Politics › See Bakare Comments On Ile Ife Riot by phemmie06(op): 7:00am On Mar 27, 2017
Ademola Oni
The Serving Overseer of the Latter Rain Assembly , Lagos, Pastor Tunde Bakare, on Sunday, condemned the mode of arrests in the aftermath of the clash between the indigenes and the Hausa community in the ancient town .
Speaking in Lagos during his sermon at the Latter Rain Assembly , Bakare described as “ an abuse ” the arrest of some Yoruba as suspects in the clash and the justification of the arrest by the police.
The police had paraded 20 suspects of Yoruba extraction in Abuja last week , alleging that they masterminded the riot in the town on March 8 , where 46 persons were reportedly killed.
Police spokesman , Jimoh Moshood, who conducted the parade, did not , however, give reasons why no Hausa, who were involved in the clashes , were arrested as suspects .
The Inspector -General of Police, Ibrahim Idris , justified the arrests , which some Yoruba groups and individuals had described as one-sided and unacceptable .
But Bakare , stressing the importance of justice and equity in nation -building, wondered what could have informed the arrest of members of a party in the crisis, leaving out the culprits on the other side .
“If there is a fight between two people, you don ’t arrest one person and leave the other. What you do is to arrest the two and let the law takes its course. To arrest one party and leave the other and even go ahead to justify it is an abuse .
“No one should be allowed to promote ethnic agenda in the country . That is not the way of righteousness,” added the cleric, who spoke on ‘The raising of a model leader’.
Bakare equally accused those he described as “ sons of disobedience” around President Muhammadu Buhari of leaking a memo, written by the Kaduna State Governor, Nasir el -Rufai , to the President.
El-Rufai had , in the 28 -page memo , said to have been written in September 2016, drew Buhari ’ s attention to the state of the nation , warning the President that the All Progressives Congress -led Federal Government was failing to deliver on its promises to Nigerians .
Some analysts had argued that the outspoken Kaduna State governor leaked the memo to the media , ostensibly to rubbish the incumbent Buhari administration and curry favour towards his rumoured 2019 presidential ambition .
Bakare alleged that those around Buhari deliberately leaked the memo to create friction between the President and the governor to fulfil their selfish interests.
The cleric explained that he joined El-Rufai to deliver the letter to Buhari at the Presidential Villa last year .
Bakare stated , “I can never deny that I knew about the memo; I knew about it . I flew from Lagos to meet El-Rufai in Abuja to discuss the contents with President Buhari . There were just three of us at the meeting.
“The memo was an assessment of what was going on ; where mistakes had been made and things were not going on well; and what could be done to move the country forward .
“It was not an attack on anybody or on the President but some sons of disobedience around President Buhari leaked the memo to Sahara Reporters to make it look as if it was meant to attack the President for their own selfish interests.
“Can you imagine that the memo was written in September last year and some people think that they could gain from that? Woe betides anyone who thinks he can further his interest by manipulating anything in this era .”
Going short of mentioning the names of those he accused of leaking the memo , Bakare , who contested as the running mate to Buhari in the 2011 presidential election on the platform of the defunct Congress for Progressive Change , stated that it was too late for anyone to set him against the President.
The pastor lamented that most Nigerian leaders “hate those who love them and love those who hate them”, saying some leaders of the nation only listened to those who did not wish them well.
Bakare said though one did not have the right to choose one’s father , one had the right to choose one’s model in life, asking leaders in the nation to promote righteousness in order to ensure that there was joy in the land .
He also berated the Senate for leaving pressing matter of national importance to concentrate on a flippant issue of the uniform of the Comptroller General of the Nigeria Customs Service , Col . Hameed Ali (retd .)

The National Chairman of the Peoples Democratic Party, Ali Modu Sheriff, has commenced moves to stop any appeal to the Supreme Court seeking to challenge the judgment of the Court of Appeal, Port Harcourt Division, which affirmed him as the authentic leader of the party.
He has therefore applied to the apex court for the withdrawal of an appeal filed in the name of the party by the Ahmed Makarfi -led faction .
The appeal , with number SC. 133 / 2017, was filed on February 27 , 2017, in the name of the PDP by the Makarfi -led caretaker committee to challenge the February 17 , 2017 judgment of the Port Harcourt Division of the Court of Appeal which affirmed the Sheriff-led executive as the authentic leadership of the party.
In their motion to discontinue the appeal before the Supreme Court , Sheriff and his National Secretary, Prof . Wale Oladipo , argued among others , that no ground of law supported the appeal .
