Barely a week after 74-year old Bridget Agbahime was murdered in Kano for alleged blasphemy, a carpenter, Mr. Francis Emmanuel, was attacked in Kakuri area of Kaduna metropolis by some Muslim boys for not fasting. The incident which almost claimed the life of Emmanuel happened at Sokoto Road, Kakuri on Tuesday at about 2:30pm and was rushed to the St. Gerald Catholic Hospital, Kakuri for medical treatment. Emmanuel was badly injured during the incident, sustaining deep machete cuts on various parts of his body. The 41-year old man, who spoke with journalists on his sick bed in severe pains from the attack, said he was taking his lunch when the boys numbering about six descended on him on the grounds that he was not fasting. “I went to buy wood to do some work. When I came back I bought food to eat. As I was eating about six Hausa boys came and asked me whether I am a Muslim or a christian. I did not answer them. They asked why am I not fasting? I told them that I am not a Muslim. “Before I knew it, one of them slapped me. As I stood up, the rest came and surrounded me and started attacking me with knives. I don’t know them. Nobody could come to my aid because of the type of dangerous knives they were carrying. “They used cutlasses scissors and knives on me. When he talked abt constitution forbidding him from discriminating, he was referring to appointment of ministers whereby the constitution provides dat each state must have at least one minister. were it not for dat constitutional provision, he would have appointed most of d ministers from d 97%ers. The Minister of Power, Works and Housing, Mr. Babatunde Fashola, on Thursday said it was untrue he described the 2013 privatisation process for successor generation and distribution companies of the defunct Power Holding Company of Nigeria (PHCN) as illegal, saying the newspaper report which attributed it to him was not factual. He said in an emailed statement from his senior aide on communications, Mr. Hakeem Bello, in Abuja that he did not make such remarks at a Senate public hearing on electricity tariff. The Minister in the statement distanced himself from the alleged pronouncement. He said in presentations he made before the Senate Committee, he never used the word ‘illegally’ to refer to the privatisation of the PHCN by the federal government. He said rather, a verified playback of a video recording of the session, showed he said, “…as minister, I inherited a power sector where government interests had been legally sold…” The minister’s clarification of what he said at the session with the Senate has however coincided with reactions from operators of electricity generation companies (Gencos) and distribution companies (Discos) on the report, with some of them expressing their willingness to give up their assets and claim compensation from the government if it decides to reverse the transaction. According to the statement, Fashola in tracing how the country got to this point in her power sector, referred to the privatisation law made in 2005. He was quoted as saying: “The people of this country through their parliamentarians made a verdict in 2005 when you passed that law that things must change, the law was passed in 2005 and the process was completed in 2013, I wasn’t here, some of you were here, if the process is bad where was the oversight.” He also reportedly said to the Senate: “I will commend to this committee the report of the House of Representatives that investigated the matter. I will also commend to you sirs, some of the reports that have been made by the Senate committee on privatisation. The basic reason for the passage of the power sector reforms bill that was passed in 2005 is that we all know that the government was not doing its business well.” Fashola, it said defended the reform law when he reportedly said the Senate: “These decisions were taken before any of us was here. Nigerian oil technocrat has emerged as frontrunner to take the top job at OPEC, with members seeing Mohammed Barkindo as a rare compromise candidate to lead the group amid rising tensions between Saudi Arabia and Iran. Barkindo has been a key face of the Nigerian oil industry for the past decade, during which various governments tried and effectively failed to reform Nigerian National Petroleum Corp. (NNPC), the national oil company. Today, Nigeria has, alongside Venezuela, become one of the main victims of oil's price collapse, with the country's output declining sharply due to militant attacks on pipelines and infrastructure. OPEC is likely to choose Barkindo, a former head of NNPC, as the next secretary-general of the producer group, three sources with knowledge of the matter said. OPEC has, since 2012, been looking for a replacement for Libya's Abdullah al-Badri, who was elected as the acting secretary-general in December until the end of July after serving full