I use both. Tissue to do the first cleaning cos I don't really want my hand to touch a lot of poop, then flush the toilet. Water to do the final cleaning and flush again.

Using water is the best. It cleans better. If you don't use tissue properly, you will see a few stains in your boxer/pants.

For more than 20yrs if I go toilet without cleaning myself with water, i will not feel comfortable throughout the day. No matter how i use tissue to clean, i still need water.

I use Leaves in cases of urgent ambush cos water or tissue aren't available and I can't use my important documents to wipe my ass.
