SEVERAL reactions have trailed the report of the
PricewaterhouseCoopers forensic audit of the
Nigeria National Petroleum Corporation, NNPC,
which resulted from the allegation of unremitted
$49.8bn that former Governor of Central Bank of
Nigeria, Mallam Sanusi Lamido Sanusi made.
Mallam Sanusi at various points reviewed the
figure to $10.8bn, $12bn and $20bn. The Federal
Government was accused of delaying the audit.
Some had concluded the report would never be
made public.

The Auditor-General of the Federation has
published highlights of the report. The main point
was that NNPC should pay $1.48bn representing
the balance of the signature bonus for the oil
assets Shell divested. NNPC’s upstream
subsidiary, Nigerian Petroleum Development
Company, NPDC, was assigned the assets. A
more appealing interest appears to remain in the
billions Mallam Sanusi declared missing.

Was the signature bonus part of the missing
billions of dollars? if it was, what happened to the
rest of the money? The politicisation of the report
would not be helpful to the cause of the accusers
and the longer term interest of NNPC and the
industry.

Even the National Assembly appears split on the
matter. The Senate Committee on Finance
conducted an independent report that absolved
NNPC of the allegation of the missing money. The
House of Representatives had then stood down its
own motion to investigate the allegation on
discovering the Senate Committee on Finance
was investigating the same matter.

We support the House of Representatives demand
that the full report should be published. It is part
of the House’s oversight functions. Issues of
probity should get adequate attention and one of
the numerous duties of the House is to protect
the public and its interests, the NNPC being one
such interest.

However, the House’s piecemeal interest in NNPC
is not sustainable. One of the best ways of
establishing a long lasting watch on the affairs of
NNPC is the passage of the Petroleum Industry
Bill, PIB, which has been stalled in the National
Assembly since 2000. The PIB would provide the
legal basis for the long-awaited wholesome
transformation of the NNPC which the PwC report
also recommended.

Indictment of NNPC and establishment of the
thresholds, which the House craves, are
challenging with an extant law, the NNPC Act,
which empowers the corporation to defray its
operation costs and expenditures from proceeds
of crude oil sales. The Senate and PwC, in their
separate reports, noted that the NNPC Act formed
the legal basis of expenditures the NNPC made.

Until the law is changed, neither the House of
Representatives, nor anyone, can do much to
transform the NNPC or getting it to stop using
crude oil proceeds in financing its operations.

Okay, we know the most common one: most
women lie about the “O” word. But there are other
things besides that the modern woman lies about.
Very often!

THEIR first gig

For most adult women, the first sexual experience
is unforgettable and probably the best ever. Even
if they have not kept in touch with their first man,
they remember him with fondness if he did not
leave them pregnant and stranded with a baby.

But will they ever tell their man this? Never.

Studies show the average woman lies about the
age at which she was disvirgined, adding
anything between 2 and 10 years to the age. For
instance, if a woman got disvirgined at 14, she is
likely to put the figure at 20 to her current man.

Men, on the other hand, openly boast about their
earlier sexual conquests.

That they check out other men

A man might be so close to the girl in his life that
he would point out other women’s body parts
that he finds attractive and everybody would have
a good laugh. On the other hand, a woman would
never do that. If she thinks the guy next door has
a cute ass, she never, ever mentions it to the
man in her life. Not only would she not mention
it, she would never ever even make the blunder of
oogling the attractive derriere when their man is
around. Studies show women make lewd jokes
about other men when they are with girlfriends
just as much as men do, and they even fantasie
but are great about hiding it.

That she hates cooking

A few years down the line, many relationships run
into crisis on this account- many many women
just do not like to cook.

In our part of the world, girls are raised not only
to learn how to cook but to happily cook for other
people for the rest of their lives, three times a
day. If they cannot live up to that ‘simple’
responsibility, they are complete failures,
especially in relationships.

Women are therefore happy to pretend to be
kitchen genies at the beginning of relationships
and would never admit to not just absolutely
loving cooking. Rather, they prefer to give their
man the impression that they live just to feed him
as many times as possible in a day.

Unfortunately, that impression is bound to waste
when she insists of going out for dinner every so
often when the relationship is established.

She feels insulted when he gives her money

Of course nothing makes your man feel grander
than knowing he has met his woman’s need and
probably even exceeded her expectations,
especially if he had to bend over backwards to do
it. Studies show the average woman is actually
disappointed almost every time their man gives
them a gift, especially when it is money.

