With the right government this will not happen or at least poverty would be greatly reduced not just on paper.

Absolutely. To me, the solution to our numerous problems, from insecurity to poverty, is three pronged:

#Control corruption to its barest minimum.
#Provide adequate electricity.
#Enhance transportation.

With these, most other stuffs are likely to fall in place naturally.
