Oban - The first "Digital Village" in Nigeria was inaugurated on Thursday by Samsung Electronics West Africa in collaboration with UNESCO in Oban Community, Akamkpa Local Government Area of Cross River. The village will provide access to the world's most advanced information and communication technologies, education and health services to under-resourced areas. The facility is also expected to bridge the digital divide and serve as a catalyst for local business development and government service delivery. Speaking at the occasion, Brovo Kim, the Managing Director of Samsung Electronics West Africa, observed that some rural areas Africa lacked electricity. He said that such communities were also challenged by limited access to education, health care and connectivity, as necessary components of their socio-economic development. "We are not only bridging the digital divide but also providing a facility that meets the most critical health and education needs of the rural community," Kim said. "In addition to providing the appropriate technologies, Samsung is also working to ensure that the people of the Oban Community take ownership of the digital village and receive adequate training to optimise use of facilities. "Samsung believes that technology is a powerful tool to change these circumstances, improve and create a better society," he said. Governor Liyel Imoke of Cross River expressed commitment to the project, which he said was worth more than N160 million. Imoke, who spoke through the Special Adviser on International Donor Support, Mr Roy Ndoma-Egba, advised the people of Akamkpa to protect the project. He also thanked Samsung for their support. The Oba said he had to intervene when his attention was called to the bitter row between the two. He accused sycophants within the All Progressives Congress (APC) of instigating the fight between Tinubu and Fashola. The monarch who spoke at the Blue Roof venue of an event marking the 2 900 days in office of Governor Fashola stated that it took his intervention, and the grace of God to reconcile the two. NO doubt about it, the North betrayed Goodluck Jonathan in the last election. The greatest ally of the North in Nigerian politics has been the South-South. Therefore, it was not asking too much for Jonathan to expect the North to return the favour under his administration; when he is clearly carrying the mantle of the South-South. Jonathan did not take Northern support for granted. In his six years in office, he spent the overwhelming proportion of resources at his disposal on the North. The $1 billion Kashimbila Dam, one of the biggest projects handled by his administration, is in Taraba in the North. Jonathan built over 150 Almajiri schools in the North. He revived Nigerian agriculture, to the primary benefit of Northern farmers. Most of Jonathan’s political appointees were Northern. He entrusted a Northerner, Attahiru Jega, with INEC, bucking the tradition whereby INEC chairmen tend to come from the South-East. When the North complained about the Chief of Army Staff, Azubuike Ihejirika, Jonathan replaced him. When the North complained about Festus Odimegwu at the National Population Commission, Jonathan fired him. Nevertheless, when the election time came, the North betrayed Jonathan and the South-South . Northern PDP governors secretly worked for Buhari’s victory. In Jigawa, Sule Lamido only paid lip-service to Jonathan’s campaign. In Bauchi, Isa Yuguda watched as Jonathan’s campaign train was stoned. In Niger, Babangida Aliyu did not care that no Jonathan poster was placed anywhere in the state throughout the campaign. The blunder of these recalcitrant governors was in thinking they could be lackadaisical about the PDP at the federal level, but passionate about the PDP at the state level. They all ended up losing their states to the APC. Retracting on promises In order not to scare off dodgy members of his party with his anti-corruption rhetoric, Buhari promised to let corrupt sleeping dogs lie if elected. APC party chairman, John Oyegun, declared that Buhari would not waste time going after embezzlers of public funds before 29th May, 2015. He said: “The future of the people of this country is too important for us to spend valuable time trying to dig into the past.” But now that the election has been won, Buhari no longer feels any obligation to keep his word. Instead, he said on TV Continental that, unlike the Quran and the Bible, the APC position during the election is subject to change. The signs indicate that the APC is now inclined to engage in a vicious propaganda campaign of maligning the Jonathan administration and the South-South through mud-slinging probes. Buhari now says he will revisit the issue of the allegedly missing $20 billion from NNPC accounts. He said in Hausa to his Northern constituency: “Imagine a situation where the former CBN governor, who by God‘s grace, is now the Emir of Kano, raised an issue of missing billions of money, not in naira but in dollars, $20 billion. What happened, instead of investigating whether it was true, they simply found a reason to remove him.” In short, in spite of the forensic audit of NNPC accounts by the prestigious PriceWaterhouseCoopers, which concluded no money was missing, Buhari has already declared Diezani and the NNPC guilty and Lamido Sanusi innocent. He claims the matter was not investigated, which means PriceWaterhouseCoopers is not good enough for him. Who is he now going to ask to conduct a new probe when we already know the answer he wants? Witch- hunting What we have here is the beginning of a witch-hunt. One of the first questions of interest is where Buhari’s oil minister is going to come from. Within the context of the cynical view that the insistence of a cabal that power must return to the North is not unconnected to pending