wachakuta: Every ministerial nominee must be endorsed by at least two senators from their state, the senate ruled on Thursday after deliberating on the procedures for the screening which commences on Tuesday.
Except there is last-minute realignment of forces, some of the ministerial nominees may not scale through.
Rotimi Amaechi (pictured), former governor of Rivers state, has been openly antagonised by the three PDP senators from his state.
It is also believed that Babatunde Fashola, former governor of Lagos state, may be affected by the proviso, which is not new but had been used in the past to disqualify certain nominees.
Fashola is not thought to be a nominee of Bola Tinubu whom the three APC senators from Lagos state are loyal to.
According to Dino Melaye, spokesman of the senate, the upper chamber would adopt constitutional provisions and conventions of the senate as modalities for screening the nominees.
Melaye said the senate would apply section 147 of the Nigerian constitution, which states a nominee must be an indigene of one of the 36 states of the federation, in the exercise.
He also disclosed that the senate would use section 14(3) of the 1999 constitution, which stipulates that a nominee must be eligible by age and academic qualification to be confirmed as a minister.
The adhoc senate spokesman said the ministerial nominees would also show prove of asset declaration at the code of conduct bureau in the process.
He said former lawmakers who are nominees would be given preference in line with the conventions of the senate.
However, he added that the preference did not imply they would take “a bow and go”.
Melaye announced that all the ministerial nominees must submit at least 105 copies of their curriculum vitae to the senate before October 12.

The recent abduction of one of the foremost Yoruba leaders and ex-Secretary to the Government of the Federation, Chief Olu Falae, by suspected Fulani herdsmen took a turn for the worse on Thursday as prominent leaders threatened secession from the entity called Nigeria.
Their grouse ranges from the abduction of Falae and the wanton destruction of his farmland to the need for a serious restructuring of Nigeria to reflect true federalism.
“If we do not see any step in this direction within a reasonable time, the Yoruba may reconsider their place in a union that cannot protect them and would not allow them to protect themselves and use all legitimate and peaceful means to attain self-determination,” part of the communiqué issued at the end of the meetings said.

DickDastardly: Chelsea doctor Eva Carneiro has left the club, six weeks on from her highly-publicised dispute with manager Jose Mourinho.
Mourinho had called the club’s medical staff “impulsive and naive” for entering the pitch late on in the opening day 2-2 draw with Swansea.
Carneiro and physio Jon Fearn treated Eden Hazard with minutes remaining of the game, leaving the Blues temporarily down to 10 men.
Carneiro was subsequently removed from her position on the Chelsea bench during matches and told to instead work with the players at the Cobham training ground.
But the doctor is believed to have stayed away from the club since the incident on August 8 and posted a message of thanks to well wishers on Facebook two days after the game.
The Football Association are also reviewing complaints that Mourinho used abusive or sexist language towards Carneiro.

FreeGlobe: ABUJA – COALITION of Yoruba Youth organizations under the auspices of Yoruba Council of Youth (YCY) has described the current prosecution of the Senate President, Senator Bukola Saraki, by the Code of Conduct Tribunal (CCT) as displaying the hand of Esau and the voice of Jacob, wondering why the tribunal would wait till now before the sudden trial.
The coalition said the trial was another plot by the presidency to further delay the proposed ministerial nominees screening, hence allow the president to continue to run the country alone.
Addressing press Monday in Abuja, the President of the coalition, Aremo Oladotun Hassan, condemned the action of the tribunal, saying the behaviour of the tribunal was an acts of desperation for power at all costs by some few oligarchists at the expense of Nigerians, accusing the president Muhammadu Buhari of being behind the trial.
He said: “We challenge the ways and manner of the sudden crude methodology and hasty wake of the CCB and CCT to have bracingly ordered the Inspector General of Police to arrest Senator Bukola Saraki, without due diligence fair-hearing exercise of its inherent powers, over allegation of 2003 declared assets, conclusively raised the suspicion, doubt and act of omission, which informed the questionable intentions, impregnated with deceits and indirect high-handedness veil of the CCT.
