The daily losses being recorded by operators in the power sector have reduced as electricity generation picks up gradually across the country.
An analysis of the power industry statistics obtained by our correspondent in Abuja on Sunday showed that the average daily loss of about N2bn recorded by the sector towards the end of the second quarter had reduced to an average of N1.655bn
Similarly, power generation, which hovered around 2,500 to 3,000 megawatts in the second quarter, is now above 4,000MW.
For instance, data from the System Operator put the power generation figures for September 28 and October 2, 2016 at 4,244.2MW and 4,229MW, respectively, in contrast to the 2,798.5MW and 2,524.2MW generated across the country on June 14 and June 29, respectively.
A further analysis showed that the increase in power generation was largely from hydro power plants, as the turbines had recorded a zero water management constraint for several weeks.
Nigeria’s hydro power plants include the Kainji Power Station, with capacity for 800MW; Jebba Power Station, 540MW; and Shiroro Power Station, 600MW.
According to industry statistics, gas-fired power plants are still being affected negatively by the militancy in the Niger Delta and the resultant destruction of pipelines that supply gas needed to run the power turbines.
For instance, Nigeria lost 2,764MW of electricity on September 28, 2016 as a result of gas constraint to the thermal power generation plants, while the average power sent out on that day was put 3,579MW.
Similarly, the reported line constraint was 408.1MW, while high frequency constraint was 274.9MW, with N1.655bn lost on that day due to the constraints.
Officials of the Federal Ministry of Power, Works and Housing told our correspondent that the activities of militants in the Niger Delta had continued to impact negatively on the performance of the thermal plants as the facilities hardly got enough gas to meet their daily power generation demands.
Similarly, the Nigerian National Petroleum Corporation stated that the activities of militants in the region were not only affecting gas supply adversely, but reducing the country’s crude production.
The corporation, in a recent report, stated that while crude oil production in May plummeted to 1.69 million barrels per day following uptick in pipeline vandalism in the volatile Niger Delta region, the destruction of a major pipeline in the region led to the loss of 1,500MW of electricity