terms. However, Barkindo's appointment was by no means certain, and Badri's tenure could yet be extended by another six months, some sources said. Rivalries between OPEC heavyweights Saudi Arabia, Iran and Iraq have so far prevented the group from choosing candidates proposed by those countries. OPEC oil ministers meet on June 2 in Vienna. The consensus of all members--which in the past has sometimes been elusive--is required for the appointment of a new secretary-general. Barkindo led NNPC from 2009 to 2010 and served as acting secretary-general of OPEC in 2006 after the original Nigerian nominee, junior oil minister Edmund Daukouro, took over the rotating OPEC presidency. Barkindo also served on OPEC's economic commission and held various high-ranking positions during a career at NNPC that spanned more than two decades. He was deputy managing director of the Nigerian Liquefied Natural Gas Co., a joint venture between NNPC, Shell Gas BV, Total and Eni. He was also head of NNPC's London office, managing director of NNPC's oil and gas trading division, and an NNPC group executive director. "He's a reasonably safe pair of hands and good for a more administrative role like secretary- general. He also knows the ropes at OPEC from when he was Lukman's [right-hand man]," a senior industry source with close ties to Nigeria said. Rilwanu Lukman was influential in Nigeria's oil industry for many years. He served as oil minister during military rule and later as secretary-general to OPEC and special adviser on oil to former President Olusegun Obasanjo. The Nigerian Army said on Tuesday that dialogue with the militant group, Niger Delta Avengers, whose operations in the oil rich region have cut down daily oil production output, was not yet an option. The Army, justifying its recent operations in Gbaramatu, Delta State, said the use of force was for now the only available option until leaders of the militant group were apprehended. Representing the Chief of Army Staff, Lt.- Gen. Tukur Buratai, Brig.-Gen. J. Hamakim, said this at the ‘State of the Nation Conference’, organised by the Nigerian Bar Association and held in Abuja on Tuesday. During the conference on Tuesday, the Army was accused of failing to explore dialogue with the Niger Delta militants and resorting to use of force which could lead to a war situation in the region. The Army was also accused of attacking members of the Indigenous People of Biafra, who were allegedly demonstrating peacefully in Onitsha, Anambra State on Monday. But Hamakim, in his response, said there was no sign that the Niger Delta Avengers’ members were ready for dialogue. He said, “I quite agree that dialogue is very important. But where it is not too obvious that the adversary is ready to come out and talk, you can also force such a person. “I think that is what the Nigeria Army is trying to do. Yes, we don’t know the group’s leader, for now; that is the only option, possibly we have to bring the people out to know who you can dialogue with.” He said the activities of the group were affecting Nigerians as the nation’s oil production had recently further plummeted to 1.1 million barrels per day. He debunked the allegation that soldiers, who were involved in the operations in Gbaramatu, were killing innocent residents and raped women. “We have done our investigation and nothing like that is happening,” he said. He also said the demonstrations by IPOB, leading to a clash between the protesters and security forces which left two policemen and 30 others dead in Onitsha, Anambra State on Monday, were not peaceful. Hamakim said, “Remember that lives were lost, policemen were killed, some were thrown overboard and the military has rules of engagement. “The question is how peaceful is the peaceful demonstration. How peaceful was the demonstration at that time? If it was that peaceful, how come we lost security agencies. “The rule of engagement is that if you feel threatened, you have the mandate to respond. What we can say is that was not at all a demonstration that you can say was peaceful.” Various heads of anti-corruption and security agencies, including the Inspector- General of Police, Mr. Solomon Arase; Controller-General of Prisons, Ahmed Ja’afaru; and Director-General of the Department of State Service, Lawal Daura; were represented by officers of their agencies at the event. By Tama Peter. @ItzGreatPet In the weeks and months leading to April 30, 2015, when the Muhammadu Buhari bandwagon was on the offensive, wheeling in full force across Nigeria while fanning up electoral sentiments; maligning President Jonathan led administration, professing change and making promises to Nigerians, the feeling was surreal. It was safe to say that never in the history of Nigeria in the democratic era where a presidential aspirant had been reposed with so much faith as it was with General Muhammadu