Truth is, today’s working women have developed
very sophisticated tastes that their men can
barely keep up with, and they are ready to work
very hard when it’s necessary to do so. But
would a woman ever complain her man has not
even scratched the surface when he gives her
cash? Never.

She does not trust him

For all her freedoms and liberation, a woman is
far less likely than a man to voice her insecurities
in a relationship that the other way round.
She has watched her mother look the other way
more often than not. She has heard her aunt tell
her uncountable times of how it’s a man’s world.

She has been called names just for showing a
flash of jealousy and she has been told by the
census that there are more women than men.

Her girlfriends are telling her to be wise and hold
on to her straying man and so while he snoops
and snoops and finds nothing, she makes minimal
efforts and finds everything but does she ever
mention it? Never.

The reason that hot new househelp gets a shaven
head and the girlfriend is told jokingly to do her
top buttons up is not because she does not trust
her girlfriend or the maid but because she
certainly does not trust her man.

Her man might ask the question a dozen times-
“honey, do you trust me?” and her answer would
be a big fat lying “Yes”

How would it feel if you know you could go back
to the days when you don’t have to worry when
having sexual intercourse? Exhilarating right? Well
now you can. According to a report, you don’t
have to worry about it anymore. In fact, you
don’t have to have HIV before you deal with it.

With a daily pill, you reduce the risk of contracting
the virus.

The drug is known as the pre-exposure
prophylaxis (PrEP), it has been tried in the UK and
its yielding results.

According to studies via a Proud Trial, the PrEP
has been discovered to cut the risk of HIV
infections most especially amongst the gay folks
as they are known to be the most prone to the
virus by a whooping 86%.

According to reports, PrEP has been available to
at-risk groups in the United States since 2012.
The Proud trial, which took place across 12 NHS
trusts in Brighton, London, York, Manchester,
Birmingham and Sheffield, was set up to provide
real-world evidence on the pill’s effectiveness,
and to answer outstanding questions, such as
whether providing it would lead to reduced use of
condoms.

The pill used in the trial, Truvada, is a
combination of two antiretroviral drugs which has
previously been used to treat HIV infection.

Developed by Gilead, its newly established ability
to prevent as well as treat the virus marks a
major turning point in efforts to combat HIV
among high-risk groups. “These results are
extremely exciting and show PrEP is highly
effective at preventing HIV infection in the real
world,” said Sheena McCormack, professor of
clinical epidemiology at the MRC Clinical Trials
Unit at University College London. “Concerns that
PrEP would not work so well in the real world
were unfounded.

As great as this sounds, there is a presiding
financial argument. As its quick availability is
needed, the cost of it still remains an issue.

Professor Simon Barton, chair of the HIV Clinical
Reference Group for NHS England, which will
review the cost-effectiveness of PrEP, said the
Proud trial findings were “very important”. “The
challenge now is to translate the benefits
demonstrated in the study into practice,” he said.

“We have already begun work to carefully consider
how this treatment could be delivered equitably
and most efficiently by liaising closely with the
Local Government Association, Public Health
England, clinicians and patient representatives.”
Dr Michael Brady, medical director of sexual
health charity the Terrence Higgins Trust, said:

“PrEP is, quite simply, a game-changer…this
research shows just how effective PrEP can be in
preventing transmission of the virus in groups at
greatest risk; offering another line of defence
alongside condoms and regular testing. It is not a
vaccine and it won’t be for everyone, but once
approved, we expect it to significantly increase
the momentum in our fight against the virus.

Therefore, we urge the Government, NHS England
and local authorities to make PrEP a key priority
in the fight against HIV.”

Abuja - The Senate on Wednesday, slashed the
allocation for petrol and kerosene subsidies
presented by the Ministry of Finance in the
Medium Term Expenditure Framework for 2015 -
2017.

The upper chamber, while approving the MTEF,
slashed petrol subsidy from N200 billion to N100
billion.

It also reduced the subsidy allocated to kerosene
from N91.08 billion to N45.52 billion.

Chairman of the Joint Committee on Finance and
National Planning; Economic Affairs and Poverty
Alleviation, Sen. Ahmed Makarfi, said the
reduction was due to the fall in oil prices at the
international market.

"The joint committee recommends a downward
review of subsidy payment for PMS from N200
billion to N100 billion and kerosene from N91.08
billion to N45.52 billion.

