same time a done-task
that would ensure posterity has no reason
to question why the supposed messiah was
not given a chance to lead despite his
interestedness. That being said, one tactic
that saw to the emergence of Muhammadu
Buhari was a simple one; use the media to
make Goodluck Jonathan appear
incompetent and his achievements as sham
or non-existent. To achieve this, APC led
team spewed/thrived on propagandas and
made loads of fraudulent promises to
Nigerians.

Even the present vice president of Nigeria
was always ready to tell the press and the
world how tired and overwhelmed by
governance President Goodluck Jonathan
was. And the narrative that he was a pastor
surely gave him more audience. It was
Suzy Kassem who wrote “People reject what
they do not understand because it makes
them feel small. They believe in some other
reality, even if it is only an illusion, so long
as it makes them feel bigger.” This quote
perfectly captures APC leader’s state of
mind prior May 29 , 2016. Blinded by their
obsession for power, almost all of the
policies and directions of Goodluck
Jonathan’s admin were projected as selfish
and anti-people. To them, it was never
good under PDP but it would only get
better with them. There was a time
president Muhammadu Buhari, who was
then a presidential aspirant called petroleum
subsidy an act of fraud. Same subsidy he
would later pay upon his emergence.

One good thing about the emergence of
Muhammadu Buhari as the president of
Nigeria is that it knocked out rueful
statements such as “if only Buhari was the
president.” No more will any person fault
voters for not giving Muhammadu Buhari
the chance to fulfil his campaign promises.
No longer will anyone say that if Nigerians
had voted in President Muhammadu Buhari
instead of Goodluck Jonathan, fuel scarcity
would have been a thing of the past
because the truth is, under President
Muhammadu Buhari, fuel scarcity became a
way of life. Fuel queues became longer!

There is no more need for anyone to say
that if Nigerians had voted in President
Muhammadu Buhari, power outage would
have been impossible as his administration
would have generated 40,000MW of
electricity because the truth is that under
President Muhammadu Buhari, power
generation once rocked 0MW and blackout
is the order of the day. Not now will anyone
say that if Nigerians had voted in
Muhammadu Buhari, PMS would have been
dispensed at ₦40 per litre because the truth
is that only few weeks ago before this ill-
timed subsidy removal, Nigerians were
purchasing PMS at ₦250 per litre. Most of
them stayed all day and/or slept in fuel
queues. That the naira exchanges for 340 to
the dollar is a testament to the fact that Mr
President has no policy let alone magic
wand to bring the dollar to equal the naira
hence invalidating his promise to bring the
dollar to equal the naira.

There is no more reason for anyone to say
that if only Muhammadu Buhari had been
voted into power, workers’ salaries would
have been paid promptly and mails of job
opportunities would have flooded emails/
cell phones because NBS recently released
figures showed that unemployment rate in
quarter one increased from 10.4% to 12.1%.
The Nigeria unemployed class admitted new
518,000 persons. It’s almost a year since
“If only Buhari was the president” got taken
out and we still await the 740,000
immediate jobs the vice president promised
to create and the ₦5000 monthly stipend.
Let us just pretend that no one would have
said that If only Buhari was the president,
school children would have been eating free
meals.

It was said that impunity and corruption
thrived under the previous administration
hence a change was needed. That the 2016
national budget got padded and declared
missing, the way court orders have been
flouted has ensured no one would ask why
Muhammadu Buhari wasn’t voted in to
arrest corruption and disregard for the rule
of law. “If only Muhammadu Buhari was the
president, Nigeria would have been among
the top 2 fastest growing economy in the
world” can no longer sell because under his
leadership, our economy lost direction that
our GDP stumbled to a negative growth of
0.36. Inflation soared from 9.4% to 13.7%.
That if Buhari had mounted a successful
campaign and was made the president, he
would have set up a lean government by
cutting down on the presidential air fleet
and appointing few personal assistants will
no longer stir water because the 11
presidential jets he met are intact and he
still gallivants about in them. The number of
his personal assistants on media alone
doesn’t speak well of anyone who is
conscious to run a lean government.

