The Bus Rapid Transit (BRT) on Tuesday suspended its operations across Lagos metropolis.

This follows the gruesome murder of 22-year-old Oluwabamise Ayanwola, who was allegedly abducted by a BRT driver, Nice Andrew Omininikoron, and others, after she boarded a BRT on February 26.

JustNewsLine(JNL) could gathered that several passengers were left stranded on Tuesday morning at the various BRT terminals across the state.

It was earlier reported that Ms Ayanwola went missing for days after boarding a BRT.

She was found dead at the Carter Bridge at Ogogoro Community, Lagos, with her body mutilated.

The bus driver, Mr Omininikoron, suspected of kidnapping the victim, was arrested on Monday.

The driver was arrested at his hiding place at Ososa, Ogun, by the SSS. He would later claim not to have abducted and murdered the Ms Ayanwola.

The governor of Lagos, Babajide Sanwo-Olu, has promised the Ayanwonla family that they will get the justice they deserve.

The spokesperson of Lagos Metropolitan Area Transport Authority (LAMATA), Kolawole Ojelabi, said he will respond later when contacted.

As at the time of filing this report he was yet to respond. Meanwhile the Lagos State Bus Service Limited did not respond to messages and call.

Will Packer Productions, a US film company, and Mo Abudu’s EbonyLife Studios have acquired rights to make a movie based on Bloomberg’s article about Hushpuppi, the self-confessed international fraudster.

Hushpuppi, who is known for his luxury life, had been arrested in the UAE in June 2020 alongside 11 of his associates over allegations bordering on hacking, impersonation, scamming, banking fraud, and identity theft.

His extradition to the US had followed after the UAE police detailed his arrest in a special operation dubbed ‘Fox Hunt 2’ where he was accused of defrauding 1.9 million victims to the tune of N168 billion.

JustNewsLine(JNL) recalled Hushpuppi was arraigned and detained at the Metropolitan Correctional Center (MCC) in Chicago ahead of his trial.

But the socialite recently pleaded guilty to the money laundering charges against him, which puts him at the risk of 20 years imprisonment.

According to Deadline, Abudu and Packer are now teaming up to develop an untitled project based on a detailed article authored about Hushpuppi by Evan Ratliff, a Bloomberg journalist who covered the cyber fraud case.

It is understood that both companies competitively won the rights and set up the project at Universal Pictures.

Packer and James Lopez will produce through their Will Packer Productions, with Abudu using her own EbonyLife TV.

Speaking on the project, Abudu said: “EbonyLife is uniquely positioned to ensure the depth and authenticity of this film. This is why we needed to partner with a major Hollywood producer like Will Packer Productions.

“They are equally invested in telling stories that resonate with our audiences. We understand the environment of poverty and deprivation that breeds highly talented and fundamentally flawed characters like Hushpuppi.

“And WPP knows how to create stories with global appeal.”

On his part, Packer said: “Ten months ago, Mo pitched us a rich and entertaining concept steeped in Nigerian culture that can only be told with the help of her unique perspective.

“Together we knew Evan’s work was the definitive telling and the perfect anchor of this saga.”

According to him, he has lost counts of other hustles he did. He claimed to have helped his mum to cook and sell food. He had a barbershop in Kaduna and sold puff puff in Yaba, Lagos.

The businessman claimed to manage his barbershop during the day and rode bike at night to earn a living in Kaduna.

White Money made this known while having morning conversation with Yousef about their love interests and the true or dare game in the house.

The businessman further revealed he will prefer to start a relationship in Biggie house if it will be genuine. He said fake loves await him outside.

The Commonwealth has placed Nigeria on its watchlist over the suspension of Twitter, a microblogging platform.

The body is monitoring repression of the rights to freedom of expression, access to information, media gag and disregard for the rule of law.

The Secretary-General, Patricia Scotland, said all member countries have obligations to uphold freedom of expression as one of the core values and principles of the Commonwealth Charter.

