The Arewa Youths Congress has decorated the Presidential aspirant of All Progressives Grand Alliance APGA, Professor Peter Umeadi as the Hasken Matassen Arewa, meaning the shining of Arewa youths.

The award ceremony and turbaning was conducted on Wednesday 20th January 2021, by the President of Arewa Youths Congress of Nigeria AYCN, Alhaji Rilwan Musa Daura, the Vice President Ambassador Mohammed Abdullahi Usman and the Secretary, Matthew Narnkin, at the country home of the APGA Presidential aspirant, Prof. Peter Umeadi.

This is the second of such recognition and honour to be received by the eminent jurist from the northern part of the country. The first was, Yandakan Yanware, from Yanware District Head, in Tsafe Emirate Council of Zamfara State.

In a speech during the occasion, the leadership of Arewa said "we have decided to recognise you with the Arewa Excellence Award and to decorate you as the Hasken Matassen Arewa because your conduct in both private and official capacities have defined what we in Arewa stand to represent, and you are a motivation to us the Arewa youths."

Building synergy in the quest for national progress needs people of integrity, diligence, dedication to service, love for humanity, professional excellence and people with positively modeled character like your person. This is a demonstration of our interest in your person to lead this country come 2023." The group added.

In his responds, Prof. Peter Umeadi went down memory lane to recount the good old days in the history of nigeria, when the North formed progressive alliances with the east, and pledged to sustain those ideals of unity that has held nigerians together.

The traditional ruler of Isiagu in Awka South Local Government Area of Anambra State, Igwe Austin Nwankwo, has dragged one of his subjects, Chief Ben Ifeatu, to Magistrate Court I sitting in Awka, the state capital, for failing to recognize and address him as His Royal Majesty.

Nwankwo told the court, on Wednesday, January 20, that Chief Ifeatu, had continued to address him as Chief Austin Nwankwo, instead of addressing him as His Royal Majesty, Igwe Austine Nwankwo.

According to the monarch, Ifeatu also continued to incite other members of the community against him.

“Ben Ifeatu had continued to address me as Chief Austin Nwankwo, when he is aware I am his traditional ruler. When he started contending my position as traditional ruler of Isiagu ancient kingdom, I tendered my certificate of recognition in court.

"Government of Anambra State gave me certificate as traditional ruler of Isiagu; I am also the chairman of Awka South Traditional Rulers Council. When I tendered the certificate in the High Court, neither Chief Ifeatu nor his counsel, N.O Nwadinobi, raised objection; yet, he had continued to address me as mere chief,” he said.

Ifeatu, on his own, told the court that he failed to recognize Igwe Austin Nwankwo, as the traditional ruler of Isiagu ancient kingdom because, the igweship stool of the community was still under contention.

“I will not recognize him as my traditional ruler. Only him knows how and where he got the certificate of recognition. So, it behooves on him to prove to the court that he is the authentic traditional ruler,” he said.

The defense counsel, Mr. N.O Nwadinobi, explained to the court that his client had refused to recognized Nwankwo as traditional ruler because, according to him, the traditional stool of the community was still subject to contention in the Anambra State High Court.

Counsel to the plaintiff (Igwe Nwankwo), Mr. E.E Ogbebe, told the court that his client, Igwe Austin Nwankwo, remained the traditional ruler of the community, having got his certificate of recognition from the Anambra State government, and, therefore, must be accorded respect and recognition as traditional ruler.
In her ruling, the Chief Magistrate, Mrs O.N Ike, told counsel to the plaintiff to apply officially in written address, so that she would study the application and act accordingly.
“Let the truth be told: since he has tendered his certificate in court, which is deemed to have been issued by the state, it is proper to address him as Igwe; until it is proved otherwise by the court. However, I will advise counsel to the plaintiff to apply officially to enable the court act appropriately,” she added.
The matter was adjourned to March 17, for continuation of hearing.

Ahead of the 2023 General elections, the search has begun, for a credible candidate of Southeast extraction for the presidential seat, as agitations intensify for other geo-political zones of the country, to support the region to produce the next president of Nigeria.

Against this backdrop, a notable group of community leaders from the entire southeast of Nigeria, last weekend, resolved to support the aspiration of Prof Peter Umeadi for the 2023 presidential election.

The group which came under the auspices of the Association of Southeast Past Presidents-General (ASEPP), from over 2000 communities of the Southeast states of Nigeria, namely Abia, Anambra, Ebonyi, Enugu and Imo; publicly endorsed "Prof Peter Umeadi as Igbo Presidential candidate in 2023."

The endorsement ceremony which took place at the country home of the presidential aspirant, Nri in Anaocha Local Government Area of Anambra State, also attracted other interest groups from south-south and south-west geo-political zones.

Announcing the endorsement, the National President of ASEPP, Mazi Omife Omife, said the group is committed to "ensuring the emergence of a Nigerian President of Igbo extraction in 2023, in regard to the principles of equity, justice and fairness in Nigerian politics."

Omife noted that having painstakingly analyzed the ambition of all top Igbo politicians, they have come to the conclusion that none has declared interest in becoming Nigeria’s President, rather they were aiming at the Vice Presidential slot in their various political parties, which he noted, is not acceptable for Ndigbo in 2023 presidential race.

According to him, only Prof Umeadi has shown genuine interest in contesting the Presidential election, hence their support and endorsement.
“ASEPP like other patriotic Pan-Igbo group, has consistently decried the marginalization of Igbos in the Nigerian affairs especially as it concerns the leadership of the country. We have discovered also that part of the reasons for this was due to the inability of the Igbos, to present a candidate with the requisite credentials, antecedents and personal attributes, formidable enough to garner nationwide acceptability. It was after a painstaking search for a credible Igbo candidate that satisfies the above criteria that we found Professor Umeadi.”

The ASEPP President took time to eulogize Umeadi’ excellent career in the judiciary, his integrity, courage, patriotism and commitment to the Igbo cause, adding that Igbos have in him, a quality candidate for the position.

He called on the various political parties in the country to reach out to Umeadi for possible adoption, noting that any party that adopts him, will be sure of the support of the over 2000 communities in the Southeast at the next general elections.

In his words; “We also call on all Igbos, irrespective of party affiliation, to support our endorsement of Professor Umeadi and join hands to make Igbos proud in giving Nigeria the best President we never had after Dr Nnamdi Azikiwe. All our members across the Southeast states and beyond are encouraged to spread the message of this endorsement in all the communities, to ensure total support for Prof Umeadi during the 2023 Presidential elections.”

The chairmen of ASEPP in all states of the Southeast, also took turns to validate the endorsement of Professor Umeadi, assuring of their commitment to mobilise support from their various local communities to achieve victory at the polls.

In a goodwill message to the event, the National President, National Forum for Southeast Presidency, Dr Patrick Enuneku said it is heartwarming that their agitation and struggle for the realization of a South-easterner becoming the President of Nigeria, is yielding results, adding that Professor Umeadi’s credentials speaks of a man with the capacity to turn around the fortunes of the country.

He acknowledged that Igbos are gifted in the management of the resources and a Nigerian President of Igbo extraction come 2023, will help address the numerous socio-economic woes of Nigeria

Enuneku maintained that for Nigeria to move forward, there must be equity and fairness, and this supports the claims for the presidential seat in 2023 by the Igbos.
“It is only in the presence of equity that there can be peace in Nigeria. By doctrine of what I call unwritten agreement, the Nigerian nation has rotated its presidency among the Northern and Southern region. In the course of this rotation, it is only the Southeast region that has not produced the president of this country in the Southern protectorate since the return of democracy in 1999. The southwest has tasted it same as the southsouth. So, there is the need for all Nigerians to be united in working for the achievement of a Nigerian President of Igbo extraction in 2023. This will also douse the agitation for an independent state of Biafra,” he opined.

Responding, Prof Umeadi thanked the group for the endorsement which he described as evident to the fact that Igbos are beginning to unite in the pursuit of their common good.
According to him, since the end of the Nigerian Civil War of 1967-1970, the promise to reintegrate the Igbos back into the Nigerian nation was not fulfilled, creating a lacuna.
In his view, a Nigerian President of Igbo extraction in 2023, will help address this lacuna.
“People of the Southeast should focus metaphorically on a post-Alex Ekwueme united Nigeria where the Igbos should aim at acquiring political power through the ballot box after negotiating same with other geo-political zones. It is morally indefensible to deny the Igbos the opportunity to vie and win the highest office of the Federal Republic of Nigeria come 2023. I, therefore, describe this endorsement as historical, epochal and monumental,” the professor of Law acknowledged.
“The endorsement,” he said, “is a pathway to unity, cohesion and a vehicle to collectively harness our efforts at building a prosperous Nigeria and in the process, reap our just rewards. I hereby accept your endorsements.”

Umeadi promised to engender a system of justice and good governance within four years, that will yield affordable healthcare for all, the security of lives and property, enabling environment for economic growth and access to a quality life.
He said if elected, he will embark on crucial and inevitable changes and reforms, committing to the sustenance of the sovereignty and the corporate existence of Nigeria as a united country.

The highpoint of the occasion was the presentation of the resolution and articles of endorsement, which they unanimously adopted since 18th December 2020; to Professor Umeadi by the leaders of the group.

In a typical Nigeria public service scene, there are some actors, whose stock in trade remains bellicosity, cutting corners, envy and promotion of all other vices encapsulated in the infamous Pull-Him-Down Syndrome.


To such people who promote mediocrity, cronyism and avuncular posturing, they detest excellence, professionalism and commitment to duty. 


They also abhor innovation while anyone who comes around as a determined personality that could turn things around positively for the better is immediately marked as a threat that should be stopped at all costs.


It is based on the above premise that one shouldn’t be surprised at the barrage of attacks, casting of aspersions and innuendos in recent times targeted on the person of Dr Joseph Ugboaja, Chairman, Medical Advisory Committee, CMAC, Nnamdi Azikiwe University Teaching Hospital, NAUTH, Nnewi.


Some people who are not only afraid of his towering achievements and track records of excellent performance while discharging his assigned duties and responsibilities, have vowed to destroy his hard earned reputation and integrity.

 Unfortunately and too bad  for them, they won’t succeed.


From linking and trying to make him culpable for the unfortunate demise of Dr Martins Ifeanyichukwu, they are now throwing another mud on him alleging a case of job racketeering in NAUTH against him.


But in all these, the man Dr Ugboaja remains unshaken and undeterred knowing that all the shenanigans were actions geared towards distracting him from the onerous task assigned to him as the CMAC and other responsibilities on his shoulder.


The NAUTH management has set up an investigative panel that would not only make recommendations but also unravel the true position over the unfortunate death of Dr Martins.


While waiting for the conclusion of the panel report and without trying to  pre-empt their findings, the public is therefore enjoined to refrain from joining the crucifying mob in achieving their target.


While the allegations of job racketeering doesn’t deserve any dignifying response, it should  be stated also for the sake of clarity and posterity that Dr. Ugboaja has no link whatsoever with anything of such.  The allegation remains a figment of the imagination of detractors who are already consumed in their schizophrenic quest in pursuing a virtuous man.


Such concocted tissue of lies cannot stand the test of time and should be discountenanced by all responsible men of goodwill. Our consolation is in the words of Thomas Carlyle who said that “No lie can live forever”. General Grosvenor also captured the frustrations of liars too when he said that “Figures don’t lie but liars would always figure”.


Dr Joseph Ugboaja has paid his dues in excellent service since he joined NAUTH in 2005 as a Resident Doctor. His footprints since his ascendancy to the management cadre in 2014 as Deputy CMAC to his present status are all in the public domain for any rational discerning mind to peruse.


His further moves in future at NAUTH are in God’s hands and He would determine how it goes.  Cicero said that “virtue has its own reward”.


Dr Ugboaja believes in virtue and would continue to uphold its principles just as Shakespeare said that “Virtue is bold and goodness never fearful”


Sir Henry Wolton concluded it when he said that “Virtue is the roughest way, but proves at night, a bed of roses”.


Who is afraid of Dr Ugboaja? Why is every write-up about NAUTH, Nnewi this time targeted at his person even when he is not the person in charge of the institution yet? 


NAUTH has its Chains of Command in administrative structure while every discerning mind would know that the barrages of attacks are simply targeted to stop him and his rising profile with its attendant prospects.


Nwata kpakaria ibe ya na nku, asi na okpara na ajo ofia. When a boy outshines his peers in the art of fetching firewood, his adversaries would say he fetched from the evil forest.


But in all, we are confident it shall end in praise to the confounding of the detractors!

