Ghana to Consider Resolutions From Legislative Diplomacy in Resolving Trade Dispute [s][/s]- Ghana’s President Akufo-Addo tells Gbajabiamila ...as Nigeria’s Speaker makes case for the amendment of Ghana’s GIPC Act The President of Ghana, Prof. Nana Akufo Ado has assured the Speaker of Nigeria’s House of Representatives, Rep. Femi Gbajabiamila of the readiness of the Ghanaian government to consider the resolutions reached at the 'Legislative Diplomacy Bilateral Meeting' between Nigeria and Ghana’s senior legislators on 2nd September 2020, at the Ghanaian Parliament House. The Ghanian President gave the assurance when the Speaker of Ghana’s parliament, Prof. Mike Oquaye, upon completion of the 2-day extensive dialogue, led his Nigerian counterpart on a courtesy visit to the President at the Jubilee House, Accra, Ghana on Thursday. The legislative diplomacy dialogue became imperative as the parliaments of the two countries sought modalities to resolve challenges and provide an enabling business environment for foreign traders including Nigerians doing business in Ghana. Several foreign businesses, many Nigerian-owned, in Ghana have been facing challenges in the demand for $1m capital base for foreign traders, as enshrined in the Ghana Investment Promotion Center GIPC Act (2013) Responding to a request by Nigeria’s Speaker, Rep. Femi Gbajabiamila for a review of the Ghana Investment Promotion Centre (GIPC) Act to make certain concessions, President Akufo-Addo said the request was in order as it "makes a lot of sense" The Ghanaian President, who expressed satisfaction with Gbajabiamila's visit, endorsed his proposal for the establishment of a 'Nigeria-Ghana Business Council' established by law in both countries, and he additionally suggested the setting up of a joint ministerial committee between the two countries that will "shepherd" issues between Ghana and Nigeria. He told Gbajabiamila he would also raise the issue with President Muhammadu Buhari when they meet at the ECOWAS Summit on Monday. "I think the way forward, which is really what matters in situations like this, that is being suggested, one that I find very acceptable, the idea of legislation, a Nigeria Ghana business council that will superintendent trade matters and investment matters between our two countries, maybe long overdue." "The time has come for us to take these worthwhile steps. I suggested to Mr. President that it will be a good idea to set up a joint ministerial committee of ministers from both sides who will be responsible for shepherding Ghana and Nigeria issues, reporting to both presidents at any one time, and that is how they should be resolved." "I am hoping when I see him on Monday for the ECOWAS summit, we can advance these discussions and come to a final conclusion. "The way you yourselves have come about this matter is very satisfactory, and it requires our support. The review that you are asking for, why not? if it works in our mutual perspectives, we can take it for granted that your request will be taken seriously. We will have a look at it." "So, the request for the review makes a lot of sense," President Akufo-Addo said. Earlier, Gbajabiamila, who was in the company of some of his colleagues in Nigeria’s House of Representatives, which included the Chairmen of House Committees on Foreign Affairs, Media and Public Affairs , Deputy chairmen of committee on Diaspora , Federal road safety and a member of the ECOWAS Parliament, , told the Ghanaian President at the Jubilee House, that they were in Ghana to make efforts through parliamentary diplomacy to resolve the issues at stake" "We have appealed to the (Ghanaian) Parliament that if it’s possible at all to look again at the issues, as far as the Ghana Investment Promotion Center Act is concerned, they should please do so." "If it is not possible, then let us look at ways the pain can be reduced, like those expectations required in the law." "We’ve proffered a few suggestions one of which is the establishment of Ghana Nigeria Business Council backed by legislation on both sides," Gbajabiamila said. Meanwhile, in a communique issued jointly at the end of the bilateral meeting between members of the two Parliaments led by their respective Speakers, Gbajabiamila and Prof. Mike Oquaye, it was resolved that "measures will be adopted to support law-abiding traders to properly regularise their business operations to alleviate the trade challenges occasioned by the alleged closure of the retail stores, in view of the ravaging impact of Covid-19 pandemic on businesses and families in both countries." They acknowledged that many stakeholders in the retail sector have limited appreciation of the trade laws of Ghana, in particular, Section 28 of the GIPC Act, which provides for the conditions under which non-Ghanaians can engage in trading activities and urged the relevant regulatory authorities including the GIPC and Trade Attaches of foreign missions to educate their citizens on the trade laws. They