The National Leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu has demanded the resignation of the national chairman of the party, Chief John Odigie-Oyegun whom he said had derailed from the path of progressives. In a communiqué from his media office, Tinubu accused Oyegun of sabotaging the will of democracy in Ondo State by overriding the decision of the appeal panel that asked for a fresh governorship primary following investigations that showed that the delegates’ list used was tampered with.
Tinubu in the communiqué said that Oyegun’s action in allegedly subverting the will of the people, was not of his doing, saying that for a man of the age of the national chairman to have done what he did that he must have been under the influence of a “powerful and sinister arm at work.”
Tinubu who said that the APC was now under threat of being suffocated by anti-democratic forces pretending to be progressives, said: “The APC, a party born of the quest for democratic good governance, is under critical threat by those who managed to be in the party but never of it. From the party’s inception, the principles of democratic fairness and justice were to guide APC internal deliberations. Party founders realized that only by intramural fair dealing could the party remain faithful to the progressive ideals that we presented to the Nigerian electorate as our governing creed. If the party could not justly govern itself, it would find it difficult to establish and maintain just government throughout the nation. “In essence, the party was the embodiment of a democratic promise made between its members as well as a democratic vow made to the public. Evidently, some errant members believe promises and vows are mere words to be easily spoken and more easily broken. Chairman John Oyegun has breached these good pledges in a most overt and brazen display. In doing so, Oyegun has dealt a heavy blow to the very party he professes to lead. It is an awful parent who suffocates his own child for the sake of a few naira. The party was supposed to buttress APC members elected to government at all levels. Because of Oyegun’s conduct of our affairs, the party is rapidly becoming an albatross to those it was meant to help. “Oyegun’s comportment regarding the Ondo State primary will become the textbook definition of political treachery and malfeasance of the basest order. In early September, the state primary was held. A purported winner was named. Having faith in the ways of the party, Tinubu publicly accepted what he assumed to be a verdict honestly derived. As a democrat, one must face the possibility of defeat and accept such as outcome with as much grace as one would embrace victory. One of the few bright spots during the conduct of the primaries was Jigawa Governor, Alhaji Mohammed Badaru Abubakar. He chaired the primary convention with decorum and impartiality. He was unaware that a tampered list had been slipped into the process. “Indeed within hours of the announcement, news began to filter in that gravely disturbed me. Credible allegations of fraud troubled the waters. The delegate list had been materially altered by someone in a strategic position to so do. The names of over 150 valid delegates were excised to make room for an equal number of impostors. This was not a clerical error. The alteration was wilfully executed that the primary would be directed toward a chosen end that bore nothing in common with the will of most state party members. A cunning few had tried to deceive the many into believing they were outnumbered. “A conspiracy to steal the Ondo primary had been uncovered. Fortunately, the grand deception afoot had been unable to cover its tracks fast enough. Truth began to cry for justice. “Several candidates filed petitions contesting the result. The party established an investigative board to review the evidence. In a two to one decision, the panel found the delegate roster had suffered tampering. The panel recommended that a new primary should be held using the valid delegate list. This recommendation was tabled before the National Working Committee (NWC). “After many hours of deliberations spanning several days, a final vote was held by the NWC. Before hand, NWC members agreed that the decision of the majority would become the stance of the party. Such is the way of democracy. The NWC voted six against five to cancel the fraudulent results and hold an honest primary. For a moment, it seemed the party would restore its integrity by giving democracy a chance. However, those who sought to scam an entire state would not let the vote of 11 people spoil their enterprise. “After the NWC vote, a noticeably agitated Chairman Oyegun proposed the NWC engage in prayer before concluding the meeting. Adhering to this chairman’s request, NWC members began to pray. Seeing that the others had taken his bait, Oyegun used the prayerful interlude to secretly excuse himself from the meeting. Contravening the NWC decision and in violation of all rules of fundamental decency, Oyegun decided to safeguard the fraud done in Ondo by perpetrating a greater fraud. Oyegun arrogated to himself the right to submit the name of Rotimi Akeredolu to INEC as the candidate of the party. “Truth has finally come to light. There exists a regressive element in the party that cares nothing for the progressive ideas upon which this party was founded. They joined the APC because it was the best ride available at the time. Now they want to guide the party into the ditch. They want to turn the party into a soulless entity incapable of doing good, just like they are. When such a person tastes power, they shed all good restraint. They come to abuse the trust given them as if they are the owners of that trust and not its mere custodians. These people did little to build the party but now will do much to wreck it. “Our party was to stand for change. Oyegun and his fellows seem to be on a different wave length. They are the cohort of Unchange. The APC wants to guide Nigeria into a better tomorrow. Oyegun and the cohort of unchange want to pull Nigeria back into the past where rigging and vote stealing were the old and new testaments of politics. They want the people to think that there is no alternative to their reactionary system of skewed politics and imperious government. Thus, they seek to turn the APC into a factory of the very political malpractices the people soundly rejected in the past election. To choke the APC in this manner is to kill the chance for progressive reform for the foreseeable future. Much more than the Ondo primary is at stake. Oyegun has revealed his team’s game plan: It is the destruction of progressive politics and governance on behalf of the people.

Over N5 billion has been traced to the bank account of a daughter of one of the recently retired Army Generals being investigated by the Economic and Financial Crimes Commission, EFCC.

A top official of the anti-graft agency told Saturday Sun that the discovery was made by a team of operatives in the Intelligence and Special Operations Section of the Commission, saddled with the responsibility of carrying out further investigation of those indicted in the Third Interim Report of the Presidential Committee on the Audit of Defence Equipment approved by President Muhammadu Buhari in July.

Those listed for further investigation include two former Chiefs of Army Staff, Lt.-Gen. O.A. Ihejirika (Rtd) and Lt.-Gen. K.T.J. Minimah (Rtd); former Minister of State for Foreign Affairs II, Dr Nurudeen Mohammed and three former Permanent Secretaries in the Ministry of Defence, Mr. Bukar Goni Aji, Mr. Haruna Sanusi and Mr. E.O, Oyemomi, among others.
In the process of investigating the tenures of the two former Chiefs of Army Staff, Lt. General Azubuike Ihejirika and Lt. General Kenneth Minimah, the immediate past Chief of Accounts and Budget, CAB at the Army Headquarters in Abuja (Names withheld) who served the two Army Chiefs also came under scrutiny. Although the General bears Northern muslim names, he is from one of the biggest cities in the Southwest. His unknown Yoruba name is Iyanda.

The source further told Saturday Sun that following the discovery of suspicious cash deposits in an account in the name of the first daughter of the Army General in a new generation bank, a lien was placed on the account by the EFCC. The young lady who is under 30 recently got married (Names withheld). The account officer, a lady who manages the account was subsequently invited by the EFCC. She spilled during interrogation. Her confession led to the invitation of the General’s daughter towards the last week of August.