Some stakeholders in Anambra state have sued for peace among the three warring communities, Aguleri, Umueri and Umuoba Anam in Anambra East Local Government Area, where a land dispute had claimed about two lives aside loss of valuable properties.

Reacting to the communal clashes, the Anambra Civil Society Network (ACSONET) a platform for Citizens and Non State Actors, in a release signed by its Chairman, Prince Chris Azor, implored the communities to eschew all forms of violence and pursue peace towards resolving their grievances.

“We call on the traditional rulers and leaders of both communities, as well as the entire Omambala stakeholders, to convoke peace building and conflict resolution dialogue meetings, that would engender sustainable peaceful coexistence in the affected Communities.

“We further remind the people that escalation of the crisis may adversely affect lives and livelihoods of our people, more so during this COVID-19 pandemic and its debilitating social and economic challenges. Our members are already assisting in peace building, resilience and rehabilitation efforts in the affected communities,” ACSONET enthused.

Also speaking, a People’s Democratic Party (PDP) gubernatorial Aspirant on Anambra 2021 poll, Mr Valentine Ozigbo urged quick intervention of authorities in resolving the impasse because according to him, it was entirely condemnable.

"Violence never solves the problem; it only makes things worse. As Ndi Anambra, a hurt to one of us is hurt to all of us. What we need now is proactive leadership at the state level to intervene by deescalating the conflict and deploying solutions to bring lasting peace to our brothers and sisters in these communities.

"Community conflict in Anambra, and indeed Nigeria, should be made to be a thing of the past. Progressive societies have moved beyond conflict into co-operation. Ndi Anambra must evolve. We should be coming together to leverage our collective strength for progress," Ozigbo admonished.

On his part, the member representing Ekwusigo, Nnewi north and Nnewi South Federal constituency, Engr. Chris Emeka Azubogu, posited that destruction of lives and properties as a result of land disputes was inhumane.

"We are a republican people by nature who resolve disputes through community meetings; not war. Killings and destruction of properties reduces our humanity and going forward, we should shun both as means of conflict resolution,” Azubodu maintained.

To Dr Tony Nwoye, the immediate past member representing Anambra East and Anambra West federal constituency, the warring communities should sheath their swords to avoid a repeat of what happened in the area in 1999 that led to loss of many lives and others.

“I therefore call on my brothers from both sides to completely eschew and reject any form of Armed/violent resolution of the land dispute between them and embrace peaceful dialogue as one and only way of resolving any issue,” Nwoye advised.

The founder and leader, Living Christ Mission Inc., Daddy Hezekiah, has identified total submission to God as a refuge as the key to survive hard time or prosper.

According to the Chancellor, Hezekiah University, Umudi—Imo State, submitting unto God as refuge was also the secret of the biblical King David and other servants of God, a sure way to succeed, prosper or defeat enemies.

“If you want to succeed, prosper, defeat all your enemies, have perfect protection and live happily, you must make the Supreme God Almighty your refuge, fortress, shelter and stronghold. This was the secret of King David and other servants of God before us. The Bible says, “Because you have made the Lord your refuge, the Most High your habitation, no evil shall befall you, no scourge come near your tent (Psalm 91:9-10).

“No matter what, please, do not abandon God or run away from Him. Do your best to always seek Him and do his will because the bible says, “ I love those who love me, and those who seek me diligently find me (Proverb 8:17”; “The Lord is with you while you are with him. If you seek him, he will be found by you. But if you forsake Him, He will forsake you (2nd Chronicles 5: 1-2),” he stated in a special New year message disseminated to journalists in Awka, Anambra state capital.

“Sincerely speaking, the year 2020 was very dangerous and claims mullions of lives due to hardship, hunger, kidnapping, ritual killings, many social ills, sickness and the greatest killer, the coronavirus pandemic from China which did not only waste the millions of lives but destroyed world economy and many valuable things. God who protected you in 2020, protect and be with you the more in 2021. May he prosper you and may He not allow your enemies to triumph over you, may your enemies not humiliate nor laugh at you,” he added.

The Spiritual Director, Holy Ghost Adoration Ministry, Uke, Idemili North LGA, Anambra State, Rev. Fr. Obimma Emmanuel aka Ebube Muonso, was in the news recently over his support to the Nigerian Presidency of Igbo extraction. In this interview with OKECHUKWU ONUEGBU, the Parish Priest of the Blessed Iwene Tansi Parish, Umudioka, elaborated on it including his desire for the youth to given opportunity to participate fully in Nigeria political terrain.

What would be your advice to the new leadership of Ohanaeze Ndigbo especially now the 2023 poll is on the lips of every Nigerian?
My candid advice is to the new leadership of Ohaneze is that they should become the true mouthpiece of the people. They should be ready to be jailed because of Igbo interest. The new president must make himself true activist. Some of the past leaders failed to confront the ills in the society because; they would either have skeletons in their cuboids or might have interests to protect. Some of the past leaders, instead of working for Igbo interest, lobbied for political posts and federal contracts. That is not what a group like Ohaneze should be. The new president of Ohaneze and others under him must have a blend of action and reasoning in order to succeed. I also advise Ohaneze to come to a round table and present candidate for presidency. 2023 Igbo presidential project should be the target of the new Ohaneze leadership. The Ohaneze leadership should also draw synergy with the north, the west and other parts of Nigeria, in order to make the vision fruitful. I also call on the Christian Association of Nigeria, CAN, to see reason in the Igbo agitation for president. The church should also wade into the issue. Our God is a just God; so, CAN should go for justice, and see to it that a people that have been marginalized for a long time receive justice.


As an Igboman, what is your view on our 2023 presidential ambition?
My view is that if the rest of Nigerians will not allow Igboman to have a shot at the presidency in 2023, Ndigbo should go for any other option that will grant them a voice as a people who have right of self determination. Last time an Igboman was at the corridor of power was in 1983; about 40 years ago, when Dr. Alex Ekwueme was vice president to Ahaji Shehu Shagari. I see this as marginalization. For me, Nigeria should see 2023 as a year for the appeasement of the most marginalized people in the country, the Igbo. Agitations by the Indigenous People of Biafra, IPOB, and similar organizations are as a result of Igbo marginalization. Igbo, as a group in Nigeria, does not receive its fair share. My worry, still, is that some Igbo elites, who are fortunate to find themselves at vantage political positions, fight for their personal gains, as against collective gain and interest of Igbo people. They are not helping the matter at all. They have settled as second class citizens in their own country, and they are comfortable with that. This is very wrong. As far as 2023 presidency is concerned, Igbo should stand on their feet and take action collectively. In 2023, Igbo people should take concerted action to end marginalization. Ohaneze Ndigbo must be seen to be representing Igbo people; not their personal interests. 2023 is a test case for the apex Igbo socio cultural group. Ohaneze must be the mouthpiece of the Igbo people in this regard.


Recently, you gave a message titled: “You Shall be Lifted Up,” which centered on the need for Nigerian youths to be given the opportunity to showcase their potentials. Would you emphasise more on the topic?

Because of negative orchestrations in our country, Nigeria, which has negatively affected the future of our youths, I felt that the future of the Nigeria youths is bleak. Considering what is happening in the political and economic scenes, it appears that future of the youths is bleak. This is because, at the political scene, one will only observe the recycling of old people, who have necessarily outlived their usefulness in politics. The message was an advice that the older generation of politicians should retire or give chance; so that the younger generation of Nigerians will make their own contributions. The youthful age is the age of impart. The Nigerian youths have the energy to turn things around; the only hindrance is that they are not given the chance. In Nigeria, you can see the recycling of power from civilian rule to military rule, all dominated by older politicians. From the presidency to the least carder in politics are old people. Some politicians go to the senate, House of Representatives and the State Assemblies for as much as three times or more; while energetic, well educated and qualified youths are relegated to the background. I advocate that a law should be put in place to give our youths the opportunity to serve their fatherland, by making their own contributions. The message is also an encouragement for the youths to be hopeful, because, there shall be an upliftment for them. Despite the denials, the future of the Nigerian youth is still bright. Again, I advocate for political revolution. Let there be a revolution. Let these old politicians retire and give way for the younger generation to showcase their talents and potentials. That is my opinion. The youths are the workforce of any nation. They must work very hard to change the society for the better. Life does not get better by chance; it gets better by change, which comes through deliberate actions. I believe that the youths can change the face of Nigeria. What they need are visionary and selfless leaders with vision; leaders, who can sacrifice their time and resources to bring change to this country. Again, with regard to the present situation of Nigeria, I urge every Nigerian to be hopeful of a better tomorrow. Let the youths be futuristic. I also insist on the need for political revolution. As you can see, Nigeria is dormant and stagnant economically. The present crop of leaders in the country does not have what it takes to move the country forward. However, I foresee a change that will put smile in the faces of Nigerians. That is the summary of the message.
Many youths are poor due to lack of economic opportunities. How would you expect such category of citizens to overrun the political elites in order to bring the desired change?
Power belongs to the people. If the masses want a change, they can get it. That is why I said there is reason and need for a revolution. The revolution I mean is a situation where youths will come under one political umbrella, nominate a leader and tell the political elites and the entire Nigeria that it is either this man or no other person. This will also involve firm resolution of the youths, where they will decide that they are not going to collect money from anybody and sell their political vision. So, I will always advise them not to collect money and mortgage their future. Some youths are like the Biblical Esau, who could not see beyond his physical needs. Esau mortgaged his right because of yam portage. That is problem with some of our youths; they want immediate gain. So, in future elections, especially the 2023 general elections, Nigerian youths must be blunt. It is better they suffer a little while and enjoy forever. That is the attitude of those who have strong mindset to succeed. In 2023, they must not allow themselves to be used as political thugs; because, by so doing, they will be selling their collective future. I insist that the future of the Nigerian youth is presently in jeopardy. So, this time around, they must come up bold under an umbrella and make a declaration. Then again, hard work is very necessary. As a youth, anywhere you find yourself; see yourself as a world changer. Youths must have the mindset for victory.

A claimant to the traditional stool of Isiagu community in Awka South Local Government Area of Anambra State, Chief Ben Ifeatu, has been arraigned at the Chief Magistrate Court I, Awka.

The 'monarch', it was learnt, was arraigned on two count charge of forgery and false claims bordering on alleged forgery of town union documents and signatures.

The police prosecutor, Mr. Emmanuel Oboma, told the court that Chief Ifeatu committed the offence on August 12, 2012, at the peak of chieftaincy tussle in Isiagu community.

“Chief Ben Ifeatu forged a letter head paper belonging to Isiagu Community Union in Awka South Local Government Area. When he was arrested over the issue, he said the document was issued to him by Isiagu Community Union as Igwe elect of the community. He also forged many signatures, which he said, were those of members of the town union executive.

“But when the leadership of the Isiagu Community Union was invited by police, they said that the letter did not emanate from them. When Chief Ifeatu was asked to produce the people that signed the document, he claimed that the signatories were all dead,” Oboma disclosed.

According to him, the offence contravened Sections 463 of the Criminal Code, which provides for three years imprisonment for forgery; and Sections 362 to 364 of the Penal Code, which stipulates punishment of up to 14 years.

However, the accused pleaded not guilty to the charge preferred against him, and the Chief Magistrate, O. N. Ike, after listening to the matter, adjourned it to Wednesday, January 20, 2021, for continuation of trial.

The founder, Living Christ Mission Inc., Most Rev. Prof. Daddy Hezekiah has condemned the ultimatum to vacate Northern part of the country issued to the Catholic Bishop of Sokoto Diocese, Matthew Hassan Kukah, by some leaders of the region following his new year message currently generating mixed reactions.

Hezekiah, who said the Bishop spoke the minds of Nigerians, urged the federal government to accord him maximum protection rather than allow him to be verified by anyone or group.

The Proprietor and Chancellor, Hezekiah University, Imo State, in a statement signed by his Special Assistant, Prof. Uriel Obiekwe Nwanolue, entreated Nigerians to rally round the embattled prelate in this difficult time.

“Bishop Kukah had said nothing wrong but what reflects the happenings in the country. Instead of the northerners giving him ultimatum to vacate Sokoto, they should implore the government of Nigeria to look into what Kukah said with a view to examining themselves, repositioning the country, taking corrections and making amendments where necessary.

“The Church leaders, the Christendom and well meaning Nigerians should rally round Bishop Kukah because he was speaking the minds of the generality of Nigerians especially the Christendom. Hence his personal security details should be fortified to guard against any eventuality, though God Almighty has been protecting him,” the statement added.

