National Agency for Food and Drug Administration and Control, NAFDAC, has raised the alarm over the alleged use of petrol and kerosene tankers to convey groundnut and vegetable oil in some parts of the country. Prof. Mojisola Adeyeye, Director General of the agency who raised the alarm at a sensitization campaign in Nnewi in Anambra State, urged Nigerians to tak their destinies in their hands by reporting such ‘evil activities’ to the nearest NAFDAC office or any other law enforcement agencies closer to them. The Director General, who was represented by the Director Public Affair of the agency, Dr. Abubakar Jimoh, called on all Nigerians to remain vigilant in that regard, stressing that anyone suspected to have used petrol or kerosene tankers to convey groundnut oil must be arrested by security operatives to avert health crisis. The DG, who described the act as ‘evil and dangerous’ to health of the general public, appealed to kerosene and petrol tankers to stop the act with immediate effect due to health implications. “This is another dangerous trend that we are witnessing currently. We are therefore, calling on all citizens of the country to be vigilant. Any motorist see or suspected to be doing that should be reported to NAFDAC or security agency. “We rely on intelligence information as NAFDAC cannot be everywhere to motor the trend, this is a very dangerous practice,” she said. According to her, “You don’t need rocket science to inform you that mixing petrol or kerosene together with the food that will go to people’s stomach is very dangerous and can kill or cause life-threatening diseases. “It is an evil practice currently going on. Most times when these petrol or kerosene tanker drivers see that they don’t have business, they switch to conveying groundnut oil in same tankers. Such contamination can cause serious damage to the health of members of the general public. “This is because there is no way anyone can think of conducting laboratory analysis on vegetable or groundnut oil you take for granted.” The DG further appealed to owners of petrol or kerosene tankers to ensure the their drivers are not found wanting over the evil trend by some unscrupulous human beings. “NAFDAC is concerned about this dangerous practice that has come to our knowledge and we deem it necessary to alert the general public so that they can assist us in the campaign to dissuade people from doing that by reporting such activities to us or security operatives. “It is evil to try to make money at the detriment of the health of members of the general public. Even the owners of the petrol tankers or their family members can be victims. “We are warning them to desist from that as it is a dangerous practice. The Christian Association of Nigeria (CAN) has honoured Imam Abdullahi Abubakar, who saved over 200 Christians from attacks in Barkin Ladi LGA, Plateau State. The CAN President, Dr Samson Olasupo Ayokunle, conferred the award on Imam Abubakar at the “Sapphire CAN Day” Award of Excellence and Dinner organised to mark the 45th anniversary on Saturday’s night in Abuja. The Imam saved over 200 people on June 24 when suspected herdsmen invaded 15 communities in the Barkin Ladi LGA, killing over 200 people. The United States Government in July 2019 honoured the 83-year-old Muslim cleric along with four religious leaders from Sudan, Iraq, Brazil and Cyprus, with the 2019 International Religious Freedom Award, which is given to advocates of religious freedom. Speaking at the event, Vice President Yemi Osinbajo urged Christian and other Nigerian leaders to be advocates of freedom of worship, justice and the rule of law. Prof. Osinbajo, who was also honoured at the event, delivered President Muhammadu Buhari and the Federal Government’s felicitations to CAN on the celebration. “In pursuit of a more united and peaceful society, Christian groups and leaders of faith in Nigeria must preach fairness and equity at all times and be relentless advocates of freedom of worship, justice and the rule of law,” Osinbajo said. He said fairness, equity and respect for the rights of others are fundamental to peace and security, hence Christian leaders at all levels must strive to promote those virtues despite the challenges. He said, “We must continue to let the important truth be known that Christ did not come to establish a religion or to condemn men but to show all men that his own righteousness, not our righteousness or performance, is the qualification for eternal life.” Commending the works of current and past leadership of CAN in promoting religious tolerance, the Vice President said CAN had not only been continually faithful to its founding vision but it has also become a veritable force for peace, unity and social justice in the country. Osinbajo said, “We are proud of the role of the moral compass of society and interlocutor for peace among the different faiths that CAN has played and continues to play in our nation. “We are