Politics › My Advice For Boko Haram - Afghan President by oloriooko(op): 2:36pm On May 05, 2013
Afghanistan President Hamid Karzai has advised Boko Haram insurgents in Nigeria to sheath their sword.

He gave the advice when Nigeria’s Ambassador to Afghanistan, Dauda Danladi presented his letters of credence recently in Kabul.

He called on the Boko Haram members to lay down their arms if they are true Muslims and embrace peace as offered by Government noting that no religion perches violence.

“Boko Haram, you should stop burning schools, Mosques, Churches in the name of Islam. You should not destroy your country if you are true Muslims you should protect lives because in Islam if you kill one
it is as if you have killed the whole of humanity and if you save life is as if you have save the whole of humanity”

He said Afghans have seen the futility of violence and put behind them the ugly past and have now
embrace peace through dialogue.

He recalled the activities of the Taliban’s saying it was externally motivated and the people were used by the Taliban’s to commit suicide bombing without knowledge that they will becommitting suicide.

He said in most cases suicide bombers were given Jacket as a gift containing bombs, on wearing it somebody will follow and on reaching their targets they detonate it.

He said Afghans have seen the futility of violence and put behind them the ugly past and have now
embraced peace through dialogue.

Politics › Why We Seized Turai’s Land - Minister by oloriooko(op): 8:00am On May 04, 2013
Why We Seized Turai Yar’adua’s Land - Abuja Minister

The Federal Capital Authority sought to underplay a stinging legal defeat it suffered Thursday on land dispute between first lady, Patience Jonathan, and her predecessor, Turai Yar’Adua, accusing Mrs. Yar’Adua of seizing a public land for herself, and insisting it acted right in withdrawing the allocation.

The FCT minister, Bala Mohammed, said he acted in public interest, a claim dismissed by the court in reaching it decision on Thursday.

“The records show that the said plot of land was wrongly redesigned and reallocated to WAYEF, Turai’s NGO in her twilight days as the First Lady in 2010,” Mr. Mohammed said in a statement issued by his spokesperson, Nosike Ogbuenyi.

“The FCTA found the action of reallocating a public land to a private NGO inappropriate and therefore took proper action to revoke the reallocation and restore the land to the original allotee, the AFLPM.”

Thus, the action was taken in the overall public interest and for that reason alone, he said.

An Abuja High Court on Thursday invalidated the purported revocation order on the plot measuring about 1.84 hectares allocated to the former first lady’s organization, Women and Youth Empowerment Foundation, WAYEF.

The court, presided by Peter Affen, said the claim by Mr. Mohammed that he acted in the overriding public interest was not supported by any of evidence before the court, ordering that the initial offer to Mrs. Yar’Adua’s organization remains valid.

“The defendants failed woefully to adduce any shred of evidence before this court to support their claims that the allocation of the land was revoked on overriding public interest. There is no overriding public interest in this issue,” the judge said. “The allocation made to the plaintiff who is a vocational training centre was in public interest and in line with section 28 (1) of Land Use Act.”

After the ruling, the head of legal unit of the FCT, Imaobong Okpongete, said after the decision will be appealed, and defended the minister whom she said exercised the power of his office accordingly in revoking a plot and reallocating same.

But the minister, said in the statement, that the ministry was still studying the court decision and was awaiting the original certified true copy of the ruling.

Mrs. Yar’Adua’s team has however dismissed the threat of an appeal, vowing a repeat victory at appeal.

“Let them bring it on. We will love them to appeal,” a lawyer for Mrs. Yar’Adua, Innocent Lagi, said. “This culture of impunity must stop.”

“The issue of impunity in this country cannot continue. We will like the Supreme Court to deliver judgment on this case,” he said.

History of transfer

The long-drawn legal battle dates back to 2010 after the plot, cornered by Mrs. Yar’Adua in February 2010 while she was the First Lady, was revoked by the FCT minister and re-awarded to Mrs. Jonathan.

While Mrs. Yar’Adua obtained the plot for her pet project, Women and Youth Empowerment Foundation, WAYEF, Mrs. Jonathan got the allocation for her initiative, African First Ladies’ Peace Mission, AFLPM.

The contentious plot is located within the Central Business District, close to the Ministry of Justice in Abuja.

Repeated attempts at negotiated settlement failed ahead of the court ruling on Thursday.

Apparently in response to the media’s gleeful report of how the Mrs. Jonathan was floored in court by Mrs. Yar’Adua, the FCT minister Mr. Mohammed specifically disclaimed that the case involved Mrs. Jonathan. He said it concerned his ministry only.

