The civil service is a shadow of itself now. Senators amd reps are bribed to shoot up budgetary allocations to ministries and agencies with the promise of juicy contracts they will either sell to third parties or they collect the money and never do the job. Guess who does oversight function to those agencies and ministries? Same people who pep up the budgets in the first place.

Nigeria is in real trouble and I hope wise counsel prevail in the country.

Hectares of land belonging to Koko indigenes reportedly acquired for the proposed Delta Gas City Project four years ago is now the bone of contention following Federal Government’s relocation of the $16 billion Export Processing Zone (EPZ) project to Ogidigben in Warri South Local Government. JOE OGBODU reports.







Indigenes of the ancient town of Koko in Warri North Local Government Area of Delta State are angry following the relocation of the $16 billion Export Processing Zone (EPZ) project from their land.

The people say that the large expanse of land which was allocated for the project has been denied them since the project was moved, and vows to recover it from the Federal Government. It would be recalled that four years ago, the Federal Government had proposed Koko for the project, but later moved it to Ogidigben, inWarri South Local Government Area over some unclear reasons. ( who doesn't know Tompolo dared jonaTAN the chicken-livered caricature of a president to step his foot in Delta to launch the project last year)

[/b]Daily Times observed that there has been some disquiet between the Ijaw and Itsekiri over who should be in charge of the project since the relocation to Ogidigben, The people of Koko had applauded President Goodluck Jonathan and Governor Emmanuel Uduaghan when news of the project was first broken to them.

The development prompted the Olu of Warri, Ogiame Atuwatse II, to appoint 93-year old Chief Victor Nana, the grandson of the famous Nana dynasty as his representative in Koko. Also the monarch had showed his appreciation by personally thanking Governor Uduaghan and President Goodluck Jonathan for siting the proposed project in his domain. [b]But the joy of the monarch and his people was short lived following the relocation of the project without prior information.

Our correspondent in Warri reports that the people of Koko are angry that the project has been allegedly traded off by some people, and have put bulk of the blame on the Governor Uduaghan. “We were taken aback when word reached us that the Federal Government has reneged in the agreement with us which made us to relinquish our land for the project”, Chief Nana told Daily Times.

According to the nonagenarian, the turn of events came two years after the community had relinquished more than 3,000 hectares of land for the proposed project. “My people have spent so much to ascertain the essence of why the project should be moved out of the community, but the matter seems to be shrouded in utmost secrecy.

“Now we are saddened by the development, more so, as no one could fathom the truth of the matter except a claim by the Federal Government that the Koko River was too shallow for the project, a claim which was debunked by marine experts”.

Daily Times gathered that one of the reports was the findings of a firm of private consultants which the community hired to verify the depth of the river, while the second came from experts attached to the Nigeria Ports Authority, (NPA).

Nana said further, “Both reports debunked the Federal Government’s claim of the river’s shallowness, especially because one of the reports allegedly relied on what happened from 1972 to 1973, when the biggest cargo carrier ‘African Carrier’ sailed through the Koko River and berthed at the port.”
Both reports left the people with no other conclusion than that the relocation could only be due to political reasons; but who to blame for the supposed trade off ?

“We are not happy that the project has been moved to Ogidigben. I hope the Federal Government will reverse its decision and move it back to Koko, more so, as communal crisis has already engulfed the proposed project site”. The Vice Chairman, Koko Community Management Authority (KCMA), Samuel Asorkpinimi and the Chairman of Education Committee of the Community, Mr Mike Eyide spoke on the removal of the project to another community.

They corroborated the allegation of Pa Nana, calling on the Federal Government to take steps to bring the project to Koko to assuage the poor condition of the people, most of who are peasant farmers and fishermen. “Let the government learn from the Ogbe-Ijaw and Ogidigben crisis of 1994, which devastated several communities in Ijaw and Itsekiri land.

“They should not wait until a similar thing happens before they do the right thing: bring back the project to Koko now,” Eyide said. The two told our correspondent that youths of the area have been angry following the relocation of the project, and this is compounded by the fact that the community land has been taken away from them and nothing is being done to revoke the Certificate of Occupancy(C of O) already issued.