“This underscores a commitment to the Universal Declaration of Human Rights and other relevant human rights covenants and international instruments”, Scotland noted.

Her comments followed the June 5, 2021, appeal by the Socio-Economic Rights and Accountability Project (SERAP) urging the Commonwealth to hold the Nigerian government to account.

Scotland’s letter to SERAP was signed by Roger Koranteng, Officer in Charge, Governance and Peace Directorate.

“The Commonwealth Secretary-General has been following the developments in Nigeria very closely and she is engaging the relevant stakeholders”, it read in part.

“Please be assured that the Secretariat will remain engaged with the authorities in Nigeria and encourage a speedy resolution of this matter.”

The Nigerian government, on June 4, 2021, ordered all internet service providers to suspend access to Twitter.

The directive was sequel to the deletion of President Muhammadu Buhari’s tweet, which according to Twitter violated the rules.

The Federal Government also threatened to prosecute citizens and broadcast stations who continue to tweet.

Abba Kyari, a deputy commissioner of police (DCP), has denied receiving money from Hushpuppi, the embattled Nigerian socialite.

According to US court documents, Huspuppi had alleged that he bribed Abba Kyari to arrest a co-fraudster.

Court officials said during interrogation, the Instagram celebrity disclosed that he bribed Kyari to arrest and jail one of his rivals in Nigeria after a dispute over a $1.1 million scam on Qatari businesspeople.

But in reaction on Thursday morning, Kyari said he never demanded money from Hushpuppi, while stressing that “my hands are clean”.

“Nobody demanded any money from Abbas Hushpuppi and nobody collected any money from him,” he wrote.

“We responded to a distress call he made on the threat to his family and released the Suspect when we discovered there was no life threat from the Suspect. This is the true story. Vincent is alive, he can be contacted.

“For those celebrating that this is an indictment on us and mentioning some fictitious big money, they will be disappointed again as our hands are clean and our record of service for 2 decades is open for everybody to see.”

Sabina, a sibling of the late Major General Hassan Ahmed, was released on Wednesday after thirteen days in captivity.

Newsmen received photos of Sabina kidnapped after the ex-Provost Marshal (PM) of the Nigerian Army was assassinated a fortnight ago at the Abaji area of Abuja.

The interment took place on Friday July 16 at the Lungi Barracks Cemetery in the nation’s capital amid outrage by citizens still lamenting the fate of commoners since a General died that way.

It was earlier reported how armed men ambuscaded and opened fire on the senior officer as he returned from a trip to Okene in Kogi State.

The slain Ahmed traveled without guards. He was with only his sister and an aide who drove a Toyota Hilux vehicle with a private plate number. The assailants took Sabina away.

On Thursday, a source informed newsmen that the killers established contact and demanded N50million after her third day in confinement.

The source revealed how funds were amassed through a WhatsApp group created to support the victim’s family. The screen capture was sighted.

The group, titled “Rescue For Sabina”, had a total of 34 memebrs including friends and relatives. Other spirited individuals also contributed and at the end, N7million was paid to the criminals.

The source said: “The gang requested N50million initially but the family, after doing all they could, gathered N6.3million.

“They begged the kidnappers to collect the amount which was raised under 10 days but the captors rejected and insisted on N7million.

“Yesterday (Wednesday) morning, they gave a 24-hour ultimatum and warned that failure to pay will have consequences.

“This got everyone more agitated. We had to rally to ensure the money was paid before they effect their threat.”

On how the money was delivered and how the ex-hostage was received, the source said only the family members could provide such details. But none is willing to speak to the press.

Sabina, in her 30s, is fatigued and undergoing medical treatment. It is unclear if the Nigerian Army played a part in her freedom.

After the incident, it was gathered that the military and other security agencies launched a joint operation around the Koton Karfe axis of Kogi.

They combed forests in the area used as hideouts by kidnappers and bandits. It is still unclear if arrests were made.

Yet, the Army has not announced an inquiry into Ahmed’s murder or any update on efforts to track down the perpetrators.

