The Nigerian Senate has passed the Nigerian Peace Corps bill for final reading to provide the body with ‘a stronger framework’.
Senators said there was the need to use the outfit to better protect Nigerian security and therefore approved a bill for the establishment of the Nigerian Peace Corps as an agency under the Ministry of Interior.

Chairman, Committee on Interior, Senator Bayero Nafada (APC, Gombe) explained the importance of the bill thus:“The organisation will be of great benefit to the Nigerian youths (because) in response to increasing complexity of the factors responsible for insecurity and the method by which peace and security is being undermined in Nigeria, there is need to develop comprehensive, multi-sectoral, multi-stakeholders and inclusive approaches in order to stem these threats.”

The committee also recommended that the Nigerian Peace Corps and the National Unity and Peace Corps should be merged since both formations appear the same.
The Senate had at its sitting on Thursday, March 10, 2016 debated on the general principles of the Nigerian Peace Corps Bill, 2016 (SB.173) sponsored by Senator Ali Ndume and the National Unity and Peace Corps Bill, 2016 (SB.183) sponsored by Senator Binta Garba Masi and referred it to the committee for further legislative action.
The Nigerian Peace Corps Bill, among others, seeks to empower, develop and provide gainful employment for the youths, to facilitate Peace, Volunteerism, Community Services, Neighbourhood Watch and Nation-building.

Ekiti State Governor Ayo Fayose yesterday declared a war on herdsmen, who are unleashing terror in communities in the state.
The governor urged the people to rise against the herdsmen and kill them to defend their lives, families and farmlands.
Fayose visited Oke-Ako community in Ikole Local Government Area, where suspected herdsmen killed two residents and injured four others in a night attack on Friday.
He was accompanied by Commissioner of Police, Etop James; Director of Department of State Services (DSS) Andrew Iorkay; Commandant of Nigeria Security and Civil Defence Corps John Ikemefuna and traditional rulers led by the Elekole of Ikole-Ekiti, Oba Adewumi Fasiku.
The community has become a ghost town as many residents have fled.
Soldiers from the 32 Artillery Regiment, Owena Barracks, Akure, the Ondo State capital, stood guard in strategic locations.
The governor told local hunters, who mounted a guard of honour for him, to always be on guard as his administration would give them moral, financial and logistics support.
Many of the community’s youths have been conscripted into the local hunters association.
Fayose, who revealed that he has banned grazing in the state, pledged to follow up the ban with a bill to the House of Assembly to criminalise grazing.
He said those interested in cattle farming should get their own private cattle ranch.
The governor donated N2.5 million to the local hunters association and another N2.5 million to the families of the victims.
Fayose promised to pay the hospital bills of injured victims.
The governor promised to give the hunters a patrol vehicle fitted with communication gadgets.
He said the people would not fold their arms and watch their lands ravaged and their wives raped.
Fayose said: “From now on, my government has banned grazing in Ekiti State. If you want to graze, it should be in your local ranches.
“Any cow seen around should be seized and it would henceforth become government property and their owners shall be prosecuted.
“On no account should anybody come to sack our communities again, rise up against them.
“Before any herdsmen kill you, kill them, before they rape your wives, kill them, and before they rape your children kill them.
“I am giving you this order before they kill you kill them. You have to defend yourselves. Before they get you, you must get them down and take them out.
“You should pursue them, go and search for them inside the forest. Anyone who comes to take your life, you must take them out.
“We will not leave our lands for Fulani herdsmen and in a system where the leadership of the country looks the other way while our people are being killed, we will have no option than to defend ourselves.”
The chairman of the community’s hunters association, Joseph Osasona, called on Fayose to support them with logistics, arms and finance.
“We are appealing to the government to support us because without arms, we can do nothing.
“We want the governor to allow us use guns because when the herdsmen came, they carried AK-47 rifles.
“We can’t face them with dane guns. We are a registered association and we need the support of our government to protect our people,” Osasona said.
‘We’re taking him to court’
Fulani have a right to move freely and conduct their business across the nation’s landscape, Alhaji Bello Ardo, former President of the Miyetti Allah Cattle Breeders’ Association (MACBAN) has said.
According to Ardo, a son-in-law of President Muhammadu Buhari, concerned Fulani leaders are contemplating a decisive legal challenge towards setting aside Governor Ayodele Fayose’s plans to prohibit herdsmen from rearing cattle in any part of Ekiti State.
Affirming that Fulani leaders do not endorse any situation where individuals or groups take law in their hands, Ardo said the legal option is being considered, it would be optimally utilised to stop the plot against herdsmen doing their legitimate business.
According to Ardo, there are areas in Ekiti and other parts of Nigeria that have been gazetted by the Federal Government as designated areas for cattle grazing.
“He does not have the authority to ban cattle-grazing in Ekiti. Fulani will challenge it in court.
“He does not have any right to ban designated grazing areas in Ekiti; there are grazing areas all over Nigeria and those grazing areas are gazetted by the Federal Government.
“He does not have the right to say that Fulani cannot rear cattle through the forests; we are going to challenge this in court.
“We are only just hearing the news but very soon, we will challenge it appropriately,” Ardo said.