also proud of the enormous work that the current executive of CAN, led by Rev. Supo Ayokunle, has done. “I am aware of your collaboration with the leadership of the Islamic and other faiths, to reconcile where there are conflicts, to pacify where there has been offence, and to reprimand where there have been misdeeds.” Presenting the Award of Excellence to the Vice President, CAN President, Dr Ayokunle, said the honour was in recognition of Prof. Osinbajo’s outstanding performance in public service over the past years, both at state and national levels. A Federal High Court, Abuja, on Thursday fixed Nov. 30 for judgment in a suit filed by deposed Emir Sanusi Lamido Sanusi II against the Kano State government and others over alleged violation of his rights. Justice Anwuli Chikere fixed the date after counsel to parties in the matter adopted all their processes and final argument taken. The News Agency of Nigeria (NAN) reports that the deposed emir had, on March 12, 2020, sued the Inspector-General (I-G) of Police and Director-General, Department of State Services (DSS) over what he called “unlawful detention/confinement” at the Federal High Court, Abuja. Also joined in the motion with suit number: FHC/ABJ/CS 357/2020 are the Attorney-General of Kano State and Attorney General of the Federation as 3rd and 4th respondents respectively. The former emir had, in a motion -ex-parte dated March 12 by his team of lawyers, sought an interim order of the court releasing him from the detention and/or confinement of the respondents and restoring his right to human dignity, personal liberty. NAN reports that Sanusi, after his banishment from Kano, was confined to Awe town, Nasarawa State. The presiding judge, Justice Anwuli Chikere, however. ordered his immediate release. Although the deposed emir had since been released after the court ruling, the case is still in court as the originating motion was yet to be determined by the court. Sanusi’s counsel, Abubakar Mamoud, SAN, told the court that the case was not a chieftaincy matter, because his client was not challenging his deposition. Mamoud said his client’s complaint was about the alleged violation of his fundamental rights in relation to the manner he was shabbily treated after he was deposed. “This is not a chieftaincy matter. The applicant (Sanusi) is not challenging the respondents’ action as regard his removal as Emir of Kano, but the way he was bundled to Abuja and banished to a remote location,” Mahmoud said. He added that it is not in doubt that Sanusi, as a prominent citizen of this country, was shabbily treated in the manner he was bundled to Abuja and subsequently banished to a remote location. Mamoud faulted the respondents’ applications, challenging the Abuja court’s jurisdiction to hear the case. He argued that no law supports the position that where rights violation occurs across several jurisdictions, one cannot approach a court in any of the jurisdictions. He stated further that it was clear from the way his client was treated that his rights were violated, and as such, he was entitled to seek protection from the court. Mahmoud urged the court to grant all the reliefs sought by the ex-Emir in his suit. Responding, lawyer to the I-G, Victor Okoye, corroborated Mahmoud’s submission. He faulted the competence of the suit and queried the court’s jurisdiction to hear it. Okoye, in challenging the jurisdiction of the court, noted that the instrument conveying the ex-Emir’s banishment was authored and endorsed by an official of the Kano State Government in the state. He argued that the appropriate venue for Sanusi to seek redress for the alleged violation of his rights was a court in Kano State. Okoye urged the court to either strike the case out or dismiss it. Lawyer to the DG of the DSS, Godwin Agbadua, argued in similar manner and also challenged the court’s jurisdiction. Agbadua urged the court to strike out the suit on the grounds that the alleged rights violation occurred in Kano, adding that there is a Federal High Court in Kano, before which Sanusi could seek redress. “Where there are infringement in sequence, the court with jurisdiction is that where the alleged infringement commenced, which by the applicant’s affidavit, is Kano and there is a Federal High Court in Kano,” Agbadua added. Lawyer to the AG of Kano State, Musa Mohammed, equally faulted the competence of the suit and the jurisdiction of the court in Abuja to hear the case. About 20 per cent of workers in Nigeria have lost their jobs as a result of COVID-19 pandemic, the National Bureau of Statistics (NBS) said yesterday. The NBS and the United Nations Development Programme (UNDP) surveyed sbout 3,000 businesses in Nigeria. In March, the NBS said a third of Nigeria’s workers were out of a job in the fourth quarter of last year, a situation worsened by the pandemic. “While there have been promising signs of recovery this year, COVID-19 has had an outsized socio-economic