Police arrest 500 for declaring Biafra republic

The Enugu State Police Command yesterday arrested the leader of the Biafra Zionist Movement, Benjamin Onwuka and 500 members for declaring the independence of Biafra.
They were arrested near the Central Police Station along the Coal Camp – OldPark road during a peaceful procession that preceded what they called formal re-declaration of the independence of the republic of Biafra.
The group is a faction of the Ralph Uwazuruike-led Movement for the Actualization of the Sovereign State of Biafra, MASSOB. The two pro-Biafra oragnisations have been having a strained relationship since the formation of the new group.
The leader of the group, Onwuka, who proclaimed himself the president of Biafran republic, said the ministers that would pilot the affairs of his government would be announced in due course.
During a rally held at a football field in Mbanugo area of Coal Camp, Enugu, members of the group wore vests bearing Biafra inscription and carried different flags including those of the defunct Biafra republic, United States and Israel as they sang pro-Biafra songs.
After the rally that lasted for about an hour, Onwuka and his members, mostly elderly men in their 60’s, embarked on a peaceful procession to Ogbete Main Market area acknowledging cheers from residents and motorists along the road.
Onwuka said the life and property of the Biafran people were no longer safe and guaranteed in Nigeria, hence their resolve to re-declare their independence with effect from November 5, 2012.
“In order to guarantee the Biafran people’s right to freely worship their Godwithout being bombed or killed according to the United Nations Convention on the Freedom of Association, today, the re-birth of the republic of Biafra is finally actualized at the long last. I thank all Biafrans for the sacrifices that they have made since this struggle began in 1967. We are today a free nation endowed with all God-given right to re-claim our lost sovereignty stolen from us in 1914,” he said.
Members of the group were said to have been stopped by policemen led by the Divisional Police Officer, Ikechukwu Mba.One of them said their leader and 385 ofthem were conveyed to the police command; while 115 others were arrested and were being held at the State CID.
The spokesman of the police command, Ebere Amaraizu, who confirmed the arrest, listed the items recovered as including 61 Biafran flags and those of other countries, 13 berets, and three bands.

Tattoos talk. Rather than meaning something literal and universal, the art on our bodies is often personal and complicated. A magnificent panorama of an underwater world is unlikely to simply declare the bearer’s love of trout. However, some designs still shout a very particular meaning – to jaundiced eyes, atleast.
1 Teardrop
True to stereotype, the teardrop appearedin the dock this week. During the trial of Kiaran Stapleton, accused of murdering Indian student Anuj Bidve in Manchester, the prosecution alleged that tattoo parlourstaff remembered Stapleton’s visit two days after the murder because they reminded the 21-year-old that a teardrop below the eye could mean the wearer hadkilled someone. Teardrops can be associated with death and prison. In gangland, an unfilled teardrop may signifythe death of a friend, with the person shading it in when they have avenged their loss. Teardrops may also mean mourning – Amy Winehouse’s teardrop was said to symbolise her former husbandBlake Fielder-Civil’s stint in prison.
2 Anchor
By the late 1800s, 90% of those serving in the British navy were tattooed and sailing iconography is still influential – particularly with the trend for retro “romantic” tattoos. “Tattoos display an individual’s membership to a particular group in society,” writes sociologist Tony Lawrence. Practically, tattoos could help identify drowned sailors. Their meanings, however, depend on the era and even thespecific ship. An anchor could mean crossing the equator, the soul of a dead sailor or symbolise hope – we may no longer take perilous journeys on high seasbut still seek to “anchor” our self. According to Dr Matt Lodder, art historian at Reading University, rather than having a particular meaning, the anchor has also become an icon of tattooing – like the broken heart and the swallow.
3 Swallow
Swallows never fly far into the ocean and so their sighting was a sign that land was near – a symbol of hope and achievementfor sailors. Endless variations followed: two swallows indicated a journey of 10,000 nautical miles while a swallow with a dagger through its heart was a memorial for a friend lost at sea. A bird on a hand or neck can also say “jailbird”. A friend with swallows flying across his arm lives a respectable life and yet is still routinely asked whether he has “done bird”.
4 Dolphin