Buhari. People from all class effortlessly danced to his particular track of “when I become a president, I will” music without asking how he would fulfil his promises if elected. Of course he emerged the president after securing over 15 Million votes in the presidential election thereby giving way to change mantra and same time a done-task that would ensure posterity has no reason to question why the supposed messiah was not given a chance to lead despite his interestedness. That being said, one tactic that saw to the emergence of Muhammadu Buhari was a simple one; use the media to make Goodluck Jonathan appear incompetent and his achievements as sham or non-existent. To achieve this, APC led team spewed/thrived on propagandas and made loads of fraudulent promises to Nigerians. Even the present vice president of Nigeria was always ready to tell the press and the world how tired and overwhelmed by governance President Goodluck Jonathan was. And the narrative that he was a pastor surely gave him more audience. It was Suzy Kassem who wrote “People reject what they do not understand because it makes them feel small. They believe in some other reality, even if it is only an illusion, so long as it makes them feel bigger.” This quote perfectly captures APC leader’s state of mind prior May 29 , 2016. Blinded by their obsession for power, almost all of the policies and directions of Goodluck Jonathan’s admin were projected as selfish and anti-people. To them, it was never good under PDP but it would only get better with them. There was a time president Muhammadu Buhari, who was then a presidential aspirant called petroleum subsidy an act of fraud. Same subsidy he would later pay upon his emergence. One good thing about the emergence of Muhammadu Buhari as the president of Nigeria is that it knocked out rueful statements such as “if only Buhari was the president.” No more will any person fault voters for not giving Muhammadu Buhari the chance to fulfil his campaign promises. No longer will anyone say that if Nigerians had voted in President Muhammadu Buhari instead of Goodluck Jonathan, fuel scarcity would have been a thing of the past because the truth is, under President Muhammadu Buhari, fuel scarcity became a way of life. Fuel queues became longer! There is no more need for anyone to say that if Nigerians had voted in President Muhammadu Buhari, power outage would have been impossible as his administration would have generated 40,000MW of electricity because the truth is that under President Muhammadu Buhari, power generation once rocked 0MW and blackout is the order of the day. Not now will anyone say that if Nigerians had voted in Muhammadu Buhari, PMS would have been dispensed at ₦40 per litre because the truth is that only few weeks ago before this ill- timed subsidy removal, Nigerians were purchasing PMS at ₦250 per litre. Most of them stayed all day and/or slept in fuel queues. That the naira exchanges for 340 to the dollar is a testament to the fact that Mr President has no policy let alone magic wand to bring the dollar to equal the naira hence invalidating his promise to bring the dollar to equal the naira. There is no more reason for anyone to say that if only Muhammadu Buhari had been voted into power, workers’ salaries would have been paid promptly and mails of job opportunities would have flooded emails/ cell phones because NBS recently released figures showed that unemployment rate in quarter one increased from 10.4% to 12.1%. The Nigeria unemployed class admitted new 518,000 persons. It’s almost a year since “If only Buhari was the president” got taken out and we still await the 740,000 immediate jobs the vice president promised to create and the ₦5000 monthly stipend. Let us just pretend that no one would have said that If only Buhari was the president, school children would have been eating free meals. It was said that impunity and corruption thrived under the previous administration hence a change was needed. That the 2016 national budget got padded and declared missing, the way court orders have been flouted has ensured no one would ask why Muhammadu Buhari wasn’t voted in to arrest corruption and disregard for the rule of law. “If only Muhammadu Buhari was the president, Nigeria would have been among the top 2 fastest growing economy in the world” can no longer sell because under his leadership, our economy lost direction that our GDP stumbled to a negative growth of 0.36. Inflation soared from 9.4% to 13.7%. That if Buhari had mounted a successful campaign and was made the president, he would have set up a lean government by cutting down on the presidential air fleet and appointing few personal assistants will no longer stir water because the 11 presidential jets he met are intact and he still gallivants about in them. The number of his personal assistants on media alone doesn’t speak well