PoliticsPHOTOS: OAU Law Students Win Space Law Competition, Represent Africa In Mexico by olokfor(op): 5:27pm On May 29, 2016

A team of Law students from the Obafemi Awolowo University (OAU) in Ile-Ife, Osun state at the weekend defeated their counterparts from the University of Pretoria in South Africa at the final of the African round of the Manfred Lachs Space Law moot court competition to emerge champions of the 5th edition of the competition.

The team from IFELAW as the faculty of Law in OAU is fondly called, earlier faced off participants from top Ugandan school, the University of Makerere and the University of Pretoria at the preliminaries before emerging finalists at the contest held in Pretoria, South Africa’s capital city.

The OAU team comprises Timilehin Adekemi and Irene Ekord, both 400-level students of the Faculty of Law and Tolulope Dada, a 300-level student of the Law faculty. A senior lecturer at the faculty, Dr OA Orifowoomo supervised the team.

As African champions, the OAU team will now represent the African continent at the World Final of the Manfred Lachs Space Law moot in Mexico in September. The world final is an integral part of the International Astronautical Congress (IAC) to be hosted by Guadalajara, Mexico from 26th September to 30th September, 2016.

The Manfred Lachs Space Law moot court competition is a global advocacy contest for Law students that seeks to develop the capacity of students in the area of Space Law. It is organised annually by the International Institute of Space Law in conjunction with other affiliated bodies and features both oral and written arguments on hypothetical disputes around space exploration.

The 2014 edition of the African round of the competition was held in Nigeria’s federal capital, Abuja in partnership with the National Space Research and Development Agency (NASRDA) and was won by OAU while Babcock University and the Bayero University, Kano equally put in decent appearances.

BusinessWhy CBN Removed Peg On Official Naira-dollar Exchange Rate by olokfor(op): 7:57pm On May 25, 2016
The Central Bank of Nigeria, CBN, on Tuesday, removed the official peg on the naira dollar exchange rate to allow a flexible currency regime.

The announcement was made by CBN governor, Godwin Emefiele, who declined to give further details about the policy U-turn. According to him, things would be made clearer after the CBN had another MPC meeting, soon.

The CBN had fixed the exchange rate at N199 to the greenback at the official market. while realistically, citizens can only get it at the parallel market, which hovers around N340 per dollar at the moment.

Related: CBN Announces 'Technical Devaluation' Of The Naira

Here are three reasons why the CBN decided to remove the official peg on the naira-dollar exchange rate.

1. To reduce the gulf between the official and the black market
2. To boost local manufacturing and exports
3. To stave off a recession.

Politics14 Things President Buhari Has Changed Since Assuming Power by olokfor(op): 2:21pm On May 24, 2016
The presidency over the months have been jibbed by many. While some see President Muhammadu Buhari’s government as slow and inactive, others see it as in capable of bringing the promised change.

However, one need to ask; have things remained how they were when President Muhammadu Buhari took over about a year ago? Certainly not! Here are 14 things that have changed:

1. The government closed 40 accounts in NNPC to give room for accountability.

2. The Port Harcourt and Warri refineries are back in operation with 60 per cent capacity and producing 7 million litres of PMS daily. The Kaduna refinery also resumed production at the end of the April, 2016.

3. President Buhari directed the CBN to disburse N689.5b as bailout to 27 states to pay salaries.

4. 34,000 The number of ghost workers draining the nation’s resources now expunged from the Federal Civil Service, saving N2.29b in the process.

5. President Buhari saved $1m by his directive stopping the appointment of a government delegation for pilgrimage to Saudi Arabia.

6. On assumption of office, the President cut down the number of ministries from 42 to 25 to reduce the cost of governance.

7. $321m The amount Switzerland will repatriate to Nigeria from the illicitly acquired wealth of the Gen. Sani Abacha family.

8. The Nigerian troops has rescued a total of 11,595 in the ongoing operations in the Northeast as at February 2016.

9. The Presidential Committee set up to probe contracts awarded by the Office of the National Security Adviser (ONSA) from 2011 to 2015 has recovered N7b.

10. The President secured a $5m support from U.S. government June last year and another $40m in April 2016 for the fight against the terrorists in the sub-region.