The motion was filed at the Supreme Court on March 16, 2017.
Filed through their lead counsel , Chief Akinlolu Olujinmi (SAN ) , the motion stated that more importantly , by virtue of the Court of Appeal’s judgment, Makarfi and other members of his faction were not the alter ego of the party and such were incompetent to institute any legal process in the name of the party.
It stated that none of Makarfi , Senator Ben Dayo Obi and Adeyeye could continue to act in any capacity as the representatives of the party.
The court paper read in part , “ More importantly , however, the persons who have instigated the filing of the appeal and instructed lawyers to act for the appellant ( namely Senator Ahmed Makarfi , Senator Ben Obi , and Mr. Dayo Adeyeye , who continue to style and parade themselves as the ‘National Caretaker Committee of the Peoples Democratic Party’) , do not have the authority or power to do so.
“The corporate personality of the appellant can only be invoked by its legal alter ego, vide the National Working Committee/ National Executive Committee of the Peoples Democratic Party, consisting of the first and second respondents ( Sheriff and Oladipo ) and other officers represented by them , not Senators Ahmed Makarfi , Senator Ben Obi , and Mr. Adeyeye, who are not officers of the appellant (the PDP) at all, as confirmed by the judgment of the lower court .”
In an affidavit filed in support of the motion , Oladipo , who deposed to it , stated that a letter had been written to Chief Wole Olanipekun ( SAN ) , to stop acting as counsel for the PDP, adding that the duo of Mr. Lateef Fagbemi (SAN ) and Dr . Alex Iziyon ( SAN ) had been appointed in his ( Olanipekun’ s) stead.
Oladipo stated , “I also know that as a fact that a letter was also written to Chief Wole Olanipekun ( SAN ) requiring him to stop acting as counsel for the Peoples Democratic Party as he was never authorised by the Chairman of the Peoples Democratic Party appeal .
“The said Senators Makarfi , Obi and Mr . Adeyeye have so demonstrated disrespect for the judicial process and the proceedings before this honourable court by their utterances .
“I know as a fact that the Peoples Democratic Party has not authorised anyone , including Chief Wole Olanipekun ( SAN ) to file any appeal against the judgment of the lower court delivered on February 17 , 2017.”
Respondents to the appeal by the Makarfi -led faction ’s of the PDP are Sheriff, Oladipo , the Independent National Electoral Commission , the Inspector -General of Police and the Department of State Services.
Dickson , Makarfi exchange words over leadership tussle
Meanwhile , the Chairman of the National Reconciliation Committee of the PDP, Governor Seriake Dickson , has accused Makarfi of using blackmail to stall the party’s peace process.
He also accused Makarfi , who was the chairman of the ousted National Caretaker Committee of the PDP, of employing various antics to frustrate the resolution of the crisis in the former ruling party.
Dickson, who is the Bayelsa State governor , said this in an interview with journalists in Abuja on Sunday.
According to him, he and several other party leaders at different times made proposals aimed at ending the war of attrition in the leadership of the party, alleging that the refusal of Makarfi and some of his supporters to accept present realities was stalling the process.
In a separate interview with The PUNCH , Makarfi , who is the former governor of Kaduna State , stated that the issue was not about his person but about the overall interest of the PDP and Nigeria ’s opposition.
Dickson said Makarfi was one of several party leaders who earlier pleaded with him to support the emergence of Sheriff as the chairman of the PDP when he ( Dickson) opposed the move .
Dickson added, “I opposed Modu Sheriff’s entry as chairman; I thought there were other roles he could play. But some of my colleagues and other leaders thought otherwise, including most of these people who are calling names .
“I stayed in Abuja for three weeks and spoke with BoT members, other elders, and I want to thank them for the little regard they have always given to me .
“We went to Port Harcourt and we had an inconclusive convention because of court cases and a lot of controversies . It became imperative for the party to set up , for the first time, a national caretaker committee.
“So, His Excellency , my elder brother, Makarfi , for who I have a lot of respect (I am not going to trade insults with him) … the way he is blackmailing me and saying all kinds of things.
“Most of the people, who are talking about Sheriff today were the people promoting Sheriff while I said no. You can verify that from anywhere.”
The Bayelsa State governor explained that despite any misgivings anyone might have, Sheriff currently remained the PDP’s national chairman.
Dickson added, “If there were to be a bye election in Kaduna , Makarfi ’ s state, Makarfi today is not in a position to send a name to the Independent National Electoral Commission for INEC to accept.
