Senator Natasha Akpoti-Uduaghan raised an issue about $1.5bn being made available towards the revival of Ajaokuta Steel Company during an MOU signed by late President Muhammad Buhari and President Vladimir Putin in October 2019. 2. Senator Akpoti-Uduaghan was pointing out the prolonged period of getting the funds from the time it was pledged by Russia in 2019 till date. She explained that the counterpart funding had not just been pledged but claims it was also lodged with AfriExim Bank (she did not indicate timeline when this lodgment happened) 3. Minister Audu explained that being a banker and even though he was not yet a minister back when the funds were pledged, he is aware that due diligence was the first step and three organisations were penned down - TFE (Russian), (ProForce Group) their Nigerian partner & well known defence vehicle manufacturer and another Russian firm. 4. Minister Audu then mentioned that the Russian - Ukraine war (which started in February 2022) stalled accessing the funds due to restrictions on finance activities for Russia by Western finance organizations. (I believe this is where the bone of contention was if you followed the spat between the parties). 5. Senator Akpoti-Uduaghan then posed the question about timeline - between October 2019 and February 2022 - was long enough for the funds to have been accessed and put to use. 6. Minister Audu tried clarifying that the due diligence for all parties involved took time and by the time the Federal Government were ready to access the funds, the restrictions on Russia had commenced thus making it difficult to access the said funds. 7. Senator Akpoti-Uduaghan then posed the analogy of the Lagos-Calabar Expressway project costing $11billion which has been funded by the Federal Government irrespective of paucity of funding. In her words, if the Federal Government of Nigeria was serious about funding the revival of the Ajaokuta Steel Mill, they would have found the $1.5bn required to revive the Steel Plant, a figure that was one tenth the value of the Lagos-Calabar Road. Considering that she had made this analogy and her point clear, I believe the Senate Committee chair considered she had driven home her point especially since the committee was there for budget defence and not counterpart funding (which is how the Ajaokuta Steel Plant was to be funded). The Chairman could have believed that she had said all that needed to be said concerning the budget hence why he tried to end the session, however once she indicated a need to speak, he should have granted her with a time limit in order to prevent the rowdy back and forth. |

adioolayi:Think of it this way, if the N49/kWh currently being subsidized was not provided by the Federal Government for consumers on bands B to E, they will be paying their current tariff+N49. So if a consumer on band B currently pays N65/kWh, the actual tariff that should be charged today should be N65+N49 = N114/kWh. This also applies to other lower band tariffs. A subsidy does not mean the consumer pays zero for an economic product, it just means they pay a bit less than they should. |
What most of Enugu people on Band A should be asking Governor Otti is "What is the trade-off for the reduced tariff?" The economic collapse that this decision will lead Enugu State into if the state proceeds with it will be child's play compared to that of Nigeria and its economic collapse as a direct result of petrol and utilities subsidies. Don't forget that there is always a trade off. Learn to ask how it will be funded.

I see Enugu Electricity Regulatory Commission (EERC) reversing the tariff reduction announcement within a few days. Why? The commission has been faulted in its approach to tariff sculpting considering it in error, created the tariff reduction framework for band A consumers based on receiving a subsidy from the Federal Government. In 2025, Generation companies invoice an average of N250billion monthly for generating power (N3trillion annually) while the Federal Government only made a subsidy provision of N900bn in the 2025 fiscal year. All electricity subsidy provisions in the 2025 fiscal budget are strictly for lower bands (B to E) while band A tariffs are sculpted to be 100% cost reflective, so it is technically impossible for the EERC to expect the Federal Government to make up a tariff shortfall for consumers on Band A within Enugu State. Effectively, for EERC to proceed with this tariff for Band A consumers will mean Enugu State Government will have to cough out N49 for every kWh consumed by band A users in the state. This makes no economic sense to say the least considering the limited resources available to the state's treasury. I do hope the state ERC knows what it is doing. |