equally emphasized the need to respect the sovereignty of Member States of ECOWAS and their laws but, in doing so, efforts must be made to ensure that the ECOWAS Agenda for free movement of people and goods in furtherance of a shared and prosperous future of citizens of the sub-region is not compromised. "A meeting will be held between the Trade and Foreign Affairs Committees of both Legislatures to deliberate on applications of Trade Laws, in particular, the GIPC Act, 2013 (Act 865) and make recommendations for appropriate solutions; and "A Joint Committee will be established composed of Members of both Legislatures to explore the possible passage of reciprocal legislation, which could be potentially called the “Ghana-Nigeria Friendship Act” which shall propose “Ghana-Nigeria Business Council” to provide a framework to sustain the friendship and benefits to citizens of the two nations." On departure from Ghana yesterday, Gbajabiamila expressed his gratitude to his counterpart for his statesmanship, leadership and hospitality, which made it possible for both countries to resolve thorny issues through legislative diplomacy.

Gbajabiamila To Visit Ghana On ‘Legislative Diplomacy’ Over Maltreatment Of Nigerians Speaker of the House of Representatives, Femi Gbajabiamila, says he will embark on a ‘legislative diplomacy’ visit to Ghana on Wednesday, over hostilities against Nigerians living in the West African country. Gbajabiamila made this known to State House correspondents after a closed-door meeting with President Muhammadu Buhari on Tuesday. According to the Speaker, he got the blessing from President Buhari to meet with his Ghanaian counterpart to find a solution to the problem. “I am leaving for Ghana tomorrow to meet with the Speaker of the Parliament in Ghana to look at the issues on ground as it affects our citizens, to try and calm things down to see if there is a way forward. “I informed the President; he is aware of every single step that we are taking. We hope that we will come to an amicable settlement one way or the other,” he said. When asked what his demands were, Gbajabiamila said he was not demanding anything on behalf of the Nigerian government. The Speaker explained that his mission to Ghana is to “discuss and see how the two countries can resolve whatever the issues are. It is not about making demands, it is diplomacy.” This comes four days after the Nigerian Government warned that it would no longer tolerate the maltreatment of its citizens in Ghana. In a statement issued on August 28 by the Minister of Information and Culture, Lai Mohammed, the Federal Government is deeply concerned by the incessant harassment and the progressive acts of hostility towards the country by Ghanaian authorities. To Mohammed, the President Buhari administration is urgently considering a number of options, as part of measures to contain the situation. He also revealed that the government “has been documenting the acts of hostility towards Nigeria and Nigerians by the Ghanaian authorities.” But reacting on August 30, Ghana’s Information Minister, Endkojo Oppong Nkrumah, faulted claims made by the Nigerian government. He however explained that President Nana Akufo-Addo will engage with President Muhammadu Buhari to resolve the matters amicably. While reiterating the country’s commitment to maintaining what could be described as warm relations between the two countries, Nkrumah said the move is necessary to guard against straining the diplomatic ties.

Press Statement from the Office of the Speaker, House of Representatives August 31, 2020 Recess: House activities not totally shut down, says Gbajabiamila …says oversight function still ongoing The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has corrected the impression that the House totally shut down its activities during its six weeks annual recess. According to Gbajabiamila, the leadership of the House decided to suspend pubic and investigative hearings for the three weeks remaining of the annual recess to put in place more measures in view of the COVID-19 pandemic. He disclosed that House’s oversight functions of government Ministries, Departments and Agencies (MDAs) are still ongoing. While answering questions from reporters after a meeting of All Progressives Congress (APC) conveyed by President Muhammadu Buhari at the State House on Monday, Gbajabiamila explained that the House has not breached any law or known convention by embarking on an annual recess, while recalling that members were working during the recess until when it became imperative to suspend the public hearings. “First of all, whatever form of democracy you practise around the world, there's always an annual recess; we are not reinventing anything. Recess has only one meaning: it's either you are on recess or you are working. “I've been in the National Assembly, I've never known of a situation, and I'm yet to be proven wrong where, when on an annual summer recess, members are working, conducting