The man of God equally enjoined the federal government and Kaduna state government to quickly address the security challenges bedeviling Southern Kaduna, noting that all Nigerians should be allowed to enjoy the nation's constitutional rights and privileges.

According to him, “The federal government and Governor Nasir el-Rufai should sit up and do the needful towards protecting the lives of Southern Kaduna people. To this effect, the European Union, African Union, United Nations Organization and other notable International organisations are called upon to come to the rescue of the Southern Kaduna people. The people in southern kaduna especially Christians, are bonafide citizens of Nigeria and as such are entitled to enjoy the Nations constitutional rights, freedom and priviledges."


On the US general election, Prophet Hezekiah condemned the Wednesday 13th January, 2021 purported impeachment of President Donald Trump by the Nancy Pelosi led House of Representatives, describing it as a kangaroo impeachment, which was based on personal hate and absolute wickedness, by the US Democrats.

Prof Uzochukwu not killed by CMAC-NAU, Media consultant

An Onitsha based media consultant, Comrade Egbuna Daniel has warned against the politicization of the death of Prof Martin Uzochukwu who allegedly died of Covid-19 related complications for selfish reason.

Daniels, in a statement, said it is worrisome that attempts are being made by some persons to rap the unfortunate incident on the Chairman Medical Advisory Committee (CMAC) of Nnamdi Azikiwe University Teaching Hospital (NAUTH) Nnewi, Dr Joseph Ugboaja in order to score cheap political goals.

According to him, the buck if any should stop on the table of Chief Medical Director (CMD) or the consultant that handled the case.

The press read in part thus, "I don't see any reason why this unfortunate incident should be rapped on Dr Joseph Ugboaja. What I think we should be asking now is which private hospital in Nnewi kept the late professor for so long before it got to emergency level.

"That particular private hospital should be identified and closed down immediately based on the COVID_19 regulatory principle while the members of staff there should be trace to avoid the spread of covid-19 in the industrial town.

"We are aware of some politicians who wanted to use the unfortunate death of a man of good repute,Dr. Ifeanyichukwu to destroy the fast rising profile of Dr. Joseph Ugboaja whose name is in the fore front as the next Chief Medical Director of NAUTH".

"The media attack dogs being employed by their pay masters to single out the CMAC for destruction in order to create opportunities for their candidates for the CMD job at this hour is ungodly and unfortunate because he who destroy in order to succeed must meet destruction at the post of his success.

"Dr Ugboaja is in line with other contestants aspiring to become the CMD and he should not be singled out for blames over the unfortunate death of Prof Martin Uzochukwu. The alleged inefficiency of some management staff should not be blamed on the CMAC".

"The people who are alleging shortage of oxygen in the hospital are being economical with the truth and expressed worry that everything being said about the circumstances that led to death of the late professor should blame the hospital management and not on any person.”

Comrade Daniel said that he is deeply saddened by the unfortunate death of a professional who is reputed to be a good fellow, and prayed the good Lord to grant the family the fortitude to bear the irreparable loss.

Abacha community in Idemili North Local Government Area of Anambra State has implored governor Willie Obiano to reinstate their traditional ruler, HRH Igwe G. B. C. Mbakwe, whose certificate was withdrawn on 31st December 2020.

Mbakwe, who is among the 13 monarchs suspended by the governor for travelling to Abuja without permission, was one of the three whose certificates were eventually withdrawn.

The community in a protest march to the state government house, Monday, described Mbakwe as a good man but regretted that his traducers were hunting to remove him for no reason.

The protesters numbering over 50 cabinet chiefs, youth and women, had placards of different inscriptions some of which read detractors should stop distracting our Igwe and Abacha in general., Abacha wants the governor to pardon our Igwe GBC Mbakwe, Igwe GBC Mbakwe remains our traditional ruler, and we are solidly behind Igwe of Abacha,

The Chairman of Umudishi Abacha United (UAU), Chief Emeka Onwuka, who spoke on behalf of the protesters, lamented that some who lost out the Igweship contest with him and their cohorts capitalised on the suspension to singlehandedly nominate someone against the constitution of Abacha.

“Umudishi quarter is the quarter that produced Igwe GBC Mbakwe. For the over twenty years he has been on the throne he has never had any issue with the people of Abacha apart from occasional mischiefs sponsored by someone who contested with him and lost out. They now capitalised on the recent suspension of the Igwe GBC Mbakwe to mobilise their cohorts to exact their pound of fresh,” he alleged.

Also speaking, the Palace Secretary, Chief Ezechukwu Mbakwe, urged urgent intervention of the government to resolve the crisis instigated by Mbakwe’s traducers who went on to unilaterally select one man against section 4 (a & b) of Igweship Constitution of Abacha.

“The process of Igweship selection cannot be equated to substituting a player in a football pitch. The Igweship constitution of Abacha provides strict guidelines and procedure for selecting a credible candidate. We have six months allowed us by the constitution and our time is still running. Igwe is trying to mend fences with the government and if his issues are resolved, to God be the glory, if not, Umudishi will produce their candidate for Igweship within the stipulated time allowed by the Igweship constitution of Abacha (section 4 A and B),” he stated.

On his part, Dr Chinedu Odiegwu, another indigene of the town and Senior Lecturer at the Nnamdi Azikiwe University Awka, said there was no vacancy in Abacha throne but even if it becomes tomorrow, it must follow due process.

Responding, the state Commissioner for Local Government, Chieftaincy and Community Affairs, Mr Greg. Obi represented by a staff of the ministry, Mr Henry Nwasike, urged them to remain peaceful and law abiding, assuring that he would relate their position and protest letter for further action.

As the agitation for power rotation to the south-East continues to gather momentum across the country ahead of 2023 presidential election, a group in northern Nigeria has declared support for Professor Peter Umeadi.

The Peter Umeadi Support Group for President 2023, made the declaration during the inaugural meeting of the North-West chapter of the movement held in Kano on Saturday.

They described Umeadi as seasoned technocrat whose antecedents in both the legal and judicial sectors are what Nigeria deserves in this period of our national development.


The Coordinator of the movement in the North West region, Alhaji Yakubu Ahmed Mohammed said Umeadi will use his abundant experience to implement the existing body of laws and policy frameworks to move the country forward.

"Our movement is calling for a great new Nigeria under Professor Peter Umeadi for the unity of the country. This is the official commencement of the movement ahead of 2023 to mobilize support for the candidacy of the legal luminary cum eminent jurist," Mohammed said.

He explained that, "It's not only about getting an Igbo president when the incumbent must have finished his second tenure by 2023 to be the next president of Nigeria.

"Under Professor Umeadi, Nigeria will have a detribalised leader whose priority will be to unite the country. He is a bridge builder in that aspect".

"As a former Chief Judge and Professor of law at University of Nigeria, Nsukka, Professor Umeadi will surely give the country an enlightened and egalitarian style of leadership, based on the principles of social justice, rule of law and equitable distribution of the nation's scarce resources," he added.

Also speaking at the event, the Zamfara state coordinator, Nura Mohammed expressed his joy, saying that the retired chief judge’s wealth of experience in law and justice will help boost the fortunes of Nigeria as one united and progressive nation.

Similarly, Barrister Jummai Alemu from Sokoto state said they decided to start the movement from Kano considering the significance of the region in Nigeria's politics with the hope of reaching the entire northern Nigeria.

The meeting which was attended by supporters from the seven states of the region, brainstormed on the political strategies of winning the people's mandate and recommended grassroot mobilisation as the best way of winning the acceptance of the masses. They also resolved to solicit the support of northern political elites for Professor Peter Umeadi's Presidential ambition.

In Nigeria, local government authority is the third tier of government. Given that it helps to entrench democracy at the grassroots, section 7 (subsection 1) of the 1999 constitution of the Federal Republic of Nigeria as amended provides that Local Government system should be administered democratically by elected Chairmen and Councillors.

The constitution also empowered 36 states of the federation with an exception of Abuja Council Areas to conduct elections into their respective Council Areas once in three years through a well established electoral board otherwise referred to as State Independent Electoral Commission (SIEC).

However, while most states adhere to this, Anambra had not, since the expiration of the tenure of those elected for 1999 to 2003. Governor Chris Ngige, who governed the state under the People’s Democratic Party (PDP), administered Council Areas with Transition Committee (TC) members empowered by the provisions of the Local Government Law of 1999, which has now undergone several amendments.

The administration of Mr Peter Obi managed to conduct local government election towards the end of his second term in office around January 2013, obviously because it became politically expedient for his government to use the local government poll to garner support from the vast majority of citizens at the grassroots in preparation for the November 17 (2013) governorship election which the party’s candidate, Willie Obiano won, and was subsequently sworn-in on March 17, 2014. Obiano had not only refused to conduct any round of the election but has continuously reappointed same group of party loyalists as TC members.

RENEWED AGITATION AND THE ARTHUR EZE CONNECTION.

Late July, 2020 an Anambra state born oil magnate, Prince Arthur Eze, threatened to sue Governor Willie Obiano, for allegedly shortchanging traditional rulers in the state, by denaying the monarchs what he(Eze) claimed was their entitlements from the local government funds.

Eze, who was addressing a meeting of traditional rulers held at the palace of the traditional ruler of Ukwulu community, Dunukofia LGA, Igwe Peter Uyanwa, recalled that there was a national policy that came to fore during the Sani Abacha regime mandating that five per cent of the local government allocation should be given to traditional institutions within the LGA.

According to him, “In the North and in the South-West, they still pay the five per cent of the local government allocations to the traditional institutions. In the South-East only Enugu State pays that. Down here, that is not the case. What is Obiano doing with that money? He is not building industries, nothing. What is he doing with the money meant to keep our traditional institutions strong? In a few days’ time, I will take him to court to explain why he is not paying our traditional rulers that money. That’s wickedness. Igbo people hate themselves.”
Although the Governor did not personally respond to these statements, his aides are all over the social media abusing Prince Eze. And in what seemed like a vendetta, Igwe Uyanwa, who hosted the meetings, where the issue came up, was subsequently suspended for one year by the government.

Also, the Chairman of Nigeria Labour Congress NLC, Anambra State chapter, Comrade Jerry Nnubia, in a recent interview with newsmen, regretted that the state was yet to conduct LG poll despite that the congress has been clamouring for democratically elected local government officials for many years.
Nnubia, whose congress also tried in the past to convince the state house of Assembly to pass Local Government Autonomy bill to no avail, was however optimistic that having elected council officials were capable of addressing the spate of unemployment at the grassroots, as well as increasing youths participation in the governance.

On his part, the State Secretary of PDP, Barr. John Okoli Akirika, described it as “a disservice to the people of the state’’ and an indication of Obiano’s failure to get his priority right."
“Quite surprisingly, the legislature has been indulging him in this illegality. The actions border on lack of accountability on the side of the executive and irresponsibility on the part of the legislature to demand that the government do the needful. The executive should have continued with the democratic structures it inherited and the legislature should have insisted on continuing with the democratic system they inherited,” he added.

THE LEGAL PERSPECTIVE

However, recent agitations for the conduct of council poll would have been avoided if the citizens had taken advantage of an earlier court judgement to that effect.
Anambra State High Court sitting in Awka and presided over by the then Chief Judge, Justice Peter Umeadi had on May 18, 2017, sacked the local government caretaker chairmen and councillors appointed by Governor Obiano, and ordered the Anambra State Independent Electoral Commission to conduct local government election in the state within 90 days of the judgment, in line with section 64(1) of the Local Government law of Anambra State (as amended).

Delivering judgment in Suit No: A/182/2016, All Progressive Congress (APC) & 21 others V Anambra State Independent Electoral Commission & 28 Others, Justice Umeadi held that "I am of the firm view that that the 1st and 2nd defendants in the circumstance as the tenure of the 9th and 2nd defendants were coming to a close in 2015 ought not to have surrendered their and mandate to conduct elections as they did. I hold that in the circumstance the 1st defendant is bound to return to conduct that election since the appointment of the 9th-29th defendants into a Transition Committee is unconstitutional, unlawful, illegal, null and void.

"From the foregoing, the plaintiffs have indulged in a cacophony of prayers most time clashing against each other. See paragraph 51,66,70,71,and 72. There are reliefs which block and contradict others. I think that so much as findings have been made in this suit the court has the powers and the duty to make viable orders which in end are enforceable, flowing from the originating summons and serve the end of justice and in a suit of this nature, public policy."