History will no longer judge this generation
as unkind to the presidential aspirations of
Muhammadu Buhari because he wasn’t
voted in. No, he was voted in and presently
it is well noted that within a year of change
at the helm of affairs, fuel became gold,
hopes became cold and prices of
commodities became bold. Till date, there
are no answers as to what the economic
policies and directions of this government
are. Who actually erects a structure without
a blueprint? In all these inefficiencies of the
government, the common man is the one
who bears and suffers the pains; the
common man who belongs to either the
97% or 5% clan. Unfortunately, his
spokesperson doesn’t think so. Within a
year, the standard of living of Nigerians has
only plummeted and the once audible “sai
baba” is fast tuning into “bye baba.” Take a
street/market walk, within a year of change,
the buzzy drum of support has petered out
and the joy that came with Buhari’s victory
is fast becoming sorrow as it has only
birthed hardship. Regardless, we pride and
same time cry in the fact that Buhari is now
the president. God bless Nigeria.

The Edo State Government has
withdrawn a letter earlier issued on the
Oba of Benin, saying it was issued in
error.

In a retraction signed by the Secretary to
State Government, Julius Ihonvbere,
dated May 25, 2016, the government said:
“In deference to the revered age-long
tradition and respect for the sensibilities
of the people of the great Benin Kingdom,
the Government of Edo State hereby
withdraws a letter issued on 24th May
2016 entitled: “Appointment of His Royal
Highness Edaiken N’Uselu, Crown Prince
Eheneden Erediauwa as the Oba of
Benin”

“The said letter was issued in error as the
rites of passage of His Royal Majesty,
Omo N’Oba N’Edo Uku Akpolokpolo, Oba
of Benin are still on.

“The government will, in due course,
issue a fresh letter on the installation of
the Edaiken N’Uselu, His Royal Highness
Crown Prince Eheneden Erediauwa, as
the Oba of Benin, in line with the age-
long succession tradition of the Benin
Kingdom and in line with Section 19 (1) of
the Traditional Rulers and Chiefs Law,
1979 (as amended) and by virtue of all
other laws enabling it in that behalf, after
all necessary traditional rites are
concluded.”

Mr. Ihonvebere had on Tuesday
circulated a letter approving the
appointment of Crown Prince Eheneden
Erediauwa as the Oba of Benin, with
effect from April 29, 2016.

In the letter dated May 24, Mr. Ihonvbere,
had said, “It is hereby notified for general
information that in exercise of the
powers conferred by Section 19 (1) of the
Traditional Rulers and Chiefs Law, 1979
(as amended) and by virtue of all other
laws enabling it in that behalf, the
Executive Council of the Edo State
Government of Nigeria has approved the
appointment of His Royal Highness
Edaiken N’Uselu, Crown Prince Eheneden
Erediauwa as the Oba of Benin, with
effect from 29th day of April, 2016.”

The palace of the Oba announced the
death of Omo n’Oba n’Edo Uku
Akpolokpolo Oba Erediauwa on April 29
even though it is believed by many
Nigerians that he passed on long before
the formal announcement.

Oba Erediauwa, who ascended the throne
in 1979, was 92.

Almost one year ago, the monarch, , was
rumoured to have passed on after an
undisclosed illness.

Crown Prince Eheneden was formally
installed as the Edaiken of Uselu, the heir
apparent to the throne on March 7, 2015.

A member of the President Muhammadu Buhari’s
Presidential Advisory Committee against Corruption,
Benedicta Daudu, is currently embroiled in allegation that she cheated in an examination at the University of Jos (UNIJOS), on May 4, 2016, PREMIUM TIMES can authoritatively report today.

The Presidential Advisory Committee against Corruption, headed by prominent law professor and civil rights campaigner, Itse Sagay, and made up of mainly university professors, is the intellectual wing of Mr Buhari’s anti-corruption war.

The mandate of the committee includes advising the
President on the implementation of required
reforms in Nigeria’s anti-corruption campaign and
criminal justice system.