The House of Representatives on Thursday summoned the Minister of Interior, Lt-Gen. Abdulrahman Danbazzau(retd), and the Comptroller-General of the Nigerian Prisons Service, Mr. Peter Ekpendu, over an alleged assault on a female member of the House.
The the incident took place on Wednesday close to the exit gate of the National Assembly when the female lawmaker from Delta State, Mrs. Onyemachi Mrukpor, was driving out of the premises.
Security aides attached to the convoy of Ekpendu allegedly descended on her and slapped her for overtaking the convoy of the CG.
The CG was said to have visited the National Assembly and was also driving out of the legislative building when the beating took place.
Lawmakers claimed that Ekpendu, a very senior government official, merely sat in his car and watched as his aides pummelled the female member. They alleged that he did nothing to stop his aides.
A motion on the incident, which was moved by the Minority Leader of the House, Mr. Leo Ogor, was unanimously endorsed by members at Thursday’s session presided over by the Speaker, Mr. Yakubu Dogara.
The House noted, “The member was battered under the watch of the CG of prisons.
Her offence was that she overtook the convoy of the CG within the premises of the National Assembly.
“The CG of prisons is invited to explain why he should not be committed to prison in violation of Section 16 of the Legislative Houses, Powers and Privileges Act.”
The law stipulates a penalty of N400,000 fine or a prison term of six months on conviction for an attack on a legislator within the premises of a legislative house.
The resolution was later amended to include Danbazzau, who was asked to appear before the House Committee on Interior.
The Ministry of Interior is the supervisory minister of the Nigerian Prisons Service.
The committee, which is chaired by an All Progressives Congress lawmaker from Kaduna State, Mr. Adams Jagaba, is to produce a report on Tuesday, next week.
The House Leader, Mr. Femi Gbajabiamila, while contributing to the debate, informed the House that Mrukpor called him immediately the alleged assault took place to make a report.
“She called me and she was crying. I have not seen a thing like this before.
“This is the time we need to rally behind her not just as a member but as a woman.
“This is a clear, straight case; that the attacker is guilty of assault; he is guilty of battery. There is vicarious liability in this case”, Gbajabiamila added.
In addition to Danbazzau and Ekpendu, the House summoned the unit heads of all security agencies posted to the National Assembly to explain the conduct of their men, who reportedly watched as the member was attacked without intervening.
They include the unit heads of the police, Department of State Services, Nigerian Security and Civil Defence Corps, Sergeant-at-Arms and the Federal Road Safety Corps.

