Despite police clampdown, Movement for the Actualisation of the Sovereign State of Biafra, (MASSOB) has declared there is no going back on the September 13 Biafran Day celebration across Igboland.
Inspector General of Police, Solomon Arase, has ordered the immediate arrest of any person or group inciting violence and social disorder across the country.
Ebonyi South Zonal Leader of MASSOB, Mr. John Nwifuru told newsmen in Abakaliki yesterday, that the movement would not be dissuaded or cowed by various federal might which he said were all aimed at intimidating them to abandon the struggle.
He warned there could be reprisal on the side of MASSOB if the Federal Government did not stop further attack and intimidation of their leader, Chief Ralph Uwazuruike and members of MASSOB.
But Arase explained that there is an operational order that empowers the police to arrest anybody fomenting any act of violence or disorder, or any act inimical to the security of the nation. He said: “So far the following arrest have been made; Anambra State – four ; Imo – six ; Delta – 11 and Abia – one.”
The IGP further warned that persons so arrested for inciting violence, irrespective of their class or status in the society would be charged to court accordingly.
Meanwhile, scores of tmembers of the movement, yesterday staged a protest in Warri, demanding for the unconditional release of their leader, Chief Ralph Uwazuruike and over 20 members of the body arrested Sunday in Owerri Imo State by security operatives.
The embittered members who marched through some streets in warri metropolis, pleaded with President Muhammadu Buhari to wade into the matter before it gets out of hand.
The protesters who carried placards with several inscriptions “Release our leader (Uwazuruike) and 20 other members arrested along with him”, We are a non-violent group, rather, we are fighting for our right peacefully”, “We detest oppression”, Buhari should intervene in the matter to save an imminent unpleasant situation”.
Addressing newsmen later, leader of the protesters, Joseph Odikpo, condemned the arrest of their members and alleged that they have been taken to an unknown destination.
Meanwhile, an Asaba Magistrate Court, Delta State yesterday, remanded 11 suspected members of the movement in prison custody till October 23.
The accused persons were arraigned on a six-count charge bordering on conspiracy, taking arms against government, treasonable felony, unlawful society and publishing rumor to cause false alarm.
Their plea was not taken when the charges were read before the case was adjourned to October 23.
The court directed that the case file should be sent to the state Director of Public Prosecution (DPP) for advice.
Spokesperson of Delta State Police Command, DSP Celestina Kalu said the 11 accused persons were the ring leaders of the unlawful group, adding that other suspects including women and children were cautioned and released.

The national leadership of the Peoples Democratic Party has refused to hang the official portrait of President Muhammadu Buhari at the party’s national secretariat, checks by The PUNCH have revealed.
Over 100 days after the President assumed office, the PDP has yet to hang his portrait at any of the offices in its Wadata House national secretariat, located at Zone 5, Abuja.
The party has also said it would never put Buhari’s portraits on its walls though it has removed that of the former President, Dr. Goodluck Jonathan, who ruled on the platform of the PDP.
“We will never hang his portrait in this office, because President Buhari is not known to our party. He is not a leader of our party and therefore we will never put his portrait here. We are a political party, very partisan and therefore, we are not going to hide that,” National Publicity Secretary of the PDP, Olisa Metuh, told our correspondent on the telephone on Tuesday.
Jonathan was also the presidential candidate of the former ruling party during the last general election but he was defeated by Buhari, who was the presidential candidate of the opposition All Progressives Congress.
The defeat was the first to be suffered by the PDP since the return of democracy in 1999.
Before now, the party has always been hanging the portraits of all the Presidents at the party’s reception area as well as the National Executive Committee and National Working Committee halls within the secretariat.
Metuh said the APC also did not hang the portrait of Jonthan in its offices before the former President was defeated in the March 28 election.
“Can you find out if the APC had the portrait of former President Jonathan in their office before he was defeated? That is just it,” he told our correspondent.
When asked whether the party was taking its own pound of flesh, Metuh said no but that since Buhari “is not a member of our party, we won’t put his portrait here.”
