I think you first need to be diagnosed correctly before all these 'NL hormonal shots' etc. Your case is interesting especially for those in genetic medicine. It could be some genetic modifications that may or may not have effect on your fertility status. If you are living in Nigeria, best advice will be to visit a Teaching hospital or Federal Medical Centre. I hope they can run a gene analysis in their centers.
Please do not take any medication until a definitive diagnosis is made!

I remember some years ago, a woman came to complain the same thing on Facebook about her 16 or 19 year old son. That his manhood refused to develop and she's been taking him from place to place. So the women and some medical professionals in that group advised all mother's to be checking their sons early enough as soon as they reach puberty stage and all that. Though while some welcomed the idea, others kicked against it saying its not right to be touching your son in sensitve areas at that age.So I guess you must have hid it from your mum and she too didn't bother checking you.
Please try see a doc and stop this your mentality of not wanting someone to see your bum bum. Also pray. There's nothing God cannot do.

From your description, you have undescended testicles and because it has lasted for so long, heat might have killed your testicles and they won't work anymore to produce sperm cells or testosterone hormone which is responsible for male sexual development (bass voice, facial hair, armpit hair, pubic hair and other masculine features). You should go to an endocrinologist ASAP, he can help you with testosterone supplements that will give you your desired masculine features in no time. Also get your testicles checked out, I hope this helps.

Clicked: Horerku I remember watching a video about this on YouTube some months back. The guy in the video was 26 and had never experienced puberty too. Even hearing his voice, he sounded like a 13 year old, and just like you he was very tall.
The guy believed that he had Kallmann's syndrome. If your sense of smell is poor in addition to all you've described, you might have that too.

You don't have to worry. It is a condition that can be cured, the only thing is that it might be expensive.

Your comment is rather too hasty and overly optimistic. Not achieving full puberty at 28 should certainly be something to worry about. He didn't fully describe his physical features which could give a clue to what's going on, like feminine features, voice not deep and some other very private features..A dermatologist does not begin to scratch the issues. He needs to see an endocrinologist for a full hormonal assay...That is the only way to tell if he's normal and if not, how bad the situation is..But the story doesn't sound like he's normal..
