*DR. CHIDOZIE NWANKWO’S EDUCATION REFORM BLUEPRINT* Anambra State right from onset has been a center of academic excellence churning out world class products from our educational system. We had prestigious colleges with highly qualified teaching staff who were moulding our students both in character and learning. Sadly, all that have changed now. Not only are we experiencing a rapid decline in the quality of education, the cost of education is on an astronomical increase. Over the years, successive governments did not build more schools as our population increased instead the already existing ones were allowed to deteriorate at an alarming rate. Parents were forced to turn to the many private schools for the education of their children at huge costs but mostly low standards. Those who cannot afford these expensive private schools are left with no choice but to leave their children in these dilapidated public schools. This ugly situation would be put to an end if Ndi Anambra entrust this state to the care of a man of excellence, Dr. Chidozie Nwankwo (Overdose), the governorship candidate of the African Action Congress (AAC) in the November 6 governorship election in Anambra State. Dr. Chidozie Nwankwo who is the CEO of Wichtech Group is a man on a mission to radically transform Anambra State into a center of excellence. FOOD AND STATE SECURITY: A COMPREHENSIVE APPROACH BY DR CHIDOZIE NWANKWO OF AAC. One of the core responsibility of any State Executive is protection of lives and properties of her citizen. This task is fundamental and nonnegotiable in all its ramifications. No doubt we have global, national, regional and state security challenges but to a great extent, Dr Chidozie Nwankwo's proposed approach is holistic in tackling the monster called insecurity. The result of the studies he painstakingly conducted revealed the reasons why people especially young people are in prisons and police custody. The success of this master scheme will automatically reduce restiveness and crimes by over 70%. No society is crime free but his approach will convert criminals to be part of his developmental strides. His coordinated industrialization hubs blueprint will further remove our idle but not lazy energetic youths from the streets and further reduce crime. The security template showed that with this reduction, the cost of fighting common criminals will drastically reduce which will give security agencies leverage to tackle unrepentant criminals and bring sanity to Anambra. The funds saved from fighting crimes will be pushed to other critical areas like education and health. For him, fighting crime is way beyond spending billions in procuring and replacing security equipment at intervals. It's more of addressing the remote causes than immediate and gambling strategy. A sane Anambra State will drive all round development and position Anambra as a choice destination. To activate and benefit from these lofty vision lies on our choice of making a clear decision to vote Dr Chidozie Nwankwo on November 6, 2021 as the next Executive Governor of Anambra. Just In: My life is in danger: Eziagulu-Otu Agulueri Monarch cries out. By Chizoba Egwunba. 18th September, 2021. OTUOCHA- Addressing Journalists in his Palace at Eziagulu-otu Aguleri, the Traditional Ruler, His Royal Highnese, Igwe Peter Udorji Ikegbunem said he is now an endangered specie and called on well meaning Anambrians, Police, DSS and President Buhari to come to his rescue. Igwe Peter Ikegbunam raised this alarm because of constant threat to his life for going to Court to reclaim his stool and following the brutal murder of Igwe Alex Edozienu who was murdered in a Cold blood. In recent time also, the traditional ruler of Nwafia community in Njikoka Local Government Area, Igwe Chijioke Nwankwo had also raised an alarm that some persons were after his life and the stool. The traditional ruler of Eziagulu-otu Aguleri told Journalists in his Palace that he would not keep quiet and allow people kill him the way they killed Igwe Alex Anakpulu Edozieuno of Mkpunando-otu Aguleri. Apart from threat to his life, Igwe Peter Udorji Ikegbunem informed the Public that He has been warned by these elements never to wear his Igwe regalia and he should withdraw his case from court or they will come after him. "They have severally threatened my life, warned me not to wear my Igwe regalia again. I cannot go out from house anymore. I have been warned not continue with the court case I instituted to reclaim my traditional mandate given to me by my people." "I am calling on President Buhari, Police, DSS, well meaning Nigerians to come to my aid. My condition is very bad. I have refused to go on exile. I cannot run away from my land and People. I am the next person they are targeting." The Commissioner of Police in Anambra state should provide me with Police to guard me. My life is in danger. They alleged to have dethroned me. Ehy are they after my life. I didn't incite my people to take laws into their hands. I decided to go to court on this matter. It is an abomination in Our Culture to dethrone a sitting King. Till date, My people still regarded me as their king as you can see prominent Stakeholders here with me. Before I become Igwe, I have used my personal fund to help my people. I have no problem with