Politics › Nigeria Is Most Dangerous Place For Journalists In Africa After Somalia by oloriooko(op): 8:08am On May 03, 2013
Following increasing anti-press violence and prosecutions especially by government officials and security agencies, Nigeria has emerged as the most dangerous place in Africa, after Somalia, for journalists, a survey released on Thursday morning by global media advocacy organisation, the Committee to Protect Journalist (CPJ), has revealed.

The survey shows that this is perhaps the darkest time for journalists in the country as this is the first time Nigeria will appear on the CPJ’s Global Impunity Index which calculates unsolved journalist murders as a percentage of each country’s population.

The report said Nigerian Journalists had experienced a decade of relative security before the recent targeting of journalists.

"Rocked by militants in the north and politically inspired aggression nationwide, Nigeria has become one of the worst nations in the world for deadly, unpunished violence against the press," the survey declared.

With five journalists murdered in relation to their work since 2009, the survey said Nigeria "has the second worst impunity rating in Africa, behind only Somalia.

Those covering the activities of the extremist Muslim group Boko Haram are particularly vulnerable. In 2012, assailants shot and killed Enenche Akogwu of independent Channels TV as he reported on the aftermath of terrorist attacks in the northern city of Kano."

"Investigations into these killings are usually carried out with sloppiness, and no real culprits are caught," said Ayode Longe, a senior officer with the Media Rights Agenda, a press freedom group in Nigeria, who was quoted in the report.

"That has emboldened others to assault journalists, believing nothing would be done to them," Mr. Longe added. Journalists and media houses have come under direct threat, intimidation and physical violence in the past year from the administration of President Goodluck Jonathan.

Media houses with dissenting opinions have been fined or shutdown; and editors and reporters harassed and beaten up by soldiers and policemen.

Politics › OBJ, Yar’Adua, GEJ Misused N1.2trn – Senate Report by oloriooko(op):
A Report of the Senate Committee on Public Accounts, presented to the Senate, yesterday, revealed how the Federal Government under three successive administrations from 2002 to 2012, grossly abused funds from the nation’s Special Funds Accounts to the tune of N1.2 trillion.

According to the report presented by Senator Ahmed Lawan, Chairman of the committee, the said amounts cut across the Natural Resources Account, Derivation and Ecology Accounts and Stabilization Account.

The Special Funds Accounts, comprising Development of Natural Resources Account, Derivation and Ecology Account and Stabilization Account were being maintained by the Federal Government of Nigeria. Senator Ahmed Lawan in his submission said that the amount was misappropriated between 2002 and 2012 by the governments of Chief Olusegun Obasanjo, Late President Umaru Yar’Adua and current President Goodluck Jonathan, adding that the governments at various levels abused the Special Funds Account by making several releases not related to what the accounts were designed to achieve.

Breakdown of the report showed that N710,489,494,960.6, N149,881,359,210 and N191,780,136,241 were reportedly misused by the three administrations in the Derivation and Ecology Account; Development of Natural Resources Account and Stabilization Account respectively.

According to the committee in its report, within the period under review, the sum of one trillion, five hundred and eighteen billion, eight hundred and seventy one million, three hundred and fifty seven thousand, four hundred and twenty six naira, sixty four kobo (N1, 518, 871, 357, 426.64) was the accruals to the special funds accounts.

The sum of one trillion, two hundred and thirty five billion, one hundred and sixty six million, seven hundred and eighty one thousand, three hundred and forty seven naira, fifty two kobo (N1, 235, 166, 781, 347. 52) was the total payments from the special funds account.

Also, five hundred and eighty billion, nineteen million, six hundred and eighty two thousand, seven hundred and thirty eight naira (N580, 019, 682, 738) was released as loan; and three hundred and forty seven billion, nine hundred and ninety seven million, five hundred and eighty three thousand, and eight naira and forty one kobo (N347, 997, 583, 008.41) yet to be recovered from various loans beneficiaries.

The Report

Senator Ahmed Lawan, earlier in his presentation of the report said: “The operation of the Natural Resources Account is grossly abused because several releases under this account were not related to the intendment of the account.”

Out of a total of N329, 329, 745, 916 granted as loan, N200, 585, 790, 991. 64 is still outstanding under the Natural Resources Account; under the derivation and Ecology Account, a total of N61, 000, 000, 000.00 was granted as loan leaving an outstanding of N30, 000, 000, 000.00.

“Several approvals made from the special funds accounts do not conform to the purposes for which the funds were established; and there were no operational guidelines for the administration, regulations, approvals and procedures for the release of money from such funds.”

It also noted that loans granted from the accounts have not been paid back several years after such loans were granted.

Involve EFCC, ICPC — Ekeremadu

In his contribution, the Deputy Senate President, Ike Ekweremadu, called on the Public Accounts committee to undertake further inquiry to determine whether loans given from the special funds accounts had been recovered.