"I am of the firm view that the 1st, 3rd and 4th defendants not having been able to show evidence of an emergency or any of such situation which makes it impossible to hold local government elections at the end of the tenure of 9th-29th defendants who were sworn in on 13/1/2014, the purport of constituting them into a transition Committee, when there should have been a full blown election conducted by 1st and 2nd defendants, is unacceptable, unconstitutional, null and void and of no effect.

" In the circumstances, it becomes necessary that the way ought to be made to allow the 1st defendants to conduct fresh elections which power was unfortunately abdicated in 2015."

The court therefore made the following orders:
" A) It is hereby declared that section 7(1) of the constitution of federal Republic of Nigeria 1999(Amended), section 4(1) and section 59 of the local government law of Anambra state 1999, guarantees the existence of a democratically elected government in the 21 local government councils of Anambra state.

B) it is hereby declared that section 208 (2)-(6) as amended, were made in consonance with good lagislative practice to fill a vacuum which may occur in the future, and in this case, is in tandem with the constitution of the the federal Republic of Nigeria 1999 and was validly made by the 6th defandants and is a competent law to be put in use by the 4th defendant in appropriate circumstances.

C) it is declared that there is no basis at law and in fact either to declare the 2nd-22nd plaintiffs as winners of election to the named local government councils in Anambra state or to be issued certificates of return as there were no elections held, and they were not validly nominated candidates of a political party as envisage by section 64(3) of the local government law of Anambra state.

D) it is hereby declared that the appointment of the 9th to 29th defendants as chairman transition Committee at the expiration of their tenure as Chairmen of elected Council on 12/1/2016 by the 4th defendant in the absence of an emergency or such like situation is wrongful, unconstitutional, illegal, null, void and of no effect.

E) it is hereby ordered that 1st defendant pursuant to section 64(1) of the local government law 1999(as Amended) appoint a date within 90 days from today for elections into the offices of Chairmen and members of the local government councils which became vacant on 12/1/2016".

Interestingly, Justice Umeadi has since retired from the bench and is now a card carying member of the APGA ruling government in the state.

THE JUDGEMENT STILL STAND

A lawyer, Mr Ifendu Okwubanego, said the judgement still stand because according to him, the state government never challenged it. “They only filed a notice of appeal at the Appeal Court at Enugu and abandoned the matter. I challenge the state government to show us any other court ruling that is preventing them from organising local government election, or any other judgement that supercedes Umeadi's judgement, on that matter."

Mr Okwubanego enjoined all citizens to support the current agitation by lending their voices to the demand for enforcement of the High Court judgment."Governor Willie Obiano should implement the said judgment, since there is no appellate judgment that prevents the conduct of local government polls. Failure to do so, will increase the level of anger against this government by highly influencial personalities like Prince Arthur Eze and traditional rulers."


On his part, a public affairs analyst, Mr Ejiofor Umegbogu blamed the non-conduct of the election on the existence of weak and uncoordinated opposition parties.


He contended that leaders of the main opposition parties in the state namely PDP and APC, ought to have taken the fight for local government election further by applying to the Court for judgment enforcement, or alternatively, urge the court to order the Accountant General for the federation to stop further remittances to the 21 local government areas, pending the enthronement of democratically elected officials in that tier of government.

Disquiet as Anambra lawmakers resort to secret sessions, ban journalists

Anambra state House of Assembly, Tuesday, banned journalists from gaining access into their complex as they officially resumed plenary.

The lawmakers had reconvened for official legislative businesses following governor Willie Obiano's broadcast on April 25 relaxing the 28 days lockdown occasioned by coronavirus.

Blueprint correspondent who was at the Assembly complex at 12.15pm with two other colleagues were told by security men at the entrance gate that his name was not among those authorised to cover the event.

“What is your name? It has been restricted. We have the list of those that can cover the event for today. The only journalists on the list are Kevin Ekediegwu, Peter Nwasike, Ogemdi Ozoemena, Chukwuemeka Modilim, Onu Nwasike, Vincent Ujumadu and Tony Okafor. They are only those to enter for today,” he stated.

But when contacted, Mr Emma Madu, the Press Secretary to the Assembly Speaker, Rt. Hon. Uche Okafor, said he was directed by the Clerk of the House to submit the list in line with coronavirus protocol.

“I was directed by the Clerk to compile the list because of coronavirus. We don’t have enough spaces for more journalists to enter except those on the list. This is in line with social distancing order,” Madu explained.

However, in a reply to a text sent to the Speaker, Uche Okafor, to clarify if he was aware of the ban, he said the House never discussed it and instructed the security men to allow only the journalist (that texted him in).

When asked about the fate of others, the security men said they were instructed to allow only the journalist who texted him and told Blueprint reporter and the other to text the Speaker as well or go home.

A colleague who was at the complex since 9.30am because his name was in the list of authorised reporters, said they were abandoned in the reception all through while the lawmakers 'claimed' to be holding executive session (meeting) in a hall for over two hours.

According to the reporter, they later went into the hallowed chamber at about 3.05pm and immediately moved for adjournment without deliberating on any issue.

"They moved for adjournment immediately. It was while supporting the adjournment that some of them commended governor Willie Obiano on his fight against COVID-19. It was adjourned to Tuesday next week," the reporter stated.

The claim by Chief Frederick Dike Ezenwata that he has cure for the deadly coronavirus has sparked off war between him and his community, Agulu, Anaocha LGA.

Ezenwata, a herbalist, had in a media chat, alleged that he was empowered by God to use Sun and Moon to penetrate the universe and exterminate COVID-19 from the world within 14 days.

“Corona virus broke out because Chinese people destroyed a certain shrine worshipped by their forefathers. The spirit got angry and inflicted them with the disease. But I can cure those already inflicted by the virus as well as stop it from the earth forever through the Grace of God. All I need to stop and cure corona virus within 14 days is for leaders to contact me on my phone numbers +2348069577403 or +2348078323043. They don’t need to see me in person. I can cure it on air.

“I am a renowned World Weather Controller. I am a spiritual scientist. I started controlling weather and healing the sick since 1976. I mounted spiritual powerful satlight on the Sun and the Moon. They are called He Quetoria Mazmazu and Rings of the World. I can use it to penetrate all parts of the world where corona virus is and wipe it out. When I start working, those already inflicted by the virus should be kept outside the sun at noon, under the moon at night and outside to receive air at 9pm,” he alleged.

But his community through its umbrella body, Agulu People’s Union (APU), Nigeria in a letter dated April 2, 2020 addressed to the native doctor and signed by its President General, Chief Andy Orakwelu and Mr Albert Dimaka (National Secretly), entitled “Fake claim for cure of coronavirus (COVID-19), asked Ezenwata to withdrew the comment within 24 hours.

It read “With reference to your posting in the Social Media claiming to have power to eliminate COVID-19 within 14 days and the consequent complaint from various quarters in Agulu and beyond, the President General of APU having interviewed you and found no basis for your claim hereby mandates as follows;

“a. You will refute your claim for cure of COVID-19 in the internet within 24hrs. b. No patient will be admitted by you in connection with COVID-19. Leadership of Agulu Peoples' Union frowns at your purported claim for cure of COVID-19 in view of the tensions and fear being by the claim.

“In view of the above, you will be closely monitored. Failure to comply with the above mandate exposes you to serious disciplinary action by APU. You are seriously warned to comply. You are expected to respond to this letter within 24hrs with evidence of accomplishment of mandate.”

However, Ezenwata, told our reporter that he would never withdraw his comment on the cure for COVID-19 which according to him, was a revelation from God, alleging that five coronavirus positive patients from a state in Western Nigeria and a ‘whitewoman’ that tested positive to the pandemic on her arrival to Nigeria had been cured of it after waiting under the sun for sometimes.

This according to him, was because he kickstarted the process even when he was yet to receive a dime or phone call from anyone, and implored his community and world leaders to kindly support him to wipe away the pandemic from earth immediately by contacting him on (2348069577403 or +2348078323043).

He also stated that he had met with law enforcement agents his town’s union reported him to and clarified to them that his cure for the deadly pandemic requires no physical contact with any patient but mainly on air by standing under the Sun or Moon.

Contacted on phone, the APU President General, Chief Andy Orakwelu, who said he was yet to discover where the herbalist’s laboratory was located, insisted that he must refute the claim although himself (Orakwelu) had officially reported him to the DSS.

COVID-19: Anglican church bans vigils, palm Sunday processions, others

The Archbishop, Province of Niger and Bishop, Diocese of Awka, Anglican Communion, Most Rev. Most Revd. Dr. Alexander Ibezim, has placed a ban on vigils, palm Sunday processions and other religious activities in the Church.

Ibezim, who disclosed this in a press release, said the decision was inline with the state government directives and World Health Organisation (WHO) preventive measures to corona virus currently ravaging the world.

He, however, announced that the Church would continue to pray for the scourge to go, while maintaining high health standards and clean environments, provision of hand washing facilities and educating and enforce strict compliance.

"We will Maintain approved spacing standards of 5-6 feet's. All Church activities in the Diocese that usually attract large crowds have been suspended until further notice. These includes: Elshaddai Monthly programme, Palm Sunday Processions, Diocesan Lenten Prayer Convention, Collation of Archdeacons and Installation of Canons, vigils, weddings, burials, and other forms of celebrations.

“The Diocese had earlier banned the celebration of peace which includes shaking of hands, hugging, e.t.c. Vicars and Parish Priests are encouraged to maintain office hours with prayers said at intervals of 9am, 12noon, 3pm and 6pm. The prayers can be organized for the Vicar's family, with that of there Curates, Church Teachers/Catechists and neighbours.

“The operative hours of our offices in the Diocese has been limited to 9am to 12noon until further notice. These include the Diocesan Central Office, Deanery/Archdeaconries, Parishes, Churches and Institution's offices. All officiating Ministers are advised to be snappy in the activities, not lasting more than one hour for each function," he added.

" Because of this, our forefathers held meetings and decided that the tree should be planted at village squares, markets, hospitals, homes, shrines and so on. All tribes and nationalities have different names for the plant. There are also other plants in different parts of the world with such medicinal values. Unfortunately, most of them have been felled indiscriminately out of ignorance, get rich quick syndrome and religious beliefs.

“All parts of this tree are useful, it’s bark, roots, leaves and even inhaling its scent heals. In that radio programme I promised to offer the plant to everyone for free. But only five persons came to my centre (CPHA) and took the plant for free. This attracted a delegate from the Federal College of Complementary and Alternative Medicine Abuja to my Centre. I conducted them round my herbal gardens and they confirmed it, promising to get back for further studies but never came back till date."

She, however, urged people, while keeping to stay indoors and social distancing order issued by the governments, to always grind uziza (African pepper/black pepper) and ginger and add it with lime or lemon, and drink a teaspoon of it in the morning and night for healthier living in the era of pandemic.

Ilonzo, who maintained that locusts and famine usually follow corona virus, warned Nigerians to expedite action towards exterminating the pandemic by visiting her home for solutions on them.

In the spirit of the season, Anti-piracy Society of Nigeria (APSON), a nongovernmental organisation, on Monday distributed not less than ten thousands free handgroves, sanitises and masks to Anambra state residents.

Distributing the materials at Eke-Awka, Nkwo-Enugwu Ukwu, Oye-Agu Abagana , Afor-Igwe, Oye-Olisa, and Afor-Nkpor, the Director General of APSON, Mr Frank Uduonu said the exercise was geared towards sensitising people on the need for personal hygiene and things needed to be done to be free or protected against covid-19 virus.

“We share the relief materials due to the high cost of hand sanitizer now, we choose to help our people to be safe. We call on our leaders to rise up to the challenge and do the needful. They shouldn't wait till election period to start sharing rice etc, the time to act is now, this is the time to show your constituency love not only when you want to contest election. Our religious leaders should rise up too, free hygiene materials will not kill them.

He said he was optimistic that when leaders invest positively on the society the price of commodities would be afordable to both the rich and poor.

"To be aware goes with responsibility such as the respect for the scale of the problem, and a calm consciousness of what needs to be done but panic and selfishness is a reproach to an effectual responsibility. Anti-Piracy Society of Nigeria (APSON), has deemed it wise and helpful to distribute some preventive materials such as 10,000 nose masks, 10,000 sanitizers and 5,000 hand gloves to the people of Anambra state in solidarity to curbing rapid spread of the virus, as they say ''prevention is better than cure," he added.

Ndi-Igbo United Forum (NUF), an apex sociopolitical group of Igbo nation, has appealed to all political parties in the country to zone their presidential tickets to South East geopolitical zone in 2023 Presidential poll.