impact on Nigeria,” the duo said in a statement. The job cuts followed disruptions to supply chains, continuing supply and demand shocks, and a drop in consumer confidence. About 60 per cent of the almost 3,000 businesses surveyed reported that one in three of them knew of a company that had permanently closed down because of operational challenges resulting from the pandemic. Four-fifths of enterprises reported decreased production, it said. Businesses complained about revenue declines, higher costs and an inadequate safety net for those in the informal sector, they said, adding that the disruption could leave a lasting impact on enterprises. Only a few in the utilities, financial and health sectors reported gains from the previous year. The economy, the biggest on the continent, was hammered by the fall in oil prices following disruptions caused by the pandemic. The country relies on crude exports for around 70 per cent of government revenue. Growth in Nigeria has resumed after COVID-19 triggered a recession but it lags the rest of sub-Saharan Africa, with food inflation, heightened insecurity and stalled reforms slowing the economy and increasing poverty, the World Bank has said. The bank has said the COVID-induced crisis was expected to push over 11 million Nigerians into poverty by 2022, taking the total number of people classified as poor in the country to over 100 million. A Bill for an Act to Amend the Pension Reform Act 2014 to provide for the exemption of the Nigeria Police Force from the Contributory Pension Scheme And for Related Matters on Tuesday passed for second reading on the floor of the House of Representatives. This Bill seek to amend the Section 5, sub-section 1 paragraph (a) Pension Reform Act of 2014, to include the Nigerian Police Force as part of the categories of . persons exempted from the Contributory Pension Scheme. Those currently exempted by the Act acording to the bill sponsor Hon.Francis Waive include: members of the Armed Forces, the intelligence and secret services of the Federation. The Nigerian Police he siad was brought under the current pension scheme by the then President Olusegun Obasanjo’s administration. The then government, which. modeled the country’s Contributory Pension Scheme (CPS) after the Chilean scheme (Chile Pension Scheme) that exempted both the armed forces and the police from the scheme, unfortunately in adopting same model brought the police under the Nigerian Pension Scheme while exempting the military and other intelligence agencies. Debating the principles of the bill he said: “Mr.Speaker, Honourable colleagues, the Nigeria Police Pensions Limited emanated from a Presidential approval that was aimed at enhancing the welfare of serving and retired police officers. Consequent on the approval, the National Pension Commission (Pencom) was’ in 2012 directed to guide the Police towards the establishment of a Nigeria Police Pension Fund Administrator, in order to remain within the Contributory Pension Scheme and to address all other areas of concern on welfare and pension matters. Unfortunately operating under the current pension scheme has been both, unpalatable and regrettable for the retirees of the Nigerian Police Force. “By the express provision of section 4 of the police Act, the Nigeria Police is charged amongst others with the responsibilities of performing such military duties within and outside Nigeria as may be required by the authority. By this provision the Nigeria Police Force is the only paramilitary organization in Nigeria recognized as such by law. “The Police being the frontline security agency in the country are exposed to danger day and night more than other security agencies and as such deserves better treatment during and after service”. He argued that it was on account of the above amongst many others the Nigerian Police ought and should be exempted from the current pension scheme like their counterpart in the Military and the Intelligence agencies. “For example, the highest retirement benefit of Deputy Superintendent of Police under this obnoxious pension scheme is N2.5m and that of Assistant Superintendent of Police is N1.5m while their equivalent in Army (captain) and DSS are paid N12.8m and N10.3m respectively”. He informed the Speaker and colleagues that upon retirement, the take-home pay of a retired Police DSP is just N31,6OO while that of a Captain and equivalent in the Army is N180,000. While for example for a Police Inspector it is N15,000, a warrant Officer, the Army equivalent to a Police Inspector takes home N120,000 upon retirement. He pointed out that the Nigeria Police is the principal law enforcement and the lead security agency in Nigeria.Morover due to the nature of their Job a policeman would risk his life and that of his dependant to serve the nation for 35yrs only to retire to a life of penury. He also said that the Police are being made to face humiliation after retirement on account of their