“This portends great danger, that for CCB to have waited this long at the peak week of September Senate Screening of President Muhammodu Buhari’s proposed ministerial nominees, another attempt to postpone and elongate the appointment of Ministers.
“We vehemently resist all attempt to drag the hallowed seat of the Senate President and Dr. Bukola Saraki into the mud and mucky waters of nepotism, witch-hunting and blackmail, predicated on politically motivated power tussle and shenanigans of the internal APC party permutations of sharing formula of offices amongst its divided tents that formed All Progressives Congress (APC), which is the nucleus genesis that caused the current show of naked fire-powers and deadly force of shame. The coalitions also condemn the call for the resignation of Saraki, adding that an accused is presumed innocent, until the contrary is proven in a competent court of law.
He therefore called on western leaders to lean their voice against the trial saying “if this precedence is allowed to sail through, it will emboldened the orchestras to cause more havoc, and no one will be insulated from this recycled style of leadership, leaving all of us in the helpless torture chamber and humiliation, in the prey hands of this political mafias and cabals.”

bisifoundation: I lived a very religious life in campus, and was not in any relationship at all. After school , I met this young handsome guy in 2006. Sincerely, I felt I didn’t not merit him because he is very handsome, while I am on the average beauty wise. The only thing that attracted me to him was the look. He was an hustler and lived a low income life. Throughout our courtship of 18months, He never gave me a dime. I came from a financially buoyant famiy, I therefore saw no need in asking him for anything, rather I was feeding him with three square meal. We got wedded in the year 2007, and I gave him the flower of my womanhood (virginity) but I was not really excited for just no reason.
My husband is a caring man, but nags a lot. He nags about the way I handle bathing soap, the way you arrange plates in kitchen, virtually everything. I most often skip for fear each time he wants to talk because I believe he wants to complain again.
I got a job before he did, but one thing I discover is that my husband spends his money without thinking about tomorrow and always depend on my salary to survive the family. In 2008, I gave birth to a set of triplet, and had to quit work to nurse my angels. He was very supportive then. He provided for all our needs and life was good. In 2012, my husband lost his job, I had to take over the family expenses again. I was running a masters degree program, doing many businesses, and still raising kids. I travelled every week in a bid to keep the family running. Each time, I complain about the stress I was passing through, he tells me I am lazy, that many women do more to sustain their families.
This is 2015, my husband prefers to allow me or my dad to pay the children tuition fee than for him to hustle. I am 100% responsible for the family upkeep. Every biz you introduce to my husband is downgrading to him. I am currently on my PHd degree, I am nursing a set of triplet, and still work hard to survive my family.
It is now that I realize that I married my husband because of his handsomeness, and that he is mentally very shallow. My husband thinks like a child and has virtually no plan for his family.
My simple advice for intending wives is this, looks (handsomeness or beauty) alone is not enough to choose a husband, marry a man that has great vision for his life, not the one that you will keep on dragging up.
Secondly, I believe my husband puts all the family responsibility on me because I was the one feeding him when we were dating. Please, let your guy know from day one that you need to be adored and taken care of like a beautiful flower.

dafuturis: There is a state in Nigeria whose people I find mystifying. That is Delta State in South-South Nigeria. There is something special about the state. One wonders if it is the land that makes the people special or the people that make the land special. For example, even though there are Ijaw in other states of Nigeria, the Ijaw in Delta are unique. And even though it is only the River Niger that separates the Igbo in Anambra and the Igbo in Delta, the Igbo in Delta are unique. There is a daring spirit that a Deltan possesses that may shock or amaze other people. The Pidgin English expression “Warri no dey carry last” (Warri never comes last) best describes Delta State. Even though Warri is not the capital of Delta State, it is the major city of Delta. Delta is Warri and Warri is Delta. Indeed Delta never lags behind on any issue – whether positive or negative. Put succinctly, Deltans never do things by halves. It is either they do it fully or they don’t do it at all. When you think of Deltans, you think of Texans.