The terror sect, Boko Haram, is asking for a ransom of nearly $50million from the Federal Government for the release of the 219 Chibok schoolgirls who were kidnapped by the insurgents two years ago, according to The Sunday Telegraph of London.
The paper said it gathered from sources close to the sect that the demand was made “during secret contacts with the government of President Muhammadu Buhari, who has said he is willing to negotiate for the girls’ freedom.”
The group’s leader, Abubakar Shekau, had previously demanded the release of jailed comrades in exchange for the girls.
A top security source said last night that there was no deal in place between government and the sect on the Chibok girls who were abducted on April 14, 2014.
The Bring Back Our Girls (BBOG) group which has been campaigning for the rescue of the girls has expressed frustration about government’s continued “rhetoric of lack of intelligence and other excuses” on their fate.
It said in a statement ahead of the second anniversary of the abduction that it expects more action than the rhetoric.
The Sunday Telegraph said in its report that Boko Haram made the ransom demand in a message to the Federal Government about three months ago.
It offered to exchange the girls for a ransom of N10b, the equivalent of around £36m.
The paper said, “The ransom demand has split the government,” said the source. “Some think it would be worth it just to resolve the Chibok situation, but others say it will simply allow Boko Haram to hire yet more insurgent recruits.”
It also said that a month after the ransom demand, Boko Haram secretly passed the government a new video tape showing 15 of the kidnapped girls.
It added:”The girls are asked what their Christian names are and what their new Muslim names are,” he said, referring to the “conversion” that Boko Haram forces Christian prisoners to undergo. “They are also asked if they have been raped or mistreated, but they say no – they look relaxed.”
It also said that an Australian clergyman and former Nigerian government advisor who spent four months in Nigeria in 2014 attempting to negotiate the girls’ freedom, Dr Stephen Davies claimed that during his visits to Nigeria in 2014, a Boko Haram commander gave him a grisly video showing what purported to be the human remains of some of the Chibok girls.
However, he had never passed it on because there was no proof that it was definitely them.
“There was nothing identifiable in the video, and without any proof that it was the girls, there was no way I was prepared to pass it to anguished relatives,” he said. “On the other hand, I can’t think of any other reason why the commander would have passed it to me.”
Contacted on the Telegraph story last night, a top security source said: “There is no ongoing deal with Boko Haram at any level. That claim by the sect or any other person is incorrect.
“President Muhammadu will not engage in any backdoor deal with the insurgents. The report was talking of the last three months in which Boko Haram had been severely decimated by the military.”
The Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, who was also contacted responded from Addis Ababa on his way to China, saying : “I will find out from the appropriate security chiefs and get back to you.”
Meanwhile, the BBOG group wondered “how much longer must we wait” before the girls are brought back home.
Although, it acknowledged the heightened effort of the military to crush Boko Haram it said, quoting President Buhari: “We cannot claim to have defeated Boko Haram without rescuing the Chibok girls and all other innocent persons held hostage by the insurgents.”

The Code of Conduct Tribunal on Thursday dismissed the motion by the Senate President, Dr. Bukola Saraki, seeking to quash the 13 counts of false and anticipatory asset declaration preferred against him.
The Danladi Umar-led tribunal resolved all the issues raised by the Senate President against him and affirmed that it had jurisdiction to hear the case.
Umar, who read the ruling, directed that the next thing was for the prosecution to open its case.
Thursday made the second time the tribunal would be affirming its jurisdiction to preside over Saraki’s trial, the Senate President having earlier challenged it up till when the Supreme Court validated his trial in its judgment delivered on February 5, 2016.
In its ruling on Thursday, Umar ruled that contrary to Saraki’s contention, the Attorney-General of the Federation was competent to institute charges before the CCT.
The tribunal ruled that Saraki’s contention that he was being prosecuted for offences allegedly committed about 13 years ago was out of place.
The CCT chairman agreed with the lead prosecuting counsel, Mr. Rotimi Jacobs (SAN) that, that the argument by Saraki that there must be official complaint against him within a reasonable time of his submitting the declaration, was baseless.
The tribunal chairman held that there could be no clearance by implication, unless it was expressly stated by the statutes and time never ran against the state.
“It is not out of place to charge the accused person now and ask him to answer to the charges against him as there is no statute of limitation in relation to his case,” Umar said.
The CCT chairman rejected Saraki’s contention that the Attorney General of the Federation was without powers to initiate and prosecute cases before the tribunal.
It also faulted Saraki’s reliance on its (CCT’s) earlier ruling dismissing the charges against a former Governor of Lagos State, Bola Tinubu.
Saraki had argued that under section 3(d) of the Code of Conduct Bureau and Tribunal Act, the Code Code of Conduct Bureau ought to have confronted him with the alleged infractions in his asset declaration forms before charges were instituted against him.
The Senate President is being prosecuted by the Federal Government for the alleged breaches in the four forms which he submitted to the CCB as Governor of Kwara State between 1999 and 2007.
He contended in his motion that the CCB’s failure to confront him with the alleged infractions had rendered the charges incompetent.
The CCT held on Thursday that it had since realised that the ruling discharging Tinubu on that grounds was made in error.
It ruled, “The accused persons relied on the decision of this tribunal in the Federal Republic of Nigerian versus Bola Tinubu that was delivered on November 30, 2011. That decision was givenper incuriam(given without following principles of law).”
He held that the provision of Paragraph 3(e) of Part I of the 3rd Schedule to the 1999 Constitution had removed and omitted the proviso relied on by the Senate President.
“That proviso that is repeated in Section 3(d) of the CCB/T Act cannot be sustained any longer under the 1999 Constitution. The decision in Tinubu’s case was givenper incuriamand the tribunal should not follow such a decision,” he said.
The tribunal chairman dismissed Saraki’s claim that he was denied a fair hearing because he was not invited to make a written statement before the filing of the charges.
He held that the argument was premature and could be raised during the hearing of the substantive case.
“The motion by the defendant to quash the charge against him is refused. In the final analysis, the tribunal assumes jurisdiction in this case. The prosecution is to invite its witness,” he ruled.
After the ruling, the prosecuting counsel, Mr. Rotimi Jacobs (SAN), said he was ready to go on with the case as his first prosecution witness was in court.
But the lead defence counsel, Mr. Kanu Agabi (SAN), asked for an adjournment to prepare for trial.
The tribunal chairman agreed with the defence counsel, insisting that criminal cases must not be rushed.
He noted that the Administration of Criminal Justice Act, was though aimed at achieving expeditious hearing of criminal cases, the CCT recognised the need for the accused person to be given adequate time to prepare its defence.
He said, “We do not need to rush. We need to proceed carefully in the interest of justice and to ensure that justice is done to all parties.
“The ACJ Act did not say the defendants should not be given adequate time to prepare its defence.”
The trial was adjourned till April 5.

