The world is dangerously close to plunging into a new recession, according to the latest report by the International Monetary Fund.
The IMF has cut its 2015 forecasts for world output to 3.1 per cent, only 0.1 per cent above the 3 per cent threshold for a recession.
China and other emerging markets are partly behind the lowest annual growth rate since 2009, the IMF said. Fluctuating commodity prices, such as the cheap oil price, and foreign currency exposure on company balance sheets have also played a part.
Fears over economic instability after the Greek crisis and persistently low inflation have also played a role in dampening growth in developed countries, the IMF said.
The IMF has created a graph showing that recession risks have increased for most developed economies and Latin America, relative to estimates from April.
A longer-term projection, drawing on past shocks over a time, show there is a small decrease in the probability of recession in developed countries. Latin America and other developing economies are still at risk, the IMF said. In democracies all over the world,the powers of the executive arm of government resides in the head of state,the president.The position of the law as regards this matter is captured in section 5 subsection 1a of the 1999 constitution of The Federal Republic of Nigeria(as amended)
That section states that;
5.(1)Subject to the provisions of this Constitution, the executive powers of the Federation:
(a)shall be vested in the President and may subject as aforesaid and to the provisions of any law made by the National Assembly, be exercised by him either directly or through the Vice-President and Ministers of the Government of the Federation or officers in the public service of the Federation.
This in plain language means the president can exercise all executive powers of the state(Nigeria) directly except the National Assembly makes a law precluding him from exercising certain executive powers.
However,it is impossible for the president to exercise all executive powers directly.That is why the constitution suggests/allows him to appoint ministers at his discretion.Ministers act as helpers to reduce his work load.
If he must appoint ministers,such appointments must be subject to confirmation of the senate-section 147
"147. (2) Any appointment to the office of Minister of the Government of the Federation shall, if the nomination of any person to such office is confirmed by the Senate, be made by the President.
Buhari is thus empowered by the constitution to act as petroleum minister without interference from the legislature.The senate only comes into play when Buhari decides to appoint a petroleum minister. I wasn't even going to comment on thread till I saw "Peckham in North London" and "2 million Nigerians in the UK". Just had to correct the nonsense and elaborate on how immigrants are the same everywhere. However, that doesn't negate the fact that there are tons of high flyers doing great things. The success story of Nigerian businesses in the UK is a pointer.
Generally, I think Nigerians lack interpersonal/social skills and it's evident when dealing with an average Nigerian - hence other black folks can't stand Nigerians. And that's the honest truth about Nigerians. If anything, Peckham should be the most revered place in the UK by Nigerians. The place opened its doors to tons of Nigerians and it's still the melting point for Nigerians. Peckham's historical influence is something folks ought to adore, especially what it stands for concerning the story of Nigerians in the UK. I've never seen Jamaicans throw shades at Brixton/Handsworth (Birmingham)...on the flipside, they adore those places cos they represent Kingston in the UK and their story in the UK will never be complete without those places.
I still remember a lot of the faceoffs between Caribbeans and Africans (mostly Jamaicans and Ghanaians) in Peckham back in the day. And most people don't even know that a lot of gangs in Peckham started cos of that in Peckham. Peckham made a lot of Caribbeans start respecting Africans and as folks started moving from Peckham to other areas - they were demanding respect and that stopped the unnecessary mugging of Africans by Caribbeans. I remember the days of Tipsy (R.I.P), Kwesi, Knuckles, Timer et al and all the Nigerian/Ghanaian guys in the firehouse crew - these guys fought with everything to earn respect for Africans. Back when you could walk all the way from North Peckham Estate, through Aylesbury Estate in Walworth, and connect Elephant and Castle all via different council estates (they have knocked everything down now). We had our own madness in school when Caribbeans used to come in every Friday to whoop our African arses. Days when you were better off claiming Jamaica than Africa.  All that changed in Peckham. These folks need to start paying homage.