“We are a very peaceful community. We had to maintain peace when we heard of the movement of the project because we felt no need to yield to provocation,” Asorkpinimi said. “It is our desire that the federal and state governments revoke the Certificates of Occupancy (C of O) which the state government issued to the contracting company that was to be in charge of the EPZ project in Koko because it was alleged that the company was using the certificate to obtain loans from banks.

“It is a big land of 3,000 hectares. We want it back; since we did not get the project, we can resell the land to develop our community. On the alternative, the Federal Government should bring back the project. It is bound to bring much economic development. It is not safe to where it was taken. In fact, the project is sitting on keg of gun powder”.

Eyide warned: “Let no one play politics with the project, no single individual or group can be greater than a whole community or the Federal Government.” [/b]If the project is in Koko, [b]the benefits will spread to neighbouring Ijaw and Itsekiri communities and even beyond, so why taking it to a crisis ridden area? Both lamented the underdevelopment of the area. Pointing out that the community still lacks good access roads, as well as government primary and tertiary institutions among other basic amenities.

“Let me add that our children have been trekking a distance of seven kilometres to school,”Asorkpinimi pointed out. “We need lower and higher institutions of learning in Koko. We are currently building a primary school through our effort. Even the governor has praised our efforts when he came to see it.” The people however commended the state government for some road projects under construction in the area and implored Gov.Uduaghan to ensure their completion.

“The state government should try and complete the Koko/ Ogheye Road, and expansion of the Koko/Ugbenu Road. We demand these infrastructures because the College of Education, Warri, has graciously granted a study centre in Koko and the community has sponsored 96 students, paying their tuition fees. A batch of the students graduated in November, last year.” They also appealed for job creation for their teeming youths who have been jobless since the Koko Port became moribund; adding that lack of electricity supply in the area is one of the major challenges confronting the people.

“Our youths need employment. Many of them are jobless, and to compound the situation, we have power supply challenges here. This has been hampering the businesses of our people, especially in the past two months.”

The Independent National Electoral Commission (INEC) in Ogun state have given details of the “alien” Permanent Voter Cards that were said to have been brought to the state by Governor Ibikunle Amosun.

It would be recalled that last week Amosun accused the commission of bringing over 600,000 PVCs whose owners were not resident in any part of the state. The governor maintained that the commission was out to disenfranchise many residents of the state from participating in the forthcoming general elections.

Addressing members of the Committee for the Defence of Human Rights (CDHR) Ogun State chapter who staged a peaceful protest to the INEC office in Magbon area, along IBB Boulevard, Oke Mosan, Abeokuta Monday morning, the Administrative Secretary of the Commission, Dickson Atiba explained that the cards are not aliens but for those who were residing in the state during the 2011 election but has since relocated.

“There are no alien cards in Ogun state. Those cards that the governor was referring to alien cards are meant for the state. Ogun state has the largest number of institutions and some students who were here before and have completed their studies and some security personnel’s who have been transferred out of the state have their cards lying fallow with us here, who will collect it on their behalf?.

“As at the time the governor was here last week, the number was around 600, 000 plus but as we are speaking now, the number has reduced to 573,236. These numbers are those that are yet to be collected and we are not sleeping over it. We even received about 21 cards meant for Edo state and we have since returned them.

“I have instructed all the electoral officers across the state to forward the names of those that have not come to pick their cards and we will compile them and paste them at every local government area. This will hasten people to check their names and once it is there, their cards will be given to them without much stress,” Atiba narrated.

He however promised that all the remaining voter cards meant for the people of the state will be delivered before the end of this month.

Atiba revealed that Ogun state has 1,795794 voters, and the commission had so far received 1,368,875 voter cards with 795,962 distributed which amounted to 56.7 per cent but on the basis of total voters number, the percentage will be about 44 per cent.

The CHDR marched from Kuto roundabout to the office of the INEC protesting the lackadaisical attitude of the commission towards the distribution of the PVCs in the state.

