Because you don't understand how revenue is shared among the states and Abuja in Abuja.

India is about to change its name to Bhaktar, its original name. India is about to throw away its name given it by colonial masters.
If Nigeria can change its name and change its new conquistador national anthem created after the civil war to pay tribute to villains who fought a civil war like a Jihad and caused unprecedented number of casualties from bombing churches and markets to starving millions of children to death in the south east.
India is made up of quasi self-governing regions according to the culture and religious beliefs of its diverse regions.
But in Nigeria, northern military dictators proliferated too many mostly non viable states in the old Northern region between 1967-1996, established a quasi unitary government system to suck up proceeds from crude oil in the Niger delta region to the northern region, as well assign undue electoral and political powers to the northern region.
Nigeria got stuck since the change of the political structure of the country, as northern Nigeria largely determines who must preside over Nigeria at every election.

Why would Tinubu come out to contest against Rotimi Amaechi during the last APC primary?
It's not the turn of the Tinubu's SW region to produce president for Nigeria after Buhari, after Obasanjo ruled Nigeria between 1999-2007.
Amaechi must have jumped into APC with the hope of becoming the first Igbo president of Nigeria. APC has no interest of builduing cohesion and nationhood for Nigeria. APC is only after Islamic expansionism for Nigeria.

Obasanjo stopped Peter Odili in 2007, drafted in Yar'adua for the sake of rotation of presidency between the north and south; after Odili had concluded his presidential campaign and had nobody to beat to clinch PDP presidential ticket then.

You have not made half the deploration of Nigeria's roads and other infrastructures made by Raji Fashola during the APC presidential campaign of 2015.
After your own deploration of the roads, you will still leave office with the roads in deplorable conditions.
Nigeria's political structure is the problem, not the personnel manning the ministries. How can Abuja coordinate roads in a vast country like Nigeria? Not possible.
Restructure Nigeria to regional government system.
Don't listen to Fulani-led Arewa which believes the political structure favours the Fulani. The National Assembly is not a place to restructure Nigeria politically. Because the Assembly is overpopulated by Fulani-led Arewa legislators drawn from the undue large number of states and legislative constituencies proliferated in Arewa by Arewa military dictators between 1976-1996.
