Goodbye Benghazi An action film on sex trafficking gangsters and terrorists in Libya. Ivie Ekezua, a brave Nigerian girl held by notorious sex traffickers in Tripoli stabs and injures a Libyan sex trafficker who wants to rape her and she escapes into the suburbs of the city as the gangsters of the Libyan- Nigerian sex traffickers gang in Tripoli hunt for her. She runs into the UN office for refuge, but ISIL terrorists and Libyan rebels attack the office for Americans and Europeans . An American intelligence agent who says his name is Tom Sloane in the office gives her an important satellite mobile phone after using it to photograph her and send an urgent message on the emergency at the besieged UN office. He tells Ivie to hide the phone and must not lose it, because someone will contact her and later come to collect the phone for the sim. She hides it in her underwear and runs out with the African workers of the UN as the terrorists and rebels kidnap the American and European workers to hold them as hostages. Ivie is now lost in Libya, because she does not know her location and does not understand the Arabic language. She is still afraid of being caught by the sex traffickers hunting for her. She steals a black burqa to disguise as a Muslim woman and hides from mosque to mosque where she begs and collects alms to buy what to eat and drink and soap to bathe and clean up. She knows that the only way she can escape is through the help of the UN or US embassy in Libya, because the Nigerian and Libyan sex traffickers and gangsters have many informants working for them in Libya and Nigeria and will not give up hunting for her. The expected call comes and she answers it. A female voice says she should not leave her location for the next 12 hours so that an emergency rescue mission will reach her to collect the phone. The caller reports to the NATO Intelligence agency and the plan for the rescue mission includes going to Benghazi to rescue Tom and the other hostages being held by the ISIL terrorists and Libyan rebels occupying the US embassy. The agency assigns a female agent named Angela Lincoln to meet Ivie inside a mosque in Tripoli. She comes through the Red Crescent mission and disguises in hijab and long ankle length gown to cover her concealed weapons. She meets Ivie and collects the phone. But as they step out of the mosque, they are confronted by four gangsters of the sex traffickers hunting for Ivie. Angela stops them as they want to seize her and they threaten to shoot her. Angela says she cannot let them go with Ivie without her. They take her along on their military truck. And as they drive away, Angela nudges and whispers to Ivie to be ready to jump and escape with her once she coughs. As she coughs, Angela brings out a small pepper spray and pretends to use it like someone having an asthmatic attack, but suddenly sprays pepper into the eyes of the two armed gangsters watching them at the back of the truck. She attacks them and seizes the AK47 gun of one of them and jumps out of the truck with Ivie. They stumble and fall on the ground before the truck stops as the two disarmed gangsters scream in pain and alarm. Angela quickly pulls Ivie out of the way and roll over to a culvert from where she shoots at the gangsters and guns down the four of them. She rushes to their truck and Ivie follows her. As they enter the truck, one of the wounded gangsters shoots and hits the left leg of Ivie. Angela pulls Ivie into the truck and drives off before the wounded gangster shoots again, but misses them. The wounded gangster reports the escape of Angela and Ivie before losing consciousness. Angela calls her superiors at the agency and reports the critical situation and says she is driving straight to Benghazi where NATO forces can rescue them along with the hostages. She says there is enough fuel in the truck driving at an average speed of 112 kilometers/hour (70 miles/h), the travel time will be 08 hours 54 minutes. She will get there before 11pm. The agency says it is sending an helicopter to rescue her and Ivie separately to reduce the risks of the dangers of their commandos' operation to rescue the hostages at midnight. Angela says she can distract the ISIL terrorists and Libyan rebels to make the NATO commandos' operation easier. But she confides in Ivie that she only joining the rescue operation in Benghazi to save Tom who is her boyfriend. The agency is planning coordinated drone attacks on the ISIL terrorists and Libyan rebels occupying the US embassy in Benghazi. The drone attacks will destroy the surroundings and the commandos will land immediately to rescue the hostages. Angela stops at about 800 meters from the US embassy where the truck can be seen by the enemies. And from their binoculars, they see only a woman in hijab and long gown standing beside a truck late in the night. The observers say it is suspicious and needs to be investigated. Angela makes the fuel to leak and flow across the road in her plan to blow up the truck as the observers come to inspect it. She and Ivie move 200 meters away from the truck to take cover where the observers cannot see them. She comforts Ivie and says she must remove the bullet lodged in left leg. Ivie endures the excruciating pain, biting hard on a small rubber Angela puts in