pension and gratuity scheme not being effective adding that the Problems with the non-payment of pension benefits under the present scheme are well known. According to the Delta born lawmaker, ordinarily, life in retirement is a period of sitting back to enjoy the fruit of one’s hard work, just like any other retiree, should call for celebration. It is a period others look forward to with huge expectations. Regrettably, it’s not for the men of the Nigerian Police Force. At retirement, they become apprehensive and looks forward to the future with trepidation. The lawmaker said that this Act when amended will exempt the Nigerian Police Force from the contributory pension scheme to ensure proper remuneration at retirement and also make room for improved welfare for serving police officers. This in tum will serve as a positive motivation for better service delivery as a well motivated Police Force is likely to be an efficient and more productive Police force. The federal government has commenced the payment of outstanding allowances to 9,066 participants of the batches A and B of the 2016 and 2018 N-Power programmes. This was disclosed in a statement by the Permanent Secretary, Ministry of Humanitarian Affairs, Disaster Management and Social Development, Mr. Bashir Alkali. The statement said the federal government had in March 2020, flagged the accounts of 14,021 volunteers on the Integrated Financial Management Information System (GIFMIS), due to a number of anomalies that were observed. According to Alkali, the beneficiaries had multiple accounts, receiving other payments such as salaries and allowances from multiple federal government ministries, department and agencies (MDAs) on permanent employment or participating in other schemes. He said: “These acts violate the regulations guiding the N-Power volunteer programme and could amount to gross misconduct and corruption.” The statement said the ministry carried out detailed investigation in collaboration with relevant government MDAs, disclosing that so far, the accounts of 9,066 volunteers were cleared for final payment. “Based on this reality, the five months allowance arrears of these volunteers, totalling N150,000.00 each, is currently being paid. “The allowances of the remaining 4,955 are withheld pending conclusion of further investigation. “Where clear violations of the agreements are established, such violators will be subjected to appropriate sanctions as stipulated by the law,” he said. Alkali maintained that “contrary to some insinuations in the public domain, this process is a clear demonstration of the ministry’s resolve to address the unfortunate incident in a transparent manner for accountability and to forestall its future occurrence”. He said the investigation caried out by the ministry is in the best interest of the country, adding that it is aimed at institutionalising the National Social Investment Programme (NSIP) as well as “its efficient management in line with Mr President’s resolve to ensure transparency and accountability in its implementation at all times”. The ruling All Progressives Congress (APC) and the President Muhammadu Buhari-led government have started working to have the corruption charges against former aviation minister, Femi Fani-Kayode quashed. SaharaReporters learnt the President and his party, APC are also planning to make Fani-Kayode a minister. This comes after the defection of the former minister from the Peoples Democratic Party (PDP) to the APC. "They are working on dropping corruption charges against Fani-Kayode and making him a minister," a top source told SaharaReporters on Friday. However, it is not yet clear what 'juicy' ministry Fani-Kayode will be given to manage. Fani-Kayode officially defected on Thursday and was presented to President Buhari by the Chairman, Caretaker Committee of the APC, and governor of Yobe State, Mai Mala Buni at the Presidential Villa, Abuja. Fani-Kayode, who has recently been hobnobbing with APC chieftains and bigwigs, said he was led by God in his decision. The former minister, known for his inconsistent stance on public issues, added that he joined the APC to help unite the country. He once described the APC as “a filthy, rat-infested sinking ship,” saying he would rather die than join the party. Although Fani-Kayode said he joined the APC to help unite the country, SaharaReporters gathered that he defected because of his corruption cases with the Economic and Financial Crimes Commission (EFCC). Sources also told SaharaReporters that the former minister is broke and was desperate for some political relevance that would put him in public office. Fani-Kayode was arraigned in 2016, alongside a former Minister of State for Finance, Nenadi Usman; Danjuma Yusuf, and a firm, Joint Trust Dimensions Ltd over N4.9bn alleged fraud. The former minister, who was also the Director of Publicity for ex-President Goodluck Jonathan’s presidential campaign organisation for the 