As counting was still going on at the Maua Girls School constituency tallying centre, John Paul Mwirigi last evening had a 76 per cent lead on his closest contender, who had 13 per cent. Mr Mwirigi, who is pursuing a degree in education at Mount Kenya University, was vying as an independent candidate. He was competing against Jubilee candidate Rufus Miriti, Mzalendo Mwenda (PNU), Mutuma Kubai of Maendeleo Chap Chap, and DP's Raphael Muringi. Supporters of the soft-spoken leader camped outside the tallying centre as the counting was going on, ignoring police orders to keep off. When they realised that their preferred candidate was leading with a big margin, they started celebrating, prompting the police and IEBC officials to allow them to get the youthful leader out of the tallying centre for a celebration in Maua town. They did rounds in Maua town before going to a valley to hold prayers. Mwirigi attributed his victory to his closeness to mwananchi and his involvement in community development activities. He said he is from a poor background and it is a miracle that he even got university fees.

Barring any last minute changes, the Senate Joint Committee on Petroleum (Upstream, Downstream and Gas), will on 25th April lay the final report of the Petroleum Industry Governance Bill (PIGB) before the Senate for consideration and approval.

According to a schedule on the final stages of the committee’s work, members of the committee will on Tuesday 4th April, 2017, hold their final joint meeting at a one-day retreat in Abuja.

During the session, the committee members, among others, would receive further input, deliberate on their findings and recommendations, and conclude their report for submission to the Senate.

Furthermore, they are expected to submit the final printed copy of the report to the Senate on April 6, 2017, while the main report is expected to be laid before the Senate on April 25, 2017 for final consideration and approval.

It could be recalled that the PIGB, according to the Senate President, Dr. Abubakar Bukola Saraki, during a three day public hearing organized by the Committee in December 2016, is meant to create efficient and effective governing institutions with clear and separate roles for the petroleum industry.

Besides, he stated that the PIGB also seeks to establish a framework for the creation of commercially oriented and profit driven petroleum entities that ensures value addition and internationalization of the petroleum industry; promote transparency in the administration of the petroleum resources of Nigeria; and create a conducive business environment for petroleum industry operations.

So who is going and who is staying??

We had earlier reported an eminent shake up in the system on the arrival of President Muhammadu Buhari on Friday 10th march 2017. Today, most Nigerian newspapers are now following up on that story from our tabloid. Accordingly, panic has overwhelmed most cabinet members and top aides, while they have resulted to lobbying to retain their Jobs. They have met with two Governors in the North, members of the President kitchen Cabinet and top Associate like Mamman Daura among others.

At Present there are two (2) Vacancies in the Cabinet as the result of the Death of Barrister James Ocholi SAN, Late Minister of State labor and Productivity who died in Ghastly Motor accident along Kaduna-Abuja Express road about a year ago, while the Appointment of the Minister of Environment Amina Mohammed from Gombe State who is now deputy Secretary General of the UN also created a vacancy.

Apart from these two new appointments to be made, there are about Ten (10) other fresh ones as not less than seven minsters will be leaving the Cabinet. So there will be total system re-engineering by President Muhammadu Buhari in order to re-position the APC led Administration.

We also gathered from our Opinion Survey that Fashola’s Portfolio will most be likely be downsized while some professionals and Technocrats will be injected into the System To boost the value of the Administration.

In all, President Muhammadu Buhari is very bent on positioning the Administration in meeting it’s Campaign Promises and delivering Democratic Dividends.