There is hardly any field of endeavour that one can mention in Nigeria and Delta is not among the top three in it or at least the top five. Delta is among the top three oil-producing states of Nigeria. If one dismisses that as the work of nature, then let us move to education. Annually, Delta is usually among the top three states in terms of the highest number of applicants that apply to institutions of higher learning in Nigeria. In the exams conducted by NECO and WAEC, Delta usually performs well to be among the best.
Delta State has given the world writers like John Pepper Clark, Buchi Emecheta, Ben Okri, Isidore Okpewho; historians like Elizabeth Isichei, artists like Bruce Onobrakpeya, to mention but a few. In sports and entertainment, Delta rules. The first Nigerian that touched a World Cup in football is a Deltan: Nduka Ugbade. In 1985 he captained Nigerian youths to victory in what was then called FIFA Under-16 World Championship, which was later named the FIFA Under-17 World Cup. The second time Nigeria won the cup in 1993, another Deltan (Wilson Oruma) was the captain of the team. The next year when Nigeria’s Super Eagles won the African Cup of Nations, another Deltan (Stephen Keshi) was the captain. Are these feats mere coincidence? Which state can produce the magical skills of Austin Jay-Jay Okocha, or the sprint skills of Blessing Okagbare? A Deltan (Stephen Keshi) just handed over to another Deltan (Sunday Oliseh) as the coach of Nigeria’s Super Eagles. What about Nduka Odizor of the tennis fame?
In acting, can anyone ever forget the Thespian skills of Richard Mofe-Damijo, Justus Esiri, Enebeli Elebuwa, Stella Damasus, etc? In production and directing, Deltans hold sway too. What can one say about Zeb Ejiro, Chico Ejiro, Jeta Amata, Fred Amata, Zack Amata, Ruke Amata, Opa Williams, etc? In music, one remembers Omawumi, Dr. Sid, Kefee, Oritsefemi, and the rest. But the part of entertainment that seems to be tailor-made for the Deltans is comedy. And they have made a killing in it, since Ali Baba turned a field that nobody took seriously into a lucrative profession.
Delta people in real life do not look comic or funny. They look every inch serious. They play hard, love hard, work hard, sleep hard. But they can be cheeky. Because of their demonstrative way of speaking, others easily laugh when they speak. Their Pidgin English rolls like music: you want to always hear them speak it. It seems to have been created by them or for them. But why not? Delta is perhaps the only state where no local language is dominant. Right inside Warri – which is the heartbeat of Delta – Urhobo, Itsekiri and Ijaw all mingle freely, in addition to other Nigerians and foreigners. If the Urhobo man wants to have fruitful communication with the Itsekiri man, then both of them must speak a neutral language, since none of them would accept that the language of the other is superior. Even though English is Nigeria’s official language, it has many rules that even those with university degrees find to adhere to, which leads to grammatical errors. So Pidgin English became the lingua franca in Delta. Having spoken it for such a long time, the Deltans have personalised it, continuously adding new words and styles to the language. So when a Deltan handles the microphone and talks without any jokes, the audience find the flow of his words interesting and funny. Because Delta people are very demonstrative, expressive, passionate and daring, their mere use of words, facial expressions and gesticulations makes other Nigerians burst into laughter. The Deltans themselves sometimes don’t even understand what is funny to have made the people laugh. So comedy comes to them naturally. That is why most jokes in Nigeria today seem to be about Akpos the Warri guy.
If you go into banking and finance, they hold the aces. From Mr. Tony Elemelu of the UBA, to Mr. Jim Ovia of Zenith Bank, to Dr. Ngozi Okonjo-Iweala of the World Bank, to Mr. Godwin Emefiele of the Central Bank of Nigeria, to Mrs. Cecilia Ibruand to Olorogun O’Tega Emerhor, they stand out.
