I have wondered the same thing too.
Unfortunately members of this forum are never aware of situations other than how to scam or trick the next man out of their money.
I will take a guess and say stealing ballot boxes is aimed only to frustrate the election process.
If I am a member of the opposition I will position henchmen to steal ballot boxes from constituencies my party is not popular in, thereby securing a no vote situation.
The less votes and wins the ruling party gets the more chances of my party winning.