my people. I want to place it on record, after Our Visit to Mr president, nobody called me nor summoned me not in Anambra State or Aguleri or even Eziagulu-otu Aguleri for any wrong doing. I only heard of my suspension and dethronment on social media and Radio Stations. It will be recalled the murder Aguleri King, Igwe Edozienu with Ten others from Anambra state visited President Buhari last year to commend the President for the various projects the Federal government under his watch was executing in the South-east geopolitical zone such as the Second Niger Bridge, the Ziks Maosoleum, the Enugu-Onitsha Expressway, Enugu-Port Harcourt Expressway, school feeding programmes, and so many others. This appreciation visit didn't go down well with the Governor. The 12 traditional rulers were still in Abuja when on August 12, 2020 the state government handed them one year suspension for travelling out of the state without Governor Obiano approval. Hence, the suspension and dethronment some of these Monarchs. Igwe Peter Udorji Ikegbunem Expressed sadness over the death of Igwe Alex Anakpulu Edozieuno. He said, "the Murdered King was the First President General of Enugwu-Otu Aguleri and he was instrumental in creating Mkpunando-otu Aguleri, Ikem Ivite, Owelle and Ukwalla as communities in Anambra State during Mbadinuju Era and these communities were approved By State Assembly and gazetted by Government. He did a lot for Aguleri people living across the River and His gruesome murder is a fatal blow to Aglueri people. His Killers will never go unpunished" He said.

A stakeholder in Anambra State, Mr Pascal Candle has bemoaned over the alleged financial injustice in APGA, especially under Governor Willie Obiano administration. In his words, “It is no doubt that Anambra Election is taking place this year. There are a lot of issues begging for answers. There are lot of secrecy surrounding Local Government funds in Anambra State. In this Series, I will look at the funds that came into the State for the Local Government Areas and we place it side by side with developments in each Local Government Area in the State. As we all know, Anambra State has 21 Local Government Areas, namely: Aguata, Anambra East, Anambra West, Anaocha, Awka North, Awka South, Ayamelum, Dunukofia, Ekwusigo, Idemili North, Idemili South, Ihiala, Njikoka, Nnewi North, Nnewi South, Ogbaru, Onitsha North, Onitsha South, Orumba North Orumba South and Oyi. I will focus on each Local Government Area and the amount each Local Government received. In Each of these Local Government Area, I will look at the communities in those Local Government Areas and how the funds meant for them have brought much needed developments in their Area. Ndi Anambra, it might interest you all to know that Anambra State Government received an Average of N36.7bn yearly as Local Government Allocations. Each Local Government on the Average received over N12bn for 7years and Each Local Government gets an Average of N1bn yearly and Each LG gets an Average of N100m monthly. But what is going on now is that Transition Chairmen get an average of N5m monthly to cover their overhead and I ask, where is the balance? What are they being used for? Ndi Anambra! Nkea Abuzikwa Nkea Anyi? This scam must stop. To add insult to Ndi Anambra sensibility, APGA led Government introduced 20 Million Community choose your project. In this series, we will still analyse the impact of this 20 million naira on those local Communities and how it impacted positively on the people. Ndi Anambra, where is your Local Government funds. Who is with the Billions meant for Local government. This scam must stop. Let me take Aguata Local Government Area. In this years Election, Aguata Local government Area has almost 5 to 6 Aspirants contesting this election. amongst them is Mr Afam Ezenwafor (Afamation) of National Rescue Mission, Chief Valentine Ozigbo of PDP, Senator Andy Uba of APC, Hon Jerry of Boot Party, Prof Soludo of APGA amongst others. Aguata Local Government Area has these towns: Ekwulobia, Akpo, Achina, Uga, Igbo-Ukwu, Isuofia, Umuchu, Aguluezechukwu, Ezinifite, Ikenga, Amesi, Oraeri, Umuona, Nkpologwu. (Please if I miss any town, draw my attention,apologies). It is no doubt that Aguata Local Government Area has produced many prominent Nigerians, sons and daughters, Captains of Industry, intellectuals etc. However, this great Local Government has been a shadow of it’s own with no visible achievement. Ekwulobia Urban City has been a shadow of it’s own. To connect to communities in Aguata local Government is more of a nightmare. The question on the minds of the people, what happened to the funds meant for the development of Aguata Communities. The Year 2014, Aguata Local Government area received N2,632,690,293. 39 under this APGA Government of Governor Obiano. The Year 2015, the same Aguata Local Government area received N2,059,917,188. 65 under this APGA Government of Governor Obiano. The Year 2016, Aguata Local Government area received N1,680,529,655.93 under this APGA Government of Governor Obiano. The Year 2017, Aguata Local Government area received N2,108,605,764. 30 under this APGA Government of Governor Obiano. The Year 2018, Aguata Local Government area received N2,797,741,695. 