The APC National Publicity Secretary, Mr. Lai Mohammed, expressed shock at Metuh’s comment.
“This is ridiculous and we have no comment. Let Nigerians judge the PDP on this matter,” Mohammed said.
He said the PDP spokesman had a shallow understanding of the concept of opposition politics.
Meanwhile, work has stopped at the new secretariat of the PDP, located in the Central Business District, Abuja.
Investigations by our correspondent indicated that contractors handling the project were only doing skeletal jobs at the site.
When our correspondent visited the site on Tuesday, there was no visible job being done at the site.
It was gathered that the cost of the project was put at N11.5bn when it was awarded some years ago. At completion, the building is expected to have 12 floors, with two other floors serving as the car park.
The party had claimed that the project was being financed from levies and contributions from members.
When a fund-raising dinner was organised a few years ago, the party was able to realise about N5bn, and the project, which started more than four years ago, was to be delivered in 126 weeks.
The former National Chairman of the party, under whose leadership the project commenced, Prince Vincent Ogbulafor, had then said that the complex, when completed, would strengthen the capacity of the PDP to discharge its role effectively in Africa.
The party had claimed on January 5, 2015 that it was going to spend part of the N21.8bn it realised from the party’s fund-raising on the party’s secretariat.
A former Minister for Information and the Chairman of the party’s Fund-raising Committee, Prof. Jerry Gana, had said the money donated to the PDP was not meant for the campaign of the defeated Jonathan alone.

Ado-Ekiti—An Ado-Ekiti customary court, yesterday, dissolved the 26-year marriage between a bricklayer, James Kayode Oguntuase and his wife, Felicia, over sexual starvation and sundry acts.
Oguntuase, 75, had sued Felicia, 53, a trader, to court, accusing her of denying him sex, adultery, stealing and stubbornness, allegations which the respondent denied.
The petitioner told the court that he had caught his wife with three different men, adding that she had aborted three pregnancies for her lovers.
Oguntuase also alleged that his estranged wife stole N35,000 belonging to him, being money meant for the purchase of carpentry materials, revealing that he had dragged his wife to court in 2013 on account of alleged sexual escapades.
He prayed the court for the custody of the children, promising to be responsible for their upkeep
The union was blessed with six children, including Caroline, 25; Peter, 23; Akin, 18; Ife, 15; Rachel, 12; and Tolulope, 6.
‘Why I refused him sex’
However, the wife, in her response, said she denied the petitioner sex on grounds of ill-health, and also denied the allegations of adultery and stealing.
She urged the court not to dissolve the union.
Court president, Joseph Ogunsemi, dissolved the union, saying the marriage had broken down irretrievably as the two parties failed to avail themselves of the opportunity given to settle the dispute amicably.
The court also awarded custody of the children below the age of 18 to the petitioner, while Peter and Akin, who are above 18 are free to decide where to live.
The petitioner was also ordered by the court to arrange for an alternative accommodation for the respondent, the cost of which should not be more than N60,000 and not less than N48,000 per annum.
The court ordered that the petitioner should pay for two years rent for the new accommodation for the respondent and he is also expected to bear the cost of transporting her luggage to the new place.
The court ordered the respondent to always assist the petitioner in the upkeep of the under-aged children, while she should be allowed access to them between 7a.m. and 6p.m. on the day she chooses to visit.

Sylva, who made the declaration during a condolence visit to the family of late Col. Sam Inokoba, the immediate past state chairman of the Peoples Democratic Party, PDP in the state said the PDP led administration in the state is in its twilight, ready to bow out.
The former PDP chairman had last month defected to the APC and indicated interest in obtaining the party’s governorship ticket.
Speaking during a condolence visit to the Inokoba family, Sylva represented by the state party chairman, Chief Tiwei Orunimighe, who led other members of the state executives to the residence of the late party chieftain described the late Inokoba as a man who left behind a glowing political legacy.