The source stated that she pleaded for more time to enable her attend to her infant child. The young nursing mother eventually turned up with her mother, baby, husband and lawyer about two weeks ago. And for two days, she faced interrogation though she was not detained because she is a nursing mother.

A summary of criminal infringements already established against her and her father borders on conspiracy and money laundering. “Details of the account show that cash deposits of about N10 million were consistently paid into the account sometimes five or six times a day. The money so far deposited into that account and another in London should well be over N5 billion”, the source added.

Investigators also discovered that even though the lady was still a student in the United Kingdom, hundreds of thousands of Pound Sterling were wired into the bank account of a London based firm’s bank account for her. The firm, Carrington Whyte Consulting with Flat 4, Grove End Gardens 33 Grove End Road NW8 9LL London, as its address, was curiously registered around June 2014 and shortly after, the funds began to hit its bank account from Nigeria in torrents.

Though the Army General’s daughter is currently on administrative bail, she is however, expected to report back for further interrogation next week. “We had to study her last statements, juxtapose them with our findings and draw up fresh questions for her and with which we confront her next week”, the source explained. It was further gathered that apart from procurement contracts fraud, the retired Chief of Accounts and Budget along with the two indicted COAS will have to explain how billions of excess funds in Army salary accounts were diverted, withdrawn in cash and shared when they are eventually confronted by investigators.

It was gathered that the next suspect to be taken in would be her father whose interrogation may in turn lead to the arrest or invitation of two Army Chiefs, Gen Ihejirika and his successor as COAS, Gen Minimah who were both recommended for further investigation by the Presidential probe panel.

The panel had in a statement on Thursday July 14 by AVM Jon Ode (Rtd), President of the Presidential Committee on the Audit of Defence Equipment Procurement in the Armed Forces (2007-2015) recommended a number of serving and retired military officers for further investigation.

Among those to be investigated are 18 serving and retired military personnel, 12 serving and retired public officials and 24 chief executive officers of companies involved in the procurement. According to the statement, all were either accounting officers or played key roles in the Nigerian Army procurement activities during the period under review.

Those listed for further investigation include two former Chiefs of Army Staff, Lt.-Gen. O.A. Ihejirika (Rtd) and Lt.-Gen. K.T.J. Minimah (Rtd); former Minister of State for Foreign Affairs II, Dr Nurudeen Mohammed and three former Permanent Secretaries in the Ministry of Defence – Mr. Bukar Goni Aji, Mr. Haruna Sanusi and Mr. E.O, Oyemomi.

Also, the CEOs to be investigated include Col. Olu Bamgbose (Rtd) of Bamverde Ltd; Mr. Amity Sade of Dolyatec Comms Ltd and DYI Global Services and Mr. Edward Churchill of Westgate Global Trust Ltd.
According to the Committee, the total amount spent for procurement and operations within the period were N185,843,052,564.30 and $685,349,692.49.

It found that the Nigerian Army Contracts awarded by the Ministry of Defence for the period under review were often awarded without “significant input from end-user (Nigerian Army) and to vendors who lacked the necessary technical competence”
”As an example, 3 contracts with a total value of N5,940,000,000.00 were awarded to DYI Global Services Ltd and Doiyatec Comms Nig. Ltd (owned by the same individuals) for the procurement of military hardware including 20 units of KM-38 Twin Hull Boats and 6 Units of 4X4 ambulances fitted with radios. The committee found that the 2 companies collected N5,103,500,000.00, representing 86% of the total value of the 3 contracts worth N5,940,000,000.00, but only performed to the tune of N2,992,183,705.31,” the report said.

The committee also found that a contract worth N169,916,849.77 for the procurement of 53 Armoured Vehicles Spare Parts, with 90 days completion time, is yet to be completed five years after.
With respect to contracts awarded directly by the Nigerian Army, the Committee found that many of the contracts were characterized by “lack of due process, in breach of extant procurement regulations and tainted by corrupt practices.

“In this regard, a review of the procurement carried out by Chok Ventures Ltd and Integrated Equipment Services Ltd established that between March 2011 and December 2013, the 2 companies exclusively procured various types of Toyota and Mitsubishi vehicles worth over N3,000,000,000.0 for the Nigerian Army without any competitive bidding.

”Though the committee found no credible evidence of delivery of the vehicles, the vendors were fully paid based on job completion certificate authenticated by the then Chief of Logistics. Also, analysis of the various bank accounts of the 2 companies showed transfers to individuals related to then Chief of Army Staff,” the report said.