Mrs Daudu, an associate professor of law and head of
the Department of Jurisprudence and International Law of the Faculty of Law in UNIJOS, was allegedly caught cheating while writing an examination
for a Master’s degree in Research and Public Policy in
the Faculty of Social Sciences of the same university.

Although she has a Masters in Law, the associate professor had been working towards another masters in Research and Public Policy.

PREMIUM TIMES learnt that the department later accused her of sneaking in prepared answers, also referred to as “chokes” by students, during the examination for the Global Context in Public
Policy course.

Sources said the matter was subsequently
reported to the university’s examination
committee but some students and faculty
claimed there were attempts at cover ups
by the university authorities.

But the Dean, Faculty of Social Science of
the University, Prof. Ezekiel Best, said it
was not true that authorities were trying
to cover up the matter.

“I was not even around when the incident
happened,” Mr. Best told PREMIUM
TIMES. “So I don’t have all the details at
this time. But there is nothing like that
that we are doing nothing about it.”

The Coordinator of the Research and
Public Policy programme, Prof.
Bonaventure Haruna, however, said he
reported the matter to Dean Best.

“I report to the Dean,” he said. “I don’t
report to any other person. So call the
Dean of Social Science and ask him. He
takes the next action.”

When Prof Best was confronted with Prof.
Haruna’s claim, he simply said,
“Whatever Prof. Haruna said is correct.
He is the head of department.”

When contacted for comments, the
affected professor, Mrs Daudu, repeatedly
hung up the phone after questions on the
incident was posed to her. She declined
to answer subsequent calls made to her
mobile phone. She also did not respond
to a text message sent to her.

The public relations officer of the
university, Abdullahi Abdullahi, said the
matter had not been officially brought to
the attention of the school’s management.

“I tried to confirm whether there was
anything like that, really I couldn’t get
any confirmation. It has not been brought
to the attention of management. So right
now I wouldn’t know,” he said.

“Although the university has internal
processes that deals with these issues,
even if there was anything like that,
which I doubt much, it would have to go
through the normal internal processes
from the department to the faculty and
then to the exam misconduct committee.
It is at that stage it would be brought to
the appropriate authority for sanction.”

Similarly, the Vice Chancellor of UNIJOS,
Hayward Mafuyai, told this newspaper via
a text message that he was yet to receive
any report on the incident.

The Executive Secretary of the
Presidential Advisory Committee Against
Corruption, Bolaji Owasanoye, initially
said the committee was unaware of the
incident, and asked for time for him to
make an inquiry.

Later, Prof. Owasanoye reverted to say
Mrs. Daudu confirmed to him there was a
pending allegation of examination
malpractice against her but that she was
working to establish her innocence.
He said he would inform members of the
committee of the development
immediately.

Analysts have started to pick holes in the official story about the Nigerian schoolgirl, who is said to have been “rescued” by Nigerian security forces.
Nigerian army confirmed late Wednesday that one of the over 200 schoolgirls abducted from their dormitory in 2014 by Boko Haram was now free, adding the girl now had a baby and was found in the company of a man, who claimed to be her husband.
In a statement, army spokesman Sani Usman said: “The rescued Chibok schoolgirl, Amina Ali, was airlifted by Nigeria air force Super Puma aircraft from Damboa to Maiduguri alongside her baby and supposed husband, Mohammed Hayatu.”
Initially, the army had identified the girl as Falmata, which contradicted the name, Amina Ali, given by the #BringBackOurGirls movement that appeared at number 127 in the list of the 219 girls still reported missing.
The statement added that both Amina and her baby were now in stable condition, and would be flown to the Nigerian capital Abuja later Thursday to meet Nigerian President Muhammadu Buhari.
The purported husband was being questioned by the army.
The #BringBackOurGirls group said in a statement Wednesday that Amina had spoken with her mother and revealed that her classmates still remained behind in the Sambisa forest, which is considered as the fortress of Boko Haram extremist militant group.
Analysts said it remains unclear if the survivor had been released by Boko Haram or rescued by the army.
Ryan Cummings, director of the Johannesburg-based security firm Signal Risk, said: “The narrative presented is that the #ChibokGirls are a prized commodity by Boko Haram [and] yet the hostage [was found] wandering in Sambisa [which] suggests otherwise.”
Counter-terrorism expert Fulan Nasrullah said: “Why only she was discovered, the story of discovery itself doesn't add up. “It's highly probable that her released was engineered."
At least 276 girls were kidnapped from their school dormitory in Nigeria’s northeastern Chibok town on April 14, 2014, by Boko Haram militants. Only 57 of the girls had been accounted for, leaving an estimated 219 others unaccounted for.
Buhari has been under pressure from the #BringBackOurGirls movement and other groups to do more to ensure the girls are freed.
Boko Haram head Abubakar Shekau had repeatedly confirmed being behind the abduction, threatening to sell the girls off as slaves or marry them to his fighters.