17 under this APGA Government of Governor Obiano. The Year 2019, Aguata Local Government area received N2,682,009,692. 82 under this APGA Government of Governor Obiano. The Year 2020, Aguata Local Government area received N2,607,351,331.60 under this APGA Government of Governor Obiano. The Total Amount Aguata Local Government area collected from the Federal Allocation between 2014 and 2020 is N14,199,845,621.86. The question is, did this amount reflected on the development of Aguata Local Government area? The answer is No. Many Towns in Aguata like Ikenga Town has no access road to the town, no functional Government Hospital. No single road was constructed for the good people of Igbo-ukwu, the home town of Chief Chukwuemeka Ezeife, no single road for Aguluezechukwu and many other towns. Out of this billions, Transition Chairmen in Anambra State received just N5 Million every month. so in a year, they receive N60 Million by 7 seven years, that is N480 Million Naira of the Total sum of over N14 Billion naira. What is the rationale behind community choose your project? While this APGA Government in their usual Scam give each community in Aguata Local Government N20 Million. Multiply it by 14 towns which is N280 Million. This money was shared twice. So you have N560 Million. When you add it up to the total being collected by Tranaition Chairmen, You will get N840 Million. So, out of these N14 Billion meant for Aguata People, what reached them was N840 Million. We will like Ndi Aguata in each community to bring forth those projects executed in their various communities by this APGA led Government. Yet, Prof. Soludo who is from Aguata is telling us it is not broken. If Anambra is not broken, what are you coming to do. Is it not obvious that Ndi Anambra entered one chance with APGA? Is it not obvious that nke abughi Nke Ndi Anambra? Is it not obvious that this State has been raped financially between 2014 and 2020 all in the name of Igbo Party? In all these, I didn’t add up Local Internal Generated Revenue in these Local Governments. The Next Local Government in focus now is Anambra East Local Area. which is Governor Obiano Local Government Area? Many Traditional Rulers, President Generals, Youth Leaders, Religious Leaders have kept quiet over this Local Government funds because they are part of the rotten system. They prefer APGA to continue so that those little benefits will continue to grease their palms. Ndi Anambra, know your enemies. Do not be deceived by Nke bu Nke anyi scam or Party Ojukwu. They have destroyed our collective faith in Ojukwu Legacy for their selfish gain. Never again will such happen. Say No to APGA. |

*ON THE NEWS:* *Chief Dr George Moghalu visits Late Mr Cosmas Eze's family, the slain APC Chieftain killed by unknown gunmen in Oba* OBA - Managing Director of National Inland Waterways Authority (NIWA) & Gubernatorial Aspirant on the Platform of All Progressives Party (APC), Chief Dr George Moghalu (Ohamdike) has elougized the slain All Progressive Congress Chieftain, Former Assistant Secretary of the Party in Idemili South and Idemili South Local Government Area Coordinator of George Moghalu Campaign Organisation, Late Mr Cosmas Eze for being on the side of truth and unity at all times, a True Party Man and man of integrity. Chief Dr George Moghalu spoke on Sunday, when he paid a condolence visit to the family of the late Mr Cosmos Eze at his family house in Oba Idemili South Local Government Area. According to Chief Moghalu, "I am here today to get the details of what happened. Listening to you, I am heartbroken. I can feel your pain and appreciate your anger. I want to assure the family that I will always be available to them to render my support in any way that it may be needed. Chief Dr George Moghalu expressed sadness over the death of Mr Cosmas Eze by unknown gunmen. The only crime Cosmas committed was he drove a Branded Vehicle. He prayed God to grant the soul of the deceased eternal rest and give the family fortitude to bear the loss. He urged the family to be strong and united as always. Chief Dr Moghalu also assured the family that he will support in the burial of the deceased and take care of His son's education. Late Mr Cosmas Eze, was shot dead last month by unknown gunmen on his way to a function in Oba, Ideimili South Anambra State. In his response, the head of the family and the wife to Late Mr Cosmas Eze both thanked Chief Dr George Moghalu for his presence in condoning with the family during such a trying time, despite his tight schedule, prayed to God to always guide and protect him. PRESS STATEMENT EBONYI STATE MAINTAINS ITS STANCE THAT THERE IS NO LAND FOR RANCHING IN THE STATE We have received the news making the rounds that Ebonyi State is among the States in the Federation that has received the sum of 6 billion naira each for ranching as attributed to the Special Assistant to the President on Media and Publicity, Mr. Garba Shehu while responding to questions on Channels Television on Wednesday night and we wish to clarify as follows: That Ebonyi State Government never at any time received any money for ranching in the State and will not receive any money for the same purpose as there is no available land for ranching in the state. That should any Ebonyian opt to engage in personal ranching, Ebonyians should see such venture as a personal decision of such person who must use his/her land for the purpose. The New Petroleum Industry Bill (PIB): Top 20 Changes You Should Know! The PIB seeks to provide legal, governance, regulatory and fiscal framework for the Nigerian Petroleum Industry and development of Host Communities. It contains 5 Chapters, 319 Sections and, 8 Schedules. Below are the key changes: Chapter 1 - Governance and Institutions 1. The key objective is ensuring good governance and accountability, creation of a commercially oriented national petroleum company, and fostering a conducive business environment for petroleum operations. 