2015 election, was accused of conspiring with the others to, directly and indirectly, retain various sums which the EFCC claimed they ought to have reasonably known were proceeds of crime. In one of the counts, the defendants were accused of conspiring among themselves to “indirectly retain the sum of N1,500,000,000.00, which sum you reasonably ought to have known forms part of the proceeds of an unlawful act to wit: stealing.” The four were also accused of indirectly retaining N300 million, N400 million, and N800 million, all proceeds of corruption, according to the EFCC. Fani-Kayode was accused of directly using part of the money at various times. For instance, he allegedly spent N250,650,000.00 between March 20 and 25, 2015. He was also accused of making a cash transaction of N24 million to one Olubode Oke, said to still be at large, on February 12, 2015 “to Paste Poster Co of 125, Lewis Street, Lagos Island”. The duo were said to have made the transaction without going through any financial institution, an act the EFCC claimed was contrary to sections 1(a) and 16(d) of the Money Laundering (Prohibition) (Amendment) Act, 2012, and punishable under Section 16(2)(b) of the same Act. Months later, the former minister was rearrested and solely arraigned on five counts bordering on money laundering to the tune of N26 million. According to the EFCC, Fani-Kayode allegedly received the sum of N26 million from the office of the former National Security Adviser (ONSA), Col. Sambo Dasuki (retd.) in 2014. The defection of such political leaders to the APC and the subsequent offer of rewards to them through political patronage is not new. It is also not new for such people being prosecuted for alleged corruption, to automatically have the charges quashed. In 2019, Adams Oshiomhole, a former National Chairman of the APC announced that those who joined the ruling party would have their "sins" forgiven. He encouraged more politicians in opposition parties to toe the path of some members of the PDP who had defected to the APC at that time. “I am told that there are a lot of very senior people from PDP who have decided to join forces with President Buhari to take the broom to sweep away PDP and to continue to ensure that APC continues to preside all over Nigeria. "We have quite a number of other leaders who have come. The Nobel Laureate, Professor Wole Soyinka, has disclosed how solving Mathematics saved him from insanity during his 27 months incarceration by the Federal Government during the military regime of General Yakubu Gowon. Soyinka said though he disliked Maths as a subject while in secondary school, the subject actually became his saving grace while he was undergoing over a year incarceration by the military junta. The literary icon disclosed this on Thursday when he played host to the academic laureates who did Ogun State proud in various academic competitions, at his Kemta, Idi Aba residence in Abeokuta, the Ogun State capital. Soyinka, while addressing the laureates, advised them not to prioritise any subject above others. Soyinka said that the efforts of the present administration in Ogun on education was evident in the emergence of the academic laureates who have shown great excellence and exploits. He further encouraged the laureates to always have an holistic sense of integration and interaction of subjects, which, he said, would help them to excel in all spheres of life. Speaking at the event, Governor Dapo Abiodun of Ogun State, while highlighting some of the achievements of his administration in the education sector, promised to continue to sustain and uphold the legacy of the founding fathers who strived to make Ogun a citadel of education. The governor represented by the Secretary to the State Government, Tokunbo Talabi, enjoined the awardees to thrive in giving their best and promised that the state would continue to create an enabling environment for learners to excel. “We are indeed proud of all our academic laureates who have distinguished themselves in different competitions. Abducted Reverend Father Luka Yakusak in charge of St. Mathew’s Catholic Church, Anchuna in Zango-Kataf Local Government Area of Kaduna State, has been released by his captors. Anchuna village is in Ikulu Chiefdom, hometown of the Catholic Bishop of Sokoto Diocese, Mathew Kukah where his brother, who’s the traditional ruler of the Ikulu Chiefdom was abducted in the past. A statement from the Kafanchan Catholic Diocese by its Chancellor, Rev. Fr. Emmanuel Uchechukwu Okolo, broke the news of the release on Wednesday and thanked all for their concern while offering prayers to God to hasten the release of other victims in kidnappers’ dens. Bandits in large numbers had on Monday stormed the official resident of the Catholic priest at about 8:00pm and abducted him. Although the statement did not categorically say when the Priest regained his freedom from his captors but noted that the cleric was set free “barely 