Employment letter? Do you mean employment reference letter? For me, I think it is best you try your best to get everything before you submit. Luckily, our time is ahead of Canada's time so you might be able to get something done by morning.

It could be possible to submit later but I would not want to take the chance of submitting other documents first, then later update my profile to submit reference letter. $1500CAD is not N1500.

Can you reach out to the person in charge of signing such document? Meeting them in person might make the difference. Do whatever it takes to get the document signed. Explain your situation to them, even it means spending some money to get it signed. Try your best and good luck.

I recently completed my Masters degree in Electronic and Electrical Engineering and I really did all I could to come out with a PhD grade but sadly I couldn't. I came out with an MPhil/PhD.
I was hoping to use a PhD grade to apply for scholarships abroad but now I'm wondering whether there are opportunities to apply for with my MPhil/PhD result.

Are there really universities that consider such results or it's just best I try working with applying for another Masters.