2. Creation of the Nigerian Upstream Regulatory Commission responsible for the technical and commercial regulation of the upstream petroleum operations; and the Nigerian Midstream and Downstream Petroleum Regulatory Authority responsible for the technical and commercial regulation of the midstream and downstream operations in Nigeria. The Commission and Authority are exempted from the provisions of any enactment relating to the taxation of companies or Trust Funds 3. Imposition of up to 1% levy on the wholesale price of petroleum products sold in the country (0.5% each for the Authority Fund and Midstream Gas Infrastructure Fund) 4. Incorporation of a commercial and profit focused NNPC Limited under CAMA within 6 months from commencement of the new law with ownership vested in the Ministry of Finance Incorporated (and Ministry of Petroleum Incorporated) on behalf of the Federation to take over assets, interests and liabilities of NNPC. This structure is expected to pave the way for eventually sale of shares to Nigerians. 5. Any assets, interest and liabilities not transferred to NNPC Limited will remain with NNPC until extinguished or transferred to the government after which NNPC shall cease to exist. Transfer and sale of the shares are subject to approval by the government and endorsement by the National Economic Council. 6. NNPC Limited will earn 10% of proceeds of the sale of profit oil and profit gas as management fee while 30% will be remitted to Frontier Exploration Fund for the development of frontier acreages in addition to 10% of rents on petroleum prospecting licences and mining leases. Chapter 2 - Administration 7. The main objective is to promote the exploration and exploitation of petroleum resources in Nigeria for the benefit of the Nigerian people and promote sustainable development of the industry, ensure safe, efficient transportation and distribution infrastructure, and transparency and accountability in the administration of petroleum resources in Nigeria. 8. Avoid economic distortions and ensure a competitive market for the sale and distribution of petroleum products and natural gas in Nigeria; and avoid cross-subsidies among different categories of consumers. 9. The Commission is required to develop a model licence and model lease to include a carried interest provision giving NNPC Limited the right to participate up to 60% in a contract. Chapter 3 - Host communities development 10. The main objective is to foster sustainable prosperity within host communities, provide direct social and economic benefits and enhance harmonious co-existence. 11. Any company granted an oil prospecting licence or mining lease or an operating company on behalf of joint venture partners (settlor) is required to contribute 3% - 5% (upstream Companies) and 2% (other companies) of its actual operating expenditure in the immediately preceding calendar year to the host communities development trust fund. This is in addition to the existing contribution of 3% to the NDDC. The Fund is tax exempt and any contributions by a settlor is tax deductible. 12. Board of trustees and executive members of the management committee may include persons of high integrity and professional standing who may not necessarily come from any of the host communities. 13. Available funds are to be allocated 75% for capital projects, 20% as reserve and 5% for administrative expenses. However, a community will forfeit the cost of repairs in the event of vandalism, sabotage and other civil unrest causing damage to petroleum facilities or disruption of production activities. Chapter 4 - Fiscal framework 14. The key objective is to establish a progressive fiscal framework that encourages investment in the Nigerian petroleum industry, provides clarity, enhances revenues for the government while ensuring a fair return for investors. 15. FIRS to collect Hydrocarbon Tax of 15% - 30% on profits from crude oil production, CIT at 30% and Education Tax at 2% which will no longer be tax deductible. The Commission will collect rents, royalties, and production shares as applicable while the Authority will collect gas flare penalty from midstream operations. Late filing of tax returns will attract N10m on the first day and N2m for each subsequent day the failure continues. A N20m fine is applicable to an offense where no penalty is prescribed. 16. Generally, expenses must be wholly, reasonably, exclusively and necessarily incurred to be tax deductible. However, a cost price ratio limit of 65% of gross revenue is imposed for hydrocarbon tax deduction purposes, any excess cost incurred may be carried forward. 