In my country, take them to veterinarian clinic and check their health is first. Vaccinations, neuter, spay is common.
I think your cats still cautious about you. You need take time. Cats also need time for make sure if they are in safe with you or not.
So Please don't make them afraid. Make loud around them is not good. Try to make them remember your smell and voice little by little. Please don't try to put your hand from upside now when you wanna touch them. And when looking at each other without blink is making them feel like you are threatening them.
You can know their feel or mood from their cry, behavior, even tail.
I'm not veterinarian. So I can only share with you is what I know about cats and from my experience. But if I can help you, I'm so glad

Very difficult to judge their health condition from internet. Pictures and videos are not enough. Only owner of pet can know what really happened with them. Please take good care of your beautiful girl

However, they are scared of me and always hiss and spit when I try to approach. I don't want to get bitten or scratched, so I keep my distance. (Is there anything I can do to get them closer to me). Cow's milk? If you giving them cow's milk now, Please don't give them. Some foods is like poison for cats.

More like stagnating birth rate rather than declining, its TFR (total fertility rate) has been stuck below replacement from freaking 1970s at 1.4-1.5, which is its ratio now. It declined temporarily from 1.4 to 0.9 (!!!) during the economic bubble period in early 1990s though.

I'm under impression that they like it that way, because language school students don't cost them anything. It's even the students who pay through tuition fees, not mentioning many try so hard to get to Japan by paying (or owing) a lot of money through middlemen/agents.

To your questions: I compared Japan to those countries because Japan's economy can be compared to them including patents' applications, trillion dollar companies and status in the global community. I didn't say Japan should copy America's working lifestyle but like Majisuka said, having the US style PhD study in Japan will endear many bright students to Japan. Currently, the vast majority of foreign students are in language schools not degree awarding tertiary institutions. Also, in the Amazon link I posted, the author explains why institutions in the US have been consistently the best because she attracts the best and brightest. This is evident by the disproportionate number of American schooled winners of the Nobel, Fields Medal, Wolf Prize, Abel Prize etc.
Furthermore, the birth rate in Japan is plummeting rapidly and according to a recent study published in the Lancet, by the end of this century, Japan's population ditto Spain will be reduced by 50%. If Japan is to sustain her strides in development, science and technology admist the competition from Korea, China, India and in the future Indonesia, she has to change her educational system to attract talents. Prior to Covid-19, some universities merged due to declining students' applications as a result of low birth rates. With Covid-19 and remote working and studies, more universities will either close or merge especially those in hinterlands. Lest I forget the debt levels of the government and low population of young people to pay it forward as regards to the pension system.

NaotoKan: You're right... I've checked salaries in Japanese companies and boy! They are low say compared to Germany or the UK - countries with similar size of economies. Don't you think these reductions have to do with the debt level of the country? Although, the US has a higher debt level but the way her universities are structured differs significantly from other countries even in the EU. Another reason could be developed Asian countries' antipathy towards foreign talents in higher education. Singapore is the exception here because of the benefits she accords to foreign scholars.
Please I like to know why compared with Germany, UK, USA etc? Japanese should compared with them? Japan should copy their working style, school life etc?

In all seriousness, the government of Japan should invest more on handing out more merit-based scholarships in legit universities to attract more brilliant talents. They also need to reform their archaic graduate-level higher education system to akin to that of Western counterparts, i.e. paying PhD candidates and giving more funding to labs with more international students and professors with global research experiences in other technologically-advanced countries. Recently, instead of enacting sensible reforms they are shooting themselves at their feet, the worst of them is abolishing and stopping almost all government-sponsored scholarships for international students. If you pay peanuts you get monkeys, aside from turning away talents, the graduate students are becoming less and less productive because they have to split their attention to part-time jobs. Instead of attracting top talents, vast majority of the international students here are language school students who spend most of their times in unproductive jobs.

What i am even hoping for now is to find a vet house i will take it to that will monitor and treat her till she gets well

I wonder that wash hand, gargle throat, wear mask etc is like routine in Japan since long time. Many places like hospital, supermarket,bank etc already had hand sanitizer before this virus. Whenever you go, you can use it free. Japan already have many type of sterilization items for hand, kitchen, toilet, clothes etc before this virus. Yet this virus is spreading in Japan

Police didn't realize he was actually attempting to eat her, even though he bit off a piece of her flesh. Sagawa, who is 5-feet-tall, later told Vice he was obsessed with taller "Western" women.
At 32, Sagawa went to study literature in France, even receiving his Ph.D. It was there that he befriended a classmate, a 25-year-old Dutch woman named Renee Hartevelt.
The friendship proved deadly for Hartevelt as one night in 1981, Sagawa invited her over under the guise of working on a poetry assignment but ended up shooting her in the neck and eating various parts of her body over a two-day span.
He attempted to dump the leftovers of her body in a lake nearby but was caught in the act. He was held in police custody for two years before being deemed legally insane and deported back to Japan. Once in Japan, he was declared sane by psychologists and signed himself out of the mental institution where he was being held. He currently lives as a free man in Japan.