Ekweremadu said in an event where the monies have not been recovered, the Senate should invite the EFCC and ICPC to wade into the matter, as failure to do so would be interpreted by the public as the National Assembly abdicating from its responsibilities.

He said: “Section 8(82) (of the constitution) said, no money shall be withdrawn from the consolidated revenue fund of the federation except to meet expenditure.

“In this situation, we have seen where monies meant for ecological fund are being used to develop airports, to build malls and then to build abattoir. So that is the crux of the matter. Most of them according to the report of the committee, indeed all of them, have not been recovered.

“This committee will need to do further work to ensure that they hear from the other side of the divide or this matter be referred to the EFCC or ICPC to do further investigation.”

Also commenting, the Senate Leader, Victor Ndoma Egba said the impunity shown in the report confirmed his earlier belief that the nation’s public finances still remain opaque after 14 years of democratic governance as they were under military rule.

His words: “All the misapplications of funds carried out by the executive in the special funds accounts since 2002 are clear attestations of an opaque public finances in Nigeria where for now, transparency and accountability are rules not adhered to, in anyway by the executive arm of government.”

Deputy Majority Leader, Senator Abdul Ningi who also doubles as Deputy Chairman of the Committee on Public Accounts, said: “This is sheer crass executive recklessness and the National Assembly indifference to it.”

N’Assembly to be blamed too — Mark

Meanwhile the Senate did not exonerate itself from the blame, stressing that the abuse was an indictment on the National Assembly because if they had carried out their work effectively, the problem would have been discovered before now.

Senate President David Mark, while reacting to the absence of guidelines for the operation of the special funds account, said: “We are taking it for granted that these funds exist and they can be used in any way and manner. And I think that is truly an indictment on the National Assembly. It is a wake up call for the National Assembly to do its work properly.

“It is an intervention fund in several areas and they are also specified: Development of mineral resources, Derivation and Ecology fund and Stabilization Account. Our problem here is how these funds are being utilized.”

He demanded from the Chairman of the Committee as to whether there were guidelines on the appropriation of such funds.

“It is a combination of their own personal issues and those who collect the loans and those who are given. We as Nigerian citizens and as the legislature, this is about our own collective intelligence.

“We must not under any guise sweep away these findings. Going forward this chamber must have to add a committee to make sure that the loans which were collected are refunded, and where there is a breach, such persons must be brought to book by being prosecuted.

“This impunity is ongoing; it has not stopped, because even in 2011 we could see the impunity by the coordinating minister. That means the trend continues.”

When asked whether there were guidelines, Senator Lawan said, “there is no guideline. But during the public hearing, the committee asked the permanent secretary, Ministry of Finance, how he would define special funds accounts. And he said that is a discretionary account; and what that means is that they can do whatever they want with it. But again there are document of the Ministry of Finance indicating clearly the purpose for each of these three accounts and the beneficiaries, so it is not a discretionary account but there is no guideline.

“As the Senate Majority Leader stated, we are also at fault. We should have legislation and we should spell out guidelines.

Politics › Bomber: I Went To Destroy THISDAY On Revenge Mission by oloriooko(op): 4:46am On May 02, 2013
Umar Mustapha, charged with the bombing of SOJ Plaza in Kaduna occupied by THISDAY, The Moment and Sun Newspapers said he did so out of vengeance.

Umar who also threatened that the first witness would be killed for daring to testify against him was said to have told police investigator that he went to destroy THISDAY newspapers on a revenge mission. The prosecution called two witnesses Tuesday. They were police officials. They wore mask to conceal their identity, in view of the court’s decision to protect their identity.

The first of the witnesses, a female police officer, said she served at the State Criminal Investigation Department, Kaduna during the incident. In her evidence, she said that as the Investigating Police Officer, she took the statement of the accused person.

She said that Mustapha confessed to have committed the act. In her words: “My Lord, the accused person told me in Hausa that he attempted to blow up the entire THISDAY office as a revenge mission.”

She told the court that the accused person told her that he took the explosive to where THISDAY office was located because he wanted to revenge against the newspaper. At the point when the prosecution moved to tender the statement in evidence, the defence counsel, Mr. Sulaiman Nureni opposed on the grounds that the accused, who spoke in Hausa, denied making the statement.

Sulaiman told the court that his client said he was unconscious through out his stay in the police clinic where he was said to have made the statement. He urged the court not to admit it. However, Justice Adeniyi, in a bench ruling, admitted the statement on the grounds that it was relevant to the case.

The second prosecution witness, a male Chief Superintendent of Police, said he also served at the State Criminal Investigation Department at the time of the incident. He told the court how he, with the aid of some escorts, conveyed the accused person to the Federal Special Anti-Robbery Squad (SARS), Abuja.

Also at the resumed trial, prosecution counsel, Shuaibu Labaran, told the court that the accused person made pronouncement of death on the life of the first prosecution witness during proceedings on Monday.

