Sure it's your brother? Sounds like a scam to me. Please don't send any money to anyone AGAIN. which one is custom fee and home delivery fee? If you paid this fee to personal account (which is very obvious) then your money is gone.

They knew he was in Lagos so they used Abj. If he was in Abj they would have shifted their location to Lagos.

The guy was scammed. Very worrying that Nigerians cannot decipher scam when they see one. Firstly the red flag is the custome fee and delivery fee. This is red flag.
The all of a sudden, money was found.
The next message is for him to pay 30% of the money found. He should run for his life.

and who collected delivery money? FedEx themselves or some personal account number.

First of all if the money was in the parcel u won't get the parcel at all everything will be impounded as evidence against you. So it's either the money has been stolen by a custom official or it wasn't there at all.