oil bloc allocations, the question remains whether our new oil minister must also be from the North. In Nigeria, the FCT Minister is always from the North. However, the oil minister is not always from the South. The North has no oil, but it longs to control the lucrative oil industry. Under Jonathan, oil minister Diezani Allison-Madueke has come under prolonged attacks and harassment, not only because she is a woman, but also because she is from the South-South. Under Yar’Adua, the Petroleum Minister, Dr Rilwanu Lukman was from Kaduna. The Group Managing Director of the NNPC, Sanusi Barkindo, was from Adamawa. The Director- General of the National Petroleum Directorate, Alhaji Bello Gusau, was from Zamfara. The Executive-Secretary of the Petroleum Technology Development Fund, Mustapha Rabe Darma, was from Katsina. Are we in for a Northernisation of the oil industry again under Buhari? If Buhari is now determined to probe the oil ministry under South-South stewardship, contrary to his campaign promise; he must also probe it under South-West stewardship. President Obasanjo doubled as his own oil minister for eight years. If Buhari is now going to probe Diezani, then he must probe his new ally, Obasanjo, as well? Otherwise, if care is not taken, Buhari’s war against corruption will quickly divide Nigeria along ethnic fault-lines. Once you decide to probe the Jonathan administration, the Niger-Delta is going to insist on a probe of the Obasanjo administration. Once you probe the PDP, which represents Southern rule, there is going to be insistence that you probe Northern rule. Should Buhari decide to probe NNPC, the issue of his own tenure as petroleum minister and the 2.8 billion saga will also be brought up. He cannot apply today the discriminatory standard he used yesterday, whereby vice- president Ekwueme languished in jail while president Shagari relaxed under house arrest. If our president-elect wants to stay true to his election campaign promise, he should stick to the issue of passing the Petroleum Industry Bill expeditiously, instead of opening the Pandora’s Box of NNPC probes. He should also look into the whole process of dismantling the NNPC itself, and selling it off. Hankering after the past suggests the APC is bereft of innovative policy ideas. Witch-hunting Diezani is no substitute for lack of policy. Press censorship The first thing General Buhari did on seizing power in 1984 was to declare in a television interview his determination to “tamper with the press.” The first thing he has done this time around, even before being sworn in as president, was to seek to impose a ban on the AIT. AIT is one of the press houses that did not support him during the election campaign. Moreover, it is owned by Raymond Dokpesi, a South-South man. History, they say, has a tendency to repeat itself. Those of us who were adults during the first coming of General Buhari took great pains to warn Nigerians of his antecedents. Those too young to know about him were convinced we were making up stories. Others denied the relevance of Buhari’s pedigree. One man tweeted: “Even if PDP shows a video of Tinubu and Buhari on AIT robbing the Central Bank of Nigeria, it won’t change our minds.” A cease-and-desist order on Buhari’s censorship of AIT came thankfully from APC Central. Sane minds prevailed from the party’s headquarters, mindful that any attempt to curb the press this time around is likely to end Buhari’s honeymoon with the media immediately. Suffice to say the press operates everywhere as a tight union. Attack on one is deemed an attack on all. APC-friendly press houses had a field day maligning Jonathan for over five years. No one tried to muzzle them. APC itself came up with all sorts of lies. APC publicity secretary for Lagos State, Joe Igbokwe, wrote a libelous and defamatory article against me entitled: “Behold the Wind Chaser called Femi Aribisala.” Igbokwe claimed I am a registered member of the PDP, which is false. Among other lies, he said: “In Osun Femi and his robbery gang came with helicopters, guns, bombs, jackboots, tanks etc. but ordinary people with bare hands stopped their open robbery.” I was not in Osun during the 2014 gubernatorial election. I have no robbery gang. I have no helicopters, guns, jackboots, or tanks. I could have sued Igbokwe for all he has got. But I decided to let it pass. However, until called to order, our president-elect seems inclined to use the apparatus of the state to settle personal scores. This is a bad omen about his incoming administration. Election offenders The same discrimination is already evident in the president- elect’s stated position vis-à-vis election offenders. President Jonathan was magnanimous enough to concede defeat in a flawed election. But APC is not prepared to let sleeping dogs lie. Despite now holding sway in 22 states to PDP’s 13, the APC continues to cause trouble everywhere. Once it is not declared the winner, the election must have been rigged. The president-elect has joined the fray. He proclaimed his determination to prosecute election offenders. But he only enunciated this policy with reference states where APC is currently disputing the results. Accordingly, he instructed the governors of Edo, Imo and Rivers to document all offences alleged to have been committed. These states happen to be those with APC governors; and in the South-South and South-East where the APC was routed. Are we going to get corresponding prosecutions in cases in the North, including the president’s home state of Katsina where, surprise surprise, more ghost-voters came out of the woodwork to vote in the lackluster governorship election than in the high-profile presidential election? Mr. President-elect should be reminded that he is going to be president of all Nigerians; including especially those who did not