Regarding clearing in Apapa port, I think the major problem is the numerous tables and syndrome of 20 people doing the job of 1 man. Getting assessment on the amount to pay (PAAR) government is straight forward. That takes a day. Register your PAAR on customs website and printing assessment at DTI cafe takes a few hours. The problem here is there are custom guys at CPC office waiting to put alert on the same PAAR issued by custom HQ. If it's alerted, that means you should go and settle the "table" that put the alert. It could be admin's table, valuation desk etc. this will definitely take more than one day. Valuation desk might stretch to 2 days depending on negotiation for a compromise DN. Booking a container for examination at Apapa takes 2 days - you book on Monday, you examine on Wednesday if they drop the container. During examination you are faced with numerous agencies and various custom unit all doing the same job. I guess that's the govt way of reducing unemployment. The police nose around and get their 1000naira kickback. Secret service(SS) are also there haggling you for more bribe. Anti-bomb unit (police) are threatening to delay your goods clearance because they want to bring sniffer dogs if you don't settle well. Then the big guns: Custom's CIU comes to examine and write report. These ones are not like the rest agencies mentioned. If you no settle well.. You go enter! I really don't know why the have the CIU unit when there is a group called the custom examiners. These examiners are the ones to write report and refer your container to the Chief examiner for further action. Now things are easy or hard depends on the examiners' report. So you know the deal.. You have to make him HAPPY! Examination takes a day. After the chief examiner signs and submits report to the releasing officer, the releasing officer's table enters the report into the system and prints out "inspection Act" reports. If your report is okay and the Boss thinks your are good to go, then he signs. But normally in Nigeria the signature comes without "Oga, abeg na." This means settle. This level of job is called "ba mi se." Meaning help me do. You settle with recharge cards or many "abeg." These takes a day or two. The releasing office passes your documents to DC for the final stamp and signature. That's another one day if your job is "ba me si." After releasing, the documents go through 4 to 5 tables that will register the document and at each of the front desks you settle with 500. From here, you move to gate. That's another level of clearance. The officers at the gate review your job. If they think you paid low duty or suspicious of the shipment, they may request you bring the container for fresh examination or raise extra duty to pay govt. now you see the twin swords hanging on your neck. And you know what it means -pay up and we waste your time and money. This takes a day. You arrange truck to go in and pick up the container after you have paid your terminal and shipping charges, and have collect TDO -delivery order. Trucking your container out takes a day. But there a fresh CIU guys at the gate waiting to review your papers. They could delay things at this point. Finally when you get out of the gate, customs FOU ( from ikeja) are waiting to examine your papers and shipment. If they are not satisfied, they may truck your goods down to Ikeja for another of clearance. You see at every point, there is a sword hanging above you. And they all want a pound of flesh or you die! It's tough being a clearing agent in this country, it's tough importing in this country. Every damn thing is tough in this country. This chop-me-I-chop mentality is creating a sort of tough life for everyone. Who do you blame, the custom guys need the extra buck to augment their salary, importer in turn raises prices to augment and the merry go round continues. What a life in giant of Africa! PS: it took me less than 24 hours to clear a 20ft shipment at DFA (Dubai). All done on the computer. Token generated with pick up time. You give the token to driver and he goes to DFA to pick up. |
Well, it's obvious this chump -Trump is a learner. Dropping many more MOABs won't settle the Afghan crisis. They have been bombing them since 2001, I guess; and the situation hasn't really changed. Taliban still rules a vast area of the country. The truth is every leader in that region knows that the U.S. And her western allies only show a half-hearted approach to the problem. And also they know it was the U.S. That created the mess. Imagine a situation were all world main players and the regional powers, under the UN auspices agree, in all honesty, to stop the madness in Afghanistan. Pakistan deploys troop to seal the border, Iran, and rest send in a significant force. With all the world's major forces in Afghanistan, political dialogue is called, I mean genuine dialogue. Not the usual American threat -to-Bombing meeting. Russia held an 11-state meeting on Afghanistan. Americans were invited but they refused to attend the meeting; dismissing the gathering as a fruitless Russian propaganda. Doesn't it show these yanks do not want peace in that country. They only intent on spreading "managed chaos " theory round the world. As long as the afghans keep bleeding, Americans will have a reason to maintain presence there. Look at Yemen, look at Syria. This "managed chaos" policy is really reeking havoc in Middle East and Central Asia. Keep them fighting... Bleed them |

You mean the police and custom could not investigate and find out who the car belonged to, and who imported it without paying duty? Why the circus at senate hearing? And at this point I beginning to hate democracy. It's obvious those ruling are thieves..yet they have support and get voted. Why? I supported Buhari, hoping he'd put an end to this massive looting of the economy, even jail some of the thieves. It seems Buhari has lost the fervor to fight corruption or old age has caged him. Osinbajo doesn't appear to want to rock the boat despite his "born again" background. Oh lord, when will "our kingdom" come in this country? Who will save us ? Just about every institution is corrupt. Look at this case: Why should state payments go through governors forum? Why should governors forum have a bank account? What's the need for consultants? Why cant CBN pay each state directly? |

PBundles:Thanks for the reply. I think in all of these we must put in the "naija factor" in every economic policy. From my laymen point of view, Nigeria tend to defy textbook economics. A typical example is this: gov't decides to let the naira fall to it's natural value. ..say 800/$. The southern traders spin it to mean Buhari is secretly trying to enrich his northern brothers by robbing the southern traders. Those at the creeks dynamite a few pipelines. Oil sales volume drops.. Fewer earnings for our reserve. Then it really gets messy. Opposition party sees an opening, steps in to support those agitating by calling the whole mess - tribalism by the northern cabal. Honestly I really can't think through the mess. It's a Naija thing...call it Naija factor. Simple issues tend to be spun into a complex web of half-lies and half-truth. I see it everyday in the newspapers. Another example is the T. B. Joshua church building collapse a couple of years back... Something as simple as faulty structure that caused the collapse was spun in a way you'd think UFO (Aliens) nuked the building Pardon me for trying so hard to explain this naija factor. Also I think many SMEs determine the price of their goods based on the forex rate on the street -aboki rate. |

(1)If CBN don't intervene and allow a free float, won't the naira exchange rate get unhinged and just shoot for 1000 or less per dollar? That would mean "massive" inflation because we are an import dependent nation. (2) without CBN's dollar supply, can the BDCs and banks source enough dollars to meet traders, travelers and politicians demand? -I'm not sure they can because our banks are just piggybacking on gov't. sinkhole:You know there is problem we have in this country, when customers complain about something, these officials or ogas see it as disrespect or hatred. But complaints could serve as a feedback. In preceding posts I attached a photo of POS receipt showing the last four numbers used by GTB as PIN. I sent them a copy of this receipt on their Twitter account, they didn't reply. For me, it was just an effort to show them the folly of using this sorta PIN that many people could access. The biggest problem of USSD is the lack of data encryption through the network providers. Even if we use our own PIN, those lads at the telecom could access the data and see the PIN because no encryption. I think the best should be a token device to generate a one time PIN. What do you think? |