He said the late Inokoba was not satisfied with the development in the PDP, hence his defection to the APC.
His words, “He left a comfort zone as the chairman of a ruling party in the state, to join APC because he didn’t like what was going on in the PDP, and that goes to show the character of such a person, he wasn’t satisfied with their activities, that was why he joined us and had to even bought form to contest the governorship seat because he wanted the desire change for the state.”
Resolve of the party
He expressed the resolve of the party to participate in the burial formalities and assured the members of his family that APC will continue to stand by them.
In his remarks elder Robbins Inokoba, described the late Inokoba as an achiever, stressing that he consulted and received the blessings of the family before joining APC when he became uncomfortable with the PDP.
He said the last conversation between him and his brother was for him to be prepared to work for Change advocated by the APC as he was on his way to procure his Expression of Interest and Nomination Forms to contest the governorship primaries of the party in the state.

The Peoples Democratic Party has accused the Osun State Governor, Rauf Aregbesola, of fixing the N34.988bn bailout received from the Central Bank of Nigeria for two months with a commercial bank.
The spokesperson for the PDP in Osun State, Mr. Diran Odeyemi, made the allegation in a statement in Osogbo on Monday.
The opposition party said the state received the fund about two weeks ago but the governor decided to lodge it in a fixed deposit in order to attract interest from it.
The statement partly read, “Only paper work was completed last week. But since the arrival of the money exactly 14 days ago, Mr. Aregbesola in his usual ‘I don’t care nature’ instead of commencing payments of workers dues, lodged the N35bn given to the state.
“According to our findings, the bank that agreed to give Mr. Aregbesola the biggest interest running into several millions of naira was given the money to fix.
“The governor is buying time, for over two weeks now, he had been hiding behind staff screening to fish out ghost workers and the exercise is designed to last for another eight weeks. “
The PDP said the party was concerned by the suffering the workers and pensioners were going through due to the delay in payment of their salaries and pensions.
But the governor described the allegation as unfounded and another lie from the PDP’s factory.
Speaking through his media aide, Mr. Semiu Okanlawon, the governor said the PDP fabricated the date it claimed the fund was received even when the CBN said the money was released last week.
The governor challenged the opposition party to produce the proof of the purported fixed deposit transaction to authenticate it claims.
He said, “Besides, the verification exercise which the party claims is the subterfuge for this alleged lodgement in a fixed deposit account for personal gains is being handled with active involvement of civil servants. Does the PDP expect the workers themselves to delay the verification for its imagined interests on the funds to materialise?
“Its claim that bailout was paid two weeks ago further confirms its dubious intention because even the Central Bank of Nigeria still confirmed the list of states that first received their shares while the same CBN said other states would get theirs on or before the end of last week.
“The PDP would do well to tell the world where it got its own information on the date of the bailout release to Osun as well as provide evidence of the alleged lodgement.”

Members of the Niger Delta Development Commission, NDDC board, have asked the National Industrial Court sitting in Abuja, to declare that President Muhammadu Buhari has no powers to sack them as their appointments are governed by statutes and for a fixed period, as same period has not expired.
It will be recalled that there were recent circulars from the office of Secretary to the Government of the Federation, dated July 16, 2015, Ref. No. SGF.19/S.81/XIX/964 and July 23, 2015, Ref. No. SGF.55/S.2 that all boards stand dissolved. The Sen Bassey Ewa-Henshaw led board, through their counsel, Mr Ebun-Olu Adegborowa, is contending that the circular were wrongly applied to NDDC.
Defendants in the suit are the President of the Federal Republic of Nigeria, Senate and House of Representatives. Their counsel pointed out that by virtue of section 6 (6) of the 1999 Constitution as amended, once parties have submitted their dispute before a competent court, none of them is allowed to resort to self-help or to take any step that may jeopardize the due hearing of the matter on its merit.
The claimants argued that by virtue of sections 2, 3 and 5 of the NDDA Establishment Act, they were entitled to four years unbroken tenure from December 16, 2013 to December 15, 2017 and they cannot be deprived of the said appointments, or removed from office, dissolved or their appointments terminated save and in accordance with the extant provisions of the said Act.