of anyone who is conscious to run a lean government. History will no longer judge this generation as unkind to the presidential aspirations of Muhammadu Buhari because he wasn’t voted in. No, he was voted in and presently it is well noted that within a year of change at the helm of affairs, fuel became gold, hopes became cold and prices of commodities became bold. Till date, there are no answers as to what the economic policies and directions of this government are. Who actually erects a structure without a blueprint? In all these inefficiencies of the government, the common man is the one who bears and suffers the pains; the common man who belongs to either the 97% or 5% clan. Unfortunately, his spokesperson doesn’t think so. Within a year, the standard of living of Nigerians has only plummeted and the once audible “sai baba” is fast tuning into “bye baba.” Take a street/market walk, within a year of change, the buzzy drum of support has petered out and the joy that came with Buhari’s victory is fast becoming sorrow as it has only birthed hardship. Regardless, we pride and same time cry in the fact that Buhari is now the president. The Edo State Government has withdrawn a letter earlier issued on the Oba of Benin, saying it was issued in error. In a retraction signed by the Secretary to State Government, Julius Ihonvbere, dated May 25, 2016, the government said: “In deference to the revered age-long tradition and respect for the sensibilities of the people of the great Benin Kingdom, the Government of Edo State hereby withdraws a letter issued on 24th May 2016 entitled: “Appointment of His Royal Highness Edaiken N’Uselu, Crown Prince Eheneden Erediauwa as the Oba of Benin” “The said letter was issued in error as the rites of passage of His Royal Majesty, Omo N’Oba N’Edo Uku Akpolokpolo, Oba of Benin are still on. “The government will, in due course, issue a fresh letter on the installation of the Edaiken N’Uselu, His Royal Highness Crown Prince Eheneden Erediauwa, as the Oba of Benin, in line with the age- long succession tradition of the Benin Kingdom and in line with Section 19 (1) of the Traditional Rulers and Chiefs Law, 1979 (as amended) and by virtue of all other laws enabling it in that behalf, after all necessary traditional rites are concluded.” Mr. Ihonvebere had on Tuesday circulated a letter approving the appointment of Crown Prince Eheneden Erediauwa as the Oba of Benin, with effect from April 29, 2016. In the letter dated May 24, Mr. Ihonvbere, had said, “It is hereby notified for general information that in exercise of the powers conferred by Section 19 (1) of the Traditional Rulers and Chiefs Law, 1979 (as amended) and by virtue of all other laws enabling it in that behalf, the Executive Council of the Edo State Government of Nigeria has approved the appointment of His Royal Highness Edaiken N’Uselu, Crown Prince Eheneden Erediauwa as the Oba of Benin, with effect from 29th day of April, 2016.” The palace of the Oba announced the death of Omo n’Oba n’Edo Uku Akpolokpolo Oba Erediauwa on April 29 even though it is believed by many Nigerians that he passed on long before the formal announcement. Oba Erediauwa, who ascended the throne in 1979, was 92. Almost one year ago, the monarch, , was rumoured to have passed on after an undisclosed illness. A member of the President Muhammadu Buhari’s Presidential Advisory Committee against Corruption, Benedicta Daudu, is currently embroiled in allegation that she cheated in an examination at the University of Jos (UNIJOS), on May 4, 2016, PREMIUM TIMES can authoritatively report today. The Presidential Advisory Committee against Corruption, headed by prominent law professor and civil rights campaigner, Itse Sagay, and made up of mainly university professors, is the intellectual wing of Mr Buhari’s anti-corruption war. The mandate of the committee includes advising the President on the implementation of required reforms in Nigeria’s anti-corruption campaign and criminal justice system. Mrs Daudu, an associate professor of law and head of the Department of Jurisprudence and International Law of the Faculty of Law in UNIJOS, was allegedly caught cheating while writing an examination for a Master’s degree in Research and Public Policy in the Faculty of Social Sciences of the same university. Although she has a Masters in Law, the associate professor had been working towards another masters in Research and Public Policy. PREMIUM TIMES learnt that the department later accused her of sneaking in prepared answers, also referred to as “chokes” by students, during the examination for the Global Context in Public Policy course. Sources said the matter was subsequently reported to the university’s examination committee but some students and faculty claimed there were attempts at cover ups by the university authorities. But the Dean, Faculty of Social Science of the