The National Assembly yesterday raised concern about the implementation of the N500 billion special intervention fund, a cardinal programme of the Buhari administration.

The lawmakers were categorical that though the plan by the Federal Government to spend N500 billion on vulnerable Nigerians is laudable, its implementation will pose problems.

Chairman, Senate Committee on Appropriation, Senator Mohammed Danjuma Goje, who raised the issue suggested the suspension the plan in this year’s budget.

Goje spoke at a joint session of the Senate and House of Representatives Committee on Appropriation meeting with Minister of Budget and National Planning, Senator Udoma Udo Udoma, Finance Minister Kemi Adeosun and top officials of the Central Bank of Nigeria (CBN).

Goje noted that the meeting became necessary because members of the National Assembly had given March 17th deadline to pass the budget.
He said Udo-Udoma, Adeosun and others were invited to get their final input before the budget is passed.
He also the lawmakers want to pass an implementable budget.

He said the N500 billion special intervention fund’s implementation is not clearly stated in the budget.
Goje, an APC senator from Gombe and a former governor of the state on Peoples Democratic Party (PDP) platform, said how would the beneficiaries of the programme be selected.

He added that there was no doubt that it would turn into a political jamboree for political office holders.
Goje who noted that market women were listed as part of those who would benefit from the fund wondered how market women would be selected.
He said that in his home state of Gombe, there are no market women but market men.

The lawmaker also declared the school feeding initiative planned by the government as un-implementable.

Insisting that school feeding programme is largely unsustainable, he wondered how billions of naira would be spent on feeding pupils when most of them study under trees due to lack of class rooms.
The government, he said, should take a second look at the programmes, fine tune them and leave the implementation for the 2017 fiscal year.

ButUdo- Udoma said the programmes were political promises that should be implemented in the interest of the people.

The minister added that he would take back the concerns raised by the lawmakers to the government.
He said the programmes were commitments that must be done.

On recovered funds, Udoma said only established recovered funds could be put in the budget.
He denied knowledge of a circular directing MDAs to implement only the budget as presented by President Muhammadu Buhari saying “I don’t think that the National Assembly will give us back the budget the way it came.”

Udo-Udoma also insisted that the template of the 2016 budget is zero budgeting.

He added however that “zero budgeting does not mean that we don’t have a limit.”

The minister admitted that the implementation of the budget would be difficult especially with falling oil price in the international market.

He noted that though the price of oil is dwindling, the cost of production remained the same, describing the development as a major challenge.

Udoma told the lawmakers not to increase the size of the budget in order not to make its implementation more difficult.

On the sources of funding the budget, he said the government planned to borrow N1.8 trillion half of which would be foreign loan.

He said the government was now being forced to look inward to raise funds to implement the budget.
The minister said the government is expecting more revenue from non oil sector of the economy including broadening the tax base.

On oil benchmark of $38 pb, he said that benchmark will still be retained despite falling oil price.
The benchmark, he said, was arrived at after wide consultation.