5 Cat

We learn that cats can symbolise a thief’s pedigree. A single cat says they acted alone; severalcats together indicate a gang.
6 Hidden codes
Canada’s Border Services Agency has a guide to tattoos that provides amusing evidence of how the authorities may stereotype tattooed gentlemen. AFFA (“Angel Forever, Forever Angel”) on the knuckles screams Hell’s Angel. A noose is favoured by KKK fans. VL stands for “vida loca” – my crazy life. Then again, never assume the worst: one man claimed “hate” on his knuckles stood for happinessall through eternity.
7 Clown face
According to the Canadian authorities, clown faces can mean “Laugh now, cry later” and “play now, pay later”, which probably sums up the poor gang members’ emotions when caught in customs with an enormous bag of drugs and guns.
8 Spider’s web
When placed on elbows or shoulders, the spider’s web traditionally denoted being caught in prison. Other prison motifs include clock faces without hands, tombstones with numbers and a prison wall with bricks falling outward. What on earth could that mean?
9 Butterfly
Psyche is Greek for both butterfly and soul, and butterflies are symbols of the soul in many cultures. Through the wonder of metamorphosis, a wriggling worm becomes a winged angel and so butterflies most often denote transformation or change. A butterfly tat need not be girly: a friend knows a tough boxer who sports a tattoo of one of Britain’s daintiest butterflies – the small copper.
10 Dreamcatcher
One of Miley Cyrus’s 14-odd tattoos, the dreamcatcher, is also sported by Zac Efron. According to Native American mythology, this is a protective covering for infants that stops the bad (in this case: paparazzi, scandal, stalkers) while letting the good (cash, fame, screaming fans) pass through. Urgh.

Well, the answer isn’t as simple as you may think. And in some cases, it’s simpler than you think. There’s no way of really knowing unless we speak with you, but here are some of the most common reasons we encounter as Relationship Coaches that a woman may not have that special man in her life.
High Standards
It’s great to have high standards. No woman should sell herself short and then be stuck in a situation she regrets. But, there is such a thing as having standards that are too high. What’s the difference, you ask? Well, normal standards look like this: “I want him to respect me, treat me right, and be honest and decent”. High standards look like this: “He better drive aLexus and have a job making six figures”. It’s good to have expectations. But ultimately, whether or not he’s a high earner isn’t going to bring you happiness or a stable relationship. Also, don’t let your standards get in the way of a good guy. Sometimes women will pass on a man, believing they can do better, only tosettle with a lesser someone years later. Always ask yourself if your standards are realistic. And more importantly, ask if yourstandards will nab you the man that will make you happy.
Negativity
This might be something to look at. Do you need to win every argument? Are youconfrontational or super defensive? Do you never give compliments, are always negative, or can’t be pleased? Believe it ornot, there are certain personality traits that will turn men off, no matter how gorgeous a woman is. If you always walk into a relationship like nothing he does is good enough, he will not stick around. And if, when you first meet a man, you’re not willing to engage him in conversationsabout his interests, he will also not stick around. You’re Going After the Wrong Guy