Nigerians love reaping where they didn't sow and afterwards throw shades at folks at people and places who paved the way for them. The same way they throw shades at Peckham is the same way they throw shades at Caribbeans who created tons of opportunities for black people living in Great Britain. Without Caribbeans fighting with their blood, sweat, and tears - race relations in this country wouldn't be what it's today. And it's the same thing in America between Nigerians and African Americans. Sad. I honestly don't know if it's generational amnesia or Nigerians just lack common sense and the cerebral capacity/capability to acknowledge things and accord respect where it's due. Too right bruv. It is clear that most of our people lack foresight, when they throw shade. As you rightly put it, with no real understanding of how the system works over the long term, most lay claim to "having arrived" prematurely. They forget that you cannot run a hundred miles as a sprint, that getting the best out of the system requires strategic thinking...I recall reading one article several years ago, where a Chinese man was supposed to have described Nigerians as people who "over celebrate and under achieve". When you look at our failure to establish lasting structures in the places where we once settled, that statement amounts to more than just another truism. You will never the see the Uganda-Asians who settled in Leicester, some 40-something years ago, doing the peacock-walk. In fact, I double dare anyone to head to that city, today, and NOT return with glowing reports of just how buoyant this once maligned community of people has become. However we slice and dice it; it is same places (communities) we now look down on, that remain the loci of Black political power in the UK. Do I tell a lie when I credit Haringey (Tottenham), Hackney, and Brent (Brent South), as the boroughs which bequeathed us with our first Members of Parliament in 1987? Would anyone else but Bernie Grant - who was forced to adopt progressive politics by the way - have provided MKO Abiola with access to the British Parliament when the latter embraced the cause of reparations during his election campaign? See, people either forget shitz or fail to connect with it in the first place. They just like throwing shades on the home of the greats - the post code that produced a lot of bravehearts. The story of Nigerians in London will never be complete without SE15 and Southwark council in general. Pecknizzy - the place you mention to folks and by virtue of the name alone, you'd put fear in their hearts. Just too many successful people to name.
Anyway, London has changed a lot. I was in Hackney, Dalston, Camden, and Islington not too long ago - and bwoi, I didn't even recognise those places. All the council flats are gone - and a lot of middle class, hippies, and yuppies have moved in. You wouldn't even see that many black folks in those places these days. And all the yardies that used to loiter everywhere are now gone. Id say you're safer in those places than a place like Streatham these days.
Brixton is the same. And Peckham is wearing the same look as well - apart Rye Lane, where a lot of black people, mostly Caribbeans, Nigerians, and Ghanaians still converge for shopping.
Regardless, I honestly don't know why naij folks just hate the UK, when there are loads of Nigerians in the country and more are still trooping in daily. The immigrant story is the same everywhere in the world. Folks don't expect immigrants to move to a country that isn't theirs and start lording over the owners. At the end of the day - migration is about better lease of life, and once you find a next place to call home with security, some money in ya pocket, and enough food to eat - just be thankful to God. Even Indians who're model immigrants dominate the cab business and pass it from one generation to the other.
And to those screaming America - wait till you hear the bitter truth about Nigerians living in New York, Chicago, and Washington DC for example - then you'd thank God for the UK. At least you can get free health care in the UK, regardless of ya status. You can't get that in America. Yes, the ceiling is higher in America but it's like an advanced third world country. Be poor in America and you'd wish you're dead. I don't even want to talk about Canada cos the cold alone is enough to kill anyone, if you don't have heating. And other European countries are effed up for African immigrants. You've to deal with language barrier and other madness.

Kevin Okyere, who has strong links with the Mahama government in Ghana and had even stronger links with the erstwhile Jonathan government in Nigeria, is the CEO of Springfield Oil & Gas.
Springfield is an oil company that owns an oil block here in Ghana and was awarded lucrative oil lifting deals in Nigeria with NNPC, worth over $100 million dollars.