He said that the personnel cost component of the budget is another major challenge for the government.

He noted that though government does not plan to retrench workers, “Government is trying to use technology to ensure that salaries actually go to people who are working.

Mrs Adeosun spoke on how to fund the budget.
The minister told the lawmakers that independently-generated revenue would largely be used to fund the budget.

She noted that cost-saving would be another means to fund the budget.

The lawmakers also drew Udo-Udoma’s attention to the concern of some Civil Society Organisations of about N668 billion frivolous provisions in the budget.

President of the Senate, Dr Bukola Saraki, has formally replied a letter ex-President Olusegun Obasanjo wrote to the National Assembly on January 13, accusing the country’s federal lawmakers of corruption, greed, lawlessness and impunity.
This came barely days after the Senate President took delivery of exotic cars for the Senate.

In his reply, dated January 29, Saraki responded to Obasanjo’s concern, saying the 8th National Assembly under his leadership was already taking deliberate steps to strengthen the country’s democratic institutions and ensure prudent management of resources.

“This is to ensure that we plug all leakages and minimize waste across our expenditure systems,” the Senate President said in the two-page letter.

“Likewise, the 8th National Assembly has made the issue of plugging leakages and cutting wastages in our public expenditure system a major priority that should not be toyed with. This may have happened in the past but it will not happen with us,” he said.
The former president had in his letter, addressed to Saraki and the Speaker of the House of Representatives, Yakubu Dogara, accused the lawmakers of fixing and earning salaries and allowances far above what the Revenue Mobilisation Allocation and Fiscal Commission approved for them.
He also alleged that most of the 109 senators and 369 members of the House of Representatives were receiving constituency allowances without maintaining constituency offices as the laws required of them.

He faulted the plans by the lawmakers to acquire new exotic cars for themselves, saying “whatever name it is disguised as, it is unnecessary and insensitive.”
He advised that “a pool of a few cars for each chamber will suffice for any Committee Chairman or members for any specific duty.”

But in his response, Saraki told the former President that the lawmakers were fully aware of the challenges the nation was facing.

He said: “As leaders with a duty, we will not disappoint Nigerians in their yearnings for a more transparent public expenditure system.”
On corruption, Saraki said the National Assembly was working with President Muhammadu Buhari to stem the menace in the country.

According to him, the legislature was already overhauling its oversight functions to make it more effective in exposing corruption in federal ministries, departments and agencies.

He said: “We are hand in glove with the President on this matter and this is why we are overhauling our oversight functions to make it more effective in exposing corruption in the Ministries, Departments and Agencies.

“We recognize the hard work our anti-corruption agencies are putting into this fight. The Senate is resolved to support them to perform their duty effectively by providing them with adequate funding where necessary, as their work in integral to our oversight responsibility.”

The Joint Committees of the Senate and House of Representatives on Appropriations on Wednesday assured Nigerians that the N6.08tn for this year budget would be passed on March 17, 2016.
The committees stated that the final report on the appropriation bill would be laid on the floor of both chambers of the National Assembly on March 16 for consideration and subsequent passage the following day.
Both panels had earlier said that the February 25 date for the passage of the budget was no longer realistic due to errors and padding.
However, at a joint press conference in Abuja Wednesday, the Chairman, Senate Committee on Appropriations, Senator Danjuma Goje, and his counterpart in the House of Representatives, Abdulmumin Jibrin, gave an assurance that this year’s budget would be passed on March 17.
Specifically, Goje said that both committees would meet critical stakeholders, including the Minister of Finance, Kemi Adeosun; Minister of Budget and National Planning, Udo Udoma; Governor of the Central Bank of Nigeria, Godwin Emefiele; Accountant-General of the Federation; and Director, Budget Office of the Federation on Thursday.
He said the committees and the invited officials would seize the opportunity of the meeting to address grey areas observed in the budget.
Goje said, “Tomorrow (Thursday), we are going to have a discussion with the Minister of Budget and Planning, Minister of Finance, Governor of the Central Bank of Nigeria and the Accountant-General of the Federation.
“The same thing with the Senate; we are also going to engage these people. We are going to engage other ministers to ensure that as much as possible, we align this budget to satisfy the needs of Nigerians.
“We may not be 100 per cent right, but we will try to get it right because the basic thing is to ensure that we produce a budget that will translate into the betterment of the lives of Nigerians.”
When asked if both legislative chambers would conclude the consideration of the bulky submissions of all the Ministries, Departments and Agencies of the government within the four hours of sitting as promised, Jibrin explained that the lawmakers were already familiar with the details of the budget.
He explained that the budgets of all the MDAs had been submitted.
Jibrin added that the Minister of Petroleum Resources, Ibe Kachikwu, who earlier failed to present his ministry’s budget due to official engagements, did so on Tuesday behind closed doors.
On the non-appearance of Kachikwu, Jibrin reversed the committee’s threat to take over the budget of the ministry and other standing committees, which failed to meet the deadline for the submission of the budgets of the various MDAs.