Umar and members of his faction – Friday Sani, Lawal Ahmed, Bello Abdullahi and John Abah were sued as the 1st to the 5th defendants in the suit.
The rest of the respondents joined as 6th to 9th defendants are the Inspector General of Police, the Director-General of the Department of State Service, Commandant Civil Defence Corps and Kogi State House of Assembly.
Justice Dimgba ruled on Thursday, “It is hereby ordered that the 1st to 5th defendants should immediately vacate the different offices they now purportedly occupy by reason of the purported impeachment and removal of the Speaker and other principal officers.”
He directed Lawal and the other principal officers (2nd to 9th plaintiffs) to immediately resume their duties in their different offices “as they were never impeached and/or removed”.
The plaintiffs who were reinstated to their positions are, Lawal (Speaker); Aliyu Akuh (Deputy Speaker); Kolawole Matthew, Osiyi Godwin, Sunday Shigaba, Ndako Idris, Oluwatoyin Lawal, Musa Jimoh, Victor Omofaye and the Peoples Democratic Party.

ABUJA — To cushion the harsh effect of the new
pump price of Premium Motor Spirit, PMS, on the
people, the Presidency is set to implement the
N500 billion earmarked in the 2016 budget for
social welfare.

A statement by media spokesperson for Vice
President Yemi Osinbajo, Mr. Laolu Akande,
yesterday, in Abuja said: “All together, the Federal
Government would be directly impacting the lives
of more than eight million Nigerians in different
social investments in 2016 budget spending that
would provide succour and be ready-made
palliatives to ordinary Nigerians.”

Giving a breakdown of the interventions and
palliatives, Akande said there would be “direct
payment of N5,000 monthly to one million
extremely poor Nigerians for 12 months as
provided for in the 2016 budget for which N$68.7
billion has been appropriated.”

Similarly, he said government had also made
available a “direct provision of very soft loan-cash
for market women, men and traders, including
artisans and agric workers.

"This would be for a total of 1.76 million Nigerians
without the requirement for conventional collateral.
Some of the traders will likely get about N60,000.
A total sum of N140.3 billion has already been
appropriated for this in the budget.”

The details also showed there would be “payment
of between N23,000 and N30,000 per month to
500,000 unemployed graduates, who would be
trained, paid and deployed to work as volunteer
teachers, public health officers and extension
service workers, among other responsibilities.

According to the media aide, "they would also be
given electronic devices to empower them
technologically both for their assignments and
beyond. 100,000 artisans would also be trained
and paid. N191.5 billion has been set aside for
this in the budget.

“At least 5.5 million Nigerian primary school
children, starting first in 18 states, three per
geopolitical zones, would be fed for 200 school
days under the free Homegrown School Feeding
Programme."

He said N93.1 billion had been appropriated for
this in the 2016 budget.

“100,000 tertiary students in Science Technology
Engineering & Maths-STEM, plus Education, will
partake in the N5.8 billion already provided for this
education grant in the budget. This payment would
also be made directly to the students.”

He stated that these measures that would start in
a matter of weeks, would certainly lift the ordinary
man from the pangs of economic hardship and
poverty.

Akande said: “Long before now, the Presidency had
made adequate arrangements in the 2016 budget
to ensure that Nigerians are lifted from poverty and
hardship.