public hearings, doing investigations. "I'm not talking about other recess, it's a different thing when you close plenary and committees are still working, there's a big difference. But in the summer, we go on an annual recess,” he said. Gbajabiamila however noted that the House was not insensitive to the realities of the coronavirus pandemic that disrupted activities globally, which was responsible for the continuation of legislative activities well into its annual recess. While noting that the House has always conducted its responsibility with utmost dedication, Gbajabiamila said, “You can see that some members are actually on the road right now doing their work, that's a different kind of oversight. “Members are actually out working and that hasn't stopped, except for public and investigative hearings. “Now, because there's COVID-19 and people are forced to adhere, it's no excuse to continue to work the way we used to. “For the Civil Society talking about why the House is going on recess, well, we are always happy to look at advanced democracies, whether it's Germany, United States, United Kingdom; we are always happy to compare the Nigerian Legislature to those places. “As I speak to you, the United States Congress is on annual recess. You won't hear of legislative hearing or any public hearing. “Just last week, the Speaker of the House of Representatives of the US Congress had to call her members back through a zoom conference because of the issue of US.... and the impending elections. But right now they are back in their constituencies. That is the way it is done the world over. “Secondly, back home in Nigeria, the judiciary is on its annual recess, but you will not say because there's a corruption case, you will find one court opening and sitting and hearing one corruption case. No, they have one or two courts that are open for administrative purposes, but they are on recess. “And recess is only two to three weeks to go and then work continues as usual. “To take a clearer picture, we are only doing what is in keeping with all that has been done since I got to the House. “There might be one or two issues where there's an exception. In fact, the first time ever when the House had to recall itself was some years ago, when Tambuwal was the Speaker. There was an oil crisis in the summer and we reconvened the House on a Sunday because of the urgency of that moment”. *Power sector records new all-time peak of 5,420.30mw* August 20, 2020 John Ofikhenua, Abuja The Nigerian Power industry has achieved yet another improved all-time national peak of 5,420.30MW, which was effectively transmitted through the national grid at a frequency of 50.10Hz at 9:15pm, August 18, 2020. Transmission Company of Nigeria (TCN), General Manager, (Public Affairs), Ndidi Mbah disclosed this in a statement Thursday. TCN said this is the highest ever recorded in the nation’s power sector to-date, surpassing the previous peak of 5,377.80MW recorded on the 1st of August, 2020, by 42.50MW. According to the company, the gradual but steady improvement in electricity delivery in the nation’s power sector is attributable to the keen interest of the current administration of President Muhammadu Buhari in piloting programmes and projects geared towards growing the power sector as well as the collective effort of all power sector players in the value chain. *GOVERNOR OBIANO AND NDI IGWE CRISIS:* *The Genesis of the Problem?* *What is Governor Obiano not telling Ndi Anambra or his Agenda?* *....By Paschal Candle.* In the Last two months, Anambra State has been in the news for different reasons. The suspension of Igwe Ukwulu, Igwe Peter Uyanwa and the recent one being the suspension of 12 Traditional Rulers from the State who accompanied Prince Engr Arthur Eze to Abuja to thank President Muhammad Buhari for his love and developmental strides in Anambra State and South East. And the latest plot now, which is to instigate some Protest against These Traditional Rulers, so that The Governor will have an excuse why he deposed such Monarchs. According to Governor Obiano in his Letter of suspension said the 12 Traditional Rulers were suspended for not taking permission from him or seeking his approval before going to see Mr President. And for that reason, it is a gross misconduct and He is suspending them based on the recommendation of Anambra State Traditional Rulers Council led by His Royal Majesty, Igwe Alfred Achebe, Obi of Onitsha. One thing that has not occurred to the minds of Ndi Anambra, what brought about these suspensions and counter suspension. Let me first redirect our minds on how these issues started and at the end, please tell me if the Governor of Anambra State is not afraid of Obi of Onitsha or if Obi of Onitsha is doing the biddings of the Governor using Traditional Rulers Chairman as a cover-up, using the office of the Chairman to pursue Governor's agenda. Let me ask, Is a Traditional Ruler supposed to play partisan Politics or support a