2) the president can pass his directives or give instructions based on his manifesto to any ministery WITH OR WITHOUT A MINISTER

Sincerely, it is embarrassing as it is wasteful that in every electoral period nigerians go through pains just to elect law makers who are supposed to ensure the doctrine of Checks and Balances play its role in the polity but disappointingly, these unfortunate Law Makers abandon their responsibilities. This act of theirs only leave the ordinary citizens ranting,in most cases, only on social media.
Government in, government out elected officials loot and commit so many other impeachable offences while in office with impunity. Why do we have to wait till they are out of office before we start hearing things like EFCC this, EFCC that when the Law Makers would have shown them Red Cards long time ago?
This leaves one with the question: of what use are the legislators in our politics since they hardly use one of the tools available to them in the discharge of their duties-impeachment? When shall we get to the stage where office holders will serve with the fear that they might be thrown out of office through impeachment if they fail to do things accordingly?