17. No tax deduction for head office costs while tax deduction of interest on monies borrowed is subject to the satisfaction of the commission that the fund was employed for upstream operations and the interest rates reflect market conditions. 18. Royalties are payable at the rates of 15% for onshore areas, 12.5% for shallow water, and 7.5% for deep offshore and frontier basins, 2.5% - 5% for natural gas. In addition, a price-based royalty ranging from 0% - 10% is payable to be credited to the Nigerian Sovereign Investment Authority. 19. Gas utilisation incentive will apply to midstream petroleum operations and large-scale gas utilisation industries. An additional 5-years tax holiday will be granted to investors in gas pipelines. Chapter 5 - Miscellaneous provisions 20. The PIB repeals about 10 laws including the Associated Gas Reinjection Act; Hydrocarbon Oil Refineries Act; Motor Spirit Act; NNPC (Projects) Act; NNPC Act (when NNPC ceases to exist); PPPRA Act; Petroleum Equalisation Fund Act; PPTA; and Deep Offshore and Inland Basin PSC Act. It amends the Pre-Shipment Inspection of Oil Exports Act while the provisions of certain laws are saved until termination or expiration of the relevant oil prospecting licenses and mining leases including the Petroleum Act, PPTA, Oil Pipelines Act, Deep Offshore and Inland Basin PSC Act. |

*Re: IS MOGHALU TRYING TO BE ANAMBRA’S MARAFA? “SETTING THE RECORD STRAIGHT” by Hon Sir John Adigwe.* I am not holding brief for Chief, Dr. George Moghalu or his campaign organisation. As an interested Member of All Progressive Congress in Anambra West, I think this time for us to say the truth at all times, no matter what. However, at this time, when it appears that men have sold their souls and truth has become perverted on the altar of over weening ambition and personal interest, there is a need for people of good conscience to speak the truth as they understand it. I read the above referenced article by One Mr Okey Okeke, and it is laughable to see this unscrupulous elements talking about "demonlishing a house". It is unfortunate that the people who willfully conspired and abated the arrogant rape of the will of APC followers, didn't consider that their actions might lead to chaos, and anarchy in the party within the state. The bane of our democracy is the absence of internal democracy in political parties as witnessed and exemplified in Anambra APC recently and as long as acts bothering within the ambit of electoral frauds are not punished the infamous gladiators will continue to thrive and weaken our collective will. From the records of this great Party and politicians I have come to known to be great Politicians in our dear State, the purported individual Mr Okey Okeke to the best of my knowledge does not exist. Thus, I would ordinarily not have responded to such a faceless individual, but for the sake of some of the issues raised by the hatchet writer. The need for this reply has arisen. It is obvious that the intention of the faceless writer is to malign the Personality of Chief Dr George Moghalu and to force him to quit the fight he has commenced against the injustice of June 26th 2021. However for record purposes, for the sake of posterity and the avoidance of doubt, I will set the record straight for the number of years I have known and seen Chief Dr George Moghalu. Chief Dr. George Moghalu is a man who has distinguished himself among Progressive elements in the Country and our Party. His personality as a Person and reputation has never been questioned or found wanting in any assignment given to him. Chief Dr George Moghalu is a gentleman par Excellence and family man. The hired henchman alledged that Chief Dr Moghalu is fronting for another Aspirant from Nnewi. This statement is as laughable as it is beyond the ambit of reality. Not only has the APC allowed itself to become a weapon of injustice, it has now been turned to an object of ridicule by some classless elements. Now, back to the facts. It is on record that amongst the Political Class in Anambra and Nigeria, Chief Dr George Moghalu remains in the first percentile. Within his native Nnewi and within this party, he remains the number one political strength to be reckoned with. He is one of the politicians who is not known for jumping from one Political Party to another. Throughout his political trajectory, he has remained with the APP that became ANPP and later joined the merger that birthed the All Progressives Congress (APC). It is equally on record that Chief Dr George Moghalu was offered juicy appointments such as Ambassadorial positions, Minsterial Appointments etc., while he was serving as the National Secretary of APP/ANPP during Obasanjo and Yar'dua regimes. He continuously declined those offers and stuck with the ANPP as a member of the opposition Party in the Country for 16 years. Even most recently, as a member of the newly formed APC, Chief Dr Moghalu was appointed as a member of a Federal Government Board by His Excellency, Dr Johnathan Ebele Goodluck and in his usual manner, he graciously declined this appointment while thanking the president for the honour. How then do people measure principled person and man of integrity and honour. Such insinuation or claim that he is fronting for an Aspirant from Nnewi is baseless and without foundation and I make bold to ask, Who