Candidate in an Election? Supporting a Candidate or a Party for an election, is it not a gross misconduct on the part of the Traditional Ruler? So why is Governor Obiano didnt suspend Obi of Onitsha in this regard. Let me bring our minds to what led this present crisis. This is because if we do not get to the remote causes of this crisis. We will not find a way out. Many of us are looking at the Immediate causes or why should these Monarchs go to Abuja to report The Governor, which is all lies and imagination of the those who are playing the Governor's card. For an Igbo adage says, *"Onye na-amaro ebe Mmiri bidoro mmaba ya, agahi ama ebe mmiri noro kocha na -aru*, that is if you do not know where Rain started to beat you, you will not know where it dried up in your body. If Ndi Anambra can remember very well, late Last Year, Obi of Onitsha by the virtue of His Position as Chairman of Anambra State Traditional Rulers Council is a member of Anambra Elders Council, whose responsibility should have been non-political and non-partisan. But Anambra State Elders have turned themselves into a Political Arm of APGA Govenment. Last year, The Obi of Onitsha, HRM Igwe Nnaemeka Achebe, a former Secretary General of the Commonwealth, Chief Emeka Anyaoku, Chief Chuemeka Ezeife and other members of the Anambra Elders’ Council held a meeting under the name of the Council demanding the Anambra State Governor, Govenor Obiano should hand over the State to Prof. Chukwuma Soludo. As if that is not enough, they also commended Prof. Chukwuma Soludo’s vision for Anambra State. They also approved that Anambra South Senatorial District should produce the next governor of the state in 2021. They stated this in a meeting held at Governor’s Lodge at Amawbia on that Wednesday night. Also, in statement by the Secretary to the Anambra State Government, Prof Solo Chukwudebelu, said the meeting was well attended. Where was these Elders in 2010, 2013 and 2017 when even Prof. Soludo himself rejected zoning, when he was approached to allow Mr Peter Obi to complete his tenure for 2nd term. Then he can come to contest. in 2013, He showed interest again, but was disqualified by APGA. Also reecently, His Royal Majesty, Igwe Alfred Achebe under his Leadership as Chairman of Anambra State Traditional Rulers Council held another meeting without consulting other Monarchs and issued a communique that the 2021 Governorship should be zoned to Anambra South. First their political game plan was to handover to Soludo who is incidentally is from Anambra South. Many Traditional Rulers from Anambra North first issued a counter led by Igwe Igbariam that they were not part of the zoning agreement. Then Followed by Traditional Rulers from Anambra Central. That Zoning was not never discussed anywhere and Ndi Anambra Should go ahead and contest no matter the zone where the person comes from. I believe this counter statements from these Traditional Rulers didnt go down well with Governor Willie Obiano and his camp. Most especially Igwe Uyanwa Press Statement was tagged so many things and Governor then suspended Igwe Ukwulu on filmsy excuses that there were many petitions against him. I raised a lot of questions which was not answered till date by Governor Obiano's Mad dogs on social media. On solidarity to what was done to Igwe Ukwulu for his stand against zoning, Many Traditional Rulers from different zones came to pay a solidarity to him. That Solidarity showed that all is not well in Anambra State Traditional Rulers Council. Some Traditional Rulers have constituted themselves into cabals. Many Personalities from different parts of Anambra State were there in solidarity. Prince Engr Arthur Eze was among the first callers and in the presence of Ndi Igwes, He raised the issue of 5% that was constitutionally approved for Traditional Rulers and questioned why Governor Obiano is not paying that of Anambra State to the Traditional Rulers in the State. He equally raised the issue of Local Government funds, what the money is being used for and also questioned why Governor Obiano did not want to conduct Local Government elections. Prince Engr Arthur Eze praised the Traditional Rulers for the roles they have been playing in maintaining peace and security in their different domains and begged them to accompany him in a private visit to President Muhammad Buhari, just to thank Him for the wonderful infrastructural developments in Anambra State and South East. This revelations did not go down well with Anambra State Governor. Hence He unleashed his mad dogs to be insulting Anambra Traditional Rulers and Prince Engr Arthur Eze. From these moments, Governor Obiano declared war on theses Traditional Rulers and Prince Engr Arthur Eze. I raised a lot of questions also then, one of which was why is it difficult for Governor to address the issues raised by Prince Engr Arthur Eze (Ozoigbondu). Why is he afraid of the visit to Aso Villa that Governor Obiano has to engage the services of Dr Chris