Right now, she is in violation of the law by locking you out without due process of the law and she is also causing you undue hardship by denying you access to you properties, look for a charge and bail lawyer, put small something in their pocket and they will write her a strongly worded letter to give you access to the house within 48hrs, else she will be sued and if she refuses, sue her and bring her to court and make sure you ask for damages and award.
You will end up not paying the light bill or June and July rent, and in addition to that, she will end up paying you to kill the case.

I cannot tell if she's been trying to reach out to you without success however locking your apartment up signifies a lack of communication between her and yourself for an extended period of time.
Ideally where you have any issues with your bills, approach your utility company to discuss and put your landlord, landlady or their agents in the know so they are aware of the moves you are making to sort these issues out. Please check the bill you refer as February bill - it WILL have January 2016 written on it. It is your bill for energy consumed in January but distributed in February.

Dangote’s wealthy background, networking skills and ability to make unprecedented connections made him record the major breakthrough he needed for the prosperity of his business. There's a government agency called NERC that outlined the tariffs being implemented for the Power companies. The tariffs were outlined many years before BRF dreamt of becoming a minister. He is only supervising and implementing the agreed tariffs negotiated since 2013 between the government, labour and the investors.

Its quite unfortunate that this was the approach the government of the day that fashioned & implemented the Power Road Map used in attracting investors. The government actually agreed to employ this methodology in attracting funding and privatising the industry. Now that the game is on, it becomes rather impossible to change the rules in the middle of it.
obailala: First of all, "beta soup, na money dey inside," in other words, if you must have better services, you must be ready to pay the price; this has always been Fashola's philosophy from his rampant toll gates and the school fees hikes so it is only someone (like yourself) who doesn't really know Fashola that would think he has changed. This is even just the beginning, just sit back and wait for the series of toll gates that would begin to spring up all over Nigerian major roads. Unfortunately, considering the paucity of funds in the government today, tolling everything (in the Fashola way) might just be the only way in which Fashola might be able to perform any of his acclaimed wonders in his present office.
Now regarding the electricity tariff hike, that is absolutely not Fashola's doing, the plan to hike electricity prices has been in the 'Roadmap to power sector reforms' which was constituted I think since the days of Yaradua. A major part of that roadmap includes the privatisation of power generation and distribution and a review of tariffs to encourage investors who have since lamented that they would make no profit at the current rates. The privatisation aspect has since been completed but operation hasn't really begun because the previous government was either still negotiating tariffs or was too scared to announce the new tariffs, hence even though these companies have been privatised, the FG was still paying billions to offset bills for the private companies (in the form of subsidies).
If there is anything which is good about the new reviewed tariffs, it is the fact that fixed charges have been scrapped; a lot of people lamenting about paying higher for services they don't get obviously are not aware of this fact. With the new plans, you pay for only the services you get and this something which would force the power companies to sit up. I am somewhat optimistic that this is the final step in the privatisation programme which would turn Nigeria's power situation around. I am willing to pay more as long as it would ensure better services, it is still cheaper and more convenient than running generators. It took Nigeria paying higher tariffs for telecommunications for us to get to where we are today.

gists: Which of those items that you listed is not functioning? You complain about too much payment, yet an average of 700,0000 people are trooping to Lagos every day! The simple reason is because you get the services you pay for. Nigerians don't mind paying for services as long as the service is delivered. People like you should know that there is no free lunch. You want constant electricity? Then be ready to pay for it - Period! The only reason why I didn't support tariff increment during previous administrations is that WE KNOW it will be embezzled. However, with PMB, this is not the case. Even without the increment, we started noticing improvement in power supply. I know some wailers will say its GEJ that did it (conveniently forgetting the ground works of OBJ). But I ask them why it is that we didn't see the result in GEJ's time. If you buy a generator in your house, won't the generator start working immediately or will it wait till you move out of the house and another person takes over before the generator start to work?
Having said this, Fashola must know that he has now put his name and reputation on the line! Tariff has now been increase by as much as 65%. He and his team had better make power available - otherwise we will not fail to utilize our voting power in 2019 to boot them out!

A document called the MYTO (Multi Year Tariff Order) strictly regulates tariffs in the power sector and is administered by a government agency called NERC. This document was initiated in 2008 and so far, two MYTO - 1 & 2 have been issued.
MYTO 1 lasted between 2008 - 2013 MYTO 2 lasted between 2013 - 2016 MYTO 2.1 will last from 2016 - 2018 with adjustments expected to be built into the pricing to reflect the realities of the times.
I will like to point out that the power privatization scheme for former PHCN called for investors to take over assets thus be able to provide power at a profit, not a loss (like our government did for many decades). To keep the industry attractive, the pricing of power certainly had to change and from inception of Fashola as a minister, he clearly explained that prices will have to go up to make power generation attractive to investors.
The argument has been put forward that power supply needs to be provided before a hike in prices. I used to think this way until it was evident to me that the assets, including generating & transmission companies, took over were largely were largely run down and many ran out of their funds. The CBN provided a bridging loan to the companies earlier 2015 however the disbursement of the loan had to stop because the cash flow using the old tariffs would be unable to sustain repayment of the loans.
I will suggest that we give the power companies at least till end of 2017 to not only improve on electricity distribution, but to see how stable electricity becomes. I am happy it is now in private hands and will be happier it is done right. According to the MYTO 2.1 document, the tariff is expected to drop in 2017-2018 as more houses are metered and captured on the electricity distribution network nationwide.