11. The government saves $1b annually by the elimination of the Offshore Processing Agreement (OPA) through the introduction of the Direct Sales and Direct Purchase (DSDP) scheme with reputable off-shore refineries

12. The Port Harcourt, Warri and Kaduna Refineries now produce 7m litres of PMS per day.

13. The implementation of the Treasury Single Account (TSA) which stands at N3trillion has provided greater visibility of government revenues and cash flows. A war on high pedestal.

14. Buhari intensified the anti-corruption war which has led to the arrest of high profile public officers. Such cases include the ones against former Peoples Democratic Party (PDP) spokesman Olisa Metuh, Daar Communications Chairman Dr Raymond Dokpesi and former Chief of Defence Staff Alex Badeh.

PoliticsOlisa Metuh Was Absent In Court For His Trial Today by olokfor(op): 1:46pm On May 24, 2016
The National Publicity Secretary of the Peoples Democratic Party, Mr. Olisa Metuh, was absent from his ongoing trial before a Federal High Court in Abuja on Tuesday.

His lawyer, Dr. Onyechi Ikpeazu (SAN), said the defendant was on a bed rest at the National Hospital, Abuja.

After intimating the judge on why Metuh was absent from court, Ikpeazu passed to the court registrar a medical report signed by a neurosurgeon consultant in the hospital, Dr. O.O Olaleye, confirming that Metuh was in the hospital for a bed rest.

Prosecuting counsel, Mr. Sylvanus Tahir, also did not oppose the application for adjournment but also referred the court to section 266(a) and (b) of the ACJ Act which makes it mandatory for a defendant to be present in court whenever his trial comes up.

The judge, in a ruling, which he delivered after entertaining the submission of parties to the case, noted that though Metuh had good reason to be absent from court, the medical report was unhelpful, as it failed to indicate the period which the bed rest would last.

The judge however conceded to the request for adjournment and fixed May 30 for continuation of trial.

Justice Abang also fixed Wednesday (tomorrow) for ruling on an application by Metuh seeking the release of his passport to enable him travel to the United Kingdom for medical treatment.

CrimeNigerian Man And Woman Arrested For Possession Of Cocaine In South Africa by olokfor(op): 1:17pm On May 23, 2016
A 29 year old Nigerian woman and a 31 year old Nigerian man were yesterday May 22nd at different times arrested at the Cape Town International Airport for possession of cocaine. According to South African Police Service officer, Van Wyk, the police were conducting random stop-and-search duties at the domestic arrivals at about 11.20am when they approached two African women.

One of the women’s bags was searched by a constable who discovered five small packets concealed in a pair of socks, wrapped in black pieces of plastic.

"When police members unwrapped the packets they found white powder in the small see-through plastic packets. When they asked the suspect about the substances she explained that she is using the substances which is known to her as the drug cocaine. Members decided to physically search the suspect further and discovered more cocaine in about 11 packets wrapped in black pieces of plastic.

The packets were concealed in various parts of her body and also inside her shoes. Prior to searching the suspect, when she was asked to declare anything, she said nothing and when she was asked if she is aware of every item in her bag, she agreed and said that she had packed her bag herself."

The 29-year-old woman was arrested for alleged possession of 30 gram of drugs with estimated street value of R7500. She would appear in the Bellville Magistrate’s Court soon. About an hour before the lady was arrested, a 31 year old Nigerian man was also arrested at the domestic arrival of the airport for alleged possession of a substance presumed to be cocaine.

The police officer says said police officers were “doing profiling” at domestic arrivals when they spotted a man picking up a pink suitcase from the carousel and walking away in the direction of the exit. Police officers approached him and asked to search his suitcase. The search revealed a hidden compartment with 22 plastic bags containing a “suspicious white substance”.

A sniffer dog reacted positively to the substance. "The weight of the substance is estimated to be 2.36kg with a street value of approximately R708 000. The suspect was detained and is due to appear in the Bellville Magistrate’s Court soon,".

The actress who recently celebrated her fourth wedding anniversary with her Puerto Rican husband, Kenney Rodriguez, spoke with Kehinde Bankole of Broadway Africa. Uche said, ''It’s always insulting to me, that line of thought, because even while I was in that relationship, I had members of his family think some of my cars were his…. and he has never given me money, which he knows. Never!’, she emphatically stated.

''I have been working since I was 14 years old. I personally saw myself through school, not just me, even my younger ones. So, I have always been my own person, I have never needed a man to define me and I have always known that whoever I ended up with is the lucky one.