The human right group marched with placards reading various inscriptions like; “INEC, Give us our PVCs or face the wrath”; “Jega release Ogun PVCs”; “Don’t destroy democracy,release our PVCs”; “On March 28, April 11, we stand”; “Jega ,don’t deny us our voting right” among others.

Speaking earlier, the CDHR Chairman in the state, Comrade Yinka Folarin declared that they have no confidence in the Prof. Attahiru Jega led INEC to conduct free, fair and credible election in the country.

He said they are out to exercise and agitate the right of the good people of the state and as well reject what they referred to as ‘fabricated figures’ given to some states under insurgency threat.

“We have come to INEC office to exercise and agitate our right. We have come to ask INEC what is the sin of our people that it didn’t release our PVCs and to express our displeasure over the satanic agenda of Jega to disenfranchise the good people of Ogun state,” he said

The running battle between Nigeria’s World Boxing Federation, WBF, cruiserweight boxing champion, Bashiru Lawrence Ali, a.k.a. Bash Ali (OON) and the Managing Director of NEXIM Bank, Robert Orya has landed the Edo State-born pugilist in Kuje Prison in Abuja.

Bash Ali has several times alleged that Orya demanded a bribe of $10 million out of the $30m which President Goodluck Jonathan had asked the bank to release to the Local Organising Committee, LOC, of the Guinness Book of World Records fight which the boxer plan to stage in Nigeria.

Bash Ali said: “On Wednesday, 18 February, NEXIM Bank’s Executive Director, Customer Service, Bashir Wali invited me for a chat, while waiting, the MD, Robert Orya, who on 6 May 6, 2014 asked for a private chat which I turned down drove in, saw me and members of the LOC and ordered security to beat us up. The security men broke the head of our driver and damaged the vehicle.”

According to the boxer, he and some members of the LOC were arrested by the police and taken to the Federal Secretariat Command of the force in Abuja and were later transferred to the FCT Command before being finally taken to SARS on the same Wednesday.

“On Thursday we were arraigned at the Magistrate’s Court, Cotonou Street at Wuse Zone 6. At the end of the proceedings the Chief Magistrate agreed to grant me bail of N1 million with surety of a Level 10 Federal worker, which I refused. This forced the police to remand me at Kuje Prison till 4 March when the case will come up again.

“Fellow Nigerians, is this how we will allow corruption to continue in our dear country?” said Bash Ali through a text message he sent out at the weekend.

P.M.NEWS Sports gathered from a police source that Bash Ali is being tried for criminal trespass, obstruction in public way, wrongful restraint and criminal intimidation, contrary to Sections 79, 85, 348, 194, 266 and 397 of penal code.

The source said that Ali was arrested on Wednesday at about 2p.m after one Mr. Bisong Peter of NEXIM Bank reported him at the Central Police Station. He was arrested alongside five others when he trespassed into the premises on the bank, using a bus to block the entrance into the building, thereby restricting staff from getting into their offices.