The NUF President General, Chief Godson Ezenagu, in an interview with our reporter in Awka, Anambra state, emphasised that zoning engender peace, tranquility and development, adding that Igbo politicians were more qualified and positioned to transform the country for good if availed the opportunity.

He equally countered the Minister of Labour and Employment, Senator Chris Ngige, assertion that Igbo could only show readiness in the position when they join All Progressive Congress (APC), saying it was not true.

“In 1999, Nigerians placated the South West by presenting two Presidential candidates from the zone. One of them, Chief Olusegun Obasanjo eventually won. Nigerians also placated the South South by giving massive support to former President Goodluck Jonathan. Zone is very important in all we do even in family.

"All political parties should zone their Presidential ticket to South East in the principle of equity, natural justice and good conscience. Zoning will fissile out every agitation in the South East. If our brother Senator Ngige is not ready to present himself for the office, we have other men and women of timber and calibres who are ready for it. He should go ahead to canvass members in his party, while allowing others to do same.

"Our people are marketable and experienced. An Igbo man can contest and win Presidential seat anywhere in Africa, Europe or even Asian countries. Why can’t we have the same opportunity in our own country?,” he stated.

He, however, advised his people to develop more interest in the national politics as well as make known their aspiration across all political parties.

Ebenebe in Awka north LGA of Anambra State was once among the communities in Nigeria where forced and child marriages were customarily accepted despite being prohibited by extant laws. It was however, unanimously abolished on 31st December, 2019, following series of sensitisation dialogues and meetings with various organs of the community, powered by Women Information Network (WINET), a Non Governmental Organization based in Enugu.



OKECHUKWU ONUEGBU writes on the genesis to the revelation of the practice and how it had impacted on them positively and negatively.



Several years back when teenage and unmarried pregnancy was on the rise at Ebenebe, an agrarian community in Awka North Local Government Area of Anambra State, the people reportedly devised various means of checkmating the unfortunate incident. Prominent among the measures was that whoever impregnates a girl must either marry her or pay a fine of N10,000 (Imani ara) if he was not ready to take her as his bride.



When this was abused by some especially the affluent members of the society, the community adopted a more severe measure called “Tum, Num” or “Ituba m ime inuba m” loosely translates as “You must marry me once you impregnated me.”



Under this cultural practice, whoever impregnates a girl must marry her irrespective of his or her age, financial status, religion, ethnic or social origin, health condition and so on. Although few flouted the practice, most families married off their impregnated daughters to men who ‘committed the act’ without seeking their consent.



Investigations also show that there were instances where impregnated girls who failed to identify the men responsible including those whose lovers denied having affairs with or both families for any ‘cogent’ reason refused to take them as brides, were forced to marry other men of any age and status, who reached agreements with the girls’ parents.



It was however learnt that despite this practice, teenage and unmarried pregnancy persists in the community. It was also learnt this kind of marriage hardly lasts as it breeds abortion, out of school syndrome, divorce, stillbirths, maternal mortality, diseases, domestic violence, poverty, deaths, among others.



The practice is also against the Anambra State Child Rights Law (2004) which came into full force in 2006 and was gazzeted on May 4, 2017.



The law which prohibits all traditional and cultural practices that violate the rights of the child and criminalises them, also incorporates the basic principles of the Child’s Rights Act (CRA), United Nations Convention on the Rights of the Child (CRC), the African Charter on the Rights and Welfare of the Child (African Charter 1990), the Labour Act Cap 198 of LFN 1990 and Chapter IV of the 1999 Constitution of the Federal Republic of Nigeria as amended.



Section 23 to 24 of it provided that “No person under the age of 18 years is capable of contracting a valid marriage, and accordingly, a marriage so contracted is null and void and of no effect. No parent, guardian or any person shall betroth a child to any person. A betrothal in contravention of subsection (1) of this section is null and void.”



In section 25 of same law, a person who marries a child, to whom a child is betrothed, who promotes the marriage of a child or who betroths a child commits an offence and is liable on conviction to a fine of N500,000 or imprisonment for a term of five years or to both such fine and imprisonment.



As a result, in 2016 when the Women Information Network (WINET), Enugu got wind of the practice in Ebenebe, they conducted a baseline study to ascertain the veracity of the claims and probably save the food basket of Awka north from its adverse effects.



The Executive Director of WINET, Mrs Miriam Menkiti, said the study which employed Focused Group Discussion (FGD) and In-depth interview, and was subsequently published in 2017, established that truly, child and forced marriages were culturally accepted by all the eight villages of the community.



Menkiti explained that “Child marriage is a marriage contracted between a man and a young girl aged between 12 and 17 years. The community also has a cultural belief which emphasises that no unmarried girl should have a baby while living with her parents. So, girls who get pregnant are forced into marriage. The study identified culture, poverty and greed as some of the causes of child and forced marriages.”



A respondent in the published report said “Yes, we, the parents always force our pregnant daughters to get married to the person that got them pregnant. At times a girl is forced to get married to any man even if the person is as old as her father because it is not in our culture for a girl to give birth at her parents home.”



“Some girls are forced by their boyfriends to constipate with them and when they get pregnant, their parents or uncles instead of allowing them to nurse the babies after which they will go back to school, force them to marry the men or other men who they do not like,” a teenage respondent added in the report.



The traditional ruler of the community retorted in the publication, “As the traditional ruler of the community, I have to intervene in some cases of teenage pregnancy. There was one that the mother wanted to force to marry but she refused. She came to me and I called the parents, I advised the parents that they should not force her into child marriage. Today, the girl is a third-year undergraduate in the university of Calabar.”



Following the discovery, WINET, sponsored by a Spanish NGO, Mundo Cooperante, launched a campaign entitled "the Right to be a Girl", solely to sensitise the community on the need to abolish the practice, as at it was at variance with the provisions of Anambra State Child Rights Law, and Child's Rights Act of the Federal Republic of Nigeria.



“WINET in 2019 carried out sensitisation dialogues with different segments of the community including the youths, the girls, the men and the women, where they all released their commitment towards ending teenage marriages,” WINET Executive Director disclosed.



The efforts seemed to have paid off as the traditional ruler of Ebenebe, Igwe Christopher Emeka Nnaegbuna, on an occasion of the community’s cultural fiesta (Ebenebe Day), held on December 31st, 2019 proclaimed the practice abolished.



Speaking on the occasion, Igwe Nnaegbuna said “Ebenebe like every community has customs, rules and regulations which are not above the laws governing Anambra state and constitutions of Nigeria. Therefore, we cannot observe any practice that is against extant laws of the country. We have seen that under aged marriage impact negatively on people and society individually and collectively. It leads to diseases, stillbirths and deaths.”



The monarch, while also proscribing cultism and other forms of atrocities in the community, charged parents and guidance to train their children and wards in the ways of God to avoid teenage and unmarried pregnancies as the community would not hesitate in punishing offenders accordingly.



On his part, the Traditional Prime Minister (Onowu) of Ebenebe, Chief Joe Nwegwu, said the Igwe's proclamation was apt and a unanimous decision reached by all stakeholders in the community such as Igwe-in-Council, cabinet chiefs, Ebenebe Town Union (ETU) executives, youths, women leaders and others, and must be abided by all.



In separate interviews, the President General, Ebenebe Town Union (ETU), Hon. Paul Nnatuanya, a member of Igwe-in-Council, Chief Ezekiel Okafor and the President General of ETU Women Wing, Mrs Favour Nworah, assured their readiness to take the message to all the nooks and crannies of Ebenebe with a view to ensuring full compliance by both indigents and residents of the community.



Expressing happiness over the development, the Executive Director of WINET, Mrs Miriam Menkiti urged Ebenebe community to queue behind the proclamation, advising that a task force should be set by the community to enforce compliance where the need arises.

Inadequate staffing, poor infrastructure and others pose concern to mothers, children and other residents in accessing basic healthcare in Enugu State. Okechukwu Onuegbu explores this in this investigative report.

On Wednesday June 15, 2017, when Mrs Anastasia Nworie was in labour at about 9pm, she sought for a local midwife or Traditional Birth Attendant (TBA) in her community, Nachi, Udi LGA. Luckily, she was successfully delivered of a male child, Chizaram. Nachi has one Heath Centre at Enugu-Ameke village serving her four villages. The health centre, which shares boundary with Community Primary School, Enugu-Ameke is an edifice with a waiting room, now turned to immunisation office.

It lies in the heart of the bush, far away from home, very lonely unless when the primary school besides it is in session. Although it currently has solar powered refrigerator for immunisation purposes, other facilities like water, ultrasound machine, alternative power supply, security and others were unavailable. It was not even fenced, making its workers non-resident.

It was learnt that the poor village women manage to visit the health centre mostly for immunisation or antenatal care purposes. But when it comes to delivery, they either seek help elsewhere like TBA, private hospitals or travel to Udi General Hospital. When visited on November 11, 2019, not even a signpost was found for easy location. The route to the health centre has only two signposts, Community Primary School, Enugu-Ameke and Living Christ Mission. The deplorable road took this reporter almost 30 minutes by trekking.

Two female nurses and a male in mufti were seen. The supposedly officer-in-charge of the facility, who introduced self as ‘nurse Ikeorah’ told our disguised reporter they report to work every day. But, during our repeated visit at 12.15pm on 18th November, the health centre was under lock and key. A woman farming beside it told our reporter they left ‘few minutes ago.’

Like in Nachi, most public Health Centres visited in Enugu state are inaccessible to pregnant women. At Ukehe, Igbo-Etiti LGA, a pregnant teacher, Mrs Tina Eze, complained that she was referred to a private hospital when she developed complication at Ukehe Primary Healthcare Centre in 2017 due to insufficient facilities.

Her two children were reportedly delivered in the health centre but the third one did not come out even after rupture of the membrane. She was subsequently referred to a private hospital where a baby boy came out through Caesarian Section (CS). She claimed to have spent about N20,000 for the CS instead of N3,500 the health centre would have allegedly charged her for normal delivery.

She might be lucky compared to Umulungbe (Udi LGA) where pregnant women seek medical care in neighbouring communities. In 2018, a woman was said to have lost two children to complication after a ‘successful’ delivery in one of the existing TBA in the community. Umulungbe parked into Akpato Health Centre, a building where work is in progress, in October 2019. The edifice, built by the community with support from the Enugu state ministry of health, was a shadow of itself when visited on November 14.

Likewise, Mrs Cynthia Chuks, who was delivered of a baby boy on May 21, 2019, at a private hospital in Enugu alleged that her husband relocated her to the city after receiving antenatal care at Awgwu health centre in Awgwu LGA due to inadequate facilities.

These were despite budgetary allocations to the health sector every fiscal year. The capital expenditure for the Ministry of Health in 2019 was N1,112,200,000; N212,400,000 for Enugu State Hospitals Management Board; Enugu State Primary Healthcare Agency (N300,300,000). Also the recurrent expenditure for the ministry of health in 2017 was N398,995,191; N472,371,131 for 2018; and N275,037,904 in 2019.

However, the recurrent expenditure for Enugu State Primary Health Care was zero in 2017, N96,900,000 in 2018, and N114,900,000 in 2019, while those of State Health Board stood at N1,283,299,426 in 2017, N2,367,664,084 in 2018, and N2,367,664,084 in 2019. In 2018, the detailed budgeted capital receipt of the state indicated that N50,000,000 was expected for Health Reform Programme (Free Maternal and Child Health programme (FMCH) but was probably not spent as the column for ‘Actual’ on the budget read ‘zero’.

Enugu state government, it would be recalled, claimed to be running FMCH at the state Health Centres and General Hospitals. According to a report published on the state ministry of health website, FMCH, which began in 2007 was a policy aimed at providing free medical, antenatal, delivery and post-natal care to poor women and children in primary and secondary hospitals, and those referred to tertiary hospitals in the State.

Governor Ifeanyi Ugwuanyi while presenting the 2019 budget estimate of N109, 199 billion to the state House of Assembly last December, said his administration was committed to sustaining and improving on it. He allocated N2.37 billion to health ministry. A total of N50,000,000 was allocated for the FMCH programme in 2019.

To find out how these budgetary allocations were utilised in improving the state of Health centres especially as concerned maternal care in Enugu State, prompted this investigation across 3 senatorial districts namely: Enugu East, Enugu West and Enugu North. Three LGAs were visited in each of these zones. They include Nkanu West, Enugu North, Enugu South, Ezeagu, Oji River, Udi, Igbo-etiti, Nsukka, and Udenu.

