I finished from UNN. Results are not provided at department level. It is the responsibility of exams & records department.

Take for instance, Nigerian Police Force, they weild so much power that they dont have any policing or monitoring done on them except for some few department within the police it self, In sane climes, the Justice Department in collaboration with another Agency has a beruea that investigate and discipline police officers

Private Universities.. Atleast LeadCity that i know of, has a Quality Control Department that oversees all activities of the lecturers.. and offer recomendation based on performance and general conduct to the management.. this alone make even the most rascal Public University lecturer behave with manners when they take up lecturing jobs at Leadcity

We also got the same treatment from the then sub Dean of basic medical sciences of olabisi onabanjo university Dr (Mrs) Agboola MCB lecturer, refused to sign our results for the same MTN scholarship annual verification ,she even threatened to ensure the 3 of us fail out of medical school (myself, Abdul azeez, and chromo)when she met us at the dean's office. we end up losing the scholarship as she refused to sign our results.
Till this day I still feel bad about it, to even think "mother" will be so wicked.

The HOD's act is total vindictive and highly condemnable. However, I admonish the OP to also learn the act of giving. That's Nigerian people mentality. I'm a graduate of UNN and its one of the best experience of my life ...no where is perfect but better than any south western school that are full of tribalism

The HOD could be one of them old professors that had worked as a Dean before. Normally, they rotate HOD and Dean positions among lecturers. The Dean then might just be a junior colleague of the HOD

Like my mom always tell me if you call a short man a brother, it doesn't diminish you. i.e act like a fool to get whatever you want. The op should have just given the HOD something and he'll have gotten what he want. Showing appreciation is not because you've been oppressed. It is not bribery. It is an act, a habit, a personal culture that cannot be overemphasized.

Guy you better cultivate that habit. It will help you especially if we are in the same part of the world.