24 hours after his kidnap.” The statement titled, ‘Fr. Tanzania’s President Samia Suluhu Hassan has appointed a politician dismissed for criticising her predecessor as energy minister in a cabinet reshuffle that also included the nomination of the country’s first female defence minister. Former deputy environment minister January Makamba was sacked from the government in 2019 and forced to apologise to then president John Magufuli who died suddenly in March this year. But in a reshuffle announced overnight Monday, Hassan, who has broken from some of her predecessor’s policies, welcomed the 47-year-old back to government and put him in charge of the strategically important ministry of energy. Magufuli had accused Makamba of criticising him during telephone conversations with other members of the ruling Chama Cha Mapinduzi (CCM) party and threatened to expel him unless he apologised. Magufuli, nicknamed “the bulldozer” for his authoritarian style, made no secret of the fact that he eavesdropped on the telephone conversations of members of his government. Makamba, whose father is a former secretary general of the CCM, had challenged Magufuli for the party’s 2015 presidential nomination and lost. The reshuffle, which also saw Stergomena Tax named as defence minister, the first woman to hold that position, came as Hassan seeks to draw a line under the Covid-sceptic policies of her predecessor by launching Tanzania’s first vaccination drive in July. Although some had hoped that Hassan would bring about a new era of political freedom after the increasingly autocratic rule of Magufuli, the arrest of opposition leader Freeman Mbowe has raised fears for the future of democracy in the East African nation. Mbowe was arrested in July and is being tried on terrorism charges, which his Chadema party describes as a politically motivated effort to crush dissent. The Nigerian Civil Aviation Authority (NCAA) has issued a circular to all foreign airlines operating in and out of Nigeria not to deny Nigerian passengers boarding if they are unable to show evidence of payment for the Day-7 COVID-19 PCR test or generate paid QR code. This comes after many passengers had expressed frustration in accessing the COVID-19 portal, the costs of the test on arrival, and others. In a letter to all foreign airlines, the Director-General of the NCAA, Musa Nuhu, said the decision was taken due to the challenges that some Nigerian travelers face while trying to fill their Health and Travel history into the Nigerian International Travel portal (NITP). The letter entitled, “Permission for Airlines to board passengers traveling to Nigeria who are unable to show evidence of payment for day seven COVID-19 PCR test or generate paid QR code/permit to fly”, signed by Nuhu, stated the Presidential Steering Committee on COVID-19 has been made aware of difficulties some Nigerian travelers experience while trying to fill their health and travel history into the NITP. By the letter, airlines are mandated to board any traveler to Nigeria who is unable to either pay for the repeat day-7 COVID-19 PCR test or generate the paid QR code/permit to fly. Nuhu added that such passengers would be required to make payment for the repeat day-7 COVID-19 PCR test at their destination airport in Nigeria. “Holders of diplomatic passports and children aged 10 years and below who are unable to complete the NIPT are to be allowed to board the flight. Their health declaration and travel history will be captured by the Port Health Services (PHS) at the destination airport. “Airlines are to bring this information to the knowledge of their passengers and ensure strict compliance with the above-stated condition, “ he added. The Nigeria Centre for Disease Control (NCDC) recently disclosed that it is working with other Ministries and Agencies through the Presidential Task Force (PTF) on COVID-19 to address challenges faced by travelers to Nigeria. The NCDC identified the travelers as those using the Nigerian International Travel Portal. Police in Ogun State said on Sunday that they have arrested an ex-convict, Segun Ogundeji, who impersonated as a soldier at Sango-Ota Police Divisional Headquarters in Ogun. Police spokesman in Ogun, DSP Abimbola Oyeyemi, made the declaration in a statement issued in Ota. Oyeyemi stated that Ogundeji was arrested when he went to Sango-Ota Divisional Headquarters, fully dressed in army camouflage to solicit for the release of a suspect. “On getting to the station, Ogundeji met an Air Force man, one Cpl. John Temitope, who accused him of failure to give him an official compliment, as a result of which a quarrel ensued between them. “It was the quarrel that led the Divisional Police Officer (DPO), Sango-Ota, CSP Godwin Idehai, to interrogate them. It was during the interrogation that the police discovered that Ogundeji is not a military man. “It was also discovered that a court once convicted Ogundeji for impersonation,’’ he stated.