Ngige to stop these Royal Fathers and Prince Engr Arthur Eze from the visit? All they can offer is to attack the Messenger instead of the message. Back to the Crisis, my simple question is this. why is Governor didnt sanction Obi of Onitsha, when he ought to have been neutral on matters of Politics of the State than taking sides with Soludo and on the issue of zoning? Why didnt Obi Of Onitsha call for meeting of Traditional Rulers in 2010,2013,2017 to talk about Zoning then? Why trying to change the goal post in the middle of the game? Is this not gross misconduct on the part of the Chairman of a body that is supposed to play a fatherly role in the affairs of the State? Why was Governor Obiano neutral and refused to take actions against the Chairman? Is Governor Obiano not a hypocrite? What is good for the Chairman, should also be good for the members. I am not here to talk about the legality of The suspension of these Traditional Rulers. It will not stand the test of time. It must be challenged in the law court. In his opening remarks, The Managing Director of NIWA Chief Dr. George N. Moghalu thanked God for the opportunity given to the Authority to procure the 36 seater ferry boat on behalf of Distinguished Senator, Bala Ibn Na`Allah as part of his constituency project. He also acknowledged the kind support given to NIWA by the Yauri Emirate council in fulfilling its official responsibilities, He also appreciate the Distinguished Senator for his commitment and desire to create the enabling environment for water transportation to grow. Chief Moghalu further stated that “the importance of water transportation cannot be over emphasized for both facilitating the transportation of cargos and personnel in strengthening our economy and at the same time exploring tourism potentials of water transportation. EZIAGULU-OTU MONARCH AND NDI ICHE DISASSOCIATED THEMSELVES FROM AGULERI PROTEST The Traditional Ruler of Eziagulu-Otu, His Royal Majesty, Igwe Peter Udorji Ikegbunam, Oji-Udo 1 of Eziagulu-Otu, his cabinets and Sons and daughters of Eziagulu-Otu in Anambra East Local Government Area of Anambra State have condemned in its totality the rascality of Some self-serving individuals from Aguleri Town led by President General of Aglueri,Barr Hypolite Onwuegbuka and Senior Special Assistant Nnamdi lkeli Adimorah who is also Youth President of Aglueri town over the purported Protest demanding the removal of Eziagulu-Otu Monarch, Igwe Udorji over his thank you and Courtesy visit to President Muhammad Buhari at Presidental Villa with Prince Engr Arthur Eze. Igwe Peter Udorji Ikeegbunam while Speaking to journalists at his Palace said those individuals who took part in the purported protest do not have the mandate of Eziagulu-Otu people, because they are not from Eziagulu-Otu community. No indigene of Eziagulu-Otu, Ndi Iche nor youths of Eziagulu-Otu were involved in the protest. The Traditional Ruler maintained that No protest took place in Eziagulu-Otu today. The purported protest took place at Amaeze Aguleri, which is the domain of His Royal Highness, Igwe Mike Idigo. He wonders when Eziagulu-Otu has become part of Aguleri town. The Traditional Ruler said there are five communities that made up Aguleri clan which are Enugwu-Aguleri, Mkpunado, Aguleri, Enugwu-otu and Eziagulu-Otu. The Traditional Ruler maintained that Abuja Trip was never against Governor Obiano nor his Government. We are in Abuja to thank President Muhammad Buhari for his developmental strides in Anambra State and South East. It is a private visit. I wonder how Abuja can sack A Governor with the visit. He said that the powers to sack a Governor lies with House of Aseembly who can impeach if there is a gross misconduct and the people during Election. Traditional Rulers have no right to sack a Governor. Also, there is no fair hearing on the part of Anambra State Government, to hear from The Traditional Rulers side of story before taking the so called decision on their purported suspension. I want it to be on record no Eziagulu-Otu indigene nor Eziagulu-Otu President-General, Ndi Iche were involved in the so called protest in Aguleri. Some of Eziagulu-Otu indigenes who spoke with Journalists were Hon Chief Emmanuel Akorah (Okweslieze Eziagulu-Otu), Hon Chief Chidi Cyril Nnamekwe, Chairman Igwe-in-Council, Mr Chinedu Udealor, The Youth Chairman of Eziagulu-Otu. Hon Chief Emmanuel Akorah ((Okwesilieze Eziagulu-Otu) said we have no problem with our Traditional Ruler. The good people of Eziagulu-Otu were not aware of the protest and are not in support of the protest because our King is a peace loving King and he has done well for the community. His stewardship is worthy of emulation. We are happy with him. We have five communities that made up Aguleri Clan. These communities have their own kings and President-Generals. Whatever they have in Aguleri uno,we have it also in Eziagulu-Otu. So how can Aguleri President-General, Barr Hipolite be doing protest with his people on our