her mouth as she removes the bullet with a jack knife and bandages the wound with strips of cloth she cut from her gown. Then she shows Ivie how to use her automatic pistol while she will use the AK47 gun. She calls her superiors at the agency to update them and they decide to launch their drone attacks immediately after she launches her own. Then the commandos will land in two helicopters for the attack and rescue operation. Four armed men of the ISIL terrorists and Libyan rebels come in an open jeep to inspect the truck and are looking for the woman in hijab they have sighted standing beside it. One of them says she must have left with another vehicle since the truck must be faulty or there is no more fuel. As they are speaking, Angela shoots at the fuel tank of the truck and it explodes killing them and the fire spreads across the road. The explosion shakes the US embassy with the ISIL terrorists and Libyan rebels shouting in shock as they panic. It must be a suicide bomb attack they conclude. They wait to see what will happen next before daring to go near the scene of the explosion. Suddenly, more explosions occur around them as NATO forces launch the drone attacks on the surroundings. Angela shoots into the sky and that increases the panic of the enemies as they scamper to defend themselves. In fear they shoot at the vehicles coming from the direction of Angela and Ivie mistaking them for approaching Libyan government forces or NATO forces. Canisters of gas drop into the grounds of the US embassy from some drones and smoke envelopes the premises as the NATO commandos arrive in two helicopters. Angela and Ivie crawl closer to them. The hostages are soon located and they are guided into the helicopter meant for them. Angela helps Ivie to the helicopter, but refuses to board until she sees Tom joining them. > He is surprised to see her. Angela says she cannot leave Libya without him. PRESS RELEASE Federal Government Negotiating Free Trade Agreements, Updating Trade Policies and Examining the ECOWAS CET These were made known by FMITI Minister, Dr. Okechukwu Enelamah, during a press conference at the Ministry today in Abuja, to give a status report on the implementation of MITI’s objectives ABUJA, Nigeria, November 17, 2016/ -- Export Expansion Grant (EEG) to Resume in 2017 Special Economic Zones (SEZ) Receive Attention 1. The Federal Government has said it is in the process of negotiating 21st century Nigerian free trade agreements, with the goal of expanding market opportunities for Nigerian companies as well as looking into the ECOWAS Common External Tariff that has been quite controversial. 2. The Export Expansion Grant (EEG), which was suspended in 2014 following allegations of widespread abuse and the accumulation of significant liability on the Negotiable Duty Credit Certificate (NDCCs), is also expected to resume in 2017. 3. In addition, the Federal Ministry of Industry, Trade and Investment is currently running a feasibility study for the development of 6 Special Economic Zones (SEZ’s) and securing funding in the Nigerian budget for the first development phase to be launched in 2017. 4. These were made known by FMITI Minister, Dr. Okechukwu Enelamah, during a press conference at the Ministry today in Abuja, to give a status report on the implementation of MITI’s objectives. 5. Enelamah said the Ministry is updating Nigeria’s trade policy priorities by working to correct imbalances in the country’s trade relationships and reversing negotiating failures. One of those items it is examining at the moment is the Economic Community of West Africa States (ECOWAS) CET. 6. CET is a regional tariff structure for West Africa on the basis of which products are imported within the region. It came into effect in 2015 with a transitional period of implementation to 2020. The challenge for the Nigerian economy is that manufacturers and industrialists have taken a strong position that the negotiation that resulted in the CET did not take into account the sensititives of the Nigerian industrial and manufacturing sector. 7. The pre-existing sensitivities have now been compounded with the onset of the recession and other vulnerabilities. Stakeholders have taken the position that the Nigerian economy would be damaged if the CET is implemented in 2020 and that the situation would be compounded if Nigeria signs the Economic Partnership Agreement (EPA) with the European Union. 8. As a consequence therefore, producers, manufacturers, industrialists and others have requested for the postponement and negotiation of the CET and for the EPA not to be signed. The government is thus, seriously working on these concerns. 9. On the EEG, government intends to resume the scheme in 2017 because of its determination to expand the volume and value of Nigeria’s exports, diversifying export products and improving global competiveness of Nigerian exporters. The scheme will be included in the budget in order to manage the impact on government revenue and promote transparency. 10. The Minister said that approved liability on the Scheme for unused certificates which are either in the custody of exporters or awaiting issuance in the Federal Ministry of Finance, will be settled after the conduct of an audit to verify the actual amount due. 11. Following EEG suspension, Dr. Enelamah had set up an Inter-Ministerial Committee to access the scheme holistically and make recommendations on its continued operation or otherwise and the framework for its continued operation. 