So why did the writter of Hebrew says Jesus Christ the same yesterday, today and forever more?

Because his word cannot change. His word in the context of all these scriptures you quoted, is like a natural law, it does not change.
However, that doesn't mean that God cannot change his mind in certain situations. He reserve the right to change his mind over anything anytime the situation deem it fit to do so
He can even alter his natural laws just to achieve a particular aim, after which there will be no repetition of such thing again.

For instance, we have read in the bible how he parted the red sea for the Israelites, how he caused the sun to stand still in a battle during the time of Joshua and how he changed his mind and decided to give King Hezekiah extra 15 years to live (Isaiah 38:1-5).