behalf and in their own town demanding that Our Traditional Ruler be removed from Office. Our President-General Chief Anthony Onwuteaka is here with us and he is not even aware of the protest going on in Aguleri. Our People are not involved and we were not consulted. We have no reason to move against our Traditional Ruler. His Abuja visit is just a private visit and he is entitled to Freedom of movement as enshrined in Nigeria constitution of 1999 as amended. On His own Part, High Chief Hon Chidi Cyril Nnamekwe, the Chairman Igwe-in-Cabinet, said no Chief nor member of Igwe-in-Council from Eziagulu-Otu were involved in the protest. Those people from Aguleri doing that protest at Amaeze Aguleri are Meddlesome interlopers and busy bodies. They have no right whatsoever to do so because we never consulted them nor told them that we have problem with our Traditional Ruler, Igwe udorji. The Youth Leader of Eziagulu-Otu Youths, Mr Chinedu Udealor maintained also that they no problem with Oji -Udo 1 of Eziagulu-Otu. He is a good man, an man of integrity and impeccable character who has done so much for the community. He brought peace to the community and the youths of Eziagulu-Otu are in total support of his Leadership. For those doing the protest in Aguleri on their behalf are wasting their time. How can somebody works in Julius Berger and expect to be paid at Setraco. What Aguleri people are trying to do is to annex Eziagulu-Otu to their own community and we will not allow it. Gbajabiamila mourns Chief Lanre Razak The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has described the death of Chief Lanre Razak as a big loss to Lagos State. The Speaker said the death of the grassroots politician, popularly known as KLM would rub the State of his contributions and counseling. Gbajabiamila, in a condolence message by his Media Adviser, Lanre Lasisi expressed shock and sadness when he learnt of the death of Razak aged 74 after a brief illness in a Lagos hospital. "As a grassroots politician, the innate qualities of KLM did not go unnoticed which was responsible for his diligent handling of his responsibilities as a Local Government Chairman and a Commissioner in Lagos as well as a member of the Governors Advisory Council (GAC). Gbajabiamila expresses sadness over Chief Folarin Coker's death The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has mourned the passing of elder statesman, Chief Nathaniel Folarin Coker (OON). The Speaker said Chief Coker, who died at the age of 97 on Wednesday, was a role model to the upcoming generation, saying the elder statesman left his footprints in the sand of time. Gbajabiamila recalled how the late Chief Coker served as the first Permanent Secretary, Lagos State, adding that his service to fatherland would not be in vain. In a condolence message by his Special Adviser on Media and Publicity, Lanre Lasisi, the Speaker said late Chief Coker would be sorely missed by many. Gbajabiamila condoled with the Coker family, the people and Government of Lagos State over the loss, while praying God to grant the late nonagenarian a peaceful resting place. The Speaker specifically conveyed his condolences to the son of the late Chief Coker, Mr Folorunsho Coker, who is the current Director-General of the Nigerian Tourism Development Corporation and a personal close friend. Why is this Visit a source of Worry and Concern to this Governor and APGA Media Charlatans. How can a political party go this far in disparaging our traditional rulers, if they do not have anything to hide and worry. The question I want to ask, are the traditional rulers the first to visit Arthur Eze and got money from him? According to Dr Tony Nwoye, The Lot 1 of the road which stretches from Anaku-Adani has been awarded through Federal Government Covid-19 Special intervention Fund. In three months time, a reputable Construction Company will move in to finish the Lot 1 of the road in due time. Dr Tony Nwoye said the Lot 2 of the road will be included in 2021 Appropriation Bill so that full section of the road will be completed. Dr Tony Nwoye thanked President Muhammad Buhari and Hon Minister of Works, His Excellency, Barr Raji Fashola for granting this special request for the agrarian communities of Ayamelu and Adani. One of the Youth Leaders of the community, Mr OJ Udemzue thanked Dr Tony Nwoye for this wonderful gesture he has done for the people of Ayamelu. He said said Dr Tony Nwoye is a testimony of how God can use an individual to transform the lives of a people. Gbajabiamila mourns Pa. Fasanmi's passing The Speaker of the House of Representatives, Rep. Femi Gbajabiamila has expressed sadness over the demise of the leader of the Yoruba socio-cultural group, Afenifere, Pa Ayo Fasanmi. Pa Fasanmi, who passed away on Wednesday night, was also a former federal legislator in the First and Second Republics. In a statement by his Special Adviser on Media and Publicity, Lanre Lasisi, the Speaker said though the demise of the late