12. The committee came up with far reaching recommendations and also made a presentation at the Economic Management Team (EMT) meeting of October 17, 2016, presided over by His Excellency, the Vice President of the Federal Republic of Nigeria, Prof. Yemi Osinbanjo, in which its recommendations were approved. 13. MITI had a meeting a couple of weeks ago with exporters and other stakeholders to discuss and exchange ideas once again on the matter. 14. On the SEZs, the Minister explained that MITI is facilitating the setup of special economic zones throughout Nigeria. Specific goals include to help overcome the infrastructure disadvantages faced by local manufacturers, and promote the cluster effects gained by locating similar manufacturing businesses together. 15. Apart from the funding secured in the Budget for SEZs, other financial partners such as Afreximbank and EXIM bank of China have committed $1bn to the project. 16. On the investment front, MITI is working with the Nigerian Investment Promotion Commission (NIPC) to enhance investments and reverse the overall decline of FDI inflows. Key achievements include important Investment Promotion and Protection agreements signed with Singapore and UAE and Investment roadshows undertaken in China, Germany, Singapore, Turkey, UAE, UK, and US. Also investors such as GE, Nissan, Coca-cola among others, have continued to express interest to expand investment in Nigeria. 17. On the Enabling Business Environment (EBE), he the stated that the Presidential Enabling Business Environment Council (PEBEC) has been created and monthly meetings have commenced to monitor results achieved. 18. On Industry, the aim is to broaden the scope and accelerate the growth of the Nigerian manufacturing & industrial businesses, with a special focus on agribusiness and agro allied industries. This includes for example auto assembly and component manufacturing, mining, sugar, food processing, textile and garments, palm oil, and leather. 19. MITI initiatives currently underway within the Nigerian Industrial Revolution Plan (NIRP) include: FG has approved the Nigerian Automotive Industry Development Plan (NAIDP). Secondly, a roadmap implementation has begun with sugar, tomato, textile and garments. 20. Also, in order to keep up with the rapidly transforming global economy, Nigeria’s digitalization has to be accelerated. MITI digitalization initiatives currently underway include: The establishment of the Smart Digital Nigeria Economy Project, as the baseline strategy for the digital-led growth of the Nigerian Economy. 21. MITI is working in partnership with the Bank of Industry (BoI) and other relevant government departments to support MSME’s through funding. Specific MITI initiatives currently underway include: The GEM (Growth and Employment) initiative in collaboration with the World Bank. More specifically, The GEM initiative has identified 23 IDAs (Industrial Cluster Areas) to support MSME’s with capacity development and launch the ‘BIG platform’ funding initiative to provide funding and training for MSME’s. 22. Finally, giving an overview of the MITI vision, Enelamah explained that there are three core pillars (our major strategic programs) and five foundational enablers (necessary conditions to realise our plans) as follows: 23. 3 Core Pillars: - Implement the Nigerian Industrial Revolution Plan (NIRP) - Support Micro, Small & Medium Enterprises (MSMEs) - Support the Digitalization of the Nigerian economy • 5 Foundational Enablers - Establish an Enabling Business Environment (EBE) - Develop Special Economic Zones (SEZ) - Establish 21st Century trade/Free Trade agreements - Attract domestic and foreign investments - Institutionalize the Structural Reform Agenda (SRA) Distributed by APO on behalf of Federal Ministry of Industry, Trade & Investment, Nigeria. The passage of a great Nigerian industrialist, playwright and philanthropist. Famous for producing Ragolis Water and his plays. The last time I met him in his office in Keffi, South West Ikoyi on the Lagos Island, he pointed out the poignancy of my critical articles even before I knew how to publish online. His great legacy is timeless. Lagos State government should open A Rasheed Gbadamosi Arts Centre in his memory on the Island.

First Facebook Start Meetup in Africa Held in Cape Town More than 150 developers and entrepreneurs gathered for Facebook’s first FbStart event in Africa on 15 November at AfricaCom 2016 in Cape Town, South Africa. During this half-day event, attendees met the Facebook team, learned about Facebook platform tools for developers, and saw how Facebook works with mobile app start-ups through the FbStart programme. “It would not be possible for us to accomplish our mission of making the world more open and connected without the help of developers and other partners in our community,” says Emeka Afigbo, Strategic Products Partnerships Manager, Facebook. “We were delighted by the excellent turnout for the workshop and excited by the possibilities of the great ideas we saw from the delegates at the FbStart event.”