According to them; “By virtue of the NDDC Establishment Act, the Governing Board of the commission cannot be dissolved, either through the letters dated July 16, 2015, Ref. No. SGF.19/S.81/XIX/964 and July 23, 2015, Ref. No. SGF.55/S.2, respectively, or in any other manner that constitutes a violation of sections 2,3,5 and other extant provisions of the said NDDC Act.”
They are praying the court to; “Declare that the letters respectively, are ultra vires, ineffective and ineffectual to ground the dissolution of the 4th Governing Board of the NDDC and the same are invalid, null and void and of no effect whatsoever, in so far as they relate to the dissolution of the said Governing Board.
“An order forthwith re-instating the claimants as members of the 4th Governing Board of the NDDC in compliance with their respective letters of appointment and sections 2, 3, 5 and other extant provisions of the NDDC Establishment Act and to direct the second defendant to pay all allowances, benefits and perquisites to which the claimants are otherwise entitled.”

There are strong indications that President Muhammadu Buhari’s cabinet may not be in place till October this year.
Although the President has promised to unveil his ministerial list next month, their screening and confirmation by the Senate may not take place till October.
This line of thinking, which some senators confirmed to Nigerian Pilot yesterday, is informed by the fact that the Upper House, currently on a six-week holiday, will resume plenary on September 29.
Senate President, Bukola Saraki had promised that whenever President Buhari presented the ministerial list to the Upper House, it would reconvene to screen the nominees.
But some senators declared yesterday that the arrangement was no longer realistic because most of their colleagues would be on pilgrimage to Saudi Arabia.
They argued that you cannot recall a lawmaker on Hajj to Nigeria for the sole purpose of screening and confirming the ministers.
According to them, in the event of Buhari presenting the ministerial list, “we will keep it till September 29 for our colleagues to return from the Hajj and Sallah celebrations.”
The implication of this, is that Nigerians would have to wait till October for Buhari’s cabinet to be in place.
One of the senators, who sought anonymity, told Nigerian Pilot that “most of us are not disposed to breaking tour recess midway to attend to the ministerial list if the President brings it before the 29th of September.”
Senate Minority Leader, Godswill Akpabio seems to have alluded to this position when in an interview on Radio Nigeria, Abuja Station yesterday, he said most Muslim Senators would be going for Hajj and cannot come for any emergency session.
Nigeria Pilot further learnt most senators besides going on hajj have travelled abroad for different reasons and would only return to the country as September 29 approaches.
The Senate had assured Buhari that it would be available for any emergency session, especially to screen his ministerial nominees.
Nigerian Pilot however learnt only members of the ad-hoc committees on Works, Information and Selection Committees are visible in the National Assembly to round up their meetings.
According to a senator, “the ministerial list is not even being expected by us and would definitely spring surprises if it comes before October,” adding that “even if it comes, it will be kept till we resume as planned.”
After Buhari’s inauguration, a list of some prominent APC members was circulated on the social media as ministerial nominees. The list included Senator Olorunnibe Mamora, Chief Audu Ogbeh, former governors–Babatunde Fashola (Lagos), Kayode Fayemi (Ekiti), Rotimi Amaechi (Rivers), Rabi’u Kwankwaso (Kano) and Senator Chris Ngige.
While going through the purported list, Buhari was said to be stunned and had said: “They have chosen my ministers for me.”
The National Publicity Secretary of the All Progressives Congress, APC, Alhaji Lai Mohammed, however, dismissed the list as a mere speculation. President Buhari, who is known for his anti-corruption stance, has promised to appoint only honest persons as ministers.
Nigerian Pilot recalls that shortly after the election, there was the news that the APC would ratify the list of persons to be appointed into the Federal Executive Council.
This, according to the report, was to enable the APC maintain party supremacy which the Peoples Democratic Party, PDP lost during the last administration.