patriot would be felt by the nation, the progressives and his family, solace would, however, be taken in the fact that his footprints have been firmly entrenched in the sand of time. The Speaker noted that Pa Fasanmi’s passionate quest for democracy and good governance saw him leave pharmacy to join politics and later became the leader of the Yoruba socio-cultural group, Afenifere. Gbajabiamila said: "As a federal lawmaker at the national level, first as a member of the House of Representatives and later a Senator, Pa Fasanmi came across as a symbol of humility, selflessness and integrity. The house of representatives says it is still considering filing a defamation suit against Godswill Akpabio, minister of Niger Delta affairs. In a statement on Tuesday, Benjamin Kalu, spokesman of the lower legislative chamber of the national assembly, said the minister failed to substantiate the allegation that national assembly members get 60 per cent of the contracts at the Niger Delta Development Commission (NDDC). While appearing before a panel probing the alleged mismanagement of N81.5 billion by the interim management committee (IMC) of the NDDC, Akpabio had said federal lawmakers were the biggest beneficiaries of the contracts awarded by the commission. Subsequently, Femi Gbajabiamila, speaker of the house of reps, gave the minister a 48-hour ultimatum to unveil the identities of the legislators who got those contracts or face legal action. In his response, Akpabio listed some senators and house of reps members as beneficiaries but they all denied getting the contracts. However, Kalu accused Akpabio of sending a private letter to the speaker instead of publishing the names of those he accused of being beneficiaries of NDDC contracts. “Instead of publishing the list for the world to see in the interest of transparency, the Minister in his usual diversionary tactics, chose to send an irrelevant 8-paragraph private letter to the Speaker regarding projects of 2018 which pre-date the 9th House of Representatives and had little to do with the bogus claims he made,” he said in a statement. “The House, therefore, reiterates that the Minister was given an ultimatum to publish names and not to write a personal letter to the Speaker. The Honourable Minister is hereby cautioned to desist from spinning tales and is invited to go public as instructed.” Kalu said Akpabio’s letter was irrelevant to the issues raised, adding that the lawmakers were already evaluating the minister’s response. He said the directive to press charges against him has not been lifted. Below is Kalu’s statement: Following a motion unanimously adopted by the House, an investigation was ordered into the activities and financial malfeasance of the Niger Delta Development Commission (NDDC) and its Interim Management Committee (IMC) between the periods of January to May 2020. In a coordinated and calculated attempt to distract Nigerians from the ongoing investigation, the Minister of NDDC and the leadership of the IMC raised spurious allegations against members of the National Assembly. The Minister claimed under oath that 60% of all the NDDC projects under investigation were awarded to members of the House between the months of January and May 2020. Following this disturbing allegation, the leadership of the 9th House issued a 48-hour ultimatum to the Minister to publish a list of the legislators allegedly awarded 60% of the entire projects of NDDC between January and May 2020. Instead of publishing the list for the world to see in the interest of transparency, the Minister in his usual diversionary tactics, chose to send an irrelevant 8-paragraph private letter to the Speaker regarding projects of 2018 which pre-date the 9th House of Representatives and had little to do with the bogus claims he made. The House, therefore, reiterates that the Minister was given an ultimatum to publish names and not to write a personal letter to the Speaker. The Honourable Minister is hereby cautioned to desist from spinning tales and is invited to go public as instructed. Nevertheless, it will interest Nigerians to know that paragraph 3 of the Minister’s letter fully exonerated the 9th Assembly. Also, in paragraph 7, the Minister completely withdrew his previous statement about 60% of the NDDC projects being awarded to members of the 9th Assembly. It is also instructive for Nigerians to note that the total number of projects in the 2019 NDDC budget was 5,959 out of which 5,416 projects were rolled over from 2018, which the 9th Assembly obviously had no influence or control over. Therefore, unable to prove his claims, the Minister presented an ineffectual spreadsheet of only 266 projects out of which about 20 projects were attracted by past members of the National Assembly as constituency projects, not as contractors, but in furtherance of their representative mandate. The projects presented in the Minister’s letter are not within the scope of the investigation and do nothing to address