In considering the memo, President Goodluck Jonathan and Akpobolokemi chose GWVSL as the preferred company for the 10-year concession agreement, renewable for two terms of five years each. Jonathan, in a memo dated 9th November, 2011, with reference number PRES/99/MT/61, approved Akpobolokemi’s memo, which the Federal Executive Council rubber-stamped on 5th January, 2012. According to Akpobolokemi, GWVSL “will provide platforms for effective policing of Nigeria’s maritime domain and ensure compliance with international maritime conventions on vessels and ships voyaging the country’s waters”. NIMASA maintains that the concessionaire would help the Federal Government to enforce the sabotage law and collect levies on its behalf. Malam Garba Shehu The director of media and publicity of All Progressives Congress Presidential Campaign Organisation (APCPCO), Malam Garba Shehu has accused the Nigerian Maritime Administration and Safety Agency (NIMASA) of being behind “dirty campaigns” of hate against the APC presidential candidate, retired General Muhammadu Buhari and his family as aired in the recent documentary by AIT and NTA. In a statement yesterday, said that the organisation has evidence and has confirmed that NIMASA was indeed the sponsor of all the documentaries against Buhari on AIT, NTA and several other media platforms. The development, according to Shehu, contravenes the NIMASA Act, Public Service Regulations, and the Electoral Act 2010 as amended. APCPCO said if the claims were to be true by the Joint Committee, disciplinary action should be taken against the agency and its leadership. “It is a well known fact that the Director General of the Agency, Mr. Ziakede Patrick Akpobolokemi was President Goodluck Jonathan’s and a well-known ex-militant’s errand boy. He was appointed there for the sole aim of satisfying an ex-militant’s camp, an assignment he has carried out well to the satisfaction of those who put him there through the award of a concessionaire phantom PPP project. Police in Delhi arrested four men on Friday in connection with the alleged gang-rape of a Nigerian woman in a moving car, the latest in a series of sex attacks in the Indian capital. The 35-year-old, who has been staying in India on a tourist visa, told police the men kidnapped her after midnight on Friday morning outside a popular shopping mall in New Delhi’s Saket area before bundling her into a car. They then drove for around half an hour, during which time the alleged gang-rape took place, before pushing her out of the vehicle. The woman, who cannot be named, was finally rescued after a passerby spotted her on the side of the road in Mayur Vihar, around 20 kilometres (12 miles) away in east Delhi. “We have received a complaint from the woman and investigations are ongoing,” Delhi police spokesman Rajan Bhagat told AFP. “We have filed a case under relevant sections.” Bhagat said the four men arrested were Indians, and the car allegedly used had been impounded.