"This is as a result of the current low prices in
crude oil prices at the international oil market.

"The relevant committees of the National
Assembly should through oversight, ensure the
full implementation of the proposed kerosene
subsidy and the availability and of the product’’,
he said.

Makarfi also said the reduction in the subsidy
allocations to petrol reflected government’s
commitment to transparency and accountability in
the entire oil and gas sector.

In his remarks, the Senate President, David Mark
said there was need for a budget cut across the
three arms of government in view of the current
economic reality.

Mark said the government must continue with it
reform policy in order to promote the growth of
the non-oil sector.

He expressed delight on the expeditious passage
of the MTEF.

Femi Fani-Kayode, the Director of Media and
Publicity of the Peoples Democratic Party, of the
Presidential Campaign Organisation, has refuted
claims that he has contracted a crowd to jeer the
presidential candidate of the All Progressives
Congress, APC, Gen. Muhammadu Buhari (Rtd)
during his presentation at the Chatham House,
London.

Buhari is expected to address Chatham House by
11:00am today.

On Wednesday, February 25, the opposition party
had alleged that their sources in London disclosed
that Fani-Kayode is organizing a paid protest
against Gen. Buhari when he appears for his
Chatham House engagement.

However, the spokesperson of the PDP campaign

says ‘it is a lie’.

Fani-Kayode took to micro-blogging platform,
Twitter to debunk the claims, saying: “My
attention has been drawn to a story that I am
renting a crowd to embarrass Gen. Buhari at
Chatham House later today. It is a lie.”

There is no current 'official' rate by either the CBN or YOU. The market has been liberalized, thus allowing demand and supply to determine the exchange rate. There's a window called the [size=15pt]Interbank Window[/size]. CBN has pegged the exchange rate of the dollar from that window.

There are so many dynamics going on here but because you appear to be DULL, I should save you the PAIN of understanding!

devalued the Naira.

The devaluation took place overnight, as the
Nigerian currency will now trade at an official rate
of N199 per US Dollar.

Abuja - The Independent National Electoral
Commission in Bauchi State has issued a
stern warning to any political party using
religion as part of their campaign, Vanguard
reports.

The statement, made during an interactive
session with stakeholders in local
government, has warned parties that they
will be issued with a N1 million or face a 12
month prison sentence should they use
religion as a tactic during campaign season.

The warning comes hot on the heels of
allegations made against politicians who
allegedly threatened PDP supporters in
Darazo Local Government, based on their
choice of presidential candidate.

According to Emmanuel Umenger, INEC
Administrative Secretary in the State,
electioneering campaigns based on religious
sentiments provided grounds for political
parties to be prosecuted.

In addition, INEC Commissioner Hamman
Tukur Sa'ad condemned the threatening of
electorates, saying any such activity should
be reported to authorities immediately.

He warned against violent political tactics
and urged local government to stay out of
the way of electoral process.

for ceasefire as they are fleeing for safety.

The $1Billion request from President Jonathan was
delayed by the House of Representative for nearly 5
Months and Nigerians lost over 148 soldiers using
war equipment used during the Biafran war.

In the last three weeks, the war planes, attack
Helicopters, armoured vehicles with Night vision,
Body armour for the Boys ordered have arrived and
the Boko Haram and their supporters are not
finding it funny.

Nearly 400 Members of Boko haram got drowned

Abuja - Former President, Olusegun Obasanjo, has
visited Guinea, Sierra Leone, and Liberia in
solidarity with the West African nations worst hit
by the Ebola Virus Disease.

Obasanjo arrived in Guinea Conakry on Thursday
February 19, and was received by President Alpha
Conde at the Presidential Palace.

Speaking during a meeting with the Guinean
President, Obasanjo said he was in Conakry to
commiserate with the people over the losses
suffered due to the Ebola outbreak and to
congratulate the nation’s leadership for its efforts
in containing the disease.

“True friendship is tested in times of trials,” the
former President said.

“I am here because this is a trying time for my
brother and the people of Guinea.

“I commiserate with you and also congratulate
you for the way and manner you have handled
this crisis.”

Obasanjo reiterated his commitment to seeking
international assistance for countries affected by
the Ebola crisis.

Rivers state governor, Rotimi Amaechi, has
responded to the claims by the leadership of the
Peoples Democratic Party, that he is the biggest
problem of Rivers, owing to his alleged
involvement in the violence bedeviling the state.