could that aspirant be? Who is that Aspirant whose Integrity can match Ohamadike's own among the Political class in Nnewi and beyond. Another allegation made by the purported faceless Mr okey Okeke is that Dr George Moghalu has funded his election from the coffers of the National Inland Waterways Authority and the acclaimed aspirant whom he fronts for. It is on record, within one year and some months, Chief Dr George Moghalu has turned around the fortunes of NIWA. His Marvellous achievements in NIWA speaks for itself. While we understand that some elements within the party who perpetrated the June 26th heist have reached a new height of desperation and desperate times calls for desperate measures. I would like to state categorically that this is another baseless allegation. Chief Dr Moghalu has been a successful business man and has not relied on political appointments to survive. As opposition figure in the Country, his integrity was never in doubt. May I remind this hatchet writer that Ohamadike Nnewi has purchased and contested elections for the office of the governor of Anambra State on three previous occasions starting as far back as 2003. On his previous outings, he did not hold any elected or appointed political office but still funded his elections single handedly. No individual or corporate organisation has come out to say that Chief Dr George Moghalu is indebted to them. It is evidently clear that the latest assault and multiple assassination of character of Ohamadike is a poor attempt to intimidate him into withdrawing his suit instituted before the Federal High Court sitting in Abuja. Let this be heard loud and clear, to this paid hatchet writer and those who will attempt more blackmail to malign this good man. No amount of pressure or threat will stop him from doing the right thing and seeing this matter to a justifiable end. Ohamadike is on course to restore the glory of the Party. As any serious contestant would do, during the build up to the Primary Election, Chief Dr George Moghalu toured all the 21 Local Government Areas in the State on two different times. Chief Dr George Moghalu subjected himself to the Public for scrutiny and there was a consensus among Political Elites across Party lines that Chief Dr George Moghalu is one of the best Aspirants to fly APC Falgbearer. It is also on record that during Covid-19 pandemic, Chief Dr George Moghalu was there for Our Party and the good people of Anambra State. Eid-el-Kabir: Gbajabiamila sues for prayers, unity among Nigerians The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has called for prayers and unity of purpose among Nigerians at this period of Eid-el-Kabir. He said as people that believe and worship God, Nigerians, especially Muslims, should use the opportunity of the Eid-el-Kabir to pray for their leaders to be able to find solutions to our problems. Gbajabiamila said Nigerians must remain united and steadfast at all times to be able to face the challenges confronting the country. He called on Muslims to imbibe the habit of sacrifice and love for one another as characterized by the Holy Prophet, Muhammad (SAW). Electoral Act: House Passes Bill, empowers INEC on Electronic, manual Transmission ...adopts report on PIB We don't want any Nigerian disenfranchised -Gbajabiamila 16/07/2021 The House of Representatives on Friday passed the Electoral Act (Repeal/Re-enactment) Bill, 2021, after the full consideration of the report on the bill by members in the Committee of the Whole. The Committee of the Whole was presided over by the Deputy Speaker, Rep. Ahmed Idris Wase, in line with the rules of the House. The bill was subsequently read for the third time before the House adjourned for its annual recess till September 14, 2021. The majority of the 158 clauses of the bill were passed intact, including Clause 52 (2), which initially generated tension among members. The clause, which provides that the Independent National Electoral Commission (INEC) shall determine the mode of voting/transmission of election results, was left intact after attempts made by some members between Thursday and Friday to amend it failed. The retained Clause 52 (2) reads, "Voting at election and transmission of results in this Bill shall be in accordance with the procedure determined by the Commission." This clause, therefore, leaves INEC with the option to use either electronic or manual transmission of results. Following the disagreement the clause generated among members earlier on Thursday, the Speaker, Rep. Femi Gbajabiamila, invited the Nigerian Communications Commission to address the House on whether the country had attained the capacity to seamlessly transmit election results from across the 36 states and the FCT, using available telecommunications services. On Friday, officials of the agency appeared in plenary to answer questions from members, specifically saying on the issue of coverage that only about 50% of the country was reached by network services. The officials informed the House that a 2018 study done by the NCC showed that there were 119,000 polling units in the country, out of which only 50% had a combined 2G/3G network coverage. They further said the data implied that about 50% of the units had no network coverage, an indication that electronic transmission of results would be a herculean task. The House also adopted the Conference Report on the Petroleum Industry Bill, approving 3% as the financial provision for the Host Communities Fund to align with the position of the Senate on the same matter. |