Lieutenant General Faruk Yahaya, Chief of Army Staff, recently appointed him as a Director. He assumed office less than two weeks before his demise.

Critics condemn the silence of presidency since Ahmed’s passing, noting that President Muhammadu Buhari routinely mourn late academics, music and sports stars, politicians military veterans, etc.

The immediate past minister of Youth and Sports Development, Barrister Solomon Dalung has revealed that the Nigeria Football Federation (NFF) tactically delayed the U23 Eagles’ flight from Atlanta to Rio because the federation wanted to extort $470,000 from the Sports Ministry as well as the federal government, BSNSports.com.ng can report.

Solomon Dalung while speaking with BSN Sports in an exclusive interview in Abuja said that the NFF had told the ministry that they had to travel to America for camping for preparation ahead of the 2016 Olympics held in Brazil and that they had a sponsor who would take care of all the expenses.

In his words: “In 2016, the camping arrangement was made in such a way that the ministry was responsible for provision of training grounds and camping. All federations that qualified to participate in the 2016 Olympics agreed to use the provided training and camping facilities but the NFF said that they wanted to travel to Atlanta in US.

“As at the time they wanted to leave for the camping, the money has not been released by the federal government. When i told them that the funds has not been released, they said they have a sponsor who will be responsible for the camping expenses,” he continued.




Dalung said that he stopped the ministry from paying the One hundred and seventy thousand dollars ($170,000) when he discovered that the federation wanted to extort the ministry hiding the pretence of being stranded.

“When they arrived Atlanta and they were about to depart for Rio. The ministry made an arrangement for tickets of all players and officials and contacted the NFF to provide the list of those who were in camp. They said they have an agent called Passion Jairo (whose contact was sent to me) that i should speak with him on the travelling arrangements. When I contacted him, he told me that it would cost $170,000 to convey the players and team officials from Atalanta to Rio in Brazil. Though, the amount was above the initial budget but I directed that the money be paid to him. However, at that moment, there have been media campaign that they were stranded in Atlanta.” Dalung added.

The former stated that an investigative Nigerian journalist based in the US revealed to him that the U23 Eagles were not stranded in Atlanta.

“Meanwhile, a investigative Nigerian journalist based in America, Mr Marthin Okonye, heard the news about their being stranded in America and went to their camp to investigate. When he got there, he discovered that the team were not stranded. Mr Okonye revealed to me that the NFF initial plan was to play friendly matches to raise funds. The FIFA Agent, according to the journalist, failed to get any warm up game for the Nigerian team and when that failed they wanted to hide under the disguise of being stranded to get money by all means from the Nigeria government. He also told me that they had an initial arrangements with Delta Airlines who offered to lift them for free.

With two days to the Nigeria versus Japan match, the news was everywhere that the U23 Eagles were stranded in America, then, a patriotic Nigerian businessman, Mr Yemi Idowu who is based in the USA arranged a jet to convey the Nigerian athletes and officials but the offer was turned down saying that the jet was small.

“It was at this point that a patriotic Nigerian business man, Mr Yemi Idowu called me that he can afford to get an aircraft to take the team to Rio. The gentleman said he will use his credit card to secure a 30-seater jet which supposed to cost Three hundred thousand dollars ($300,000) even when I told him that there was no money on ground.

Dalung explained further on how they rejected the 30-seater aircraft that was meant for the players and officials who were 25 but the number was increased to 35 because extra 10 people who are family and friends of the federation traveled with the team from Nigeria to Atlanta.

“After he had agreed to provide the jet, I told the NFF that an aircraft was available, they rejected the aircraft saying it was small and that it can not contained all the athletes. I was surprised because I knew that the number of the athletes and officials were 25 and the jet could contain 30 passengers. The NFF argued that said they were 35, I then advised that they should go with the 30 passengers while the remaining 5 people travel with commercial tickets, yet they refused to board the jet two days to their first match.