“The Buhari Presidency is keen to ensure that
Nigerians are lifted and that, if necessary, on an
ongoing basis palliative measures would always be
considered to address the conditions of the
people.”

He said Buhari had provided a courageous, visionary and people-oriented leadership, stressing that within one year of coming to power, Buhari succeeded in opening the doors of the world for Nigera because of his courage, confidence, maturity and strong leadership.

The Imo governor who was among APC chieftains who challenged Buhari for the presidential ticket of the party during the 2015 primary said his long-time desire for the presidency of the country had been to provide the much needed leadership.

Other contenders were former vice president Atiku Abubakar and former governor of Kano State, Senator Rabiu Musa Kwankwaso among others.

The people of Ukpabi Nimbo, a community in the Uzo-Uwani area of Enugu State, which was attacked by Fulani herdsmen on Monday, have blamed security agencies for failing to act on “credible” information they provided before the attack.

The villagers, who said this when the Enugu State Governor, Ifeanyi Ugwuanyi, visited the community on Tuesday, stated that they were abandoned even after they alerted security agencies to the plan to attack them.

The General Officer Commanding, 82 Division, Enugu, Major General Attahiru Ibrahim, and the Commissioner of Police, Enugu State, Nwodibo Ekechukwu, were also in the village on Tuesday.

Security was beefed up in the community during the visit, with heavily armed military and police personnel positioned at strategic locations.

A community leader, Dr. George Ajogu, who spoke on behalf of the people of Ukpabi Nimbo at the village square, said the villagers were not taken unawares by the attack.

A corpse of one of the victims of the herdsmen’s attack, which was uncovered in the bush on Tuesday morning, was displayed in a police Toyota Hilux van at the event.

The corpse was said to be that of a secondary school teacher, who was reportedly abducted from his home and killed in the bush by the herdsmen.

Our correspondent observed deep machete cuts on the corpse.

Ajogu added that more corpses were being uncovered in the bush after more than 20 dead bodies were recovered on Monday.

He noted that the attack would have been prevented had the security agencies acted on information made available to them by the villagers.

In an emotion-laden voice, Ajogu stated, “Had it been that security agencies responded appropriately, this would not have happened.

“They (Fulani herdsmen) did not take us unawares, we knew they were coming.

“We are not happy; we have been crying for more than two weeks that our community is under threat. Now, over 20 people are dead.

“We are still discovering corpses; we discovered one corpse this morning and so many corpses are still in the bush.

“We have been shouting and crying but the security agencies did not come to our aid; only one police patrol van comes to this community.

“Because we lack security, the Fulani come here and tell us the land is theirs. They tell the farmers to kneel down and they rape the women in front of their husbands.”

Ajogu noted that due to the location of the village on the border between Enugu and Kogi states, residents of Ukpani Nimbo community were always under attacks from herdsmen, whom he stated sought to turn the villagers’ farmlands into grazing fields for their cattle.

Urging the federal and state governments to come to the assistance of the community, the spokesman said security should be beefed up in the village to forestall future attacks.

He also urged the security agents, who were deployed in the village to restore normalcy after Monday’s attacks, to remain in the community.

“Please don’t leave, if you leave now, they will return to attack us again.

“They (herdsmen) have been killing and raping our people for some time now,” the community leader added.

The Caretaker Chairman, Uzo-Uwani Local Government Area, Mr. Cornel Onwubuya, said he personally alerted the governor, the commissioner of police and heads of other security agencies after he received a confirmation from some Fulani leaders in the area that the herdsmen were going to attack the community.

Onwubuya disclosed that acting on the report, Ugwuanyi convened a state security council meeting on Sunday night.

According to Onwubuya, the said security council meeting lasted till the early hours of Monday, shortly before the herdsmen struck.

He added, “We had a security report that this was going to happen and I convened a meeting with Fulani stakeholders in Enugu State.

“Some Fulani leaders told us that the herdsmen were camped very close to our community. I informed the Commissioner of Police, Enugu State, who assured us that the attack would be stopped.

“He (Commissioner of Police, Enugu) said he would get in touch with the Commissioner of Police in Kogi State to prevent the attack.