In business, they are too numerous to name: the Ibru business dynasty (Olorogun Michael Ibru, Sir Alex Ibru, Mr Goodie Ibru), Chief Sonny Odogwu, Deacon Gamaliel Onosode, Senator David Dafinone, Chief Peter Okocha, Chief Newton Jibunoh, etc. In the media business, they are strong: The Guardian by Ibru, Vanguard by Mr Sam Amuka-Pemu, etc.
In pastoring, the Deltans are not missing: from the Most Rev Nicholas Okoh, Primate of Church of Nigeria (Anglican Communion); to Pastor Ayo Joseph Oritsejafor, founder/Senior Pastor of Word of Life Bible Church; to Archbishop Emmanuel Chukwuma of the Enugu Diocese; etc
In politics and national prominence, they are visible: Chief Dennis Osadebay, Chief Edwin Clark, Obi (Prof.) Chike Edozien, Prof Sam Oyovbaire, Mrs. Mariam Babangida, Mr. Felix Ibru, Dr Abel Ubeku, Prof. Pat Utomi, Chief Philip Asiodu, etc.
In the military, they hold sway: Maj.-Gen. David Ejoor, former Chief of Army Staff; Lt. Gen. Alexander Ogomudia, former Chief of Army Staff; Air Marshal Paul Dike, former Chief of Defence Staff; Vice Admiral Dele Ezeoba, former Chief of Naval Staff, etc.
In law, medicine and engineering, like any other field, they shine. The Deltans never lag behind, among Nigerians. Even though I have no kinship with Delta State, some two decades ago, I noticed the spirit of excellence of the Deltans and took an interest in them. Following them closely revealed that there is something striking about the Deltans. Deltans never get anything on a silver platter, yet they excel wherever they are. No matter how few they are in a group, their impact is easily felt. They are neither timid nor shy. You cannot intimidate them. You cannot easily take them for a ride. Nigerians need to pay more attention to the Deltans to find out what makes them tick. Is it in their genes? Is it in their land? Is it in the air they breathe or in the water they drink or in the food they eat? Do they grow up in a difficult environment that gives them no other option except to excel or suffer?

By Oboh Agbonkhese LAGOS—Over 60,000 workers in the construction sector have lost their jobs in the past four months, signifying a massive break in infrastructure development, which has been described as unfair on the workers who voted in a Federal Government that promised to protect their interests.
This was the position of the National Union of Civil Engineering Construction, Furniture and Wood Workers, NUCECFWW, at a briefing in Lagos yesterday.
According to Mr. Amechi Asugwuni, President-General of the union, development was on hold in the country and if government wants to remain true to its promise of creating jobs, it will make infrastructure development part of its war against corruption and a first step is to reactivate all roads and rail construction projects, which multiplier effects will boost the economy.
He said: “We urge the Federal Government to, among other moves, set up a monitoring committee that will ensure implementation of projects according to specifications and stop prospective employees from forcing workers to sign anti-unionization agreements.”

coast2calm: The Department of State Services has commenced the screening of ministerial nominees sent to it by President Muhammadu Buhari, The PUNCH has learnt on Wednesday.
It was gathered that no fewer than 20 nominees had been vetted by the DSS operatives since the exercise started.
The President was said to have sent to the agency a total of 36 names of would be ministers for security checks.
The identities of the nominees were top secret as of Wednesday.
The President had indicated in a chat with journalists in Accra, Ghana, on Monday that he would keep his promise of announcing names of his ministers this month.
Investigations showed that the screening process by the DSS involved conducting background checks on the careers of the nominees and operatives were also checking for records of the nominees with anti-graft and security agencies.
One of our correspondents gathered that people on the list included mainly those who worked with Buhari when he was in the military and during his stint as the chairman of the defunct Petroleum Trust Fund.
The DSS could not be reached for comment on Wednesday as it had yet to appoint a spokesperson.
