This looks like port Harcourt road.
this is a federal road which the FG abandoned over the years which is being rehabilitated by the state government.
the last time I went to Aba,setraco is seriously working from the express end of the road.

it's possible the taxi didn't want to stop under the bridge because of police or that that is not where their park is located.
it's also possible that the taxi want to descend the bridge,make a turn around education and head towards the tide newspaper where you have onne park.