University, Prof. Ezekiel Best, said it was not true that authorities were trying to cover up the matter. “I was not even around when the incident happened,” Mr. Best told PREMIUM TIMES. “So I don’t have all the details at this time. But there is nothing like that that we are doing nothing about it.” The Coordinator of the Research and Public Policy programme, Prof. Bonaventure Haruna, however, said he reported the matter to Dean Best. “I report to the Dean,” he said. “I don’t report to any other person. So call the Dean of Social Science and ask him. He takes the next action.” When Prof Best was confronted with Prof. Haruna’s claim, he simply said, “Whatever Prof. Haruna said is correct. He is the head of department.” When contacted for comments, the affected professor, Mrs Daudu, repeatedly hung up the phone after questions on the incident was posed to her. She declined to answer subsequent calls made to her mobile phone. She also did not respond to a text message sent to her. The public relations officer of the university, Abdullahi Abdullahi, said the matter had not been officially brought to the attention of the school’s management. “I tried to confirm whether there was anything like that, really I couldn’t get any confirmation. It has not been brought to the attention of management. So right now I wouldn’t know,” he said. “Although the university has internal processes that deals with these issues, even if there was anything like that, which I doubt much, it would have to go through the normal internal processes from the department to the faculty and then to the exam misconduct committee. It is at that stage it would be brought to the appropriate authority for sanction.” Similarly, the Vice Chancellor of UNIJOS, Hayward Mafuyai, told this newspaper via a text message that he was yet to receive any report on the incident. The Executive Secretary of the Presidential Advisory Committee Against Corruption, Bolaji Owasanoye, initially said the committee was unaware of the incident, and asked for time for him to make an inquiry. Later, Prof. Owasanoye reverted to say Mrs. Daudu confirmed to him there was a pending allegation of examination malpractice against her but that she was working to establish her innocence. Analysts have started to pick holes in the
official story about the Nigerian schoolgirl,
who is said to have been “rescued” by
Nigerian security forces. Nigerian army confirmed late Wednesday that one of the over 200 schoolgirls abducted from their dormitory in 2014 by Boko Haram was now free, adding the girl now had a baby and was found in the company of a man, who claimed to be her husband. In a statement, army spokesman Sani Usman said: “The rescued Chibok schoolgirl, Amina Ali, was airlifted by Nigeria air force Super Puma aircraft from Damboa to Maiduguri alongside her baby and supposed husband, Mohammed Hayatu.” Initially, the army had identified the girl as Falmata, which contradicted the name, Amina Ali, given by the #BringBackOurGirls movement that appeared at number 127 in the list of the 219 girls still reported missing. The statement added that both Amina and her baby were now in stable condition, and would be flown to the Nigerian capital Abuja later Thursday to meet Nigerian President Muhammadu Buhari. The purported husband was being questioned by the army. The #BringBackOurGirls group said in a statement Wednesday that Amina had spoken with her mother and revealed that her classmates still remained behind in the Sambisa forest, which is considered as the fortress of Boko Haram extremist militant group. Analysts said it remains unclear if the survivor had been released by Boko Haram or rescued by the army. Ryan Cummings, director of the Johannesburg-based security firm Signal Risk, said: “The narrative presented is that the #ChibokGirls are a prized commodity by Boko Haram [and] yet the hostage [was found] wandering in Sambisa [which] suggests otherwise.” Counter-terrorism expert Fulan Nasrullah said: “Why only she was discovered, the story of discovery itself doesn't add up. “It's highly probable that her released was engineered." At least 276 girls were kidnapped from their school dormitory in Nigeria’s northeastern Chibok town on April 14, 2014, by Boko Haram militants. Only 57 of the girls had been accounted for, leaving an estimated 219 others unaccounted for. Buhari has been under pressure from the #BringBackOurGirls movement and other groups to do more to ensure the girls are freed. A Federal High Court in Abuja on Thursday
ordered the reinstatement of Mr. Momoh
Jimoh as the Speaker of the Kogi State