‘Security screening not public’
When asked if the Presidency had directed security agencies to vet ministerial nominees, the Special Adviser (Media) to the President, Femi Adesina, simply replied via a text message, “Security screening is naturally a behind-the-scenes matter, thanks.”
Top ranking members of the governing All Progressives Congress have also refrained from speaking about ministerial appointment by Buhari.
One of the APC leaders, who asked not to be named, said, “The truth is that the President is someone who believes in due process.”
“His choice of Daura (Lawal Daura), a member of the old guard, as the DG DSS should tell you something; even those contacted for screening know that any leak of information traced to them could ruin their chances,” the source added.
The National Chairman of the party, Chief John Oyegun, has been out of Abuja for almost one week.
Calls to his mobile phone indicated that it was switched off.
Repeated calls to the mobile telephone number of the National Publicity Secretary of the APC, Mr. Lai Mohammed, were neither picked nor returned as of the time of filing this report.
The ministerial list is yet to be forwarded to the Senate as it is still undergoing security screening.
The President, in an interview he granted the Hausa Service of the BBC on Tuesday, had given a hint about what influenced the appointments he had so far.
He had said, “If I choose people who I know quite well in my political party, people whom we came (together) all the way right from the All Paeoples Party, Congress for Progressive Change and the APC and we have remained together through good and trying times, what then is the reward for such dedication and suffering? They did not defect because of positions; they did not involve themselves in the pursuit of personal gains.”
Such considerations are also likely to influence his choice of ministers, sources indicated.
It will be recalled that Buhari had in July said his cabinet would be made known in September.
The President, in an article published in Washington Post on July 19, said it would neither be prudent nor serve the interests of sound judgment for him to have formed his cabinet immediately he was inaugurated on May 29.
He said it was necessary for the country to first put new rules of conduct and good governance in place before he could make critical appointments into his government.
The article was published ahead of his historic meeting with President Barack Obama of United States in July.
He said it was noteworthy that Obama did not have his full cabinet in place for several months after first taking office.
He said the US did not cease to function in the interim despite that delay.
“When cabinet ministers are appointed in September, it will be some months after I took the oath of office. It is worth noting that Obama himself did not have his full cabinet in place for several months after first taking office; the United States did not cease to function in the interim,” he had said.

Investors in the equities segment of the Nigerian Stock Exchange recorded heavy losses as stocks plunged on Wednesday, a day after JP Morgan said it would remove Nigeria from its government bond index.
A sell-off in the stock market, triggered by the move, saw the market capitalisation of the listed equities fall by N311bn or 2.98 per cent from N10.439tn to N10.128tn, while the NSE All-Share Index declined by 904.78 basis points (2.98 per cent) to 29,454.09 basis points.
Wednesday’s losses virtually erased the N331bn gain made by equities in the last three trading sessions.
The decision by United States-based lender, JP Morgan, to phase Nigeria out of its Government Bond Index by the end of September, comes amid uncertainty about Nigeria’s economy, which has held investors – especially foreign portfolio investors – back, leaving the capital market struggling.
Financial analysts believe the decision, which the lender based on lack of liquidity and transparency in the nation’s foreign exchange market, would lead to significant outflows from the capital market and that it is responsible for Wednesday’s sell-off in the equities market.
The Head, Equity Research, FBN Capital Limited, Mr. Olubunmi Asaolu, explained in a telephone interview that while the index in question was a fixed income (bond) index, the move by JP Morgan sent warning signals to investors.
He said that while investors tracking the index were unlikely to move their funds until the country was actually removed from the index, investors in equities were unlikely to wait.
The implication in the equities market, he said, “is that if JP Morgan feels that the Nigeria forex market is not liquid enough for them, that is a bit worrying to other people who have to change their dollars to naira first to buy things; the most obvious one is the equities market.”
He said although many might have seen the move coming, the announcement made it official and the risk more real to investors.
He added, “This means that if it is a little bit difficult to get my dollars from the CBN, and the CBN will tell you it is not that difficult, this decision makes a little more difficult potentially.”