Meanwhile, when I insisted that the ministry will not pay the $170,000 if they can not board the jet provided by the Nigerian businessman, they then call the vice president, Prof. Yemi Osinbajo that the Nigerian national team was stranded.

“During this time, they have contacted the Vice President, Prof. Yemi Osinbajo that they were stranded and that the ministry had failed to provide them with neither aircraft nor flight ticket. And because of the embarrassment and emergency involved, the Vice president asked them the cost of the service of moving them from Atlanta to Brazil and they told him that it will cost $300,000.

“The VP then summoned the ministry of finance to make available $300,000. Afterwards, he realized that it was better to send an aircraft to convey the team to the venue of the competition. It was then that he (Osinbajo) decided to call me to find out what was happening and why the ministry failed to provide neither the flight tickets nor aircraft for the team.

“After I explained all that happened to the Vice president, I then told him that they were not stranded and sent the details of Mr Yemi Idowu’s jet to him, after he confirmed, the VP decided to stop the decision of sending aircraft or the $300,000 to the agent.

“After so much embarrassment to Nigeria, on the day of their first match against Japan in Rio, that the Delta Airline went to Atlanta to convey them to Brazil. The Nigerian U23 national team arrived the venue of the game eight hours to the match.

“I was even more surprised when their traveling agent called me and said I should send the $170,000 to him, thinking I don’t know that Delta Airline conveyed the team for free.” He concluded.

Vice President Yemi Osinbajo will on Friday attend an Extraordinary ECOWAS summit in the Republic of Niger.

Osinbajo’s spokesman, Laolu Akande, who disclosed this in a tweet, said the summit was to review the ongoing situation in Guinea Bissau.

Akande said that the vice president would depart Abuja Friday morning and return later in the day.

ECOWAS was concerned with the situation in Guinea Bissau over the long standing political issue which led to the the decrees issued on Oct. 28 and Oct. 29 by President José Mario Vaz dismissing the Government and appointing a new Prime Minister.

The UN the Security Council On Wednesday called on all actors in the Guines Bissau to preserve stability and to respect directives of the African Union and the ECOWAS and affirmed the need to hold presidential elections on Nov. 24 as planned.

Condemning recent fatal violence, the Council urged all political actors of the country to show utmost restraint and to resort to dialogue as the only means of resolving their differences.

Multiple eyewitness reports have dismissed claims that by some news medium that the photojournalist of Vanguard Newspaper, Yomi Adeshida, was beaten by security aides of Vice President Yemi Osinbajo.

A certain twitter user (@TheresaTekenah), who claimed to be a journalist and was covering the event at the time the incident happened went to Twitter to debunk Vanguard's report.

She tweeted "I give up on Nigeria media. Most of these journalist are evil, liars and hearless. The journalist was the first to push the security man when he was trying to tell him to allow others have space to take shots of the VP. It happened right in front of me."

In her follow-up tweet, she said "I am also a journalist as well. Reporting lies is not one of the ethics of journalism."

Also, other eyewitness reports have tagged Vanguard and THE CABLE reports as malicious and fake news aimed at tarnishing Osinbajo's personality.

It is no doubt that Vice President Yemi Osinbajo, who is a man of great integrity will never allow anyone to be treated unfairly, let alone the press.

A guest who asked not be named at the Nigerian Diaspora Investment Summit which held at The Statehouse Banquet Centre on Thursday said she was surprised by reports that the journalist was beaten.

The guest said it was far from the truth, demanding that journalists hold their profession with high esteem. “Honestly, I was surprised to read this story, it is very false. If he was beaten black and blue as he claimed in the report where are the pictures, during or even after the beating? This is ridiculous,” she said.

“If someone is beaten, he should have pictorial evidence to show that he was beaten. We should be able to see his face and tell that he was beaten but that didn’t happen.”

Another guest at the event said although there was some misunderstanding between the journalist and a security aide, no one was beaten. “There was a misunderstanding of some sort but no one was beaten. It was nothing more than a scuffle. Immediately, they settled it and everyone went about their business,” he said.