“That is the political reality everybody in the PDP needs to accept, whether you like Sheriff’s face or not . I don ’t support Sheriff and what he has done , but I acknowledge that reality.
“The reconciliation committee , which I have chaired for quite some time , met to review our position in the light of the Court of Appeal’s judgment and we said look, let us formulate a realistic , practical and strategic response to that reality because in the end, it is all about strategy .”
Dickson noted that one of the party leaders brokered a peace plan which would have seen Makarfi and Sheriff stepped down but that while Sheriff agreed to the condition, provided Makarfi also stepped down, the former Kaduna State governor declined .
In his reaction , Makarfi , who admitted that the Bayelsa State governor met with him a number of times , said it was not right to meet him alone and ask that he should negotiate .
Makarfi , who spoke in a telephone interview with one of our correspondents on Sunday, said the crisis in the PDP was not about his person but about the right things being done .
He stated , “ All I have been saying is that any discussions should be with the organs of the party and anything they accept, I am duty bound to accept.
“Agreed he came to me and I believed he came in good faith, not with any ulterior motive . I told him that members of my committee and I are implementers of decisions of the organs of the party, he should go back to the party organs but instead of doing that, one or two hours after , he went and submitted his report to Sheriff.
“It is after submitting the report to Sheriff that he started going round to speak to organs of the party. How do you do that?”
Makarfi added that contrary to insinuations in some quarters, he was not opposed to earlier suggestions that himself, Sheriff and all members of the party leadership should step down for the party to start afresh.
On his part , Adeyeye , who is the Publicity Secretary of the sacked National Caretaker Committee of the PDP, accused Dickson of not encouraging reconciliation in the troubled party.
He said, “The way Governor Dickson is going about this committee seems he does not want reconciliation , because you cannot be attacking one group at all the times – attacking the Makarfi group . We are not comfortable with that.
“It is not true that we have been stalling the peace process. General Gusau at one time brokered peace among us , and it was Sheriff that did not allow it to work . There was never a time that Sheriff offered to resign as Governor Dickson claimed .
“Therefore , our position on the reconciliation efforts by Governor Dickson is that one; he has not even met with the caretaker committee. This is our problem . ”
Adeyeye can ’ t speak for PDP – Sheriff
In a related development , Sheriff said it was wrong for a member of the sacked National Caretaker Committee, Adeyeye, to be speaking for the party.
He said the former minister of state for works should desist from using the logo of the party and from speaking on its behalf.
Sheriff stated this in a statement by the party’s acting spokesman , Mr. Bernad Mikko, in Abuja on Sunday.
He said, “For the umpteenth time, the attention of the National Working Committee of the PDP has been drawn to statement credited to Adeyeye in a desperate attempt to curry empathy, seek public attention and undeserved political relevance.
“It is hereby disclaimed that Adeyeye cannot speak for the PDP or use its logo and franchise without the authority and express permission of the national leadership of the party.”
Mikko alleged that Adeyeye was merely interested in his governorship ambition, adding that the ex-minister made this clear at a meeting he held with party leaders shortly after the Court of Appeal in Port Harcourt , Rivers State , sacked the caretaker committee.
When contacted , Adeyeye said he would not react to the statement, adding that if he would, his reaction would come in form of a statement on Monday ( today ) .
Also, Mikko said the issue of factions had been settled by the Appeal Court judgment, stating that the issue before the PDP was the way forward .
He said, “The way forward is to go for our National Convention as recommended by the Governor Dickson Peace and Reconciliation Committee , which has given us a template on the way forward .
“The NWC has accepted the committee’s recommendation because it is all inclusive . The template is for everyone ; every peace loving Nigerian , who is a member of the PDP or loves our party should follow it .

Politics › FG To Disburse N500bn Paris Club Refund This Week by phemmie06(op): 6:11am On Mar 20, 2017
Ifeanyi Onuba , Abuja
The disbursement of the N500 bn London-Paris Club loan refund to states by the Federal Ministry of Finance is to commence next week , investigations have revealed.
Top government officials confided in our correspondent that the Minister of Finance, Mrs. Kemi Adeosun and the Governor of the Central Bank of Nigeria , Mr. Godwin Emefiele, would meet anytime soon over the modalities for the disbursement of the funds.
The official said, “We have received the President’s directive which was issued last week and we have already started working on the release of the funds but of course you know there are processes to be followed which is what we are doing now .