When the bokos were bombing police stations and graduated to bombing churches, mosques, markets and bus stations, were people not shouting that GEJ should take action? He and his army chiefs were watching as blood flowed, and millions displaced, as the terrorists were capturing towns and villages. Where was he when school girls were abducted by the terrorists? Now because of election he is just realizing that the bokos should be seriously dealt with? What about the thousands of souls lost? Will they be brought back to life? What about properties destroyed? Which father will see fire outbreak in his kitchen and look the other way, saying is not serious - waiting until it engulfs the whole house? Jonathan is not fit to be a leader. Thank God, it wasn't a full fledged army that attacked Nigeria. My take from this interview is that Nigeria was ill prepared and ill equipped to mount serious counter attacks against Boko Haram. Which leaves me to wonder and ask, "What in the world happened to all the billions of Naira budgeted for the Armed Forces? Somebody has a lot of explaining to do. One thing is to underestimate the potency of Boko Haram, the other is to react ferociously when the threat is confirmed to be real. But the President could not react in a timely manner, because he lacked sufficient weaponries to wage a protracted battle with the Boko Haram insurgency. In this eye opening interview, he acknowledged that Nigeria had to wait to procure weapons which to me is a dereliction of duty, and the lack of understanding he showed on this issue signifies someone who is detached from realities and someone who did not quite understood the magnitude of being a commander-in-Chief of the Armed Forces, and what the responsibilities entail. For six years, this administration risked the very sovereignty of this Country, by their collective failures in protecting and preserving our territorial integrity. What if Boko Haram was a sovereign nation who decided to invade and wage war against Nigeria? I am afraid, with the degree of our preparedness or the lack thereof, which has been exposed to the whole world to see, Nigeria would have been ran over before we knew what hit us. Maybe it's just me, but I've just read is a treasonable offense for a sitting president to sit back and watch a portion of his territory being decimated by organized armed attacks by loosely renegades, is unconscionable and reprehensible. I don't think the delay was a calculated act. The truth is that Nigeria was never prepared for an attack from anywhere which is a dangerous precedent to set. A country should be prepared at all times just like the Boy's Scouts. Mr. President, your actions are not excusable. You must lead, and that's what leadership is all about.

As someone who once enthusiastically supported President Jonathan, his eleventh hour conversion to take the fight to Boko Haram is just what it is - a cynical and desperate attempt to save his shaky re-election bid and INEC seemed to have played along. Unfortunately for him, his issues with the Nigerian voters are multi-faceted. He still needs to render account of his stewardship on the economy and infrastructure among others. After four years of perfidy and vacillation, Nigerians need a leader they can trust. By the way, I thought they boasted a while back that Abubakar Shekau had been killed. Innocent Nigerians have been victimized for far too long by both the government and Boko Haram and they just need to be allowed to live in peace.

Lagos (AFP) - Nigerian President Goodluck Jonathan said he underestimated Boko Haram Islamists who have overrun swathes of the country's northeast and defended an election postponement in an interview published Sunday

Jonathan, facing a tight re-election bid against ex-military ruler Muhammadu Buhari, has faced criticism over the vote delay, which critics argue was designed to give him time to shore up his campaign.

The military pushed for the six-week delay eventually granted by the electoral commission to allow it to secure the country for the vote, though Boko Haram's insurgency has raged for six years.

Presidential and parliamentary elections are now set for March 28.

"Probably at the beginning, we, and I mean myself and the team, we underrated the capacity of Boko Haram," Jonathan said in an interview with influential newspaper ThisDay.

He said that the military has recently acquired more arms and ammunition to do battle with the Islamists, vowing that their suppression and the capture of the group's leader were near.

"God willing, we will catch (Abubakar) Shekau before the elections," he said.

Asked why six more weeks would make a difference in the years-long conflict that has killed more than 13,000 people, Jonathan said the military could make reasonable progress in that time.

"We are not saying we must finish Boko Haram to conduct elections, but we should get to a point where they will not cause havoc if they make an attempt," he said in the interview.

"My belief is that by 28th of next month, when the elections will be conducted, Boko Haram may not even be in a position to attack any town, God willing."

Nigeria's military authorities on Saturday claimed to have recaptured the fishing town of Baga from the Islamists, more than a month after it was overrun in what is feared to be the worst massacre of the six-year insurgency.

There was no independent corroboration of the claim, as thousands of Baga residents had fled the town after Boko Haram attacked on January 3 and hundreds, if not more, were killed in the following days.

Over one million people have been left homeless since 2009 as the rebels try to carve out an Islamic state in northeastern Nigeria.

The Islamists have recently extended their violent campaign into nations neighbouring Nigeria's northeast as regional forces pursue them.

BUHARI was to run on his CPC ticket but drop pastor Tunde Bakare as running mate while ACN producetherunning mate. The coalition talk reached advanced stage with Ribadu compelled to step down and he voluntarily did don't know where your story of sell out came from! Buhari later reneged on the drop Tunde Bakare deal based on his feelings that he had done a lot to convinced him to take the ticket and the influence of some forces he didnt like associating with telling him what to do made him decide to forgo the coalition.