A security aide who intervened in the dispute said no one was beaten. “What happened was that he was trying to breach protocol, getting very close to the dignitaries.

“At that point, he was told to please step back a little but he kept coming close. One of aides now had to push him back so he does not collide with the dignitaries at the event.

He added that immediately the security aide pushed him back, others intervened. “I personally intervened and apologized on behalf of my colleague. To say he was beaten is a lie. He wasn’t at all.”

Attempts to reach the spokesperson to the Vice President as at the time of this report proved abortive as his line was not connecting.

It would not have been a surprise if after some roles were moved away from his schedule, the Vice President is seen slowing down and doing less. But that is not the story of Prof. Yemi Osinbajo, SAN, Nigeria’s current number 2 man. It would seem that if all you asked this pastor turned politician to do is to sweep the Presidential Villa, he will do it with so much diligence that it would become talk of the town.

Indeed, Osinbajo himself is known to many as an advocate of excellence in speech and conduct. For instance, he said only recently that the world is in search of men and women of excellence, integrity and hard work. This was last week at the Convocation of Baze University in Abuja where he was Special Guest of Honour.

Indeed, this is a man that walks the talk and practices what he preaches. A dedicated patriot, whose commitment to public service and national causes is never in doubt, Prof. Osinbajo embodies these three crucial attributes: excellence, integrity and hard work.

Since he answered the call to national assignment to become President Buhari’s running mate before the elections in May 2015 and till date, the Vice President has continued to show why many Nigerians believe that he is the best Vice President Nigeria has ever had.


A pointer to the VP’s commitment can be seen in recent times, particularly in the month of October, which marked Nigeria’s 59th Independence anniversary. Not that October was any different from previous months in his busy work schedules in a calendar year. But his very busy itinerary of activities in October, again, was just an affirmation that this VP is indeed a hardworking man and totally devoted, alongside President Muhammadu Buhari, towards improving the welfare of the common man and making Nigeria better.

On Independence Day, October 1, the Vice President was with President Buhari at the 59th Independence Day Change of Guards Event in the morning, which was followed by a Dinner and Gala night on October 2. At the Dinner and Gala night at the State House Banquet Hall, Abuja, Osinbajo mesmerised the crowd with a speech that will live long in the memory, chronicling the famous Nigerian spirit of creativity and enterprise in vibrant colours; as he spoke eloquently about its culture, Nollywood movie, music, dance, fashion, sporting achievements and heroes, and of course the ‘Nigerian swag’.

On Friday, October 5, the VP was in Lagos as special guest speaker at the 59th Independence Anniversary Lecture at the Island Club, Lagos, where he advocated for State to have more powers, adding that devolution of more power to States enables them to control more of their resources. The Vice President, who titled his lecture “the whole is only as great as the sum of its parts,” said Nigeria’s population and diverse ethnic groups has necessitated that states in the country be strengthened to enable them contribute more to national productivity and development. Prof. Osinbajo stated that this can be achieved with “stronger, more autonomous States that are able to generate and control more of their resources.” He also advocated for States & community police forces, correctional facilities, special courts

According to the Vice President, the current administration of President Muhammadu Buhari is ensuring that states collaborate more with the Federal Government on different initiatives to improve visionary governance in the country.

A day later on Saturday, Prof. Osinbajo attended at the UAE-Nigeria Cultural and Arts Exhibition in Ikoyi, Lagos, where he spoke about the significance of collaboration between the two countries in the areas of arts and culture and tourism.,

Earlier that week, the VP also received at the Presidential Villa, Abuja, delegations from the Nigeria Centre for Disease Control and the Trade Union Congress.

In the meeting with the TUC, the VP reiterated the Buhari administration’s commitment to improve the welfare of workers, stating that Government will honestly and transparently resolve the request by labour for a salary increase for other levels of workers not affected in the implementation of the new national minimum wage.

When a high-powered delegation from the International Criminal Court (ICC) arrived Nigeria, led by its Prosecutor, Mrs. Fatou Bensouda, the Vice President was on hand to receive them.