As a result, he said people were not going to wait to find out if it was potentially true or not, stressing, “And that is why we are seeing this move on the equities market.”
Asaolu, however, said it was not likely that things would get to the point where foreign investors would be struggling to get their money out of Nigeria.
“We’ve not had any major problems with people selling their equities and struggling to get their money out; it has not really happened. But the investors do not wait to find out if that will happen,” he said.
Analysts at Renaissance Capital said, “On the flipside, we expect to see mark-to-market losses coming through for banks, particularly those with proportionately higher investments in bonds given the upward bias in yields.”
However, the CBN had said it rejected the decision by JP Morgan to delist Nigeria from the bond market.
In a joint statement by the CBN, Debt Management Office and Ministry of Finance, it said, “While we respect the right of the JP Morgan to make this decision, we would like to strongly disagree with the premise and conclusions upon which the decision rests.”
“Despite these positive outcomes, the JP Morgan would prefer that we remove this rule; even though it is obvious that doing so would lead to an indeterminate depreciation of the naira. With dwindling oil prices, we believe that an order-based two-way market best serves Nigeria’s interest at the moment.”
Meanwhile about N1.5tn ($8bn) in foreign portfolio investments is expected to leave Nigeria by the end of October this year when the American lender, JP Morgan, completes the process of delisting the Federal Government Bonds from its Global Bond Index-Emerging Markets, CBN’s documents have shown.
Nigeria became the second African country after South Africa to be listed on the JP Morgan’s emerging markets government bond index in October 2012.
This came after the CBN removed the restriction for foreign investors to hold government bonds for a minimum of one year before they could exit, among other policies that favour foreign investors.
The index (GBI-EM) has around $210bn in assets under management benchmarked to it. The benchmarking supports investor demand for the bonds on the index.
The index added Nigeria’s 2014, 2019, 2022 and 2024 bonds, giving the economy a weight of 1.8 per cent on the index.
JP Morgan, however, placed Nigeria on what it called ‘Negative Index Watch’ in January this year and warned that currency controls introduced by the CBN were making bond market transactions too complex to meet its rules.

midolian: The Economic and Financial Crimes Commission, EFCC, has again been accused of failing to remit into government accounts, monies it recovered.
The Chief Executive Officer, Panic Alert Security System, George Uboh, while appearing before the Senate Committee on Ethics, Privileges and Public Petition on August 26, had disclosed how the Chairman of the EFCC, Ibrahim Lamorde, allegedly diverted N2tn it recovered from ex-public officials.
Speaking to journalists yesterday, Uboh said that the commission recovered over N1.7bn from 15 companies for the Federal Inland Revenue Service, FIRS, but failed to remit same to the agency.
“FIRS in its submission denied receiving any payments/transfers from EFCC in respect of the said companies.” he said.
Documents Uboh made available to journalists showed that the funds were recovered between 2010 and 2011.
The security expert said members of the public interested in getting details of his earlier N2tn seized by EFCC but unremitted to government should download the documents from his website: www.pasecng.com.
Uboh also expressed his readiness to expose the country’s former presidents, vice presidents, current and ex-governors as well as the current administration over numerous shady practices.
The breakdown of the N1,767,594,842.65 said to have been recovered by the EFCC and list of the 15 companies include Zakhem Construction Limited — N401m; Daewoo Nigeria Limited — N208m; WAPCO — N311m; Mikano International Limited —N16m; Protea Hotel, Apo Apartments — N10m; Reiz Continental Hotels — N32m; Coscharis Motors Limited — N130m; and Elizade Nigeria Limited — N555m.
Others are ITCC Technical Limited, Kaduna — N47m; Grand Ibro Hotel, Abuja — N14m; Efab Properties, Abuja — N19m; Le Meridien Hotel, Port Harcourt – N10m; Northern Nigeria Flour Mills Plc – N2.7m; Ni’ Ima Guest Palace – N2.8m; and Okomu Oil Palm Plc – N5m.y