Not Listening
This goes for both men and women. Mostof us are very bad at listening. To listen isto devote your complete attention on the other person. If your attention is divided between what they’re saying and what you want to say next or how you want to respond, you will not receive everything he is saying. Listening is not about hearing. It’s about receiving. Information from the other person is coming at you in several forms. Spoken word is only a fraction of it. Pay attention to their body language, their tonality, eye contact, theirenergy, euphemisms, sarcasm, and the things they don’t say. There is too much being sent to you NOT to be fully attentive.
Location
Sometimes, you may be in a city or town and you just don’t click with the men you’re surrounded by. This happens too. Maybe you’re in a rural town and you like city guys. Or maybe you’re in a city but prefer a cowboy. In any case, you probably won’t be able to connect if you don’t have things in common. If you thinkthat you’re not getting along with the guys in your area, seek out a different area – go to different hang outs, different scenes. Explore. You may find that you’re more attracted to the type that goes to a lounge than goes to a bar.
You Don’t Take Care of Yourself
Believe it or not, men care about this. Notin the ways you think (we’re really not caring what brand your shoes are). But we do care if you take care of yourself. This includes things like wearing nice clothes, doing your hair, makeup, exercising, and even what you eat.
Now, you don’t need to go overboard – and it shouldn’t be a determining factor ina relationship. But if you’re wearing a sweatshirt and jeans without any makeup and your friends are doing a little something to make themselves appealing,most men’s eyes are going to go for thosegirls first. And it’s not that you aren’t appealing, but by the time he gets to you,he’s already taken by the girl who put in alittle extra effort. Also things like staying in shape. A healthy body is connected to ahealthy mind. Again, don’t go overboard –extra fat isn’t going to kill you. But makingsure that you don’t have five layers of fat will also help.
We lead people how to see us. If you takevery little care and interest in yourself, wewill follow suit. Yes, men are attracted to physical beauty. So are women. We are all visual creatures. If you don’t like what nature has given you, there is a large degree to which you can decorate your machine. Your body and your face are your canvas. Be its master, not its slave. Be kind and encouraging to it, rather than cruel and full of disdain.
You’re Still Hung Up On An Ex
Whether you’re still seeing him or still dreaming about him – the ex is getting in the way and leaving you with nothing but an empty bed. Sometimes the thoughts ofan ex will keep you from investing in another man. The ex will make you see other men as just a passing phase on the way back into the ex’s arms. Other times, the men you’re dating will catch wind thatyou’re still in love with your ex. If this is the case, many men will split before they get attached and subsequently hurt when you and the ex rekindle the spark (even if it’s just for the night).
Being Judgmental and Insecure
Most men do not care to be around women who are full of judgments about people and life. It’s negative, saps out thefun and motivates us to be on guard with what we say and how we act. The end result: We don’t feel free when we’re withyou. Hating on other women only reveals your insecurity and weakness of character. People say men are visual, and we are, but we are also discerning when it comes to character.
You Give Everything Up Too Easily
When you’re a teenager, you think the easiest way to get a man to stick around is to sleep with him. When you get a little older, you realize that isn’t necessarily thebest way. If you sleep with a man the firsttime you meet him, there’s a good chancehe may not call for a second date. Why? He may feel that he has gotten everythingfrom you that’s worth getting. By not giving him more than a kiss the first night you meet him, he will be encouraged to continue the pursuit. Also, when he finds it’s that easy to be with you sexually, he’ll quickly start to wonder how many other men found it to be just as easy. He will bedisinclined to start dating, thinking that you may find another guy to hook up with.
You’re Jaded
Whether you’ve been hurt or taken advantage of before, it’s yesterday’s baggage. It has no place in the present. When you put up your walls, we cannot see you and will lose interest quickly. Courage and confidence are sexy to everygender. When we have to watch out for things that may scare you or bring up badmemories, it sucks away energy we wouldput in to seducing and enjoying you.
The past is finished. Whatever happened is not happening now or anymore. If you are suffering from it, it is because you keep reaching back to the past to reflect on it.
Let it go. It is over.