At each of these LGAs, the reporter accessed two communities or two health centres and General Hospitals (where possible). They were Nachi Health centre; Udi General (district) Hospital; Akpato Health centre (Umulumgbe); Basic health centre and maternity, Mile 2 Orji river; Oji River General Hospital; Agungu Health Centre; Isiagu-Umumba Ndiagu health centre; Agba Umana Health centre; Ogui Nike Health Centre; and Poly Clinic (Poly General Hospital) Asata.

Others include Uwani Health Centre; Akpugo Agu health centre; Ndiuno Uwani Health Centres and quarters (Akpugo); Ozalla Health centre; Umueze Health centre; Model Health Centre (Agbamere ward) Eha Alumona; Ukehe Primary Healthcare centre; Orba ward model primary health care centre; and Imilikenu Health centre.

Findings:
The investigation revealed that most of the state health centres fall below the minimum standard for the primary level of health care facilities approved by National Primary Health Care Development Agency (NPHCDA, Ward Health system 2018) which include that building and premises must have two rooms with cross ventilation, walls and roof must be in good condition, functional separate male and female toilet facilities with water supply within the premises, a waste disposal site, be clearly signposted, among others.

It was also learnt that the workers demand registration fees of between N1000 to N2000 despite the claim by the Enugu state government that they were running FMCH. This enrollment fees allegedly cover opening of folder, cards, and prenatal laboratory tests such as hepatitis, genotype and malaria, blood group, HIV, Sphilis, routine drugs, others.
Some nurses and pregnant women allegedly pegged N3500 to N5000 as charges for normal delivery. Some of the nurses equally claimed that the FMCH programme was suspended three years ago owing to the fact that the state government was no longer supplying them with free drugs.

But women do not really bother about the payments. All they want is optimum service delivery. Mrs Georgina Madu, a volunteer labourer at Isiagwu Umumba-Ndiagu Health centre lamented that the only public Health center in the community of five villages, was in shamble.

“It has only two old beds, no light, no water and useful drugs. Only two nurses work there. And they don’t live in the vicinity because of bushy environment. This is why my children took my husband to Enugu for treatment two days ago. They have no toilet and bathroom. So, you see why pregnant women come for immunisation there and seek better place while in labour,” added, Mrs Madu.

The entrance gate into the Health Centre was locked when visited at exactly 12noon on Friday 15th November. A notice pasted on the gate revealed that the nurse on duty travelled to Aguobu-Owa, Eziagu LGA headquarters for a training since 14th November. The phone numbers on the post was called three times without response.

A Short Message Service (SMS) “Hello, my wife is on labour and I can’t see you. Do you advice I wait or take her to somewhere else,” was sent to it. No reply. But at 4.38pm she returned her calls. This reporter, who was indisposed, contacted her back at 5.20pm only for the receiver (a female voice) to say she had been on a training since 14th November.

At Agba Umana Health centre, no one was sighted as at 2.15pm on November 15. The two phone numbers found on the Health Centre’s nurses’ duty roaster hanged on a wall were switched off as at 2.49pm. The documents further showed that two nurses manned the facility on shift basis.

It was equally observed that the Health Centre was last renovated in 2010, while its perimeter fencing was abandoned halfway for a year or more.
Also, there were no accommodation for nurses in the environment full of grasses. The ceiling and window (glass lobes) of the building suggested that they had security threats. A peep through some vandalised windows showed that it has ten old beds, no power supply, among others.

The story was the same at Ukehe Primary Healthcare centre, where every pregnant woman desiring to be delivered of her baby, reportedly supply power and water. Their power generating set and borehole allegedly stopped working less than a year after its construction. It was also learnt the centre has nine staff, all work in two persons pay shift. Their solar powered refrigerator for immunisation was dysfunctional.

“This place leaks whenever it rains. This uncompleted perimeter fence had been here for over six years. As you can see, the alternative power supply machine installed about six years ago had been overtaken by bush. It was not used for once because the contractor locked up the equipment alleging he was owed by government,” a junior staff of the health centre bemaoned.

The health centre has no signpost, even as its nurses and doctors quarters were not inhabited due to the bushy environment and unavailability of doctor. The two elderly security men working in the centre were appointed by an undisclosed politician on salary scale of N5000 each per month.

Basic centre and maternity, Mile 2 Orji river; and Ogui Nike Health Centre (renovated on October 3, 2000), visited on November 11 and November 12 respectively, although fenced, have untidy environment as well as lack security, alternative power supply, among others. Agungu Health Centre visited on November 11 was still inhabiting an old building situated in uncompleted perimeter fence abandoned about five years ago, with no nurses and doctors' accommodation. Thus, its staff leave office from 6pm daily and could only attend to women in labour at night if previously arranged for.

Similarly, Ndiuno Uwani Health Centres and quarters (Akpugo); Ozalla Health centre; Umueze Health centre; and Imilikenu Health centre, all lack perimeter fence, security and water supply to boost their works. It was gathered that these health centres including Model Health Centre (Agbamere ward) Eha Alumona have insufficient staff. A source at Model Health Centre (Agbamere ward) whose entrance gate had dilapidated, added that power supply, solar refrigerator, security and drugs were their major concern.

A nurse met at Imilikenu health centre said they fetch water from someone’s house close to the institution as their water facility had gone moribund. The water scheme sited at the health centre by the Enugu state government as a client with the assistant of Water Aid had been overran by grasses. At Akpugo health centre (Akpugo Agu) fenced with doctor and nurses accommodations, lack alternative power supply having allegedly lost one to hoodlums. Also, it seemed to be lacking renovation after been commissioned on April 29, 2005.

As a result of these challenges noticed in rural health centres, urban based general hospitals like Udi hospital, and Poly Clinic (Poly General Hospital), including the newly renovated Orba ward model primary health centre and Uwani Health centres, were observed to be usually busy and crowded during immunisation and antenatal cares. This was the case with Poly Clinic where a mammoth crowd of pregnant women and nursing mothers were seen either sitting or standing on November 13.

Attempts to speak with the Enugu state Commissioner for Health was futile as this reporter could not see him in office when visited on November 12, 14, 19, 21, 26 and 28. However, when contacted, the Executive Secretary, Primary Health Care Development Agency, Dr George Ugwu, said he was appointed recently to head the agency, which according to him was recently assigned a supervisory role to all the health centres for optimum service delivery.

Ugwu, who said the state government recently re-positioned some health centres in the state as model primary facilities namely those in Abakpa, Uwani, Oji River and Obollor, said the state government was doing everything necessary to revamp primary health care centres in the state with a vision to take health care need of people across communities.

An illustrious son of Obizi in Ezinihite Mbaise Local Government Area of Imo state, Hon Bright Ugochukwu Ohaja has received an Outstanding Public Service Award from the Nigeria Union of Journalists (NUJ) Anambra State Council in recognition of his outstanding services to mankind.

Presenting the award at the 2019 Media Summit held at Godwin Ezeemo Press Centre Awka, the Chairman of the council Comrade Emmanuel Ifesinachi said Hon Ohaja had distinguished himself from all walks of life especially in the public service.

He noted that the event was packaged to recognise Nigerians who have distinguished themselves in their various fields of endeavour while contributing to national development.

Responding, the awardee Hon Ugochukwu Ohaja appreciated Anambra NUJ for the honour done him and promised to double his efforts in his service to humanity and the union.

He however condemned the high rate of injustice in Nigeria and urged the media to use their instruments of pen to expose social injustice being pepetrated in the country expecially in the judiciary.

"It is only when you expose these injustice in the judiciary expecially in the aspect of compromised judgments that the society can be a better for living".

In this interview with Okechukwu Onuegbu, the man of God cleared air on recent list released by FBI where majority of those arrested and currently undergoing investigation by US agency are Igbo. He also spoke on other national discourse.

Christians in Nigeria appear to be segregational. Having been in the field for long, why is it so and how it should be solved?

If you remember the prayer that Jesus prayed before he ascended into heaven. He said " father I have done the work, I pray that they may be one." if we are one, Christians will rule this nation. Talking about islamaization of Nigeria is a fallacy because I don't actually believe in that. If the Muslims are working hard to islamize Nigeria, the Christians should also work hard to Christianizie Nigeria. Jesus said go ye into the world and multiply and make disciples of all nations. So why are we complaining, that Muslims are working hard to islamize Nigeria. The problem is that Christians are not together, we are fighting ourselves, we can't come together under one umbrella. Its unfortunate that the other day the Catholic church pulled out of Christian Association of Nigeria (CAN)...

What Nigeria needs at this point in time is divine intervention. Apart from it, more troubles are yet to unfold.
If you remember my last interview before the elections, I said the President Buhari is going to win the election, weather any body likes it or not and I told you what is going to happen with regards to uprising in the country. What is happening today?

I told you after the election, get set to witness more crisis in Nigeria. Nigeria is yet to face massive revolution. Watch out. In all let me tell you, no matter what is going to happen Nigeria will not disintegrate, Nigeria will remain one indivisible country. What we need is for Christians to arise and conquer what is fighting us which is the devil.

Christians seemed to be the target of killers herdsmen. What do you advice they should do?

What do you expect Christians to do? It's the duty of government to protect its citizens. I think it's time to call for a security summit in this country. It's long over due. The president should call for a security summit. Former President Obasanjo in his recent open letter to the president called for a security summit. I will advice he should not hate the message. You may hate the messenger but don't hate the message, because that message is very sensitive. It is time to call for a security summit in this country. Even Traditional rulers in this country have a say in what is going on. I think the president should involve the traditional rulers in the security summit because every monarch knows the nooks and crannies of his village, which is where these heinous crimes are committed.

Recently, Senator Ike Ekweremadu was attacked in Germany by IPOB, what's your take on that?

The attack was uncalled for. But the truth remains that is also a warning to our political leaders, that a time is coming, when if you refuse to perform, the people will stone you on the streets. So, I think every political leader, irrespective of party affiliation or position of authority should get up from your slumber and perform. If you fail to perform, I am sorry at what may happen to you.

Do you know there are some political leaders in Anambra who don't earn respect of their people any longer because of bad records. They feel so insecure to walk on the streets now. Every leader must make sure that he performed while in office.

What is your view on the ban President recently placed on issuance of FX for the importation of Food in the Country?

I think the president is trying to make Nigeria to be self sufficient in food production. He believes that his government has performed, but I think it's too harsh on the economy at the moment. For me, its not yet ripe for it. It will cause more hardship to the masses and is going to make food items in the country to skyrocket, and when the food items in the country is skyrocketing, you are causing more hardship to the masses. The elites will not feel it but the masses will suffer it. Look at a bag of rice being sold for N18,000 in less than 5 years. I think he should relapse that executive order, its not yet time for it.


Young Igbo were top on the list of people arrested for fraud by Federal Bureau of Investigation (FBI) in America, do you think it ague well for the nation?

Igbo are known for Trade and Industry. It baffles me and pains my heart, that we can be seen in that light. This is not what Igbo nation are known for. This is not Igbo of late Prof. Dora Akunyili, late Prof. Chinua Achebe, Dr Ngozi Okonjo Iwuala, Prof. Kingsley Moghalu, Philip Emeagwali and others.

We are industrialist, traders, we make money in a genuine way. But look at what our brothers are doing? Who are we to blame? Our traditional rulers of course, because they have commercialized honour in Igbo land. They confer chieftaincy titles without knowing the source of wealth. Our traditional rulers are to be blamed for what our Igbo youths are turning into, as they have set it as an example that every December as long as you come back with a very big jeep, and you go and give your traditional ruler a very fat envelope, he will give you a title. I thought that chieftaincy title is reserved to men of integrity and honour? But when our youngsters come back, you don't ask them how they make their money or what they do, you set it as an example to other youths in the village. What do you expect? next year, they will all travel to Malaysia to go and kill and answer Onwa 1.

Our traditional rulers should encourage the youths to be educated. They should stop recognizing Yahoo boys with chieftaincy titles. When you are celebrating such people you are giving others the go ahead to emulate them. Let them celebrate good success because the Bible made us to know that there is good and bad success. Good success comes from God, good success comes from hard work.

What is your general advise to Christendom?

if you are reading this paper God is talking to you. Weather a Pastor, Bishop, Catholic Bishop, Anglican Bishop, Pentecostal Bishop, Rev Father, Pastor, whoever you are, know that Jesus did not die for you alone. He died for all, and he said as many have received me to them I give the power to become the sons of God. So, know this you are not the only one that is going to heaven. love your neighbour as you love yourself.