Springfield’s oil block, with proven reserves, in Ghana was originally awarded to Tullow Oil, but the then Energy Minister, Dr Joe Oteng-Adjei, mysteriously gave the block to Springfield and Vaalco, a Houston-based oil company with operations in Gabon and Angola.
Kevin Okyere was behind Westland Alliance Ltd, a company that was involved in the Vodafone takeover of GT in Ghana. His company’s contract with Vodafone was cancelled when President John Atta Mills took over in 2009. But, he soon managed to weave his way back.
Last month, a publication in the Nigerian media described Kevin Okyere as “Saboteur – How Ghanaian, Kevin Okyere made billions in Nigeria’s oil sector”.
Published by The Capital, the report said, “It was an open secret that Kevin was a favorite contractor with the Nigerian National Petroleum Corporation (NNPC) and that was because he enjoyed a soft spot in the heart of Diezani Alison-Madueke, Nigeria’s former petroleum minister.”
According to sources in Abuja, Kevin Okyere is seen as a possible source of information in tracking allegedly looted money by Ms. Alison-Madueke. The Economic and Financial Crimes Commission (EFCC) yesterday arrested Jide Omokore, owner of Atlantic Energy, who is said to be a business associate of former Nigeria’s petroleum minister Diezani Alison-Madueke, Daily Trust gathered.
Omokore is being investigated by the EFCC on allegations of money laundering and conspiracy to siphon billions of naira in fraudulent oil industry contracts while Diezani Alison-Madueke was minister.
EFCC sources, who asked for anonymity, said Omokore allegedly used his companies to facilitate bogus oil swap deals that cost the country billions of naira.
The sources also said Omokore had in the past been invited several times to the EFCC head office and questioned as part of ongoing-investigations of corruption in the Oil sector.
Daily Trust learnt that Omokore was still being detained at the head office of the anti graft agency at the time of filing this report, late yesterday evening.
EFCC sources also noted that the commission conducted simultaneous searches on Omokore’s houses in Lagos and the house of the former minister in Abuja, as she was being questioned in England.
Sources also confirmed that officials from the United Kingdom National Crime Agency are presently in Nigeria actively collaborating with EFCC operatives on the ongoing probe of the Oil sector.
Omokore’s arrest is said to be a follow up to the recent arrest of Diezani by the United Kingdom’s National Crime Agency on Friday over corruption allegations.
The agency arrested Mrs Madueke along with four others who were questioned and freed on bail.

Meanwhile, a Magistrates Court in London yesterday granted an application by the National Crime Agency (NCA) to impound 27,000 pounds seized from the former minister.
The cash was seized under Section 295 of Proceeds of Crime Act 2012. The money was seized from Diezani after a raid in her London House as part of the agency’s investigation.
The Westminster Court on Marylebone Road said the money would be held in the custody of the court until April 5, 2016.
In its ruling, the Magistrate court granted the prayer that will allow the police office to continue their investigation on the former minister over the allegation, BBC Hausa reported.
Four other persons involved in the investigation, are also being questioned, according to the BBC report.
Diezani Madueke not Charged to Court - NCA
Contrary to trending reports claiming that former Petroleum Minister, Diezani Alison Madueke was charged to court in London on Monday, UK’s National Crime Agency (NCA) insisted that the former minister had not been charged yet.
A spokesman for the agency who gave his name simply as Stuart, told our correspondent in a telephone chat that none of the five people arrested on Friday as part of an investigation into suspected bribery and money laundering offences had been charged to court.
“I can confirm to you that none of the people arrested and granted bail on Friday has been charged to court”, he said, stressing that the suspects were still on bail.
The spokesman, who declined to comment on whether the ex-minister reported at the Charing Cross Police Station on Monday as scheduled, said he would not reveal the identity of suspects before they were charged to court.