At the meeting at the Presidential Villa, Abuja, Osinbajo emphasized that Nigeria is fully cooperating with the International Criminal Court (ICC) preliminary examination into issues related to insurgency in the North East to ensure the process is forthrightly concluded.

During the month of October, the Vice President also chaired the National Council on Privatization, met with British Missionary and received delegations from the International Business Machine, United Nations (UN), and from US-based Bridgeway Community Church, led by its founder and senior pastor, Dr. David Anderson; alongside a delegation from the Nigerians in Diaspora Commission.

““The future for society, in my view, relies on our ability to build bridges and to ensure that those bridges are firm and we can walk across it and interact with each other,” he stated during the latter meeting.

The VP not only spoke on building bridges across religions and ethnicities, he was deepening conversation on human capital development, and nation building wherever he went.

So much so that when the visited Nasarawa on October 17th, and was taken round the Nigerian Farmers Group and Cooperative Society (NFGCS) Farms Centre where ex-militant from Delta state was developing 3,000 hectares farm for crop & livestock production, the Vice President noted that Tedheke’s story was “a true Nigerian story of hope, honesty and unity.”

The NFGCS farm, which was founded by Tedheke, started with three hectares and N1.5m in 2017, is now worth about a billion naira, with over 300 people from different states employed.

Saturday, October 26 was another busy day for the VP as he participated in three events in three different states. That morning, VP also delivered the Convocation Lecture at Baze University, Abuja, where he harped on the importance of trustworthiness and integrity. In the afternoon, he represented President Buhari in Kogi State to flag off the APC Gubernatorial campaign, and in the evening, he was at the University of Lagos Alumni Award Dinner was he was honoured with a Golden Jubilee Recognition Award.

Between the 21st and 31st of October, the VP presided over the National Economic Council (NEC) and Federal Executive Council (FEC) in Abuja, attended the National Festival of Arts and Culture in Edo State, inter-faith religious dialogue on promoting religious tolerance and acceptance organized by the UAE embassy, and the NDIC 30th Anniversary Lecture.

Prof, Osinbajo also received the Speaker of Egyptian House of Representatives, Dr. Ali Abdel-Aal Sayed Hamad. During the meeting, Nigeria and Egyot agreed that a concerted action by the international community is needed to tackle terrorism in the Sahel region, as well as the challenges posed by Boko Haram and ISWAP in Africa.

At another high-level meeting at the Presidential Villa, Abuja, where the VP received the Vietnamese delegation led by its Deputy Prime Minister, Mr. Vuong Dinh Hue, Nigeria and Vietnam agreed on the establishment of a joint commission on trade and strengthening the bilateral ties between the two countries.

He also attended the Conferment Ceremony of Chief Kessington Adebutu as ‘‘Odole–Oodua’’ in Osun State, the10th Anniversary of the National Prayer Breakfast Meeting in Abuja, and the three-day Conference and Retreat for Strategic Leadership Officers of the Nigeria Police Force. At the Conference, he urged the Police to uphold justice and fairness, noting that Nigerians want a police Force they can be proud of.

Similarly, the VP attended the 60th anniversary celebration of Africa’s first television station, the Western Nigeria Television, in Ibadan (which commenced operations on October 31, 1959), as well as the commissioning of Liberty TV and Radio digital studios in Abuja.

Noteworthy also in October the VP received the Presidential Enabling Business Environment Council (PEBEC) 2019 Compliance Report. Through PEBEC’s efforts, chaired by the VP, the World Bank’s 2020 Doing Business Index (DBI) ranked Nigeria 131 out of 190 countries, up 15 places from 146th position last year. The report also named Nigeria one of the top 10 most improved economies in the world. Nigeria is one of only two African countries to make this highly prestigious list.

It started from investigation to the activities of vice president Osibanjo and some shady deals which lead to uncovering many money laundering activities with agencies under him.