''When I walked out of that relationship and said I was done, I wasn’t interested in what anybody was saying. I was done. At a point I said to myself, I would rather invest this time in me and in my company.

''When I met Kenny and I saw the relationship he had with his mum, I totally knew he was husband material. The way you treat your mum tells a girl how you can treat her. If you don’t have respect for your mum, you’re never ever going to have respect for your wife.’

BusinessFEC Approves Tax Incentives For Dangote by olokfor(op): 2:20pm On May 18, 2016
The Federal Executive Council today approved tax incentives for Dangote Group which is owned by Africa's richest man, Aliko Dangote.

The new move was announced by Babatunde Fashola after the meeting.

See tweet from Aso rock official handle announcing the incentive:

The Federal Executive Council (FEC) on Wednesday approved the proposal for business mogul, Aliko Dangote, to construct Lokoja-Obajana-Ilorin Road.
Dangote Cement’s Obajana factory is located along that axis.
In return, Dangote will hold back 30 percent of his company’s income tax for some years.
‎The Minister of Power, Works and Housing, Babatunde Fashola, disclosed this to State House correspondents at the end of FEC meeting presided over by President Muhammadu Buhari.
He was accompanied by the Ministers of Information, Lai Mohammed; Labour, Chris Ngige and Justice and Attorney-General of the Federation, Abubakar Malami.
He said: “We presented a memo to council for consideration. The memo seeks to take benefits of the existing policy and regulation. It seeks to take benefits of tax policies, tax laws for the purpose of using them to drive infrastructural development renewal.
“So we presented a proposal by one of the subsidiary of Dangote group, a construction company, for the construction of a section of Lokoja-Obajana-Kabba-Ilorin, specifically the section between Obajana-Kabba Road using cement as demonstrative of how perhaps we should continue to build going forward in order to reduce maintenance on the road and the company proposing to fund the construction of that section of the road in exchange for some tax remissions.
“Companies are ordinarily suppose to pay income tax‎. There are existing policies in our laws which enable government to consider and give taxes incentives.
“So Council consider and approved the proposal for Dangote construction company to build that section of the road because the tonnage of cement being produced from the factory has increased and the traffic in that area has increased, there had been unfortunate accidents also.
“So it is a total economy policy which council considered and approved because it gives support to industry, it enables us take benefit of our tax law to renew infrastructure at a time we are really challenged for resources to finance all our routes. It also enables us to save lives by quickly and urgently rebuilding that road so that other commuters who also depend on that road for their livelihood would also benefit from the road.”

PoliticsObasanjo Regrets Not Privatizing NNPC When He Was President by olokfor(op): 3:23pm On May 17, 2016
Former President Olusegun Obasanjo has advised the Federal Government to privatize the Nigerian National Petroleum Corporation (NNPC) to end ‘the monumental fraud’ in the oil sector.
He said he would have privatised the company 20 years ago if he had the faintest idea that it was going to be used as a conduit to syphon public fund by succeeding administrations.

Obasanjo who was speaking at the opening ceremony of a two-day maritime stakeholders conference organized by the Ministry of Transportation and its agencies in Lagos yesterday, also advised the Federal Government not to buy a new national carrier, stressing that it should be private sector driven.
Speaking of the telecommunication sector, Obasanjo said, “I had to struggle for almost four years to get telephone lines to half a million as Nigeria’s military head of state and it did not work. But when I came back, we had over 1.5 million lines. We have to think out of the box.”
The Ex-President said until the Nigerian Maritime Administration and Safety Agency (NIMASA) became a place where people were stealing money, nobody knew of it, but that right now people would say make me NIMASA DG.
He said the nation had seen what privatization could do for its economy. “With our experience in NLNG and the telecommunication sector, let us adapt and adopt,” he said.
In his keynote address, the Minister of Transportation, Hon. Rotimi Amaechi, said the previous administration failed not because there were no laws but that rather, the will to enforce the laws was not there.

Politics14 Ways We Are Worse Off Since Buhari Became President by olokfor(op): 4:55pm On May 14, 2016
Since the president of the good people of Nigeria, Muhammadu Buhari was sworn in on May 29, 2015, we are still waiting to enjoy the dividends of democracy. By and large, our lives are worse off. Majority of the over 170 million Nigerians are in more pains than they were. Only liars, boot lickers and those near the corridors of power and apologists disagree. Things can get better, no doubt. But right now, things are far worse than contemplated.

