I've been trying to pay for GRE exam with Visa card and MasterCard thru PayPal but I getting issues. Kept seeing response such as Use another card. This prompted me to go the bank to complain, I was told that Visa cards(Diamond) can not longer be used for foreign transactions due to fluctuation in exchange rate.