vote for him. He should be very careful how he treats the South-South. Without a doubt, nerves are much frayed now in that geopolitical zone; which also happens to be the economic jugular of Nigeria . My advice to him, for what it is worth, is that he should leave the sons and daughters of the South-South alone. Thanks to President Jonathan, we have just missed the bullet of the much anticipated post-election turmoil. This is no time to start stepping injudiciously on South-South toes in the name of anti-corruption. Oluremi Olayinka, a female staff of popular eatery, Sweet Sensation, was on Wednesday convicted and sentenced to 266 years imprisonment by Justice A.A Akinyemi of Ogun State High Court, Abeokuta, for stealing N8million belonging to her employer. The offence is contrary to sections 390(6)(7)(, 467 and 468 respectively of the Criminal Code Law Cap 29, Laws of Ogun State. The court found the convict guilty on all the 34-count charges. She was sentenced to seven years on each of 30 counts and 14 years on the remaining four charges. The sentences are to run concurrently. Additionally, Justice Akinyemi ordered her to return the money she stole in restitution to her victim. Ms. Olayinka was arraigned before Justice Akinyemi on May 13, 2014 following a petition, alleging that she stole the sum of N8,000,000 (Eight Million Naira), which she received on behalf of her employer. When the convict was confronted with the allegation, she admitted the crime only for her to dramatically pleaded not guilty upon arraignment. In the course of trial, the Economic and Financial Crimes Commission presented four witnesses and tendered 16 exhibits to prove its case against the convict.

Abuja - Some Peoples Democratic Party chieftains are putting pressure on President Goodluck Jonathan to consider re-contesting for the presidency in 2019, reports Sahara Reporters. The chieftains noted that it was the party and not the President that failed in the 2015 general elections. They lay the defeat of President Jonathan in the March 28 presidential election on the doorsteps of members of the party’s National Working Committee (NWC), who refused to work assiduously to help President Jonathan win the election. The chieftains are pushing for the re-organization of the party to pave the way for the emergence of President Jonathan as the party’s candidate in the 2019 presidential election. One of President Jonathan’s close allies, Governor of Cross River state, Liyel Imoke, is being tipped to become the new chairman of the party. There are indications that the All Progressives Congress is uncomfortable with the May 28 handover date proposed by the out-going administration. Investigation by Saturday PUNCH revealed that the outgoing President Goodluck Jonathan and the President-elect, Gen. Muhammadu Buhari (retd.) are set to clash over a proposal by the Jonathan team to hand over the mantle of leadership to Buhari on May the 28th, instead of the 29th. Saturday PUNCH gathered that the Buhari team was already over what they considered as an act of ill-will laced with sinister motives. This is sequel to an announcement by the Minister of Information, Senator Patricia Akwashiki, that President Jonathan would perform the handover ceremony at a dinner on May 28. Akwashiki made the announcement after Wednesday’s Federal Executive Council meeting. She told journalists, “By May 28, the President intends to have the formal handover done at a dinner so that we can reserve May 29 for the incoming government.” However, since the return of democracy in 1999, the traditional date for the handover of power has been May 29, which is also observed as Democracy Day. This tradition has been the vogue for the past 16 years. It also presents an opportunity for the outgoing President to formally present the instrument of authority to his successor in the full glare of members of the public, local and international media, as well as foreign dignitaries. A top member of the All Progressives Congress, who spoke on condition of anonymity because he was not authorised to speak to the media said, “It is simply not acceptable, we are rejecting it, it is a trap.” He explained that from a security point of view, it could be considered a trap. “How can anyone explain a situation where an outgoing president and his team will conveniently excuse themselves from an event where they are supposed to play a role when the President-elect and the Vice-President- elect are supposed to be present?” he queried. According to the party chieftain, power abhors a vacuum as such, the constitution does not envisage a situation where Nigeria will be without a sitting President even for one hour. He said, “If Jonathan hands over on the 28th, who accounts for the hours before the morning of the 29th when the Chief Justice of the Federation is to administer the oath of office and the oath of allegiance? “What if there is even a sinister motive to this whole saga? As the President of the nation; who will still be the Chief Security officer until he hands over, there is no excuse that is strong enough to excuse him from the event.” When contacted, a member of the Buhari campaign team, Mr. Rotimi Fashakin, said while he was not privy to any meeting on the subject yet, it was only logical to ask Nigerians not to rest on their oars until total liberation was achieved. He described the announcement by President Jonathan to hand over a day earlier than was due as a ploy to rubbish the gains made with the historic win by the opposition APC. Fashakin said, “It (the proposed handover on the 28th) portends ill for the political destiny of this nation. “That statement is loaded and it shows that the Nigerian people should not rest yet that there is still ominous signs which we should never take for granted. If Jonathan truly said he is