Alas on Saturday, 26th June, a day that began with promise as party men and women trooped out in enmasse to exercise their franchise quickly turned to a day of frustration as party members waited in vain for election materials or officials to arrive their wards. It turned out that was just the beginning of the litany of absurdities that will play out that day and beyond. Shortly before midnight when it was obvious that no election had taken place and 11 out of the 14 aspirants that were meant to participate in the primary had addressed the press calling for the postponement of the primary till Tuesday 29th June, the Primary Election Committee which were hitherto no where to be found all through the day to give direction suddenly turned up at Golden Tulip Hotel, Agulu to start announcing the results of the Primary Election that never took place. This was a rude shock to all party members who had waited endlessly for the primary to take place to no avail before going back to their various homes. It dawn on all unsuspecting members of our great party in the state that the Gov. Dapo Abiodun led Primary Election Committee had just pulled off the biggest electoral heist in the history of elections in world. Not even the charade of 2007 could rival this brazen theft. This is the replica of APC Ben Johnson Primary in Imo State in 2019. Ladies and gentlemen, why this is so disheartening is because, 2021 governorship election presented to us in Anambra APC the biggest opportunity to take over Anambra State for the first time due to the intractable quarrels currently bedevilling the ruling All Progressives Grand Alliance (APGA) and the Peoples Democratic Party (PDP) coupled with the fact that Ndi Anambra were tired of the bad governance under Willie Obiano administration. But now, Gov. Dapo Abiodun and his committee with a tacit approval from some State Working Committee members of the party has threatened that chance by declaring Senator Andy Uba winner of an non-existent primary election with a purported figure of 230,201 ghost votes. This is the height of impunity and we, the Members of Progressive House of Assembly Candidates for 2019 Election cannot condone that. This must not be allowed to stand. Therefore, we are stating in clear and unequivocal terms the following: 1. That there was no primary election in any part of Anambra State in line with the guidelines set out by the Election Primary Committee. 2. That the declaration of Sen. Andy Uba as winner of a non-existent primary election is null and void and of no consequence whatsoever. The declaration only exists in the imagination of those who were involved in the fraud. 3. That the group is solidly behind the 11 aggrieved aspirants and supports their call for the party to pick a consensus Candidate since Senator Uba's name has not been submitted and INEC report which stated that APC did not conduct valid Primary. 4. That the State Working Committee of the party in Anambra State led by Chief Basil Ejidike (Ikwelle Nnabuenyi) should distance themselves from this electoral fraud and stop threatening Local Government Chairmen with expulsion for saying the truth. 5. We call on the Leader of the Party, President Buhari and Caretaker Committee to sanction Governor Dapo Abiodun. He should not as a matter of fact be allowed into the folder of the progressives and APC should not send him on any future assignment. 6. We call on the Leadership of the Party to sanction Senator Andy Uba for his role in this electoral heist. There must be consequences for People's action and APC should not tolerate this, so that it will serve as a lesson to others who might be trying to do such in future elections. BY KAMSOCHI JULY 7, 2021 Anambra: APC Primary May Ruin Party Chances…Group The Progressives Media Team, has called on the leadership of All Progressives Congress to save the party from failure in the Nov. 6 governorship election in Anambra by addressing genuine concerns around the June 26 primary. The Progressives Media Team which comprised media directorates of nine of the aspirants who lost in the primary made this call at a news conference in Awka on Wednesday. Mr Jude Oruola who spoke on behalf of the group said they were still in shock over the declaration of a winner and candidate of APC in the election from a Congress they insisted never held. Oruola dismissed groups who had endorsed the APC primary in Anambra as lacking in morals and opportunistic. The group commended the national leadership of the party for not having made a Statement on the APC primary election in Anambra and urged them to consider the report of the committee that investigated dispassionately. The group said a similar scenario in 2017 when the primary election of APC in Anambra was hijacked with humongous figures spelt electoral doom for the party in the state. According to them, we want to state it categorically clear that no APC primary election held anywhere in Anambra and the purported declaration of candidate by the committee existed only in the imagination of the