Here are the 14 ways the lives of the masses have been affected…

Income dwindling and devalued

If you earned N18,000 in 2015, at an average exchange rate of N180 to a dollar, your income is actually $100. Today, your N18,000 can only buy $52 ( at N345 to a dollar ).

Apart from this simple arithmetic, your $52 today cannot buy the same items it did last year. Prices have skyrocketed!

Effectively, your income has dwindled and practically devalued. This scenario is extended to all groups, no matter the income and status.

Stock market collapsing

The collapsing stock market is evident. Today (Friday, May 13), market capitalization stood at N9.098 trillion. In April 2015, capitalization rose to N11.990 trillion, after Buhari was declared the winner of the presidential elections. That is a difference of N2.9 trillion.

Investors are scared, the market is not doing too well because businesses are troubled. A lot of the quoted companies are facing difficulties because of the unfriendly operating environment.

Dollar plummeting

The dollar at the black market fell to N190 in the euphoria of Buhari’s victory. Shortly after, it jumped over the N200 mark … and it has been rising ever since. Today, it is about N345, even as government mentioned a spurious N285 figure.

Factories quieter, businesses struggling

With foreign exchange difficult to come back, and raw materials unavailable, many factories are quieter, production scaled down, as some close down. Even enterprises are as troubled as cost of production rise. Many traders and supplies are hiding under scarcity of dollars to jerk up price, hammering entrepreneurs who are out of breath and panting. Artisans are moaning as machines cease their thud and whimper.

Rent higher

Land lords are also using scarcity of dollars and rising cost of living to increase rent, further reducing the available income of the Nigerians. With shelter on top of everyone’s scale, there is no escape. From rooms to self contained, shops to flats and duplexes, rent is up.

Food more expensive

Even those selling tomato and fish, pepper and groceries are blaming the dollar and hiking prices of their produce. People are skipping meals and reducing quality and quantity. There is more hunger in the land.

More people out of job

As factories and businesses struggle to produce, with some scaling down, others closing shop, unemployment is rife. Many more people are under employed or out of job. This sad scenario is evident.

Petrol scarcer and more expensive

For the better part of this administration we have been at filling stations, in kilometer Lon queues, sleeping there and paying far above the N86.50 per litre for petrol. Across the nation, we have not had this long palaver with petrol. Now, a litre has been fixed at not more than N145, but we are still buying it far more than that price and it is scarcer.

On account of the scarcity, smaller businesses are coughing and collapsing as they struggle to power their generators. People are late for work as they queue at stations or wait for buses. Homes have become unbearable as darkness, with power outages, has become our companions.

Power outages punishing

On one occasion at least, the whole of Nigeria was in darkness as megawatts slipped to zero! Total darkness!! And for the better part of the last one year, ordinary talk with no action has dominated the public space concerning electricity. Households have become inhabitable; sleep has been murdered as heat conspired with lack of electricity and fuel to punish Nigerians. Companies are becoming cemeteries.

Nigerians sadder, more aggressive, depressed and fall ill easily

Many more people than ever are sadder, forlorn and confused. They are at a loss on what steps to take, they are losing their humanity. Legions are more aggressive, easily angered and quick to quarrel at little slights. Some are transferring aggression, from their lack of financial stamina. Depression, serious depression in the league of mental issues, is commonplace. And it is easy to fall ill as immunity plummets as a result of lack of hope and confusion.

Insecurity and rise in opportunistic crime

There is a general feeling of insecurity as trouble spots multiply and hoodlums take advantage of financial difficulties. More dangerous crime of rituals and kidnapping are coming into our lexicon. Petty crimes are frquent. And terrorists, Boko Haram and Niger Delta Avengers have not been conquered. Now we have herdsmen who are raping, maiming and killing.

Future looks bleaker, especially for youths

The army of unemployed youths, graduates and the uneducated are frustrated. They have lost hope as millions join the labour market that is far more than saturated. New companies are not springing up as expected, jobs are hardly created. Those in school are jittery and worried about the future.

Economic migration

Many are taking dangerous routes and migrating as economic refugees. They believe anywhere is better than Nigeria. And those in Nigeria are flooding the cities, putting pressure on infrastructure and resources. They are abandoning agriculture, and some there may be serious scarcity of produce hitherto widely available.

We are less compassionate and willing to help others financially

Those you run to for help, big men and women, are also complaining. Spiritual places of solace and refuge have fewer donations and are helping less. It appears compassion is dying. The average family is abandoned, on their own…

Foreign Secretary Philip Hammond, disclosed this on Saturday in Abuja on arrival for the one day Regional Security Summit.