handing over on the 28th it presupposes that he will be absent on the 29th. “Number one, if he hands over on the 28th to the President-elect, does Gen. Muhammadu Buhari start to act effectively on that date? The answer is an emphatic NO. “GMB does not start to act on that date, if you get what I mean. Handing over to GMB on that date is not only meaningless, it is stupid. It has no meaning in law, or reality. It means that for 24 hours before GMB takes over there will be a vacuum.” He further argued that on the side of morality, Nigeria borrowed its constitution substantially from the American Constitution, and as such, it should learn a thing or two about how it operates. He said there was never a time in recorded history where an outgoing American President, who is hale and hearty, will absent himself from the handover ceremony of his successor no matter their political differences. Although, it is not yet clear how the Buhari team would handle “this threat,” it was learnt that the party’s legal team is being put on notice to be on the alert. It was also gathered that the President-elect and his team have kept the issue of ministerial appointments in abeyance. A member of the party’s National Working Committee, who pleaded for anonymity because he was not authorised to speak to the media, said, “The general is a meticulous person and we all know that the main task before us now is the transition committee. The issue of who will be minister has been kept in abeyance.” When contacted to speak on the president- elect’s views on the handover date and appointments, the APC National Publicity Secretary, Alhaji Lai Mohammed, said, “You will get our reaction later after due consultation.” Attempts to speak with the Minister of Information proved abortive. She was not in the office when our correspondent visited. However, the Personal Assistant to the Minister on Media, Mr. Joseph Mutah, promised to get in touch with her and revert to our correspondent. He had yet to do that as of the time of going to the press and when his mobile number was called, he did not pick the call. The Information Minister had also after the FEC meeting said the President had directed all Ministries, Departments and Agencies to prepare their handover notes and submit them to the Secretary to the Government of the Federation, Pius Anyim, on or before Monday. According to her, it is Anyim’s responsibility to compile the notes, which will form Jonathan’s handover document to Buhari on May 28. She had said, “You know May 29 is our Democracy Day. So, we have activities lined up all through that week, showcasing all what we have achieved and all other things we do normally on our Democracy Day except that this year is special with the inauguration of our new President that is coming up on May 29.” The minister said the valedictory FEC meeting would hold on May 20, adding that everything that required the President’s approval must have been presented to him by May 13. Meanwhile, two Senior Advocates of Nigeria, Sebastian Hon and Joseph Nwobike, on Friday, disagreed on the appropriateness of President Goodluck Jonathan’s decision to hand over on May 28 instead of May 29 when his four-year tenure will statutorily end. The two lawyers spoke with one of our correspondents in separate telephone interviews. Hon insisted that the best option was for the President to hand over on May 29 as past presidents had done. But Nwobike said nothing was unconstitutional in the president’s decision as handing over is a process that would end with the inauguration of the incoming president on May 29. Nwobike said, “Handing over is a process and not an event. So the paper work will be done on May 28 and the formalisation and the completion will occur on May 29. So there is clearly nothing unconstitutional about it.” But Hon queried the basis for the President’s plan to hand over on May 28 as doing such on May 29 as it is usually done would not affect the nation’s democracy. He said, “The best and the most appropriate thing to do is for President Jonathan to hand over at 12.01am of the morning of May 29, 2015. “If he hands over before May 29, it means he is no longer the president. He should hand over by 12.01am of May 29 or do as the usual practice by 7am in the past. It will not be late if it is done by 7am on the morning of May 29. “Remember that all former presidents took over on the morning of May 29. Erudite lawyer and human rights activist, Femi Falana, SAN, has faulted the decision of President Goodluck Jonathan to formally handover to President-elect Muhammadu Buhari on May 28, noting that it would create a power vacuum for the few hours between when he hands over and the morning of May 29 when his successor will be formally sworn-in as the president. Just yesterday, Minister of Information, Mrs. Patricia Akwashiki, while briefing State House correspondents after the Federal Executive Council (FEC) meeting, disclosed that President Jonathan would formally handover to his successor, Muhammadu Buhari on May 28 at a dinner. She added that he had directed all ministries, departments and agencies, MDAs, of the federal government to submit their handover briefs to the Office of the Secretary to the Government of the Federation, SGF, on or before April 20. But speaking on the May 28 handover date preferred by Jonathan, the Senior Advocate asserted that the new date was a deviation from the law as a void would be created should he go ahead and handover before Buhari’s swearing in. According to him, “As far as the law is concerned, President Jonathan is in charge of the country until May 29. He cannot cut short his presidency in the name of handing over the day before at a dinner, as there is no provision for a vacuum. “He is the president till the morning of May 29 when Buhari takes the oath of office.