“The minister will have to meet with the CBN governor to discuss the modalities for the release of the funds to the respective states and that will be done anytime from now.
“It is after that meeting that a payment mandate will be issued for the monies to be credited to the respective accounts of the state.
“All these processes usually take between two and five working days depending on the circumstances . So by this week , the states will start getting the money barring any last minute change in plans. ”
It was gathered that the meeting between the governor and the finance minister was imperative in order to review the states that have met the criteria for the disbursement of the funds .
One of the criteria is that a minimum of about 50 per cent of the funds would be devoted to the payment of salaries and pension , in line with government’s plan to stimulate consumer demand.
It was also learnt that the funds would be credited to an auditable account from which payments to individual creditors would be made and that such payments would be made to Bank Verification Number-linked accounts that could be verifiable .
The Director of Information in the Federal Ministry of Finance, Mr . Salisu Dambatta , could not be reached for comments as text messages and calls sent to him were not responded to .
He, however, sent a text message that he was in a meeting when the calls became persistent .
A text message sent to him over the issue had yet to be responded to as of 4.30 pm .
President Muhammadu Buhari had on Thursday directed that the amount be released by the finance minister to the states to enable them to meet pressing financial obligations such as the payment of salaries and pension arrears.
He said the presidential order should be carried out “appropriately and with dispatch. ”
Buhari , who had earlier released the first tranche of N388 bn to the state governments in December 2016, said the latest release was meant to ease their financial hardship

Politics › NBA Back The Decision Of Senator On Ali To Appear In Uniform by phemmie06(op): 6:12am On Mar 17, 2017
Leke Baiyewu , Olaleye Aluko , Bayo Akinloye and Oladimeji Ramon
The Senate , on Thursday, refused to grant the Comptroller General, Nigeria Customs Service , Col . Hameed Ali ( retd. ), audience, describing the dressing of the NCS boss as “ improper. ”
The lawmakers asked Ali to reappear on Wednesday next week in the uniform of the NCS .
The Senate had said the retired colonel must appear before it in NCS uniform, depicting his rank as the DG .
While Ali was waiting to be called into the chamber in the office of the Senior Special Assistant to the President on National Assembly Matters ( Senate) , Senator Ita Enang, the lawmakers held an executive session , which started at about 10 . 45am and lasted for about 25 minutes.
When Ali , who came for the session in white babaringa ,
was invited into the chamber by the Committee of the Whole , he was challenged for appearing before the lawmakers in mufti .
The Deputy President of the Senate , Senator Ike Ekweremadu, who presided over the plenary , asked Ali why he failed to appear in uniform as requested .
In his response , the Customs boss said in the last letter from the Senate to him, the lawmakers did not state that he should appear in uniform.
“What I am saying , Mr. President, is that this letter did not connote that I should wear uniform. It is in obedience to this letter that I am here ,” he said.
Ekweremadu, however, said the last letter only served as a reminder to the first letter to Ali , in which the Senate asked him to appear before the lawmakers in NCS uniform.
He said, “ We have listened to you but as you read in the letter, it said ‘further to the earlier letter’ and the first indicated that you should appear in uniform. This (second letter) is more like a reminder . And more importantly , this is an official invitation.
“We have invited CGs of Customs here before ; we have invited Army officers here before – the service chiefs , included the Inspector General of Police – and they have all been here in their appropriate uniforms. If you have any reason why you should not be in uniform, you should oblige us .”
Ali , however, stated that he had not flouted any known law of the Customs by not appearing in uniform.
“My not wearing uniform has not gone contrary to the Act of the Customs . There is no law , to my knowledge, that compels me to wear the uniform. As such , I have no rule before me that says during my service , I have to wear uniform ,” he said.
The Deputy Majority Leader, Senator Bala Na ’Allah, recalled that he moved the motion that led to the invitation of the Customs boss, noting that it was necessitated by the public outcry that followed the directive of the NCS that Nigerians should pay duties on old vehicles already in the country .
He said, “Unfortunately, it was alleged that in reaction to that resolution , you allegedly made certain comments that appeared to be derogatory to the institution of the Senate by saying the Senate has no business ( with ) whether you wear the uniform or not .
“Now , the Senate is not privileged to see your letter of appointment but what is important is that you issued that circular in your capacity as the Comptroller General and at all material time, you have answered and acted in the office of the CG .”
Also, Senator Olamilekan Adeola accused the Customs CG of flouting the resolution of the Senate , being the highest lawmaking body in the country .