“The information we got was credible but unfortunately, they still attacked us.”

On his part, Ugwuanyi, who said heads of the various security agencies in the state assured him that the attack would be failed, described the incident as a sad moment for Enugu State.

Ugwuanyi noted that even as the governor, he was not in control of the security agencies.

He said, “At the emergency security council meeting, which I convened, we were given all the assurances that the attack would not happen.”

He also disclosed that information available to the government revealed that the attack was initiated from Kogi State.

Two lorry loads of herdsmen landed in parts of Kogi State before the attack, he added.

The governor urged the Federal Government to address the menace posed by the herdsmen.

“The Federal Government should do the needful, but as the governor, I call for peace and prayers.

“Until the Federal Government decides to address this situation, this will continue to happen,” he said.

The governor also disclosed that his administration had to restrain restive youths, who wanted to carry out reprisal on northerners in the state.

Ugwuanyi announced a donation of N5m to the community, adding that the government would foot the medical bills of the injured.

He urged the people to embark on two days of fast and prayers, assuring that necessary measures would be taken to beef up security in the area and other parts of the state.

The governor visited the injured in various hospitals where they were receiving treatment.

Injured villagers recount ordeals

One of the injured victims, Patrick Eze, just finished his National Youth Service Corps programme.

Eze sustained severe cuts on his ankles and other parts of his body.

Another victim, Mr. Kingsley Ezeugo, a former local government councillor, said he only survived because the herdsmen left him for dead after inflicting severe machete cuts on him.

Several victims in critical conditions were observed in various hospitals in the Nsukka area.

A youth, who spoke with one of our correspondents, said the herdsmen stampeded the villagers out of their homes by shooting at houses.

“Those who were caught were taken into the bush and slaughtered with machetes,” the youth said.

Our correspondent observed that the community appeared deserted with several villagers leaving the area with their luggage.

Meanwhile, the Enugu State Police Command said it was investigating the incident.

The Police Public Relations Officer, Ebere Amaraizu, who said this on Tuesday, however, said six persons died in the attack.

NLC, Afenifere, MASSOB warn of dangerous consequences

Organised labour has, however, warned that the incessant attacks on communities by Fulani herdsmen across the country have the capacity to plunge the country into a worse security situation than the raging insurgency in the North-East if not tackled immediately.

The labour movement also berated security agencies for not living up to standard in securing the lives and property of Nigerians.

The General Secretary of the Nigeria Labour Congress, Dr. Peter Ozo-Eson, and the President of the Trade Union Congress, Mr. Bala Kaigama, made the comments in different telephone interviews with The PUNCH on Tuesday.

Ozo-Eson, who described the reported clashes between the Fulani herdsmen and their host communities as worrisome, urged the Federal Government to address, without delay, the factors responsible for the current migratory crisis.

Ozo-Eson believed that if land needed for grazing cattle was the issue, the Federal Government should address it quickly to stop such killings and destruction which were not recorded even in countries reputed to be major exporters of meat.

He said, “It is worrisome, we think whatever the push factors are that are leading to this situation need to be dealt with very quickly because we are trying to get out of a major security situation, the insurgency in the North-East.

“And if we allow a situation, in which these clashes allegedly between Fulani herdsmen and various communities and farmers to continue this way, we could actually have a more serious security threat on our hands than even the North-East situation because this is becoming a reoccurring issue across the country.

“There are clashes in Benue, the South-West, South-East, Enugu now, and various other places that are not even reported.

“So, I think that government needs to take this very seriously and do something quickly either by promoting a culture of ranches or whatever other interventions so that these clashes can be avoided.”

He challenged security agencies to ensure that those behind the killings and destruction of property were brought to book in a transparent manner as that remained the only way to earn the confidence of the people.

The TUC boss said, “The performance of the security agencies is below our satisfaction because the security agencies are supposed to wake up to their responsibilities and provide security for Nigerians.

“We cannot go into jungle justice. That is why we are holding the government responsible so that it will not degenerate. We cannot tolerate a situation where innocent souls are being killed like fowls. Government should know that life and property are its duty to protect.”