While responding to the comments of Prince Uche
Secondus, the Deputy National Chairman of the
PDP, Amaechi described the allegations as
“irresponsible, repugnant and contemptuous.”

In a statement released by the Rivers State
Government House on Saturday, February 21,
Amaechi stated that Secondus “danced naked in
the market square as he continued on his grossly
irresponsible, repugnant and contemptuous, albeit,
feckless mission of denigrating and disparaging
the person and office of the Governor of Rivers
State and the Chairman of the Nigerian
Governors’ Forum(NGF).”

He stated further: “Secondus, who has woefully
failed the state and its people, shamelessly told a
press conference in Abuja that Governor Amaechi
is the main problem of the state, amongst other
reckless, spurious allegations.”

“This is the same Secondus who, just a couple of
years back, hailed Governor Amaechi as the best
thing to happen to Rivers State. Rivers people
know that it’s rather Secondus and this PDP
cabal that are obviously our problem. They want
to return Rivers State and its people to the dark
days of the pre – Amaechi.

“Contrary to the wild claims of Prince Secondus,
Governor Amaechi has never and will never be in
alliance with cultists. It is a known fact,
nationally and internationally, that when he
became Governor in 2007, Amaechi chased away
these cultists from Rivers State. Many were
arrested and prosecuted. He openly condemned
them and their criminal activities that had then
ruined the economic, social and political life of
the State.”

“How can this same Amaechi now be in bed with
the same cultists he condemned, fought, arrested,
prosecuted and chased way from Rivers State?
That is simply not possible.”

The National Universities Commission (NUC)
has disclosed that, contrary to claims in
some quarters, any certificate obtained from
the Kaduna Satellite Campus of the Ambrose
Alli University is fraudulent and a scam.

Deputy Director Press of the NUC, Ibrahim
Yakassai disclosed, this to The Nigerian
Times when our reporter called to confirm the
status of the institution and certificates
earned from it.

He said: “It is fraudulent and a scam. There
is no such thing like Ambrose Alli University,
Kaduna Study Center. The NUC is not aware
of such.”

The Nigerian Times recalls that the Sunday
Trust Newspaper in the story, ‘Now, Hajiya
Aisha Buhari steps out’, published January
18, 2015 had reported that the beautiful wife
of General Muhammadu Buhari, the
presidential candidate of the All Progressives
Congress (APC), had bagged a Bachelor of
Arts degree from the Ambrose Alli University,
Ekpoma (Kaduna satellite campus). She later
proceeded, based on the same degree, to
obtain a Master’s degree in International
Affairs and Strategic Studies from the
Nigerian Defence Academy, Kaduna.

The NUC in a directive in 2001, under former
Executive Secretary Peter Okebukola to all
Vice-Chancellors, had directed all university
satellite campuses to be shut down. While
most Universities complied, few others were
adamant, leading to another directive by the
present Executive Secretary Professor Julius
Okojie, to re-affirm the initial directive that all
universities in the country running external
campuses (satellite campuses) be shut
down.

A satellite campus, according to the NUC
guidelines on which basis the illegal ones
were closed down, “must not be more than
200 kilometres from the main campus,”
“must not be located in a state outside the
state in which the main campus is located,”
“must have staff of the satellite campus
directly or indirectly appointed by the main
campus in line with laid down academic
standards.”

According to Sunday Trust, Mrs. Buhari
enrolled in the undergraduate programme of
the Ambrose Alli University and received
lectures at its Leventis Building satellite
campus, Kaduna.

The Newspaper also reported that she holds
a National Certificate in Education (NCE) from
the National Teachers Institute (NTI)
alongside a Diploma in Beauty Therapy at the
Carlton Institute of Beauty Therapy, Windsor,
in the United Kingdom and a certificate
course from the French Beauty School,
Esthetique Academie Dubai. She is a member
of the United Kingdom’s Vocational Training
and Charitable Trust and the International
Health and Beauty Council.

Speaking to The Nigerian Times, a former
coordinator of one the satellite campuses of
the university who asked to be anonymous,
said while some campuses were able to
insert records of some students of the
satellite campuses into the general students’
records at the main campus, others were just
issued certificates without recourse to the
parent school.

He said while the certificates of those whose
records where successfully entered into the
school’s main record could claim some level
of validity, the others remain invalid.
He said: “The campuses started in 1998 and
were all officially closed in 2002.