Above all, It was stated clearly that he violates due process and hardly seek approval from the president which prompted Buhari to swiftly act to redeem his already battered Image that is Irredeemable.


Most of the agencies/parastatals under Osibanjo was moved to different ministries while certain 90 billion till this day was unaccounted for.

Also 12 billion released for RUGA which the vice president in ensuring certain areas of land were given to Herdsmen in each state was not Judiciously used and at same time demanding for extra 22 billion.

Buhari earlier acted decisively by moving most of Osibanjo aides out of villa to town which many doesn't known the reason behind the actions. Though past actions of the vice president had been shown not to be in interest of Nigerians which may have gotten the president seriously angry that he decided to act in his own little way.


Just recently over 35 aides of the vice president were dismissed by the president.

Politics / REVEALED: How Abba Kyari Manipulated Buhari To Implement RUGA Against Osinbajo’ by poscabafash: 11:19am On Nov 06, 2019
When Vice-President Yemi Osinbajo wrote to President Muhammadu Buhari seeking approval to continue his role in resolving the deadly farmers-herdsmen conflict earlier this year, he did so with little awareness that a middleman would intercept it, moderate it and ultimately discard his recommendation altogether.

Yet, that was exactly what transpired after Mr Osinbajo sent a memo to Mr Buhari earlier this year that was subsequently undermined by Abba Kyari, the president’s chief of staff.

After successfully rubbishing Mr Osinbajo’s request to Mr Buhari, Mr Kyari went on to instigate the president to take a detour from Mr Osinbajo’s committee that was raised to resolve the perennial violence between farmers and herdsmen,

The exclusive documents in our possession provide a rare glimpse into the humiliation Mr Osinbajo is facing at a time speculations are rife nationwide about how poorly the vice-president was being treated by the president’s senior aides and allies.

The documents showed Mr Osinbajo sought the president’s approval for three proposals relating to the development of the National Livestock Transformation Plan (NLTP). Mr Osinbajo had earlier been mandated by the president to lead the initiative with other governors in the National Economic Council (NEC).

The NLTP was proposed when the Buhari administration came under pressure to find a lasting solution to the incessant herdsmen violence that killed nearly 4,000 people between 2016 and 2018.

The plan included programmes of rehabilitation of displaced persons in states ravaged by the farmers-herders’ violence and development of ranches for nomadic herders in any willing state of the federation.

After months of preliminary consultations and inputs from affected states, an agreement was reached by states to form a substantive committee that would oversee implementation of the compromise, make NLTP the coordinating institution of all outstanding issues bordering on herdsmen crisis and coordinate funding for the transformation efforts.

In an April 12, 2019 memo to the president, the vice-president detailed the agreement to the president and requested approval. He mentioned that N35 billion had been earmarked for the livestock transformation policy, out of which N12 billion had already been released for ruga projects (construction of ranches for Fulani herders along designated grazing routes).

The entire N35 billion was pulled from the ecological funds of federal and state governments. The N12 billion was earmarked for emergency ruga projects in Niger, Zamfara, Kebbi, Kogi, Plateau, Taraba, Nasarawa, Benue, Kaduna, Katsina and Adamawa. The states were designated frontline states affected by the farmers-herders crisis.

Subsequently, since N12 billion had been earmarked for immediate use, Mr Osinbajo pleaded with Mr Buhari to release N22 billion for the longtime implementation of the project, including providing succour for people displaced by the violence in Benue, Plateau and other states.

Mr Osinbajo also stated in the memo (reference: SH/VP/NLTP/02/1) that the N22 billion would be deposited in a dedicated account with the CBN and only withdrawn for specific purposes as may be approved by the member states in the proposed Steering Committee.

‘Duplication of Efforts’

But rather than forwarding the vice president’s memo to the president for approval, Mr Kyari held it for more than a month, eventually submitting it to the president on May 16. But before he submitted it, the chief of staff reworked the memo to include his own observation and recommendations to the president.