committee and their collaborators. “The members of our great party across the 326 political wards in the state are still waiting for the electoral committee since June 26 to carry out their assignment for the party in the state. “We want to debunk all sorts of press conferences being championed by some unscrupulous elements parading themselves under different names, they have no moral standing, integrity and character in our great party,” he stated. The Progressives Media challenged those justifying the primary election to show evidence of where they were on queue in their various wards to vote for their choice aspirants. The group expressed disappointment that the Committee could carry out such a function with utter disregard to APC stalwarts in Anambra. “We want the general public, President Muhammadu Buhari and the National working Committee of our great party know that the figures allocated to various Aspirants do not owe to the participation of Anambra APC members in any primary. “Recall that this type of charade took place during APC 2019 National Assembly Primary Election in Anambra State, which was hijacked, the result was a disgraceful outing of the party and President Buhari in the 2019 election in the state. “It is on record that numbers of invalid votes were higher than the number of votes cast for APC the three senatorial zones, history is about to repeat itself again if this charade is not addressed properly,” he said. |

ON THE NEWS: House Of Representatives led by Spelarr Femi Gbajabiamila passes PIB after 20-year delay. ...It's a landmark achievement -Gbajabiamila The House of Representatives on Thursday passed the Petroleum Industry Bill. Members unanimously passed the 319 clauses of the report of the bill to make history. The PIB had spent about 20 years at the National Assembly, failing to be passed by previous assemblies before the House passed it on Thursday. By Thursday's development, the third reading of the bill will be a mere formality soon to be done by the House. Reacting to the action of the House, the Speaker, Rep. Femi Gbajabiamila, described it as a "landmark achievement." The speaker commended the 74 members of the PIB committee and the entire House for a job well done. He said, "I want to use this opportunity to underscore the point made by Hon. Monguno. It is to underscore how big what this House has just done today is. It has been 20 years in coming. "I want to commend the 74 Wisemen, who produced this piece of legislation and who have become the voices of all 360 members. "This 9th Assembly will be recorded on the right side of history." The speaker used the opportunity to restate that even the Electoral Act (amendment) Bill would be passed in the next few days. Giving a synopsis of the report earlier, the Chairman of the Ad-hoc Committee on PIP, Rep. Mohammed Monguno, recalled how the bill suffered "several postponements at the National Assembly." He spoke further, "This bill is about our economy and it beholds on us members of 9th House so that our names will be written in gold." Monguno gave the highlights of the PIB, one of which is the provision of a Governance Structure for the petroleum and gas industry in Nigeria. He explained that this would mean the unbundling of the Nigerian National Petroleum Corporation to "Metamorphose to NNPC Limited to be run as a commercial entity." Monguno also said the bill created a Commission to oversee the operation of the industry by ensuring transparency of all transactions. He added that another provision of the bill is the creation of a Host Community Fund to take care of the interests of oil-bearing communities. A frontier exploration agency is also established in the PIB to continue with oil exploration activities in other parts of the country. |
N895.8bn supplementary budget passes 2nd reading in House ...targets COVID-19, insecurity 30/06/2021 The 2021 Supplementary Appropriation Bill has passed second reading at the House of Representatives. Lawmakers passed the money bill of N895.842billion in Abuja on Wednesday during plenary. The session was presided over by the Speaker, Rep. Femi Gbajabiamila. The Leader of the House, Rep. Alhassan Ado-Doguwa, while leading debate on the general principles of the bill, said the two main expenditure heads were health and insecurity. Ado-Doguwa explained that under health, the focus of the budget was the procurement of adequate vaccines to vaccinate the majority of Nigerians against the spread of COVID-19. The leader also said additional funding was proposed in the budget to tackle insecurity, particularly the war against insurgency in the North-East, kidnapping and banditry. He urged members to support the speedy passage of the bill, considering the urgency of the issues it proposed to address. A breakdown of the supplementary budget shows that N173.445bn is earmarked for recurrent expenditure, while N722.396bn is for capital expenditure. It was read for the first time on Tuesday, June 29, before it passed second reading on Wednesday (June, 30). The bill was passed by members in a unanimous voice vote soon after Ado-Doguwa rounded off his debate. The National Assembly had earlier in December 2020, passed N13.588 trillion as the main budget for 2021, which was signed into law by President Muhammadu Buhari. |