In a similar vein, the Afenifere has faulted the silence of President Muhammadu Buhari and the state governors on the attacks of Fulani herdsmen on farmers across the country in the recent time.

This was contained in the communique issued at the end of the monthly meeting of the association, held at the home of its leader, Pa Reuben Fasoranti, in Akure, the Ondo State capital, on Tuesday.

In the communiqué, read by the Publicity Secretary of the association, Mr. Yinka Odumakin, Afenifere said the Federal Government had a duty to protect the lives and property of the citizens of the country.

The association added, “We are worried that Federal Government seems to have maintained indifference to the wanton killings going on across the country against the provisions of the constitution.

“We call on President Muhammadu Buhari to speak up on this matter and take urgent action to restore the security of the people of Nigeria, especially in the South and Middle Belt.”

The group also asked the state governments and members of the National Assembly to speak out on the matter before it got out control.

“We also reject the statement of the Minister of Information, Alhaji Lai Muhammed, that the Federal Government is working silently on this matter. Several killings cannot be going on and the Federal Government working silently.

“It is unfortunate that that statement is coming from the Federal Government of Nigeria. There can’t be any silent working over these killings and the action of the Federal Government must be open,” Afenifere stated.

In its reaction, the Movement for the Actualisation of the Sovereign State of Biafra warned that the herdsmen would no longer be allowed to get away with the destruction of lives and property in the South-East.

MASSOB National Director of Information, Mr. Samuel Edeson, who spoke to one of our correspondents, said, “We condemn the attack on helpless villagers by heavily armed Fulani herdsmen.

“The destruction of lives and property by herdsmen has got out of hand even though we are peace loving people, we cannot allow this to continue in Igboland.”

In the same vein, the Enugu State Chapter of the Social Democratic Party said the Federal Government must speak out to condemn the activities of the herdsmen.

“We call on the Federal Government to speak out against the brazen and atrocious killing of innocent villagers by herdsmen; the Presidency has been silent on this matter for a long time now. The silence seems to be given impetus to the herdsmen.

“We urge the government to condemn the murderous invasion of communities in the strongest terms, and as interim measures, halt the movement of herdsmen from the North to the South until a permanent solution is worked out,” the state chairman of the SDP, Mr. John Nwobodo, said.

Meanwhile, the Assistant Inspector General of Police in charge of Zone 11, Mrs. Kalafite Adeyemi, has advised farmers to always report the destruction of their farms and other atrocities of herdsmen to the police.

The AIG said this while speaking in an interview with journalists during her visit to Kunnike International School, Osogbo, Osun State, on Tuesday.

Adeyemi, who expressed surprise at the facilities in the private school, said the police had ensured that compensation was paid to some farmers, whose farms were destroyed by herdsmen, saying resorting to self-help would worsen the crisis.

The AIG added, “We can reduce the attacks. Those whose farms are destroyed should report to the police. Some of the herdsmen were made to pay damages in the past.”

An Islamic organisation, Muslims Against Terror, has called on the Federal Government to declare Fulani animal herders involved the killing of farmers around the country terrorists and insurgents.

Signed by Dr. Ahmad Amadi Jnr., the statement called for unrestrained condemnation of the herders' violent activities. ‎

"We urge the government of Nigeria to condemn these wanton acts firmly and declare the perpetrators terrorists and an insurgency according to the law and deal with them with the full power of the military," the group demanded.

It explained that Islam forbids killing and teaches, unambiguously, in the Quran, which states:"That anyone who kills a human being- it shall be as though he has killed all of the mankind; if anyone saves a life, it shall be as though he has saved the lives of all mankind."

The group also expressed sympathies to those affected by the menace of the herdsmen. "We express our condolences and sympathize with the people of Benue, Enugu, Delta, Anambra, etc. and government of Nigeria and the families of the victims killed by the 'Fulani herdsmen.'

"We stand with the victims in solidarity during these difficult times.

We pray for Allah to expose the sponsors and the real perpetrators of these "Fulani herdsmen" and they must face justice," it added.