the leadership’s ultimatum for him to publish the list of names of the members who he claimed took 60% of NDDC projects from January to May 2020. Also, contrary to the mischievous narrative being peddled on the internet, the only mention of the Chairman of the NDDC Committee of the 9th House of Representatives, Rep. Tunji Ojo in that letter, was as to his alleged request for the complete payment of 19 contractors who had approached him with complaints over NDDC’s non-payment for their services. This is, however, an allegation which has been completely refuted by Rep. Ojo and for which there is no evidence linking him. The one member of the House mentioned in that letter only attracted the project to his federal constituency, in the same manner that the NDDC MD, EDFA, EDP, Chairman etc applied to the Commission for attention to the needs of their people and were obliged. This attraction of projects does not in any way mean that contracts were personally awarded to them. Additionally, the letter also listed the names of contract awardees with no evidence linking them to those who attracted the projects to the beneficiary communities. It takes lifting the corporate veil for the directors to be seen and the Corporate Affairs Commission is there to establish who the real owners of the companies are. Until then, it is wrong to attempt to establish a nexus which currently does not exist. The document remains a mere spreadsheet of people who attracted projects to their communities in furtherance of their representative functions. Furthermore, the directive to press charges against the Minister has not been lifted by the House as the leadership is busy considering the weight of the Honourable Minister’s letter. If it does not clear the doubt and wrong perception, it will be sent to the court for clearance as the Speaker stated. Once again, the letter’s annexures showing 2018 projects have no relevance to what was requested from the Minister because it was outside the scope of his claims, it was also not comprehensive but selective by mentioning only one current member for attracting projects to his constituency and not for receiving contracts. The House is mindful of a letter currently before it where the Minister also applied to attract several projects to his Senatorial Zone during his time at the Senate, does it mean the contracts were awarded to him? Nigerians are encouraged to ignore the deflections of the Honourable Minister and continue to ask the right questions as to what happened to the money of the region which has led to a gross disservice to Niger-Deltans. Nigerians should start asking the right questions and demanding the right answers; and the right question remains, “What happened to Nigeria’s ₦81.5billion under the charge of NDDC in the space of 6 months?” |

Good governance is at the heart of any successful government. On the issue of Local Government fund, This present APGA Government has embezzled all the funds going to the Local Governments. Since this administration started in 2013 till date, the Governor has continued to make use of Transition Committee. These Committees at the Local Government levels are just appointees of Government who do the bidding of the Governor who appointed them. There is no tangible development at the Local Government level. The question everybody is asking is,where is our Local Government allocations? Can this APGA Government point one major projects carried out in Dunukofia Local Government Area. For the past 6 years, we are yet to see developments across the Local Government areas of the State. Do you need evidence to know that nothing is working in the State? There is total collapse of Governance in the State. What happened to Covid-19 Palliative Fund Ndi Anambra donated? We are yet to see where and how it is used? What of 3 Million Facemask the Governor promised Ndi Anambra? What of the promise to Ndi Ogbunike where His wife come from that He will turn Ogbunike cave into a world class tourist centre. This is the 6th year now. Governance is not a rocket science. Uche Ibeabuchi, on Friday 10th July visited the Anambra state office of the Federal Character Commission. The commissioner was received by staff of the Commission. In His Opening Remark, The Federal Commissioner, Rev Uche Ibeabuchi said his gratitude goes to God Almighty for His mercies, to Mr. President for finding me worthy of this appointment and to Chief Dr George Moghalu. I am also deeply humbled by the overwhelming show of solidarity, messages and prayers from members of this highly esteemed body and I can only reciprocate by praying for God’s abundant grace to provide us all with the needed knowledge and insight that will enable us deliver on our individual and collective mandates. He said he is using this medium to seek their continued cooperation, collaboration and camaraderie so that we can together elevate the Federal Character Commission to meet the core values, visions and objectives of the Commission.