A statement issued by the British High Commission, quoted Hammond as reiterating the UK’s continued support to Nigeria in the fight against Boko Haram.

“The UK continues to support Nigeria in tackling Boko Haram with nearly £40m of counter-terrorist and counter-extremism support over the next four years.

“The support includes the training of almost 1,000 Nigerian military personnel for deployment to the North East of Nigeria on counter-insurgency operations,” Hammond said.

He commended President Muhammadu Buhari for the efforts his administration had made in degrading the Boko Haram insurgency.

“President Buhari has shown strong leadership in the fight against Boko Haram.

“Boko Haram is a brutal organisation that has raped, murdered and kidnapped innocent civilians and forced over two million people to flee their homes.

“Their allegiance to, and potential coordination with Daesh is a reminder of the threat they present to the region and to British interests,” he said.

According to him, Britain and Nigeria, with support from the U.S., France, and its neighbours, are making progress in degrading Boko Haram.

The Second Regional Security Summit brings together leaders from across the world to address the international community’s intent to support Nigeria in its fight against Boko Haram.

The First Regional Security Summit was held in France

PoliticsPresident Buhari Announces Fresh Measures To Advance War Against Corruption by olokfor(op): 11:55am On May 12, 2016
President Buhari in London today pledged that in furtherance of his administration's ongoing war against corruption, Nigeria will soon begin the full implementation of the principles of the Open Contracting Data Standard.

In Nigeria's country statement to the Anti-Corruption Summit hosted by Prime Minister David Cameron of Britain, President Buhari said that the Federal Government will apply the Open Contracting Data Standard to major projects in the oil, transportation, power, health, education and other sectors.

The Open Contracting Data Standard (OCDS) enables disclosure of data and documents at all stages of the contracting process by defining a common data model.

The publication of OCDS data ensures greater transparency in public contracting, and can support accessible and in-depth analysis of the efficiency, effectiveness, fairness, and integrity of public contracting systems.
President Buhari said that his administration is also taking steps to ensure greater transparency of the ownership and control of all companies involved in property purchase and public contracting.

"Nigeria is already collating this information through the Extractive Industry Initiative process and will extend it to other sectors.
"Nigeria will establish a transparent central register of foreign companies bidding on public contracts and buying property. We welcome the proposal by developed countries to work together to improve the access of developing countries to beneficial ownership information for use in public contracting, the President said.

President Buhari also welcomed a proposal to restrict the ability of those involved in corruption to travel, invest and do business overseas.
"We commit to joining the pilot initiative for automatic exchange of beneficial information. Nigeria commits to deploying public-private information sharing partnerships to bring together governments, law enforcement, regulators and the financial sector to detect, prevent and disrupt money laundering linked to corruption.
"We commit to work together to enhance company disclosure on the payments to governments for the sale of oil, gas and minerals, complementing ongoing work within the EITI.

"Nigeria is already reporting progress through the EITI working groups and will continue to work with interested countries to build a common understanding and strengthen the evidence for transparency in this area.
"We welcome voluntary disclosures through EITI reporting and by some major companies regarding payments to governments for the sale of oil, gas and minerals.
"We welcome the new 2016 EITI Standard, in particular the requirements on beneficial ownership and the sale of the government’s share of production. We will sign up to the Common Reporting Standard initiative.
"We commit to reviewing penalties and other actions against professional enablers of tax evasion, including for corporations that fail to prevent their employees from facilitating tax evasion.

"We support the development of a global commitment for public country by country reporting on tax information for large multinational enterprises.
"We commit to the strengthening of our asset recovery legislation, including through non-conviction based confiscation powers and the introduction of unexplained wealth orders.
"In order to improve on the current legal procedures and ease asset recovery procedures, we have drafted the Proceeds of Crime Bill which provides for the transparent management of recovered funds and assets and a non-conviction based approach to asset recovery.

"We will work with others countries, civil society, international organisations to support accelerated implementation of the voluntary provisions of the UN Convention Against Corruption (UNCAC) and we commit to the implementation of the outstanding obligations under the UNCAC.
"We support the establishment of an International Anti-Corruption Coordination Center to be managed by National Crimes Agency of Britain. We will work with NCA in promoting this centre in the African region," the President said.