Can you spot a husband prone to infidelity? If he’s unhappy with his wife, he’ll cheat, right? Not necessarily. According to a Rutgers University study, 56% of men who have affairs claim to be happy in their marriages. They’re largely satisfied with all they have and aren’t looking for a way out, yet they still find themselves in bed with other women-and in hot water with their wives. Here, experts explain this phenomenon and dispel other popular cheating myths.
Fact #1: Most men are still in love with their wives when they cheat.
Men who cheat haven’t fallen out of love; they’ve become unsatisfied with the current state of it. “Cheating usually occurs in the phase of companionate love,when couples begin to settle down, have kids and solidify the life being built together,” says clinical psychologist AndraBrosh, PhD. While they’re fulfilled in someareas, like being a provider, the romance may be missing. “We more often think of women complaining about a lack of romance, but men feel it, too,” says Dr. Brosh. “They frequently suffer in silence, believing they can’t get what they want from their spouses.” To avoid this in your marriage, plan nights out together, set aside time for sex and discuss hopes and dreams–not just workdays and your son’s last soccer game.
Fact #2: Men usually cheat with women they know.
Cheaters don’t generally pick up random women in bars. “My first husband cheatedon me with a childhood friend,” says Diane* from New York City. “His family was close to her family, so they never losttouch.” Intimacy expert Mary Jo Rapini explains, “A lot of women think that all cheating women are floozies-not true. Therelationships are usually friendships first.” In fact, more than 60% of affairs start at work, according to Focus on the Family. Agood idea: Make sure your husband feels more connected to you than to his business partner. “Spouses go to work, take care of their kids and do separate things at night. That has to stop,” says Rapini. She suggests always going to bed at the same time and cuddling.
Fact #3: Men cheat to save their marriages.
“Men love their spouses, but they don’t know how to fix their relationship problems, so they go outside their marriages to fill any holes,” says licensed marriage and family therapist Susan Mandel, PhD. Men want it all and have theskewed notion that another woman will make the longing for something more disappear. Then, they can live happily ever after with their wife–and their mistress–without confronting the real issues.
Fact #4: Men hate themselves after affairs.
You may think of cheaters as men withoutmorals, but while they may like what they did, they tend to despise themselves after their indiscretions. “If he putshis ego to the side, he’ll feel like a piece of garbage,” says relationship expert Charles J. Orlando, author of The Problemwith Women…Is Men. “After all, he’s betraying another human being who he claims to care about, so that takes its toll on every part of his psyche.” A cheater can feel as though he’s failed as a man.
Fact #5: Cheaters often get friskier with their wives when affairs begin.
Just because a husband’s touchy-feely doesn’t mean his marriage is on firm footing. “When a man starts cheating, he becomes hyperactive sexually,” says Rapini, explaining that his sex drive has been awakened, and his wife is still the one with whom he feels most comfortablesexually. If you notice a sudden change inyour husband’s sex drive, it should raise ared flag. Be on the lookout for the switch to flip off again. “After the affair is solid, he may begin to pull away,” says Rapini.
Fact #6: Women cheat just as much as men, and their affairs are more dangerous.
An Indiana University study shows that men and women cheat at the same rate. But “the reasons the sexes cheat are different,” says Orlando. He explains women are more likely to cheat for emotional satisfaction. “Online cheating–without any physical contact–is the most damaging type of infidelity,” says Orlando.Becoming emotionally invested in another person means you’ve likely checked out ofyour marriage. But if it’s just sex, it’s less about attachment and more about a hurtful mistake.
Fact #7: A wife often knows her husband’s cheating.
How could Tiger Woods’s ex, Elin Nordegren, and Arnold Schwarzenegger’s ex, Maria Shriver, not have known what their high-profile husbands were up to? They probably did, but couldn’t bear to acknowledge it. “At one level, I knew, butmy denial was so strong,” says Lily* from Toronto, Canada. “The pain, had I accepted it at that time, would have been too horrendous, so I had to process it slowly.” According to Dr. Brosh, the jilted celebrities were likely doing the same thing: choosing what they could live with for the sake of their kids or to avoid humiliation and the fallout.
Fact #8: A couple will never work it out when the husband is in the midst of an affair.
They could agree to work on things, but itwon’t matter. If he’s still in the throes of ahot, new romance, nothing a woman doeswill drag him out of it. “He’s got such positivity happening, without all the drama that exists in the established relationship,” says Orlando. Three international oil companies (IOCs) – Shell, Total and Eni (Agip) – have raked in $2.569 billion (N411.04 billion) from the sale of a jointly held stake in seven oil blocks within the last two years.
The multinationals were said to havesold a 45-per-cent stake in the seven oil concessions in five transactions.
The oil blocks, which are now operated by the Nigerian Petroleum Development Company (NPDC), the upstream subsidiary of the Nigerian National Petroleum Corporation (NNPC), were acquired by local companies alongside their foreign partners. They are Oil Mining Leases(OMLs) 3, 38, 41, 26, 42, 30 and 34.
Prior to their sale, NNPC was the majority shareholder with 55 per cent equity in the joint venture. Shell Petroleum Development Company (SPDC) was the operator of the joint venture with a 30-per-cent stake; Total Exploration & Production (Nigeria) Limited – 10 per cent; and Nigerian Agip Oil Company (NAOC) – 5 per cent.
But following growing attack on their facilities by militants in the Niger Delta between 2007 and 2009, the IOCs embarked on a divestment programme to sell some of their onshore assets in the region.
With the sale of the blocks by Shell and its partners, reserves of about one billion barrels of oil equivalent (bboe) had been transferred to localoperators.
Seplat Petroleum Development Company, in partnership with French-based Maurel and Prom, paid$386 million to acquire OMLs 3, 38 and 41, while First Hydro Carbon Nigeria, alongside AFREN as foreign partners, bought OML 26 for $148 million.
Neconde Energy Limited and its foreign partners, Kulczyk Oil Ventures, paid $585 million for OML 42, while OMLs 30 and 34 were acquired by Shoreline and Niger Delta Exploration and Production Plc(NDEP) at $850 million and $600 million, respectively.
Shoreline was partnered by Heritage, while NDEP acquired its block with the Petrolin Group.
Managing Director, Oando Energy Resources Limited, Mr. Pade Durotoye, who gave the details on the acquisitions at the 19th Africa Oil Week in Cape Town, South Africa, noted that there had been anincrease in divestment by the IOCs through bilateral agreements with indigenous companies and government bid rounds.
Durotoye believed that the divestment by the IOCs presented local companies with better opportunities in the upstream oil and gas sector.
He recalled that the Marginal Field Reform Programme of 2001 (which had helped in making this feat achievable), was initiated to encourage IOCs relinquish fields thathad proven but undeveloped reserves for 10 years.
According to him, “Favourable termsgranted to local companies will make previously non-profitable projects profitable.”
For instance, he pointed out the indigenous tax and royalty rate of 50per cent, as against the 85 per cent applied on non-indigenous operations; sliding-scale royalties to government driven by production; and sliding-scale over riding royalties to original field owners.
Durotoye disclosed that Oando’s upstream portfolio consisted of nine assets in the Gulf of Guinea, which are at varying stages of production ranging from exploration, development and production.
The nine assets, according to him, are operated in partnership with indigenous and international partners.
He added that it had two assets withcurrent production capacity of 5,000barrel of oil per day (bpd)
The company’s nine assets include: the Abo field in OML 125; Ebendo field – OML 56; Qua Iboe field – OML 13; Akepo field – OML 90; and Block 5 in the Exclusive Economic Zone (EEZ) of the Democratic Republic of Sao Tome and Principe.
An industry source revealed that the Akepo Field is under development and is expected to hit oil by March 2013, which when combined with the capacity of the other producing assets would put Oando’s production at between 12,000 and 15,000 bpd.
But when THISDAY contacted officials of Oando to confirm this, they declined comment.