Daily Trust reports that scores of journalists, activists and some “concerned” Nigerians besieged the Charing Cross Police station as early as 7:30 am to catch a glimpse of the former minister entering or leaving, but were disappointed as she failed to show up after waiting for several hours.

In democracies all over the world,the powers of the executive arm of government resides in the head of state,the president.The position of the law as regards this matter is captured in section 5 subsection 1a of the 1999 constitution of The Federal Republic of Nigeria(as amended)
That section states that;
5.(1)Subject to the provisions of this Constitution, the executive powers of the Federation:
(a)shall be vested in the President and may subject as aforesaid and to the provisions of any law made by the National Assembly, be exercised by him either directly or through the Vice-President and Ministers of the Government of the Federation or officers in the public service of the Federation.
This in plain language means the president can exercise all executive powers of the state(Nigeria) directly except the National Assembly makes a law precluding him from exercising certain executive powers.
However,it is impossible for the president to exercise all executive powers directly.That is why the constitution suggests/allows him to appoint ministers at his discretion.Ministers act as helpers to reduce his work load.
If he must appoint ministers,such appointments must be subject to confirmation of the senate-section 147
"147. (2) Any appointment to the office of Minister of the Government of the Federation shall, if the nomination of any person to such office is confirmed by the Senate, be made by the President.
Buhari is thus empowered by the constitution to act as petroleum minister without interference from the legislature.The senate only comes into play when Buhari decides to appoint a petroleum minister. Information reaching The aL-hAJJ indicates that the General Buhari government in Nigeria is falling on the International Police (Interpol) to assist it (government) locate and arrest some former officials of the Goodluck Jonathan administration and people associated with it but, who are suspected of ‘soiling their hands’ and having flee the country.
Prominent among the people Interpol is said to be on their heels are the immediate past Petroleum Resources Minister, Diezani Alison-Madueke and her alleged former Ghanaian “lover boy” Kevin Okyere, who is the Chief Executive of Springfield Oil & Gas and also, husband of a niece of NPP 2016 flag bearer, Nana Addo Dankwa Akufo-Addo’s wife.
Kevin Okyere and Diezani Alison-Madueke, according to media reports, and Nigeria government sources, are wanted for allegedly stashing monies in bank accounts in Ghana and overseas on behalf of the ex-Nigeria minister of Petroleum.
Even though Kevin Okyere is well-known in NPP circles to have financed Nana Akufo-Addo’s 2008 and 2012 campaigns, his dalliance with the largest Ghanaian opposition party was said to have hit the rocks following a recent failed attempt by Kevin to raise funds in UK in furtherance of the twice defeated presidential candidate’s third and possibly, last bid for the presidency in 2016.
A very dependable source told The aL-hAJJ that Kevin Okyere, who was the brain behind the NPP’s innovative mobile telephony campaign- using mobile voice messages from Nana Akufo-Addo during the 2012 elections, recently attempted to repair his soiled relations with the NPP when he opted to raised funds from partners in UK for Nana Akufo-Addo’s 2016 campaign.
He was said to have been accompanied to UK by Nana Akufo-Addo’s brother to broker the deal. However, “after sitting outside for close to three hours, Kevin came out to tell Nana’s brother that his partners said they don’t have faith in Nana winning the 2016 elections so they were not going to finance the campaign,” the source disclosed.
Having had his hopes dashed by Kevin Okyere’s inability to convince his pals in UK to finance Nana’s campaign, the brother of the 2016 flag bearer of the NPP was said to have been infuriated by their son-in-law’s behavior and has vowed he will pay for it.
That is not the only reason for Kevin’s sour relations with the NPP; a party insider told this paper.
According to the source, Kevin Okyere, who benefitted immensely under the Kufuor/NPP regime, was “all of a sudden noticed to be hobnobbing with President John Mahama as soon as Mahama was sworn into office on July 2012 following the death of the late President Mills…, and we are aware of all the financial support he gave to the NDC ahead of the 2012 elections that aided Mahama to defeat Nana”.