Mr Kyari told the president that the request by Mr Osinbajo should be rejected because the N12 billion voted for the Ruga projects had not been fully utilised.

“Given that the president has approved N12 billion for intervention for the Ruga Model, through the National Food Security Council (NFSC), we respectfully recommend that we first evaluate the development impact of this particular project before releasing further amounts for the NLTP,” Mr Kyari wrote. “This is key especially as major security operations are ongoing in some of these locations.”

On Mr Osinbajo’s request for an inclusive Steering Committee to be inaugurated to drive the livestock transformation policy, Mr Kyari knocked it as a duplication of efforts.

“This plan may not be an effective strategy due to the overriding importance of farmer/herder issues in the National Food Security Council, which Mr President is the chairman,” he said.

The chief of staff then proceeded to recommend that Mr Buhari should scrap the NLTP, an initiative by state governors and the vice-president as a representative of the administration.

“To avoid duplication of efforts, we respectfully recommend (with emphasis) that Mr President retains oversight of the farmer/herder issues under the NFSC,” Mr Kyari said, adding that the council includes all heads of security and intelligence agencies as well as representatives of governors from the six geopolitical zones.

Finally, Mr Kyari proposed the establishment of a National Livestock and Fisheries Commission that would be responsible for “formulating, implementing, monitoring and evaluating all projects relating to ranching, fisheries and other related issues.”

A Vice-President Undermined

On May 24, the president approved Mr Kyari’s request, consequently discarding Mr Osinbajo’s request.

“Your recommendations above endorsed,” Mr Buhari said when he signed the memo with reference number: PRES/65-I/COS/2/996.
In approving Mr Kyari’s recommendations over Mr Osinbajo’s even without consulting with his deputy, Mr Buhari appeared to have more respect for his aides.

Presidency sources told our reporters there was no basis for the president’s action, which is just one of several acts of insubordination against the vice-president.

Mr Osinbajo addressed the memo directly to the president, and it is unclear why the chief of staff had to sit on it and eventually rubbishing the content before passing it to the president.

“It is not for the chief of staff to advise the president on a memo that came directly from the vice-president,” an official told our reporters under strict anonymity to avoid being victimised for discussing confidential State House matters.

“The vice-president issued the memo based on a policy he had been personally supervising,” the official said. ” So there is no basis, especially in writing, that it should be subjected to the advice of a subordinate.”

The official said it was not uncommon for a president to call his chief of the staff or other aides to seek verbal advice on an action he wanted to take over a request from the vice-president, but he would then have to first revert to the vice-president for further briefing and suggestions on areas that need improvement.

Another official told our reporters Mr Kyari took the step to retain powers for himself by proxy. If the approval sought by Mr Osinbajo had been granted, matters around the farmers-herders crisis would have been joint federal-states concerns and issues would have to be vigorously debated before funding is earmarked.

“He knows that if the president is in charge, he will be the one issuing orders over the livestock matters in the president’s name,” the source said.
“That would include spending monies without any questions or accountability unlike what would have happened if the Steering Committee had been approved.”

Mr Buhari abruptly suspended the ruga projects in July following an outcry from Nigerians that the establishment of Ruga settlements should be voluntary amongst states and not imposed by the federal government through the takeover of state lands.

Presidential spokespersons Femi Adesina and Garba Shehu did not return multiple requests for comments from PREMIUM TIMES for this story.

PREMIUM TIMES obtained the memos as Mr Buhari was embarking on a private two-week visit to the United Kingdom.

The president did not hand over power to Mr Osinbajo. Instead, he has been asking his aides to bring crucial documents to him for assent in London. The Nigerian law requires that the president hand over power if he would be away from duty for 21 days.

On Monday, Mr Kyari flew to London to submit a new bill on offshore oil fields to the president for assent. The action drew sparked among Nigerians, who said it was embarrassing that the presidency would make a public show of such a controversial action.

“One of the acute dangers of the executive presidency in the third world is that it gives too much power to whoever the president chooses,” said political analyst Sola Olubanjo.