Senate President Bukola Saraki has said current economic challenges facing the country present an opportunity to show leadership, courage and ingenuity. The situation should be used to set the stage for a post-oil era in which the private sector steers the ship of the economy while the government provides the enabling environment, he said.
Speaking when consultants, under the auspices of the Department for International Development (DFID), came to present a-168 page report titled: Comprehensive Review of the Institutional Regulatory, Legislative and Associated Instruments Affecting Businesses in Nigeria to both chambers of the National Assembly in Abuja, Saraki said the time has come for the ruling class to show leadership and courage in addressig the economic challenges facing the nation.
Earlier, the experts had told the legislators that 54 of the country’s existing laws have to be either amended or repealed if the country is to make progress in her quest to attract investors and become business-friendly.
Saraki said: “The National Assembly through our legislative agenda seized on the moment to chart a new course for the nation’s economy. The legislative agenda we have adopted is one framed largely around good governance, accountability, opening up of the economy for greater investment, ease of doing business and security of lives and property.”
He added that the 8th National Assembly would give priority to the amendment of obsolete laws, stressing that since some of the affected laws require constitutional amendment, the process would be expedited to ensure that all stakeholders concerned make the changes happen as soon as possible.
Saraki said the collaboration with the private sector, development partners, professional groups such as the Nigeria Bar Association (NBA) as well as the academia in on-going process to review laws affecting doing business will give birth to a new business environment that will boost the economy, solve the problem of unemployment, curb social vices and restore our national values and pride.
According to him, the Senate and House of Representatives are on the same page with President Muhammed Buhari’s policy on diversification of the economy. “Our President has laid out a vision to fully diversify the economy beyond oil and has been committed to the actualisation of the project.
“The overarching objective of the agenda targets private sector investment and business development as a major plank of the plan. This is because of our belief in the ingenuity, creativity, entrepreneurship of our people and that in order to create jobs, give our people better opportunities, the private sector remains our best option.
“This is at the heart of the clamour for diversification; from agriculture business support, to credit, economic reform bills, to MSMEs, taxation, conflict resolution, regulatory reform bills, our agenda is firmly rooted on increased participation, diversification and capital formation,” Saraki assured.
He said the collaborative efforts between the National Assembly, DFID enable programme and GEM3, with strong participation of the organised private sector led by the Nigeria Economic Summit Group (NESG) represents a first of its kind adding that the Senate has come out with a detailed plan, cohesive legislative agenda for renewed national cohesion and development.

There are strong indications that the Defence Headquarters will this week set up a panel on its officers who are being investigated by the Economic and Financial Crimes Commission over alleged fraudulent arms purchase.
SUNDAY PUNCHreliably gathered on Saturday that besides facing the EFCC’s investigations, the affected serving officers would face the military panel, which the Defence Headquarters might constitute this week.
President Muhammadu Buhari had on Friday ordered the EFCC to investigate 17 serving and retired military officers, including the past Chief of Defence Staff, Air Chief Marshal Alex Badeh (retd.); a former Chief of Air Staff, Air Marshal Dikko Umar (retd.) (2010 -2012) and the immediate past Chief of Air Staff, Air Marshal Adesola Amosu (retd.), in alleged fraudulent arms purchases between 2007 and 2015.
The 11 serving officers that will be investigated by the EFCC, who will also face the military panel, include Air Marshal A.M. Mamu (Chief of Administration, Nigeria Air Force); AVM Oguntoyinbo (former Director of Production, Defence Headquarters); AVM T. Omenyi (Managing Director, NAF Holdings); and AVM J.B. Adigun (former Chief of Accounts and Budget).
Others are AVM R. A. Ojuawo (Air Force Tactical Air Command, Markudi); AVM J.A. Kayode-Beckley (Director, Armament Research in Air Force Research and Development Centre); Air Cdre. A.O. Ogunjobi; Air Cdre G.M.D. Gwani; Air Cdre A.Y. Lassa; Col. N. Ashinze (Special Assistant to the former NSA, Dasukiwink and Air Cdr. S.O.Makinde.
An Air Vice Marshal is an equivalent of a Major-General in the Army, while an Air Commodore is on the same level with a Brigadier-General.
It will be recalled that Buhari had last year set up a committee to audit the purchase of defence equipment between 2007 and 2015.
The committee, in its report, said that it discovered that N643bn and $2.1bn were received for defence procurement between 2007 and 2015 by Defence Headquarters and the military services.
Based on the N197-to-the-dollar official exchange rate of the Central Bank of Nigeria, the sum of $2.1bn translates into a total of N413.7bn.
The $2.1bn (N413.7bn) when added to the N643bn, gives a total sum of N1.067tn that was received for defence procurements by the Defence Headquarters between 2007 and 2015.
It stated that N29bn and $2bn were expended on procurement by the Nigerian Air Force during the period.
A senior military officer, who spoke toSUNDAY PUNCHon condition of anonymity on Saturday, said the defence authorities had started a process of setting up a military panel that would also investigate the arms procurement scandal.