God spoke to me 12th of May 2019, when I was in America. He said to me, the greatest gospel one can preach is a practical love to one another. If you can't show love to one another, the gospel you are preaching is nonsense, I am not just talking about the love you feel, but practical love. There is need to respect your fellow being irrespective of what he or she preaches. Don't judge. But embrace everyone and let us in unity call on God for the peace of this nation, if we unite as Christians the devil will run away.

The failure of Anambra state police command to provide evidence of availability of a Criminal Records Registry has created concerns among lawyers and prosecutors in the state.

The records, a statutory provision of the Administration of Criminal Justice Act (ACJA 2015), is supposed to be domiciled within the central criminal records registry, however, investigations by this newspaper has proved that such does not exist in Anambra.

The experiences of two lawyers practising in the state sums up the frustration and legal cost the non-availability of the record is causing.

“There had been instances where ex-convicts claim they have no criminal records. This is usually because there is no data anywhere for a prosecutor or court to fault their claims,” a lawyer, Ifeoma Okafor, said.

“I have seen a convict running for office in his community’s town union. But I won’t mention his name or location because I don’t have records of his criminal antecedent either. But I remember there was a time he was in prison for some months,” she added.

Another lawyer, Maxwell Udechukwu, frustrated by the situation recounted one of his experiences when the police was unable to present the record.

“I have witnessed two convictions; in one of them, the court convicted the person and adjourned for sentencing. On the day of sentencing, the matter was called on. Allocutus was applied for. After that, prosecuting counsel was asked if he had anything against the allocutus applied,” he said.

In criminal trials, Allocutus is a plea made in order to mitigate the sentence or punishment on an accused person.

"And one of the things required a prosecuting counsel to put forward is whether there is any previous criminal records of the cases. They said no. Like I told you, they did not say that ‘no' because they have verified. But because the information within them did not show any. So, they wouldn’t have said ‘yes there was'. Because if you make such statement, the court will ask you to tender the records," Udechukwu added.

The law

Section 16 (1) of the Administration of Criminal Justice Act (ACJA 2015) provided that “There shall be established at the Nigeria Police force a Central Criminal records registry.

“(2) For the purposes of subsection 1 of this section, there shall be established at every state police command a Criminal Records registry which shall keep and transmit all such records to the central Criminal records registry.

“(3) The state or Federal capital territory police command shall ensure that the decision of the court in all Criminal trials are transmitted to the Central Criminal Records Registry within 30 days of the judgement.”

Generally, the provisions for establishment of Criminal Records Registry is in line with Nigeria Evidence Act (2011). Also, Part IV (81) of Evidence Act (2011) provides that in Criminal cases, evidence of good character is admissible. “In criminal proceedings, evidence of the fact that a defendant is of good character admissible.”

Importance of the record - experts

A lawyer, George Enekwechi explained that the Police at Force Headquarters Abuja, and 36 States and FCT police commands ought to have Central Criminal Records Registry and Criminal Records Registry as provided by law in order to keep records of all arrest, all trials, all criminal judgments of courts at states and federal capital territory.

“The essence is to ensure that we have a record, a compendium of criminal records of individuals, because many a time, in court a person is tried and convicted. Next time, same persons goes through another trial, where he could say he had no criminal record, but these are habitual criminals. But if you have these central records or records kept at the state headquarters, it will be easy for people to access the criminal records of persons in Nigeria.

“For instance, in 2003, there was challenge over James Ibori been a convict and not been a convict. The question was which James Ibori was involved. Because there was no such criminal records, it was not clear who was James Ibori that was convicted. If there were such records, such doubts would not exist.”

Another lawyer, Maxwell Udechukwu, cautioned on the differences between crime records and crime diary.

“Crime Diary is a document or a book used in recording all the reported crime within the jurisdiction of that particular Police Division within a given time. I presume that it is a collection of the various crime Diary from these police divisions that will now be used in building what is called Criminal Records Registry,” he stated.

He further explained that a reported crime if not investigated and the person charged to court and convicted in accordance with the law, cannot officially form a Criminal Record Registry. According to him, “If someone is reported of stealing it will enter crime dairy, but if after investigation, police did not find evidence to go to court, it may not be in criminal records. But if they go to court and at the end of the day the person is not found guilty, it will not be there."

Adding his voice, a high-ranking police personnel in Onistha, who craved anonymity because he is not authorised to speak on the issue harps on the importance of the record.

“It will help the members of the society to conform to the norms and values of the society because such records can affect their political participations, employment and relationship with the society. Our constitution says before one can contest for any political office, he should not have criminal dents,” he said.

Mr Emma Osunkwo of Anambra State Ministry of Justice summed up thus, "What it means is that information about every person who is in court for trial is readily available for the public to access. With that, you will find out the conclusion of that trial. Did it end in conviction? Did it end in discharge and acquittal? That will enable the prosecutor to handle this issue."


Police fail to provide record

On July 30, this reporter requested an interview with the state Police Public Relations Officer (PPRO), SP Haruna Muhammed. He declined official interview and asked the reporter to write the state police commissioner to ask anything about the record.

On August 1st, Blueprint drafted a letter in compliance with section 7 of freedom of Information Act. The letter was delivered to the state police commissioner's office on August 5th. The paper demanded for number of criminal cases in the state including decisions of the court on the number of cases transmitted to the court, a breakdown of the record in gender, conviction status, investigation status, age, nature of crime committed and duration.

The paper asked that the information should be sent either through email or by hands through its Anambra state correspondent (this reporter). But officials from the state police command contacted the Managing Editor of Blueprint newspaper, Mr Clem Oluwole, whose signatory is on the letter and requested for a meeting.

On August 14, this reporter honoured the invitation but instead of providing him the necessary information, the police told him to write DIG Research and Planning, Force Headquarters, Abuja. An official told this reporter that it was only the DIG can authorise or release the information.

On 21 August, the reporter wrote to the Police DIG in charge of Research and Planning as ordered to. The letter together with attached copies of the one sent to Anambra state police command was sent to Abuja through DHL, a courier company, Nigeria Awka office with a tracking code 2333776933.

On August 26th when it was tracked on the DHL website using the above code, it read “Recipient refused delivery.” On inquiry, the DHL customer service told our reporter that one Abdul in the office of Police DIG Research and Planning said they won’t collect the document because they were not expecting any document from courier.

No record in police stations visited

This reporter visited some police stations across the state including the Anambra state police headquarters and State Criminal Investigation and Intelligence Department at Amawbia, Awka South LGA both as a journalist and a researcher.

The visitations which spanned weeks was to ascertain if the divisions and headquarters have criminal records registries.

On August 1, this reporter visited Divisional Police Office in Fegge, Onitsha to inquire on the existence of the record. A police officer who attended to him said there was nothing of such due to lack of budgetary allocations.

Same day, in the afternoon, this reporter went to Central Police stations at Inland Town Onistha. Here, the officer on duty directed all enquiries about Criminal Records Registry to Police CID Amawbia.

On similar mission on August 3rd, a ranking police officer at at Nnewi Division said the Criminal Records Registry, which this reporter sought, was not in existence, even at Awka. He described the provision as one of aspect of Nigerian laws yet to be implemented.

On August 7, this reporter disguised as a researcher visited the state CID. On explanation, to the officer that attended to him, that he was a researcher and needed data on criminal record for his work, he was advised to repeat his visit later in the day so as to meet with legal department of the place.

Returning at 2.5p.m., the researcher met a police officer at Legal Department, who he told he was searching for some cases of criminal suspects who had 'lied' they had no criminal records only to be faulted by data generated from Criminal Records Registry.

The officer told him there is nothing like Criminal Records Registry in the state. The officer added that such records can only be found among different prosecutors, and directed him to a Police Prosecutor, who told him he can only release such information to him if he gets approval from Assistant Police Commissioner. Unfortunately, this reporter could not secure the approval even after another visit two days later.

The Assistant Commissioner told this reporter to seek such information from the courts.

The story was the same at Otuocha Police Division when this reporter visited on August 12, Umunze Division on August 13 and the ‘B’ Division of Nigerian Police, Awka he visited on August 15.

Record keeping impracticable – Police officer

Blueprint downloaded the copies of 2015, 2016, 2017, 2018 and 2019 Federal Government budgets from budgetoffice.gov.ng to ascertain if provisions were made for record keeping. However, none of the five Appropriation Acts mentioned or provided for Criminal Records Registry.

A Divisional Police Officer, who spoke under the condition of anonymity, said the National Identity Management Commission (NIMC) has a duty to make it work by capturing all Nigerians on its data base so as to make it possible for the police to add Criminal Records of every individual band further store them on Criminal Records Registry.

“We don’t have such data in Nigeria. These data ought to be stored on internet and available for the public to access and should be secured against hackers. Unfortunately, the way it is practice in police today is that once someone is convicted of crime, we send it through return (manually) from divisions to state level, and from state level to national.

“The bureaucratic bottle neck is too much that as it passes through different processes to the state or national, the information get corrupted or hard to access. You need to go to our Force CID to see our records. If this thing is done by computer, anyone can access it by clicking a button.

“We send normal returns of suspects arrested, tried, convicted and so on through manual. Since is manual, it is time consuming if you calculate the heap of papers. How would you go and be removing and replacing this inbox to access this information? The papers are too much to be accessed.”

How to make record keeping work - Experts

Speaking on importance of Criminal Records Registry, Mr Emma Osunkwo, the Acting Director of Public Procurement (DPP), Anambra State Ministry of Justice, disclosed that it was useful at time of allocutus which is when defendants are been given opportunity to apply for a leniency.

He painted a scenario where such record plays huge role.

“The lawyer will stand up and beg the court to temper justice with mercy that the respondent is a first term offender; he will plead that he has children, surviving parents and others he is taking care of, and urge court to reduce the sentence or give option of fine.

“This will register in the mind of the court that this person is committing crime for the first time. The prosecutor would be asked if he has anything to say. He will tell the court that he has no criminal antecedents of the defendant because he doesn’t have any record. But if there is, he can tell the court the person has committed similar offence in the past or any other offence.

“The court will know he has no good character. So, the question of the judge reducing the sentence will not arrive. Giving him alternative fine may not be there. But we hardly have that record. It may be contained in an amended Administration of Criminal Justice Law of Anambra state which is currently under review.”

The immediate past Chairperson, Federation of International Women Lawyers (FIDA), Anambra state chapter, Mrs Chineze Obianyo, said the Anambra State Justice Sector Reform Team was reviewing the Administration of Criminal Justice Law (ACJL 2010) to ensure that every aspect of the ACJA including Criminal Records Registry were captured in the new law.

The Catholic Bishop of Awka Diocese, His Lordship Most Rev. Paulinus Ezeokafor, has exhorted Christians to choose between Christianity and paganism, saying that going to Church on daily basis and occupying lofty positions is not enough reason to be called a true Christian.

Bishop Ezeokafor who stated this at Christ The King Parish (CKP), Isuaniocha, in Awka North Local Government Area of Anambra State while delivering a homily described a true Christian as one who does not attach so much importance to earthly possessions, adding that some Christians who frequent the House of God, lack proper understanding of what Christianity entails.

'You have to choose between Christianity and paganism. Neo paganism is wrong. It is unchristian to be going to Church and still be patronizing or hobnobbing with idol worshippers. It is either you are a Christian or you are a pagan. You cannot be blowing hot and cold at the same time. You must choose one.

Many of you are after one position or the other in the Church. Yet pays little or no attention to your spiritual life. That you are Chairman or Secretary of this and that is not enough. Holding different positions and serving in different capacity in the Church without living a Christlike life is a waste of time. It will not take you anywhere. Think more about eternity,' Bishop Ezeokafor exhorted.

Bishop Ezeokafor who is visiting the Parish for the first time since 2012 stated that anyone who places or pays more attention to their wealth, beauty, intelligence, Husband, wife, Children and earthly acquisition had already relegated God to the background.

'Once you start paying so much attention to a particular thing you have already started worshipping that thing. That thing automatically becomes your God. Some of us here, if you ask them to choose between God and earthly things they will abandon the former, God.

The chief shepherd of Awka Catholic Diocese, urged Christians to always show their faith and gratitude in God by contributing to the growth of the Church.

The Catholic prelate stressed the need for people to stop over-emphasising their positions but endeavour to use such positions to help others and make God proud of them.

The Local Ordinary observed that one of the problems of today's society could be traced to people claiming what they were not.

He therefore advised Christians to learn to be humble from John the Baptist and Jesus Christ, pointing out that humanity was key to heaven.

