Polytechnics are not under FCSC. Eg, u hear people working under ministry of finance, education, environment, etc, office of accountant general, office of auditor general, etc.

Those agencies under those ministries are not included. Here he said core ministry, that is directly in the ministry not its agency.

Simply put, those offices their Oga-at-the-top is called permanent secretary they are the people under FCSC
