Ijaws are a minority in Edo state doesn't mean they can't have a leader of their own, it's not infringing on Bini rights except the Bini's want to permanently subjugate the Ijaws

The issue here is that Ijaws just came to fish on Benin land but now claim they've always lived there. It's no different from Igbos trading at New Bini market claiming it's their ancient land or minority in Edo.