Probes management of ecological funds

The House of Representatives Committee on Public Accounts has summoned the Accountant General of the Federation, Mr. Jonah Otunla, overan alleged N81.9 billion revenue shortfall in the 2006 Appropriation Act.
It has also summoned the Secretary to the Government of the Federation (SGF), Senator Anyim Pius Anyim, and the Permanent Secretary in charge of Ecological Fund in the Presidency.
Also summoned is the Permanent Secretary in the Ministry of Environmentand the Director of Finance in the Officeof the Secretary to the Government of the Federation. The quartet are to assistthe Public Accounts Committee in its investigation into the management of the Ecological Fund in the last ten years.
Chairman, House Committee on Public Accounts, Hon. Solomon Adeola, disclosed this at the weekend, in a chatwith journalists. The Accountant- General, Adeola said, is expected to offer explanations on the shortfall in therevenue that accrued to the Federation Account in 2006. He is to appear unfailingly, alongside all the concerned revenue collecting agencies in respect of all pending issues in the 2006 budget.
The Accountant-General is also to ensure that all the agencies appearing alongside him provide all the necessary documents that will unravel the mystery surrounding the revenue shortfall.
The probe of the Ecological Fund, Adoela said, followed complaints in the Auditor-General’s report of non-specific reflection of special funds in the Financial Statements of the Federation Account.
Otunla has, therefore, been directed to furnish the committee with detailed documentation in relation to the share of the Derivation, Ecological Fund, Stabilisation Account and three per centDevelopment of Natural Resources Fund from 2003 to date.
Adeola said the information, should state clearly the monthly receipts, sources, disbursement made therefrom, list of beneficiaries, and available balance.
He said the committee was also interested in seeing a copy of the Presidential Modification Order that conferred the powers on the President to manage the Stabilisation Account.