House of Assembly. Lawal and nine other officers of the state assembly were on February 16 removed from their various offices by a five members led by Mr. Umar Imam. There are a total of 20 members in the House of Assembly. Delivering judgment on Thursday in a suit filed by Lawal and nine others, Justice Nnamdi Dimgba, ordered Imam and members of his group to immediately vacate the positions of the House of Assembly which they took over from the plaintiffs. Umar and members of his faction – Friday Sani, Lawal Ahmed, Bello Abdullahi and John Abah were sued as the 1st to the 5th defendants in the suit. The rest of the respondents joined as 6th to 9th defendants are the Inspector General of Police, the Director-General of the Department of State Service, Commandant Civil Defence Corps and Kogi State House of Assembly. Justice Dimgba ruled on Thursday, “It is hereby ordered that the 1st to 5th defendants should immediately vacate the different offices they now purportedly occupy by reason of the purported impeachment and removal of the Speaker and other principal officers.” He directed Lawal and the other principal officers (2nd to 9th plaintiffs) to immediately resume their duties in their different offices “as they were never impeached and/or removed”. A Federal High Court in Abuja on Thursday
ordered the reinstatement of Mr. Momoh
Jimoh as the Speaker of the Kogi State
House of Assembly. Lawal and nine other officers of the state assembly were on February 16 removed from their various offices by a five members led by Mr. Umar Imam. There are a total of 20 members in the House of Assembly. Delivering judgment on Thursday in a suit filed by Lawal and nine others, Justice Nnamdi Dimgba, ordered Imam and members of his group to immediately vacate the positions of the House of Assembly which they took over from the plaintiffs. Umar and members of his faction – Friday Sani, Lawal Ahmed, Bello Abdullahi and John Abah were sued as the 1st to the 5th defendants in the suit. The rest of the respondents joined as 6th to 9th defendants are the Inspector General of Police, the Director-General of the Department of State Service, Commandant Civil Defence Corps and Kogi State House of Assembly. Justice Dimgba ruled on Thursday, “It is hereby ordered that the 1st to 5th defendants should immediately vacate the different offices they now purportedly occupy by reason of the purported impeachment and removal of the Speaker and other principal officers.” He directed Lawal and the other principal officers (2nd to 9th plaintiffs) to immediately resume their duties in their different offices “as they were never impeached and/or removed”. A statement by media spokesperson for Vice President Yemi Osinbajo, Mr. Laolu Akande, yesterday, in Abuja said: “All together, the Federal Government would be directly impacting the lives of more than eight million Nigerians in different social investments in 2016 budget spending that would provide succour and be ready-made palliatives to ordinary Nigerians.” Giving a breakdown of the interventions and palliatives, Akande said there would be “direct payment of N5,000 monthly to one million extremely poor Nigerians for 12 months as provided for in the 2016 budget for which N$68.7 billion has been appropriated.” Similarly, he said government had also made available a “direct provision of very soft loan-cash for market women, men and traders, including artisans and agric workers. "This would be for a total of 1.76 million Nigerians without the requirement for conventional collateral. Some of the traders will likely get about N60,000. A total sum of N140.3 billion has already been appropriated for this in the budget.” The details also showed there would be “payment of between N23,000 and N30,000 per month to 500,000 unemployed graduates, who would be trained, paid and deployed to work as volunteer teachers, public health officers and extension service workers, among other responsibilities. According to the media aide, "they would also be given electronic devices to empower them technologically both for their assignments and beyond. 100,000 artisans would also be trained and paid. N191.5 billion has been set aside for this in the budget. “At least 5.5 million Nigerian primary school children, starting first in 18 states, three per geopolitical zones, would be fed for 200 school days under the free Homegrown School Feeding Programme." He said N93.1 billion had been appropriated for this in the 2016 budget. “100,000 tertiary students in Science Technology Engineering & Maths-STEM, plus Education, will partake in the N5.8 billion already provided for this education grant in the budget. This payment would also be made directly to the students.” He stated that these measures that would start in a matter of weeks, would certainly lift the ordinary man from the pangs of economic hardship and poverty. Governor Rochas Okorocha of Imo State has promised to encourage and support President Muhammadu Buhari for a second term in office. Okorocha who made this promise while inspecting projects in Owerrri, also assured that he would not contest against President Buhari in the 2019 election.
