Its high time that the government cracks down on the nomadic lifestyle of the cattle people and put a permanent solution to it.

Basically nomadic grazing means cost-free living & feeding. Where it might have been possible in the pre-independence and in the pre-development period, it is no longer feasible in today's Nigeria.

The mayhem, maiming, murders and crimes caused by these cattle and their herdsmen is so heart breaking considering that the government has done little or nothing to bring these perpetrators to book and get them convicted.

Going forward, a crack team should be despatched across all states of the country to mount extensive surveillance on the movement of these cows while using Geotag locators, GIS & GPRS to ensure their livestock remain in a ranch. Failure to comply results in seizing the livestock and jailing the herdsmen.

Lastly, going forward, any businessman intending to go into the business of cattle rearing should be issued a licence and MUST register ALL staff. Getting a license means you must have a ranch, otherwise your cattle is seized permanently.

These guys need to be heavily regulated the same way banks, telcos and discos are regulated before the madness and mayhem will come to a conclusive end

As you maim the utility officials, this blacklists the area as too violent and supply to such an area is cut off as there is no hope of collecting payments due to such barbaric acts.

I was told NEPA was privatized and changed its name to PHCN by investors.

We now have 3 different entities namely Generation, Transmission and Distribution Companies.

Over #200 billion is budgeted for Power/Energy this year alone by the Bubu administration. Since the sector has been privatized, why is the Federal Government spending huge amount of money on a sector already privatized?

It's just like the Federal Government spending money on the Telecommunications industry. Providing upgradation to MTN, GLO, Etisalat etc systems.

Since OBJ era, we are still struggling to achieve 6,000MW of Electricity while South Africa could boast of 40,000MW.

Shame on all our past and present leaders.
For 11 DISCOs sold, government through BPE still controls 40% of each DISCO
For 6 GENCOs sold, government through BPE still controls 20% of each GENCO.

In other words, the government owes a responsibility to ensure that it keeps to its own side of the bargain by contributing its quota towards the success of the Privatisation program. So far, it has also fallen short of doing this.

Not ALL power infrastructure owned by the government was privatised, hence why there are agencies like NIPP (National Integrated Power Project - http://www.nipptransactions.com/) that ownership of all other infrastructure was vested in. NIPP still continues to receive huge sums of funding from the Federal government basically to improve infrastructural assets for the power industry. Recall the pole mounted HVDS 50kVa transformers installed in your areas?

These are NIPP projects and power plants such as Geregu II and many others are developed, owned by the FG.

The dry season bit affects only hydro fired plants which at the moment constitutes less than 15% of generation in the country. 85% of plants are gas fired.

When losses are declared, someone must be at the benefiting end, and it's definitely not the average Nigerian. So, who's benefiting from these losses if not the elite politicians and their cronies?
Take a look at this analysis and understand why it is easier for Ghana to have constant supply:

What this analysis shows us is a cost reflective tariff in Ghana which means cost of all inputs are paid for by the tariff with no need for subsidies. In other words, Ghana's electricity industry pays for itself. In the case of Nigeria (which has the cheapest electricity tariffs in the world), the tariffs cannot adequately pay for the value provided by the whole chain from generation - transmission - distribution, hence leading to shortages. To cut the story short, tariffs set in Nigeria in 2015 (at N198/$1) are not enough to pay for the value created in the industry at the current rate of $309/$1 meaning that gas companies (who sell gas in $$) find it profitable to sell their products internationally where they get full payment than to the Power industry that cannot pay for its products.

If we have 40,000MW capacity but cost reflective tariffs are not introduced to the industry or as an alternative, tariffs subsidized (very inefficient & abuse prone) by the government, there will still be issues in the Power sector.

I beg to differ. The highest losses (Technical) occur between ingoing and outcomer measuring devices & conductors from Transmission Substations. Some of these losses are as high as 40%+

The truth is that this discos were sold to family and friends, political associates and the likes, instead of competent firms who are experienced. Some of the owners of these discos are actually major importers of Generators and petroleum products.

As of now, the Minister of Power is a more or less a ceremonial post because there's really nothing the power minister can do to the gencos and discos since they are private entities.
The article clearly indicates that the DISCOs are being supplied beyond their MYTO quota. What this translates to is that a DISCO that based its revenue on 200MW is now being supplied in excess of 200MW while the revenue from the same quantum of energy (200MW) isn't guaranteed considering that commercial losses (customers not paying their bills, connivance of DISCO staff & energy theives e.t.c) in such areas could be as high as 40%.

Effectively, where a DISCO is unable to meet its invoice obligations to TCN based on its fixed revenue stream based on a caped MYTO, it then would make sense that they reject extra energy "pushed" to them as their consumers will not pay for it yet, TCN will still bill them.

Its a rather convoluted industry.

I do not think there is a need to pass any Bill into law, to give effect to this policy. The Freedom of Information Act, 2011 clearly provides protect for whistle blowers, although it is narrow or obscure; what needs to be done is to amend the Act to reflect this policy. This Kemi sef ehn, are u really a dullard?
The policy covers specifics you're asking for pending when the bill is ammended.
