The largest refineries in the world are in India,Korea and Singapore countries that import crude
If you do not have access to their numbers/accounts You are in no position to judge the business case

There may be a case for establishing a plant in Kebbi but there are security challenges and getting products to Lagos would be a challenge
If in future Nigeria grows into a rice exporter then the plant is strategically placed