According to him, Christ had no need to be baptised as He had no original sin, neither did he He need to receive the Holy Spirit nor to be a Christian, but He brought Himself low to be baptised by John, even when John himself objected.

Speaking on the essence of Pastoral Visit, Bishop Ezeokafor said the visit availed him the opportunity to interface with the congregation and also would afford the parishioners the opportunity to get see and know their bishop.

He admonished the newly confirmed candidates to be steadfast, obedient and prayerful.

He enjoined Christians to be vigilant and be ready to fight for their faith, noting that certain believers of particular religion were trying to so hard to suppress Christianity in Nigeria.

For the part of John the Baptist, the Catholic prelate, stated that John exhibited a lot of humility by not accepting that he was the Messiah, even when people were putting words into his mouth, trying to ask him to declare himself the Messiah.

In a vote of thanks, the Parish Priest of Christ The King Parish, Rev. Fr. Kenneth Ekwealili, CSSP, thanked the Bishop for making out time to come.

Awka Diocesan Priests, Religious, 2018/2019 out-going and 2019/2020 in-coming episcopal household last Sunday, August 25, 2019 filed out at St. Patrick's Catholic Cathedral's refectory to witnessed the celebration of Bishop Paulinus Ezeokafor's annual iwaji festival. The visibly elated Priests were seen in their numbers adorning all manner of traditional attires.

Speaking immediately after cutting the roast new yam and declaring it open for consumption, the chief shepherd of Awka Diocese, expressed gratitude to God for his mercies and good health and for allowing them to participate in another round of iwaji celebration.

Bishop Ezeokafor who described yam as the king of all crops, said the period of iwaji was actually a period of thanksgiving to God for His benevolence and for granting the farmers bountiful harvest, noting that he (Bishop Ezeokafor) would continue to appreciate culture and tradition, describing it as Igbo's identity.

The Catholic Prelate who ate the roast yam with well garnished sauce in the full glare of those who came to celebrate with him, urged Ndigbo to upheld their cultural heritage, noting that it was only an insane fellow and dimwit that would undermine their culture.

The chief Shepherd of Awka Catholic Diocese announced that the celebration at the Cathedral would be carried out simultaneously in all the parishes in Awka Diocese, noting that he was not alone in the celebration.

The Local Ordinary flanked by the Awka Diocesan Chancellor, Very Rev. Fr. Dr. Francis Chidume; Msgr. JPC Nzomiwu, said he saw nothing wrong in people celebrating their culture provided it was not done in a fetish way.


Bishop Ezeokafor called on government at all levels to give culture a facelift by providing incentive and also to pay adequate attention to the celebrants.

In their separate speeches, the Awka Diocesan Chancellor, Very Rev. Fr. Dr. Francis Chidume; Cathedral Administrator, Very Rev. Fr. Dr. Matthew Attansey and the Bishop Ezeokafor's secretary, Rev. Fr. Dr. Michael Monwe harped on humility and diligence.

History indeed will be made again as the United Youth Leaders for Development Initiative — a non governmental and non profit making organization — popularly known as Global Youth Representatives sets to host the maiden edition of her Young Achievers' Award.

Contrary to false social media reports alleging that about three persons died in what the reports saw as bloodbath in Umueri community Anambra-East local government area of Anambra state last week , the traditional ruler of the town His Royal Majesty Igwe Sir Ben Izuchukwu Emeka has debunked such rumour saying that there was no bloodbath whatsoever and nobody died in his community .

The traditional ruler said in clear-cut terms that his community is peaceful devoid of crisis of any form and that what transpired in the area was a minor land matter which he has handled peacefully and sought amicable resolutions between the parties involved .

Speaking with our correspondent in his palace at Umueri , the traditional ruler expressed great bitterness at what he described as delibrate attempt to malign his community by those he termed faceless disgruntled elements whom he said were bent on dragging his throne to the mud and painting his community in bad light in social media platforms .

He said " when I read that thing in the social media that there was bloodbath in Umueri , I began to wonder which bloodbath are they talking about . Whose blood was being shed because there was nothing like that .

When two villages , Iruagu and Umudiana were having land dispute which never waranted killing and somebody went ahead to maliciously write that there was bloodbath in Umueri and three people were feared killed ; I want to categorically state that nobody was killed and there was no bloodbath in Umueri .

It is a mere land dispute which is also a subject of court litigation . It is already in the Anambra State High Court Otuocha Division . So I want to use this opportunity to plead with these faceless social media writers to leave Umueri alone and leave igwe Umueri alone . There is no problem in Umueri . The little crisis that we had which is a land dispute between Iruagu Umuatuolu and Umudiana is being managed . "

Igwe Emeka further disclosed that they have initiated the process of peace mission between the two villages through a meeting that was held in his palace and that he was certain that the issue would not escalate further .

He however re-echoed his warnings saying that the faceless individuals peddling falsehood and negative propaganda against Umueri community should desist forthwith from such illegalities and concern themselves with the troubles in their respective communities adding that what the people are writing were figments of their own imaginations and does not represent anything that happened in Umueri community .

According to him , " let Umueri people who doesn't want the progress of this community to leave our people alone . Umueri was almost in oblivion before now but my emergence as the traditional ruler brought unprecedented transformation to the community . I want to warn once again that those faceless individuals will be exposed and Umueri will not leave them to go unpunished . We will take them to court of law so that they will tell us whose blood was flowing like water they want to bath with . "

He also recalled that there were social media reports recently that the traditional ruler and the President-General of Umueri town union were at loggerheads over union matters but he said that granted that they had crisis in the town union , they had long resolved the issue and that both of them are working harmoniously well to keep the community intact .

According to him , the Otuocha Division of the Nigeria police intervened in the land dispute between Iruagu and Umudiana but as the traditional ruler of the community , he pleaded that the matter be resolved at his palace even though the police public relations officer of the Anambra state command of the Nigeria police , SP Haruna Mohammed said the command has not received any official report on the said land dispute between Iruagu and Umudiana villages in Umueri community .

To this end therefore , he emphasized that the enemies of Umueri kingdom won't go Scot-free, when the long arm of the law catches up with them and bring them to justice for defamation against his throne as well as delibrate malice against his community .

Orumba North and Orumba South LGAs of Anambra recently honoured one of their sons, Chief Godwin Maduka, a-US based medical doctor, with a pomp and pageantry. The event which gathered leadership of thirty-one communities including traditional rulers of both Council Areas witnessed eulogies from the populace.

Maduka, the Owner/CEO and Medical Director of the Las Vegas Pain Institute & Medical Center, largest pain treatment center in Nevada, was crowned Okeosisi Orumba (Iroko)due to his numerous community intervention and philanthropic gestures. His specialties include chronic and acute pain management, anesthesiology, and interventional pain management. His wife, Stella also got a crown of Ugo ka ibe ya mma (Best among equal).

He spearheaded the change of his community name from Nkerehi to Umuchukwu, a community in Orumba South LGA which he also lifted to a city by providing her with social amenities such as road and electricity, built several houses for widows and poor,built primary and secondary schools, a medical Centre and a Police Station.

Others include ongoing Police Academy and Police College, Churches, community and Civic Centre, seventeen storey building, village hall, Igwe’s palace, State High Court, office of Nigerian Security and Civil Defence Corps (NSCDC), among other federal and state institutions.
Speaking at the traditional rulers, Chairman, Orumba South Traditional Rulers Council, HRH Igwe Samuel Uche, noted that Godwin was a man anointed by God to save them to reach both the rich and the poor, an act he said was responsible for him been closer to Governor Willie Obiano.

Uche, who is Ezira monarch, explained “Godwin is doing a marvelous work in our Council Areas.You can see how he singlehandedly transformed it. We love what he is doing. That is why we decided to bestow him the title of Okosisi.”

On his part, HRH Obi Peter Ezeamama, traditional ruler of Enugwu-Umuonyia, said they were marveled with his several developmental strides including human and structural development, scholarship and empowerment he gives to the less priviledged.

Other traditional rulers resent at the occasion were Igwe Benson Ofu, Ihite; Igwe Festus Njoku, Ogboji; Igwe Benard Emjuo, Eziagu; Igwe Thomas Ogbonnaya, Owerre-Ezukala; and others spoke highly of the beneficiary, saying he merited it.

On his part, Chief Raymond Onyegu, the Transition Committee Chairman of Orumba South LGA, called on wealthy persons in the state to emulate Maduka by developing their respective communities.

“Government at all levels cannot provide all the needed basic facilities to make life enjoyable to its citizens. Those God has blessed should partner with government at various levels within their domain to develop their areas to ensure a safer society” he said.

Onyegu said that the idea of asking for wealthy persons to partner state government in providing public facilities was to help in job creation for the teeming unemployed persons in the state, even as it would help reduce crime wave and rekindle spirit of love, progress and unity among the people.

Mrs Veronica Adinchezor, Woman Leader of Orumba South LGA described Dr Mmaduka as a man of the people, adding that the chieftaincy title was a testament to his support to humanitarian service to his community and society at large.

Responding, Dr Godwin Maduka promised to continue to support Anambra state government at all times in developing the state, adding that he would build Dr Godwin Maduka Legacy Centre in Orumba South secretariat .

There is a growing regret among Natives and Residents of Achina Community in Aguata LGA of Anambra State over what they called “a misplaced support” they gave to Governor Willie Obiano during his second term bid.

This, according to them, is because of the numerous promises which the governor made to them before and during the electioneering campaigns, and which remain unfulfilled.
A Community that can be adjudged to have achieved greatness through self-help efforts, Achina has through the instrumentality of its strong Age Grade System and its illustrious sons, undertaken numerous developmental projects notably Ultramodern Magistrate Court Complex, Streetlight projects and erosion control projects.
With the advent of the rains every year, comes severe challenges of flooding, erosion and road damage but the community had always managed to maintain a fairly motorable route until the State Government came to construct Oye Achina-Onneh-Agbudu- Ogboji road.
Awarded in 2015 by Governor Obiano to Estrada Construction Limited, the road has a total length of 7.3 kilometers and cuts across major food baskets of the Old Aguata Union, OAU.
Before the elections, work had commenced on the road and things had looked better but all of a sudden, everything came to a halt.
A recent visit to the road showed that due to the little rains already witnessed, it has been cut in two and a major gully is developing. Also, due to improper channeling of water, many households have suffered severe flooding and stand the risk of being displaced or being drowned by flood if they insist on staying back.

According to a stakeholder in the Community, Chief Paulinus Ezenwa, the Community, during the just-concluded elections, understood the options before it but decided to pitch their tent with Governor Obiano because they believed he was an honorable man and will keep to his promises.
“We also felt that since his government said it is targeting to revolutionize Agriculture, he will give priority consideration to roads leading to Agrarian areas which the Oye Achina-Onneh-Agbudu Road is one of them. When he promised to complete the road, we didn’t waste time to rally our people to support him. How wrong we were!” he lamented.
Nze Michael Nwosu, a farmer who lives on the large expanse of land along the road, narrated his ordeal as a result of the bad nature of the road and how it spells negative prospects for the Agricultural revolution intended by the Obiano administration in the area.
“There is nothing else for us to say than to appeal to the State Governor, Chief Willie Obiano, Akpokuedike, to live out the true meaning of his name. We are living in fear due to the speed with which the gully is encroaching on our homes and farmlands. If nothing is done, the state may wake up to a major disaster that will be very difficult to control. Our Governor should please come to our rescue now that the State can salvage the situation by constructing the road as soon as possible.”
Aside the threat of the developing gully on the road, it was also observed that due to the structure and texture of the soil in the area, the Town has numerous erosion challenges. (VIDEO OF AGGRIEVED ACHINA PEOPLE)
The President General of the Town, Barr Chito Ezeani revealed that the Community has over six active erosion sites which include Okpala Osimiri erosion site (Umueleke Village), St Joseph’s Site (Umuezeiyi Village), Ezekoro/Ihe Obiji Site (Umuezeiyi Village), Iyi Nwitita site (Umuezeiyi Village) and the notorious Okpalanwa site (Umueleke Village).

He regretted that as it is now, there is no work ongoing on any of the sites despite the huge threat they constitute to inhabitants of the villages and the increasing rains witnessed in recent days.
“The threat posed by erosion to our people is massive and has gone beyond what our self-help efforts can address. We have never failed to report these challenges to government immediately we observe them even as we had taken measures within our capacity as a community to tackle them. Our people need the assurance that truly, government is interested in protecting their lives and property. As it is now, this is the worst we have witnessed and I believe our Governor will hear our cry and respond immediately!” (VIDEO OF EROSION AT EZEKORO)