The senior military source explained that the affected senior officers of the armed forces would face the administrative process of facing a military panel or be relieved of their command positions.
The source said, “There are standard administrative procedures for doing things in the military when issues like this come up.
“The indicted officers are either relieved of their positions or they are summoned to appear before a panel which would make recommendations.”
The source, who could not speak on record because he was not authorised to speak on the issue, said the panel might be constituted this week.
The Acting Director, Defence Information, Brig.-Gen. Rabe Abubakar, also said the military authorities would not shield any personnel indicted in the ongoing probe from investigation.
He said the armed forces were totally committed to the President’s campaign against corruption because of the inimical effects of the scourge against national developments.
Abubakar said this while speaking with our correspondent on the telephone on Saturday.
He said, “Corruption frustrates development. Whoever is involved in corrupt practices should face the music because corruption has adverse consequences on all sectors of human endeavours. Corruption deprives the citizens from the expected getting benefits from the government.
“Our stance is that we are completely in support of any measure that would stop corruption in the military or in the civil sector. The military would do anything to support the fight against corruption which is a cardinal principle of this government.
“The present leadership of the military abhors corruption.”

Former Chairman of the Board of Trustees of the Peoples Democratic Party, Chief Tony Anenih, has claimed that ex-President Goodluck Jonathan ordered a former National Security Adviser, Col. Sambo Dasuki (retd.), to give him the sum of N260m.
The revelation is contained in a letter the former BOT chairman wrote to the Economic and Financial Crimes Commission recently.
An aide to the PDP leader, who spoke on the condition of anonymity, confirmed toSUNDAY PUNCHon Saturday that Anenih made the disclosure.
The aide said, “The former BoT Chair explained to the EFCC that he gave his account details to the ex-President on request, when he requested for a refund of expenses incurred while (he was) carrying out Jonathan’s instructions. Jonathan passed it (account details) to Sambo and Anenih was paid the sum of N260m.
“The former PDP BoT chairman also explained to the anti-graft agency that apart from the N265m he gave to Chief Olu Falae, Senator Rasheed Ladoja and Alhaji Tanko Yakassai, he also gave N25m to a former Deputy Governor of Sokoto State, and another N35m to a delegation of leaders from Katsina State.”
Anenih reportedly wrote in the letter that he also incurred additional costs when he led other members of the PDP BoT on a nationwide tour to reconcile aggrieved and feuding members, following instructions given to him by the former president.
He noted that the money he spent on hiring private jets and other logistics was yet to be refunded to him.
The aide added, “Although most of the expenditure was incurred on the instructions of the former president for special political assignments, only N260m was refunded to Anenih by the former president.
“Whereas the refund of N260m was made through the office of the National Security Adviser, Anenih explained in his letter to the EFCC that he only provided his account details to the former president on request for a refund of the money spent.
“He also said in the letter that he was not in a position to ask the former president how he was going to source the fund or through which office the refund was going to be made.”
The aide said Anenih had yet to be refunded over N180m out of the N440m he spent. The PDP chieftain also reportedly argued in the letter that he was not a direct beneficiary of the sum of N260m that was a part refund of the money he spent on the president’s instructions.
The former PDP BoT chairman had earlier stated that he gave N100m each to the National Chairman of the Social Democratic Party, Chief Olu Falae, and the leader of Accord Party, Senator Rashidi Ladoja, for mobilisation purposes.
He had also said N63m was disbursed to a northern group led by Yakassai for “mobilisation and post-election peace advocacy in that part of the country.”
Yakassai, Falae and Ladoja have all confirmed that they received the stated amounts from Anenih.
The total of these three disbursements is already N3m more that the N260 million which Anenih said was refunded to him through Dasuki.