The ACN was in limbo and Ribadu wasn't convinced any more to run hence the ACN had technically withdrew from the race. So that rumour of sell out was figment of imagination of some lousy journalists. ACN had no agent or monitor at the poll for the presidential election in virtually all states of the federation aside Osun where aregbesola still wanted to show his displeasure to.the last minute withdrawal of Ribadu.

2) APC putting up candidates you don't like? The Presidential nomination form of the APC was open and sold to anyone who wished to enter the race to contest. It is stupidity and lazy thinking to accuse the party of picking its candidate from a particular lot when everybody had a chance to buy the form. It is not APC's fault that Obama and Cameron didn't buy the form, even you had an opportunity to buy the form and contest if you wanted to. The party didn't do like PDP who printed just one presidential nomination form.

The APC which seems to be the main opposition to the PDP in Nigeria has for sometime now been vigorously pushing for the ousting of President
Jonathan and his administration in the next general elections and they will need the votes of the general public. They’ve been doing some convincing to the people who are undecided, now regarded with the somewhat derogatory term of “fencist”. Right now, I find myself sitting down wondering about some important issues. My questions are based on these points.

Body Language: In the last Presidential elections, the APC (or if you like ACN) had a candidate to run against the president and just hours before the election, they allegedly dumped him for reasons best
known to them. This singular act shows them as unserious and some might even say they are just in the race for running sake. In my opinion, the greatest damage done by that singular act was to their supporters and of course the candidate, AIG Nuhu Ribadu (rtd). After all the resources and funds put
into a campaign you chicken out in the end and leave your people to dry? It speaks volume as they have set a precedence of them being unserious.

Candidates: I am not comfortable with some presidential candidates the APC brought. Buhari, Atiku etc are not what I will call presidential materials either based on past mismanagement of funds or being a dictator to human right abuses. Why not others? How come more people are not opting to contest and seek office? Must we be saddled with the same old people? Yes we know people like Kwankwoso and Rochas contested in the primary but still it was evident from the start that it was a battle
between Buhari and Atiku. Atiku was third (which remains a shocker)

Insecurity: This is another problem. We all admit that this is a problem for all Nigerians but has the APC done enough to fight it? Have they shown support towards fighting this scourge that has left thousands dead, about a million displaced and also
fear in the heart of a lot of Nigerians? What has the APC done to support the fight apart from endless criticism? Have APC brought out or proffered solutions to fighting this? The killing of members of the NYSC in the North after the elections comes to mind. Some may say that most of the perpetrators were CPC supporters but they have joined the ACN
to form APC, so APC should please answer. Statements: This is another point that has been scary (well to me). A lot of statements credited to top members of the APC has not been confortable ones. I find it careless and annoying the statements I hear and sometimes, I fear they can cause war.
Notable amongst these statements is the threat by the Director-General of their Presidential campaign, Governor Rotimi Amaechi that a parallel government
will be formed if they lose. Does anyone remember that this kind of action led to the arrest and detention of Chief MKO Abiola?

Political Prostitution: It is difficult seeing a candidate scream XYZ today and tomorrow screams ABC. Most of the members of the APC were once in the opposition which they labelled as thieves and
corrupt. Look at the case of Ekiti where Segun Oni joined the APC. That is a move that shocked even me because everyone remember the propaganda war he had with Fayemi before the courts declared in Fayemi’s favor. Endless Criticisms: Okay so the APC plays the role of an opposition party well. Yes they know how to criticize everything this administration does when
campaigning but is that what their campaigns are about? I am tired of hearing what the other guys are going, what do you have for us. When you criticize, you need to also give solutions so you don’t seem to be just doing it because you can or because you are against them. The APC and PDP are both agents of Nigeria’s development right but how about saying what the government is doing right and then when you say what they are doing wrong, tell them what they should have done.

Future Plans: What does the APC have for us? What are their ideas, what will they do about security, poverty, electricity, mortality rate. Education etc. No one is talking about this or they are not talking about it enough. It seems to be a case
of making a lot of noise but not really saying
anything.