Adding that, “we know who and how Kevin Okyere maneuvered his way into the Mahama government, courtesy some powerful and influential officials close to the president…and at the appropriate time we will lay bare all the facts”.
Perhaps, carrying through threats to punish Kevin for the embarrassment in London, and capitalizing on Nigerian President, Mahammadu Buhari’s vow to probe all alleged cases of corruption under the erstwhile Goodluck Jonathan government, and Kevin Okyere’s close association with Diezani Alison-Madueke, the “official” mouthpiece of Nana Akufo-Addo’s campaign, the New Statesman last week published a front page story, detailing how Kevin Okyere played a key role in the purported looting of money by the troubled former Petroleum Minister of Nigeria.
Relying on reports in Nigerian newspaper’s to nail Kevin Okyere, who is also said to be bragging about his connection and influence within the John Mahama government and the first family, the New Statesmen stated that “it has come across details of millions of dollars lodged in bank accounts here in Ghana. In one instance…, the paper reported that, $4 million worth of cash was deposited into one account, (name of the bank and account holder withheld for now).”
“After President Buhari’s trip to the United States, it was revealed that the US Attorney-General provided a dossier on $6 billion allegedly stolen by a minister under Jonathan. A source at the Presidency reportedly confirmed to Sahara Reporters that Ms. Alison-Madueke was the minister in question.
Again, in July, Sahara Reporters wrote that Diezani Alison-Madueke offered to refund the sum of $250 million dollars to the Nigerian government in return for immunity from prosecution. However, President Buhari reportedly rejected this offer.
So how could one person, a female minister at that, possibly have looted the billions of petrol-dollar she is accused of?
Ms. Alison-Madueke, according to reports from Nigeria, used cohorts she handpicked to systematically plunge Nigeria’s oil revenues and deprive Nigerians of billions of dollars of oil revenues.
As one report put it, “That Diezani Alison-Madueke made a lot of men billionaires is no longer news. The former Nigerian Petroleum Minister is an alluring bulk of beauty, brains and a shining loveliness that attracts the best and most glamorous of the male pack to her, as pollen nectar draws butterflies to its sweetness.”
Among the big players in her web of influence were Kogi-born businessman, Jide Omokore, Ben Peters, Igho Salome, Kola Aluko and a young Ghanaian businessman, Kevin Okyere.”
The story added that “Kevin Okyere, who has strong links with the Mahama government in Ghana and had even stronger links with the erstwhile Jonathan government in Nigeria, is the CEO of Springfield Oil & Gas.
Springfield is an oil company that owns an oil block here in Ghana and was awarded lucrative oil lifting deals in Nigeria with NNPC, worth over $100 million dollars.
Springfield’s oil block, with proven reserves, in Ghana was originally awarded to Tullow Oil, but according media reports, the then Energy Minister, Dr Joe Oteng-Adjei, mysteriously gave the block to Springfield and Vaalco, a Houston-based oil company with operations in Gabon and Angola.
According to the reports, Kevin Okyere was behind Westland Alliance Ltd, a company that was involved in the Vodafone takeover of GT in Ghana. His company’s contract with Vodafone was cancelled when President John Atta Mills took over in 2009. But, he soon managed to weave his way back.”
Meanwhile, The aL-hAJJ has gathered that Nana Akufo-Addo and his men plan linking wife of Ghanaian President, Lordina Mahama to the said $4 million the New Statesman claimed was deposited into an account in Ghana.
With their vow to smear President Mahama and his household with false and malicious charges ahead of the crucial 2016 elections, party insiders say, “they claim the money was deposited in Ghana by Kevin on behalf of the first lady…it seems Kevin’s close association with the president was facilitated by Lordina so since Kevin has close links with the former Nigerian Petroleum Minister, they want to link the first lady to the alleged stashed cash by the former Petroleum Minister”
