What is the agent saying about the charge back? That will inform how you send a response to IRCC, some person have gotten the same letter cos agents most times use credit cards that aren't funded. So find out how the agent made the payment and respond to the letter point by point. Don't be alarmed

From what i’v read here, asides paying it back, it’s also important to give a detailed explanation of why d charge back happened in d first place, with proof also if possible.

I had the same issue yesterday. Try and log in with a different browser or logout and login after sometime. The continue application option will come out