The Spokesperson to the President, Mallam Garba Shehu has said that President Muhammadu Buhari spent 'only' about twenty million naira as medical expenses for his ear treatment.

Shehu in a post on his Facebook page which he titled "In Response to Prof. Farooq Kperogi"

Reads "The disclosure on Prof. Farooq Kperogi's wall that President Muhammadu Buhari's ear treatment in the United Kingdom cost a whopping six million pounds must have shocked many of the respected scholar's followers.

The story reads like an incredible tale by moonlight that belongs to a different era, which fortunately is now history. That's when a fortunate lady saved USD15 million for medical treatment!

But was it possible that the account of this balanced journalism teacher was hacked?

I will give him the benefit of the doubt.

Given the austere president we have, Muhammadu Buhari would not have approved this amount if he was shown a six million Pounds bill. I won't be surprised if the President may have asked if the fat bill was for the purchase of a brand new pair of ears!

I'm prepared to share documents with Farooq, one of the brightest ever produced from the Bayero University Kano (BUK) that the whole treatment, including a follow-up visit by a specialist to Nigeria didn't cost 50,000 pounds.

For the records, the administration advanced a higher sum, but the President's doctor returned the balance to the treasury.

EFCC recovers N46b from oil marketers

Oil marketers have refunded N46 billion in a probe of massive fraud in the sector, The Nation has learnt.
It is all part of the ongoing probe of the rot in the Nigerian National Petroleum Corporation, an Economic and Financial Crimes Commission (EFCC) source said yesterday.
The marketers, who are not named because “the investigation is yet to be concluded”, lifted products without paying a dime to the defunct Petroleum Products and Marketing Company (PPMC), a subsidiary of the NNPC now known as the National Petroleum Marketing Company(NPMC).
The anti-graft agency busted the fraud after going through the company’s records.
A top source in EFCC, who spoke in confidence with our correspondent, claimed that some of the marketers conspired with some staff of PPMC and NNPC to perpetrate the fraud.
The source said: “When we conducted our investigation, we discovered that the affected marketers sourced products from NNPC through PPMC without paying for them.
“In some instances, these marketers got two or three supplies and paid for one. Through connivance, they cooked the books.
“We discovered that products worth about N100billion were lifted and unpaid for by marketers leading to the invitation and interaction with some of them.
“So far, we have been able to recover N46billion out of the N100billion which the nation had purportedly lost.”
The source expressed concern that the some forces within and outside NNPC and PPMC behind the syndicate almost frustrated the EFCC team probing the “fraud”.
“The cartel wielded enormous influence in the sector and it almost frustrated the investigation and the recovery. As a matter of fact, some forces in NNPC and PPMC did not want us to go this far.
In spite of the liberalisation of the process of obtaining foreign exchange, most marketers still rely on the NNPC for their supplies.
Our correspondent’s was unsuccessful in getting the response of the Managing Director of NPMC( former PPMC), Mr. Farouk Ahmed, to the recovery made by EFCC.
Apart from calls, a text message was sent to Ahmed.
He did not acknowledge the calls and the text message.
The EFCC in April quizzed a former Managing Director of PPMC over some transactions and alleged purchase of houses valued at N1.3 billion off Amazon in Maitama, Asokoro and Wuse districts in Abuja.
The petitioners alleged that the ex-MD acquired the houses in less than six months in office.
An ex-Officio member of the Kaduna chapter of the Independent Petroleum Marketers Association (IPMAN), Bako Abdullahi Yelwa, had in February alleged that a cabal had been at work in PPMC.
He said: ”PPMC members of staff are frustrating Independent Marketers. Why will they ask for a percentage of our profit before giving us allocation? And when we refuse, they frustrate the process of getting our allocation. They only give product allocation to marketers that have given them a share of their profit upfront.
“For example, an Independent marketer gets an average of two allocations of Petrol (PMS) monthly and the profit from each truck is 80 thousand Naira. How can 160 thousand naira pay all my staff, service and maintain the stations and still keep me in business?”

The three people that are declared wanted should go and submit themselves to the Military Authorities if they don't have skeletons in their cupboards. A clear conscience does not fear any form of accusation. We are all after the release of those abducted persons and I believe the three people mentioned can be of help. Above all, I want the parents of the abducted girls and the people of Chibok to cry to God at night for their release. Miracles do happen