Accord Party (AP) admitted yesterday that its chieftain and former Governor of Oyo State, Alhaji Rashidi Ladoja, got N100million from the former Chairman of the Board of Trustees of the Peoples Democratic Party (PDP), Chief Tony Anenih, ahead of last year’s general election.
The confession came on the heels of those of Afenifere frontliner, Chief Olu Falae, and Second Republic Presidential Adviser, Alhaji Tanko Yakasai, who also said that they received N100million and N53million respectively from Chief Anenih, in connection with the elections.
Accord Party, in a one-page letter by its National Secretary, Hon. Nureni Adisa, to the Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, said the N100m was to assist the party prepare for the election.
In the letter entitled: “Release of N100million by Chief Tony Anenih” and dated 8th January, 2016, Adisa said: “Our attention has been drawn to a newspaper report that the sum of N100million was released to the Accord leader, Senator Rashidi Ladoja by Chief Tony Anenih, the (former) Chairman BoT of the PDP.
“We confirm that the sum of N100million was given to the party through our leader after series of meetings between the leadership of Accord and Chief Tony Anenih in preparation for the 2015 general elections.
“The following issues were discussed at the meetings:
*.The need to support the Presidential candidate of the PDP since Accord had no Presidential candidate.
*.The need to ensure that peace was maintained to enhance peaceful movement during periods of campaign, elections and after the elections.
*.The need for the PDP to support Accord campaign effort.
“Accordingly, the PDP (former) BoT Chairman, Chief Tony Anenih released the sum of N100million for these purposes through our leader, Senator Rashidi Adewolu Ladoja.
“The money released was accordingly used for the purposes as stated above.”
Chief Falae, Secretary to the Government of the Federation in the Babangida Administration, had earlier admitted that the Social Democratic Party (SDP) of which is National Chairman also got N100m from Chief Anenih for the purpose of campaigning for ex-President Goodluck Jonathan in the build-up to the election.

His words: “In the build up to the presidential election, the PDP approached the SDP which I chaired. The then ruling party solicited for our support in order for President Goodluck Jonathan to win the March 28 presidential election.
“Anenih related with me as the chairman of the PDP BoT and I did same as the SDP National Chairman. He wrote to me as PDP BoT chairman and I wrote back as SDP National Chairman stating conditions/terms for the alliance. I have the records.
It is true that N100million was given to my party to endorse and work for the Jonathan’s candidature in the 2015 election. We used the money for that purpose and we effectively campaigned for the PDP since we did not have presidential candidate in the election.The money was not for me.”
Falae claimed he had no reason to suspect that they money was from the arms deal.
“No reference was made to the arms deal. So they should not bring me into the arms issue. The relationship was purely interparty affairs,” Falae said.
For his part, Alhaji Tanko Yakasai said that the N53million he collected from Anenih was shared by him and seven other prominent northerners for advocacy visit to northern traditional rulers to mobilise their subjects for last election.
He named the other beneficiaries as one-time Minister of State for Foreign Affairs, Alhaji Mamman Anka, Barrister Bitrus Gwada, Alhaji Suleiman Lawal, Dr Bahago, Chief John Macklink from Plateau and Senator Sodangi.
Yakassai said Anenih had requested him to name nine “apolitical but respected individuals from the north” who could help in mobilising the electorate for the election.
He said the money covered the allowances, transportation and hotel accommodation for the nine during the tour which he claimed took them to 18 states in the north.
The EFCC had traced about N260 million from the Office of National Security Adviser(ONSA) to the account of Anenih who explained in a letter to the anti graft agency that the money was a part refund of the money which former President Goodluck Jonathan instructed him to release to some political groups for mobilisation and post-election peace advocacy.

Both Yakassai and Falae had already confirmed that they received N63 million and N100 million respectively from Anenih for the purposes specified.