“Some of the campuses at the earlier stages
would get someone from the main campus in
Ekpoma to invigilate the examinations and
under some arrangements would then register
the students’ particulars in the record of the
university. After this, those certificates got a

Every effort to get responses from the
Registrar of the University, Mr. Ojo Maliki and
Public Relations Officer of the university,
proved abortive. While mails where not
responded to, calls from our reporter were
treated with rude and evasive responses. A
University officer, who craved anonymity, told
this newspaper that Edo being an APC state,
the authorities are extremely careful not to
get caught in Nigeria’s fractious political
party rivalries.

Osogbo - The All Progressive Congress (APC)
has given the leadership of Nigeria Police
Force and the Department of State Service a
two-week ultimatum to arrest President
Goodluck Jonathan’s campaign
spokesperson, Femi Fani-Kayode, reports

The party wants Fani- Kayode arrested and
prosecuted for showing a fake video of how
the party allegedly rigged the August 26
governorship election in Osun State.

The party also threatened to institute a legal
action against Fani-Kayode, if he fails to
apologize for allegedly telling lies against it.

Gboyega Famodun, the party’s state
Chairman in Osun State said the party would
not allow any individual or party to drag its
image in the mud.

He noted that should security agents fail to
prosecute Fani- Kayode, it would compel
Governor Rauf Aregbesola to set up an
independent panel to look into the matter.

Abuja - For daring to criticize his
administration and rubbish him as a non-
performing president, President Goodluck
Jonathan is set to move against former
President Olusegun Obasanjo, reports
NewsDay.

President Jonathan and some leaders of the
Peoples Democratic Party (PDP) are been
working round the clock on how to subject
Obasanjo to ridicule.

One of strategies being planned by the
Presidency to rubbish the former president is
by revisiting the probe of the $13.278billion
power projects which were executed between
1999 and 2007 when Obasanjo was in office.

The Presidency has ordered that the report of
the House of Representatives Committee on
Power and Steel on the National Integrated
Power Project (NIPP) should be retrieved to
see whether Obasanjo was indicted.

Aside the report, one of the daughters of the
ex-President is under investigation over
alleged deals with a subsidiary of the
Nigerian National Petroleum Corporation and
the Presidency during the same period.

Uyo - Rev. Uma Ukpai of Victory Cathedral
Fellowship Center, Uyo, Akwa Ibom, on
Thursday announced that the church would
stop communion for members who had not
collected their Permanent Voter Cards
(PVCs).

Ukpai made the announcement during a
church service in Uyo and said that it was
unpatriotic for any Nigerian eligible voter not
to participate in the electoral process.

He called on Nigerians to use the opportunity
provided by the rescheduling of the elections
by the Independent National Electoral
Commission (INEC) to collect their PVCs to
enable them chose their leaders through the
polls.

He said, “The 2015 general election is too
important for a Nigerian of voting age not to
participate in electing their political leaders
for the next four years.

"If you are a true member of this fellowship
and you have not collected your PVC, know
that you will not partake in our communion
service.

"We must take this election serious because
we must rise up and protect our future.”
The clergyman urged politicians to eschew
violence during electioneering.

Kano - Boko Haram leader Abubakar Shekau
vowed to disrupt the general election in a new
video released on Tuesday, after two suicide
attacks in the northeast blamed on the Islamists
killed 38 people.

"This election will not be held even if we are
dead. Even if we are not alive Allah will never
allow you to do it," Shekau said in the Hausa
language, presumably referring to the polls
scheduled for 28 March.

The video appeared to be the first message
released by the group on Twitter, a sign of its
changing media tactics after previous messages
were distributed to journalists on DVD.

Shekau was shown in unusual clarity in front of a
solid blue background, dressed in black and with
an automatic weapon resting to his right.

He also claimed a weekend attack in the
northeast Nigerian city of Gombe, which the
military says was repelled.

The Islamist leader, declared a global terrorist by
the United States and sanctioned by the United
Nations, disputed the military's account of the
Gombe clashes, claiming that his fighters overran
troops and freed insurgents from prison.

Nigeria's general election had been scheduled for
14 February but was postponed by six weeks,
with the security services saying they needed
more time to contain the violence in the
northeast, Boko Haram's stronghold.

Despite Shekau's threat, experts doubt that the
Islamist rebels have the capacity to disrupt voting
nationwide, although election officials have
conceded that voting could prove impossible in
parts of the northeast.