He said, “The Senate of the Federal Republic of Nigeria issued out a resolution and the content of the resolution is crystal clear, which states that the Comptroller General of Customs appear before us in his uniform. The resolution still stands . But what is happening here today is contrary to the resolution passed by the 109 senators of the Federal Republic of Nigeria .
“Anybody can dress in mufti and call himself the CG. The Comptroller General is a rank and if the rank is not here, I don ’t know who is before us. Yes, they have identified the CG but the question still remains that he still needs to appear before us in full uniform as the Comptroller General of Customs .”
Senator Jibrin Barau also said the lawmakers should not allow Ali to speak before the Senate until he appeared in uniform.
Senator Ali Wakili however criticised the Customs boss as grandstanding against the resolution of the Senate.
He said, “I regret his grandstanding . I saw him on TVC when he was grandstanding, that he was not going to wear the uniform. None of us has ever doubted his integrity and his performance . The only nitty-gritty is that we are the real representatives of the people. When the issue of this circular and the border came up , and we came up with a resolution, and the Customs bragged and even went to the public ; those are some of the issues.”
The Senate , after the debate , resolved that the Customs CG be asked to return to the Senate on Wednesday next week in the NCS uniform.
Meanwhile , some eminent Nigerians have expressed support for the Senate for turning back Ali for his refusal to appear before the lawmakers in the Customs uniform.
The Vice -President, Nigerian Bar Association , Monday Ubani , said although no law compelled the Customs CG to appear before the Senate in uniform, Ali must demonstrate discipline and respect for national institutions by wearing uniform .
Ubani said this on Thursday , just as a Senior Advocate of Nigeria , Yusuf Ali , added that if Ali would not wear the uniform of the agency he headed , the Presidency should reconsider his appointment .
Ubani said, “There are people who have retired in the military and later appointed to head sister agencies, and they still wore that agency ’s uniform. Someone like that was retired General Hananiyyah , who was appointed as the FRSC boss and he still wore the FRSC uniform.
“The Senate is being insulted by Ali ’s supposed indiscipline . This is democracy and the Senate, as the institution representing the people , deserves some level of obedience . The way forward is for Ali to behave himself and respect himself .
“Ali is saying he wants to get legal advice , but why didn’t he seek the advice when taking up the appointment? Why is it now that he knows that he , as a head of a uniformed agency , has to appear before the Senate in uniform that he is seeking legal advice?
“There is no known law that Ali has flouted , but wearing uniform simply shows discipline , identification and respect for the agency one is heading . ”
Also Ali , a Senior Advocate of Nigeria , said, “If Ali has been appointed to head an agency that wears uniform , and he says it is not his tradition to wear such , decency and discipline demand him to simply reject the appointment, rather than become the subject of controversy .
“If he insists on his refusal , what precedent is he setting for Customs officials ? To me , it is more than the issue of law, it is about national ethos and discipline .
“The way forward is for the President, who appointed him, to take the decision . He is an appointee of the President, and the President should decide what is best for him since he is not comfortable to wear the Customs uniform.
“We were not consulted when he was appointed . Those who have the power to hire reserve the power to fire . ”
The SAN added, “I have never heard that the head of the Customs wears anything apart from the service uniform. It will look mischievous if the head of the Customs wears caftan to review a parade. If someone knows he cannot conform to tradition of an institution , then he should leave. It is like a lawyer, who says he doesn ’t want to wear wig and gown to the high court . Is that possible ? You don ’t expect a lawyer to go to court with babaringa .
“I think there is a law in Customs Act that stipulates that uniform should be worn. Why would someone say because ‘I am a Colonel, I don ’ t want to wear uniform (of Customs)’ .
In his reaction , a Lagos -based lawyer, Mr . Jiti Ogunye, said the senators were being unreasonable for their insistence that Ali must appear before the Senate dressed in the uniform of the NCS when they knew all along that he was a retired military officer and not a commissioned customs officer .
“The Comptroller General was appointed by the President and cleared by the Senate . The Senate knew while he was being cleared that he was and he is still a retired military officer . Everyone in the country knew he was not a commissioned customs officer . What is the rationale or the reasonableness of the insistence that he should be dressed in Customs uniform before appearing before them?
“Not being a commissioned Customs officer , can he even wear the Customs uniform? Apart from the absence of any law that compels him ( Ali ) to wear the Customs uniform, I am underscoring the unreasonableness of the insistence of the Senate on his wearing the customs uniform,” Ogunye said