He alleged that: “Many have heard the accused person say in Hausa Language that the witness shall be killed for testifying against him. “My Lord, I thought you heard him because it was not long that you directed that the witnesses be made not to enter the court through the axis where the accused was docked.” Counsel to the accused, Sulaiman Nureni, interjected and denied that such a threat ever came from his client.

When asked, the Hausa interpreter in the case, (name with held) confirmed the threat. The interpreter said the accused person wished death for the first witness for lying against him while giving evidence. The trial judge, Justice Adeniyi Ademola, consequently warned the suspect to desist from further verbal threat in the court. Umaru is standing trial on a one-count charge under the Terrorist Prevention Act 2011 slammed on him by the police. The judge said: “The allegation of threat to the life of a witness made by the accused person is taken seriously.

“I believed the accused person has said those things but I want to warn you to desist from that because a threat on witnesses is a threat against all of us and against the court. “It is therefore incumbent on the defence counsel, Mr. Suleiman Nurunei, and his team to ensure that the accused person is well behaved.

“There shall be no repeat of such thing as it will not be tolerated.” The star witness in the trial which was shielded from members of the public, except journalists, wearing a mask, identified the accused person as the man who bombed THISDAY premises on April 26, 2012 in Kaduna.

He said the accused person implanted 12 camp gas cylinders as improvised bombs connected with wires to the steering of the car he (Mustapha) used for the operation.

Another prosecution witness who testified explained that the police authority directed him to transfer the accused person to the Headquarters of the Special Anti-Robbery Squad (SARS) in Abuja. According to him. “I was ordered by my superior officer to convey the accused person in Police Clinic Ambulance with full security escort which I led to Abuja on April 26 by 11:30 pm. “I was told that he was a suspect rescued from the scene of bomb blast at Kontogora Road, Kaduna earlier in the day,” he said.

After taking all the prosecution witnesses, the court adjourned till May 14 and 30, while June 4 and 5 were fixed for the accused person to open his defence.

BlackPikiN: Everton's Victor Anichebe puts Nigeria career on hold

By Oluwashina Okeleji BBC Sport, Lagos

Everton striker Victor Anichebe has put his international career with Nigeria on hold so he can "manage his body accordingly".

Lagos-born Anichebe, 25, has told BBC Sport that for the time being, he does not want to be considered for Nigeria.

He had been tipped for a return to the Nigeria squad for June's World Cup qualifiers and Confederations Cup, replacing the injured Emmanuel Emenike.

"The best thing for me at the moment is to focus on club football," he said.

“I don't blame anyone for this nor do I have any issues with anybody from the NFF or Stephen Keshi our coach”

Victor Anichebe

Anichebe has been plagued by injuries over the past few years, including a groin problem on his last appearance for Nigeria in a 2-0 win over Madagascar in 2011.

He insists he is proud to play for his country, but for the moment his Premier League side Everton are his priority.

"Without club football there is no international football and everyone at Everton was with me every step of the way during my injuries and rehabilitation and so I owe it to the club to manage myself correctly," he explained.

"I didn't feel that the Nigerian federation was there for me then in the same manner, which was especially disappointing given that I got the injury representing my country.

"But I don't blame anyone for this nor do I have any issues with anybody from the NFF or Stephen Keshi our coach.

"He has done a fantastic job and is building a team that Nigerians can be proud of."

A former England youth international, Anichebe switched allegiance and played his first game for Nigeria in March 2008.

He scored on his debut in a 2-0 win over South Africa to help them reach the 2008 Olympics and was then part of the squad that went on to win silver in Beijing.

Despite the recent setbacks and decision to put club over country, Anichebe has no regret to have chosen Nigeria over England.

"A lot of people ask me if I was sad that I wasn't part of the Nations Cup winning team but I couldn't have been happier because it brought so much happiness to Nigerians especially after there has been so much tragedy," he said.

"I know football cannot take away some of the pain it has caused but it was good for the country.

"I am just like the 170 million Nigerians out there, I am a fan obviously as well as a player.

"If I had gone would I be playing for my club at the level I am now? Perhaps not, so it worked out well for both sides.

"The time is just not right for me to resume my international career as of yet but I would certainly love to represent my country in the none-too-distant future."

Thanks a lot for this info and I think we know where our problems lie: our football administrators!
This is freaking unbelievable huh

NFF is being paid to kill our football cos they are a bunch of farmers managing football affairs in 9ja. Until the right people are in the right places, our football will continue on this path of decline.
So sad for 9 ja football, now I can see the sense in Emenike's outburst after the nations cup.

This is the time we really need Anichebe in the Eagles considering Emenike's fresh injury which could rule him out of the Confederation Cup and world cup qualifiers.
